China's family planning program is implemented under the unified leadership of the Chinese government. The main responsibilities under this program are to set up and strengthen family planning offices at all levels, formulate relevent laws and regulations, work out programs, principles, and policies for population growth, carry out intensive publicity and education, speed up scientific and technological research on family planning, and mobilize all the people and related departments to support the work of family planning. Family planning in China is practised on a voluntary basis. Education on patriotism is conducted among the people to enable them to see that strict control of population growth and conscious practice of family planning according to policy have a crucial bearing on China's prosperity and well being. As shown in practice, China has not only succeeded in maintaining sustained and steady economic growth, but has also succeeded in drastically reducing the population birth rate, death rate, infant mortality rate, and in extending average life expectancy. This demonstrates the superiority of China's socialist system. To control the growth of the population is an extremely arduous task. However, as long as China keeps to a practical and effective policy, the goal of keeping the total population at around 1.2 billion by the end of the century can be attained.  相似文献

In 1984 the Keshan (Northeast China) County Government and the Family Planning Committee initiated an education campaign to disseminate family planning information to farmers. The team of propagandists consisted primarily of full-time family planning workers. Village cadres, school teachers, and rural physicians, who are properly educated and positive about family planning work, enjoy high prestige among the workers. They were invited to be team members after training and are supported by the villagers because they come from among the local people. All the childbearing women aged 15-49 in each village were classified by the propagandist into 5 groups according to their marital and childbearing status, i.e., women at the age of puberty, women of new marriage, pregnant and lying-in women, women with children to be reared, and middle-age and old women. The women were organized into groups to attend lectures on different subjects such as population policy, relationship between population growth and socioeconomic development on the 1 hand and individuals and environment on the other. Also included were physiology, the health birth and rearing of children, and health care for women and the aged. The publicity effort included broadcasting, films, video aids, and slide shows. Increased classs were during the slack seasons, and lectures were given once a week. By 1986, about 80% of the population at childbearing age in Keshan County had attended the family planning lectures.  相似文献

In seeking a solution to its population problem, China, as a developing socialist country, has been making unremitting efforts to develop economy while controlling the rapid growth. The objective is to control rapid population growth so that population growth may be in keeping with socioeconomic development and commensurate with utilization of natural resources and environmental protection. In the past decade, and particularly since 1979, China has made much progress in developing economy and gained remarkable successes in controlling population growth. The natural population growth rate dropped to 1.15% in 1983, from 2.089% in 1973. Living standards have improved with a gradual annual increase of per capita income. All this proves that the policy of promoting family planning to control population growth along with planned economic development is correct. In China family planning is a basic state policy. The government has advocated the practice of "1 couple, 1 child" since 1979. This does not mean that 1 couple could have 1 child only in every case. The government provides guidance for the implementation of family planning programs in the light of specific conditions such as economic developments, cultural background, population structure, and the wishes of the people in different localities. The requirements are more flexible in rural than in urban areas and more so among the people of national minorities than among the people of the Han Nationality. In rural areas, couples who have actual difficulties and want to have 2 children may have a 2nd birth with planned spacing. In carrying out its family planning program, China has consistently adhered to the principle of integrating state guidance with the masses' voluntariness. The government has always emphasized the importance of encouraging the people's own initiatives, through publicity and education, which is the key link in implementing the family planning program.  相似文献

At the 1986 National Commendation Conference of Family Planning Vice Premier Wan Li told the 600 participants from all parts of China that the task of controlling population growth during the 6th Five-Year Plan had been accomplished and that the trend of population growth had been held in check. He emphasized the progress made in the field of family planning, noting that family planning is a basic state policy of China and that the government always regarded family planning as a priority concern. Wan Li made the point that the population control stipulated in the 6th Five-Year Plan is of great significance to the promotion of China's 4 modernizations -- socialist construction and the improvement in the living standards of the people -- as well as helpful to the stabilization of world population growth. Recommending a flexible approach to family planning, the Vice Premier urged those engaged in family planning to work to overcome compulsory and coercive approaches. He recommended scientific research devoted to birth control technology and asked family planning workers to give family planning a higher priority in order to assure fulfillment of the plan for population control as outlined in the 7th Five-Year Plan.  相似文献

