Information campaigns to increase tax compliance could be framed in different ways. They can either highlight the potential gains when tax compliance is high, or the potential losses when compliance is low. According to regulatory focus theory, such framing should be most effective when it is congruent with the promotion or prevention focus of its recipients. Two studies confirmed the hypothesized interaction effects between recipients’ regulatory focus and framing of information campaigns, with tax compliance being highest under conditions of regulatory fit. To address taxpayers effectively, information campaigns by tax authorities should consider the positive and negative framing of information, and the moderating effect of recipients’ regulatory focus.  相似文献

Although the finance‐growth relationship is now firmly entrenched in the empirical literature, we show that it is not as strong in more recent data as it was in the original studies with data for the period from 1960 to 1989. We consider several explanations. First, we find that the incidence of financial crises is related to the dampening of the effect of financial deepening on growth. Excessive financial deepening or too rapid a growth of credit may have led to both inflation and weakened banking systems which in turn gave rise to growth‐inhibiting financial crises. Excessive financial deepening may also be a result of widespread financial liberalizations in the late 1980s and early 1990s in countries that lacked the legal or regulatory infrastructure to exploit financial development successfully. However, we find little indication that liberalizations played an important direct role in reducing the effect of finance. Similarly, there is little evidence that the growth of equity markets in recent years has substituted for debt financing and led to a reduced role of financial deepening on growth. We draw on collective efficacy theory to extend a contextual model of early adolescent sexual behavior. Specifically, we hypothesize that neighborhood structural disadvantage--as measured by levels of concentrated poverty, residential instability, and aspects of immigrant concentration--and diminished collective efficacy have consequences for the prevalence of early adolescent multiple sexual partnering. Findings from random effects multinomial logistic regression models of the number of sexual partners among a sample of youth, age 11 to 16, from the Project on Human Development in Chicago Neighborhoods (N = 768) reveal evidence of neighborhood effects on adolescent higher-risk sexual activity. Collective efficacy is negatively associated with having two or more sexual partners versus one (but not zero versus one) sexual partner. The effect of collective efficacy is dependent upon age: The regulatory effect of collective efficacy increases for older adolescents.  相似文献

Investment in network infrastructure is crucial for economic growth. This article studies the impact of the presence of independent regulatory agencies (IRAs) on the investment of European regulated firms. We account for measurement error in formal independence of IRAs by exploiting cross‐country heterogeneity in the quality of political institutions. Results show that regulatory independence increases firms' investment rate by around 1.2%–3.3%. The positive effect survives when we control for social capital accumulation, investor protection, and market liberalization. However, the effect of IRAs is not immune to politics, as we find that political interference in regulatory functions persists in the European Union and is detrimental to firm investment. This paper tests a prediction of the interest-group theory of regulation which suggests that regulators generally will not force any one group to bear the full adjustment costs associated with variations in the business cycle. That is, the interest-group model predicts that regulatory agencies will redistribute cyclical gains and losses by supplying more "producer protection" regulation during contractions and more "consumer protection" regulation during expansions; i.e., regulatory activity which reduces consumer welfare will tend to be countercyclical, intensifying when aggregate demand falls and abating as demand increases.
The empirical results show a countercyclical and statistically significant ceteris paribus relationship between Federal Trade Commission enforcement efforts under the Robinson-Patman Act and several alternative measures of general business conditions. Since the Robinson-Patman Act is viewed widely as anti-consumer, the findings suggest that in cyclical downturns the Commission moves to protect producers against losses by bringing more cases which limit the tendency for prices to fall. This result may be rationalized