赴港生子是近年来中国大陆出现的新的人口现象,且多是能领社会风习之先的富人所为,其中必具诸多预示性内涵。文章通过现象解析、模型推演,证明在存在性别偏好的条件下,孩子的数量质量替代率下降;放宽约束条件后,富人更具多生的潜能;进而对理性家庭最优生育选择必将导致的生育公地悲剧展开理论探讨;并佐以浙江省近年来人口发展资料,揭示出在目前我国人口发展新情境中,部分富人,尤其是民营企业主的生育意愿有被激活且渐行释放的迹象,经济发达地区的生育率似有持续走高之势,生育率反弹的势能似在不断增强。藉此,应该继续维持现有政策执行力,增强新型生育文化的引致力。  相似文献

This article summarizes and discusses the documents concerning family planning promulgated by the Communist Party, National People's Congress and the Government of China since the start of China's family planning program. In 1955 a document was issued entitled the Directive Concerning Population Control pointing out that the public should be made aware of birth control. In 1965 the summary of the 2nd Conference on Urban Work discussed ways of explaining the significance of family planning, to make it a voluntary action of the people. In 1980 the necessity of 1 child per couple was pointed out and policies were formulated regarding ideological and political education. During the 80's several documents were issued which stressed the voluntariness and initiative of the people in practicing birth control, and that any type of coercion was prohibited. For 30 years the fundamental practice of strengthening publicity and education and opposing coercion has remained unchanged no matter how birth policies have been scored in population control since 1979.  相似文献

On the basis of 1982 census data, it is estimated that from 1987-1997 13 million women will enter the age of marriage and child-bearing each year. The tasks of keeping the population size around 1.2 billion by the year 2000 is arduous. Great efforts have to be made to continue encouraging one child/couple, and to pursue the current plans and policies and maintain strict control over fertility. Keeping population growth in pace with economic growth, environment, ecological balance, availability of per capita resources, education programs, employment capability, health services, maternal and child care, social welfare and social security should be a component of the long term development strategy of the country. Family planning is a comprehensive program which involves long cycles and complicated factors, viewpoints of expediency in guiding policy and program formulation for short term benefits are inappropriate. The emphasis of family planning program strategy should be placed on the rural areas where the majority of population reside. Specifically, the major aspects of strategic thrusts should be the linkage between policy implementation and reception, between family planning publicity and changes of ideation on fertility; the integrated urban and rural program management relating to migration and differentiation of policy towards minority population and areas in different economic development stages. In order to achieve the above strategies, several measures are proposed. (1) strengthening family planning program and organization structure; (2) providing information on population and contraception; (3) establishing family planning program network for infiltration effects; (4) using government financing, taxation, loan, social welfare and penalty to regulate fertility motivations; (5) improving the system of target allocation and data reporting to facilitate program implementation; (6) strengthening population projection and policy research; (7) and strengthening training of family planning personnel to improve program efficiency.  相似文献

Since the establishment of responsible production system, certain existing measures for family planning have lost their original effectiveness. At the same time, some changes in the peasants' minds concerning family planning have also taken place. Many peasant families, especially those which have no male child, wish to have more children. In order to solve this problem, family planning work should be done all over again from the lowest administrative level. Through correct population and ideological education, the general public may understand that there is a surplus of agricultural labor and a shortage of arable land at the present time. Secondly, birth control measures, family planning techniques, and training of medical personnel should be improved in order to serve the people better. A full-time working staff for family planning work should be increased so that they may work closely with local people and solve practical problems. In addition, nursing homes should be established and managed well in each commune. All such nursing homes should receive financial support from the State. In the this way, childless aging people may receive proper care after retirement. The worries of those single-child households may also be greatly reduced. The overall resistance met by family planning personnel is thus eliminated.  相似文献

China's family planning program is described in reference to its goals, approaches, and achievements. Between 1949-83, China's population increased from 541 million to 1,024,950,000. The population has a young age structure, and the median age is 22.9 years. 80% of the population is rural, and 90% of the population lives in the southeastern region of the country. In view of this demographic situation, the government recognizes the need to control population growth. China's goals for the year 2000 are to increase industrial and agricultural input by 400% and to keep population size below 1.2 billion in order to ensure that per capita income increases. In accordance with these goals, the government, in 1979, began advocating a 1-child policy. To ensure the survival of single children, the government also launched a program to upgrade maternal and child health (MCH). In some rural areas and among certain minority groups, the 1-child restriction is not applied. Family size goals will vary with time. These variations will reflect the need to maintain a balance between economic growth and population growth. A variety of incentives are used to promote the 1-child family. For example, single children receive medical and educational benefits, and in some rural areas, the parents of single children can obtain additional land contracts. Economic disincentives are also used. The government seeks to obtain compliance with the policy primarily through educating the public about the consequences of uncontrolled population growth. All channels of the mass media are used to deliver the messages, and the publicity campaign is especially intensive in rural areas. A comprehensive plan to provided family planning and population education for middle school students is currently being implemented. Each local area develops its own fertility control plan. This plan is then incorporated into the nation's overall plan and the overall plan is implemented from above. Family planning workers bring free contraceptives directly to the people, and family planning motivators are found in almost all villages, neighborhood committees, factories, and military units. As a result of these efforts, China made great strides in controlling population growth and improving MCH during the last decade. The birth rate declined from 27.93 to 18.62, and the total fertility rate declined from 4.01 to 2.48. 124 million couples were practicing contraception by the end of 1983. 41% used IUDs, 37.4% relied on tubal ligation, 12.9% relied on vasectomy, 5.1% on oral contraceptives, and 1% on other methods. The quality of maternal and child care also improved. 92.7% of all deliveries are now performed by trained midwifes. Infant and maternal mortality rates declined considerablely in recent years. Currently the respective rates are 35.68/1000 live births and 0.5/1000 live births. In 1983 alone, the gross national agricultural and industrial output increased by 46.1%. Since 1979 per capita income increased annually by 18.3% among rural residents and by 10.7% among urban workers. China controls and operates its own population program, but in recent years, it increased its cooperation with UN Fund for Population Activities, other UN agencies, and nongovernment agencies. China recently completed its 3rd national census, and demographic research institutes have been established in 10 universities.  相似文献

In 1985, a policy of allowing rural single daughter families to have a 2nd birth was practiced in the Datuan Village of the Xingfu Town in the Zhifu district, about 10 kilometers to the north of the Yantai City, Shangdong Province. Since the practice, 80 single-daughter families (26% of the total) have signed contracts of their own accord with the villagers' council, indicating they would have only 1 daughter in their lifetime. Clearly, family planning has been deeply rooted among the people in this area, and the childbearing concept of farmers is shifting along with economic development. Efforts have been made to accelerate the development of the rural economy and to increase the income of farmers. In Datuan Village, due to the vigorous development of the village-operated enterprises, the gross income of industry and agriculture in the village has increased from 1.958 million yuan RMB in 1980 to 4.769 million in 1986, with an average income ranging from 250-617 yuan. With the improvement in the living standard, people are willing to pursue a modern lifestyle, and the traditional childbearing concept is fading. It is necessary to provide good family planning publicity and services while the collective economy develops. The Datuan villagers now have a better understanding of family planning and have become more voluntary in the practice of family planning. The historical position for Comrade Mao Zedong's thoughts about population cannot be ignored. History has told us that the Party and Government of China have always treated the problem of birth control and family planning seriously. In 1957, Chairman Mao lectured both inside and outside the Party on the importance of family planning. Regulations were drafted to govern the excercise of family planning. According to these regulations, people who live in the populated areas should be educated concerning the need for and practice of birth control, and they should have children according to family planning regulations. In this way, the overburden for families may be reduced, the younger generation may receive a better education, and they will have sufficient employment opportunities when they grow up. In the areas inhabited by ethnic minorities, and exception should be made as far as family planning is concerned. In general, family planning should be integrated as a part of the overall plan for the development of the national economy. On the need for emphasizing both quantity and quality in population policy, Mao Zedong pointed out that people should learn how to manage material production and how to "manage themselves." Such thoughts of Mao Zedong provide an essential guideline in China's revolution and social construction.  相似文献

There are two kinds of comparison in family planning (FP) practice. First, people compare the number of children they have with their desired family size. Second, people compare their number of children with other's. The extent of their satisfaction from the comparison often depends on their expectation. And people's expectation about their family size may have an impact on the level of fertility. One task in a FP program is to regulate people's objects for comparison and to reduce the number of children they expect to have. But, changes in people's desired number of children are largely dependent upon the socio economic charges which can not be achieved in short time. Therefore, it would be more advisable to direct people to compare their fertility behavior with those of couples who have only one child, rather than those who have 3 or 4. Satisfaction with family size also comes from a feeling of fairness. People not only look at what they get, but also at what others get. Fairness and justice in FP program implementation is important. If those who violate local birth control policies and regulations are not properly punished, other people would feel that the situation is unfair and they would regret that they did not do the same. The pressure brought by over-population to socio-economic development has been gradually felt by most people. But, it is still difficult to have them strictly observe the present fertility regulation policy. If restrictions of various kinds are enforced and education and publicity are used, people will feel that they are being treated fairly. Since 1985, there have been no cases of coercion in the practice of family planning and yet also no unplanned births among the over 1200 members of the Chinese Communist Party in Hunan Province's Fuxing Township. Ideological work is aimed at demonstrating that fertility control is in the interest of both individuals and the state. All township cadres are asked by the government to take the lead in practicing family planning, publicizing population policies, and assisting in solving the difficulties of the masses. They are further expected to take the lead in the provision of 5 services: 1) publicity about population theory and family planning policy; 2) birth control training and provision; 3) management and distribution of contraceptives; 4) maternal-child health services, including free health check-ups for the 870 children in the township and follow-up visits to the 2100 women who have undergone tubal ligation; and 5) development of social welfare and assistance to 1-child households.  相似文献

The population reproduction patterns of China's minority groups differ to some extent from those of China as a whole. The population of some of the national minorities, such as the Mongolian, tibetan, and Hezhen nationalities, was actually decreasing before liberation. Cited as causal factors are the oppressive policies of past dynasties, lack of medical care in minority areas, and, in some instances, the religious imposition of strict celibacy on significant numbers of the male populaton. After libertation, reproductive patterns were characterized by a high birth rate and low mortality, resulting in a high growth rate. For example, in 1939-408 the birth rate among the Mongolian nationality in Inner Mongolia was 21.7, and the death rate was 28.3, resulting in a negative growth rate. In the period 1952-3, the birth rate rose to 41.5 while the death rate fell to 17.9 resulting in a growth rate of 23.6. This rapid transition is attributed to State policies of accelerated economic and cultural development in the minority areas, and the development of medical facilities. At present, a 3rd population pattern, characterized by a low birth rate, low mortality, and consequent low growth rate, is being seen among the national minorities. This is attributed to the leadership exhibited by minority cadres in family planning work. While advocating family planning, the State adopted a more flexible policy towards the minorities. A government directive stipulates that the specific rules can be drawn up according to the actual conditions by the nationality autonomous local authorities and the related provinces and autonomous regions. Family planning work has been achieved through the mobilization of the minority populations by the cadres, and by mass education on population theory and the relation between religious beliefs, marriage, and customs and family planning. Freedom of the minority people to preserve or reform their religious belief and customs has been absoluetely respected.  相似文献

Over the past 2 decades, Japan, China, Singapore, Hong Kong, and South Korea have completed a demographic transition from high birth and death rates and runaway population growth to reduced fertility and mortality and population growth approaching replacement levels. Among the outcomes of fertility decline, 3 have particularly far reaching effects: 1) Changes in family types and structures. Marriage and family formation are postponed, childbearing is compressed into a narrow reproductive span that begins later and ends earlier, and higher-order births become rare. Large families are replaced by small ones, and joint and extended families tend to be replaced by nuclear families. 2) Shifts in the proportions of young and old. Declining fertility means that the population as a whole becomes older. Decreases in the proportion of children provides an opportunity to increase the coverage of education. Increases in the proportion of the elderly means higher medical costs and social and economic problems about care of the aged. 3) Changes in the work force. There is concern that low fertility and shortages of workers will cause investment labor-intensive industries to shift to countries with labor surpluses. Another outcome may be an increase in female participation in the work force. The potential consequences of rapid fertility decline have sparked debate among population experts and policy makers throughout Asia. Current family planning programs will emphasize: 1) offering a choice of methods to fit individual preferences; 2) strengthening programs for sexually active unmarried people; 3) encouraging child spacing and reproductive choice rather than simply limiting the number of births; 4) making information available on the side effects of various family planning methods; 5) providing special information and services to introduce new methods; and 6) promoting the maternal and child health benefits of breast feeding and birth spacing.  相似文献

A preliminary survey of specialized households with single children in Tianjian rural areas was carried out in order to understand the impact of the economic system reform on family planning programs. Out of 180,000 specialized households, 37,000 are those of young peasants under 35, accounting for 24% of the total specialized households. The survey showed that family planning publicity could be improved in 4 ways. A change in the peasants' concept of childbearing in favor of family planning should be actively promoted. Publicity efforts should be strengthened. Both the content and methods of family planning education and publicity should be improved. Publicity should be integrated with service. Centers of publicity and guidance should become centers of publicity and service. Family planning workers should become close friends of young couples of reproductive age. Education must be integrated with service. A recent trend of having fewer children has set in. This change manifests itself in 3 ways: the state policy of making the people rich greatly encourages young couples to devote themselves to pioneering causes; after becoming rich, the peasants become aware that they should have healthier and better educated children; when the peasants become rich they worry less about their old age and other problems. The recent trend toward early marriage in rural areas should be curbed.  相似文献
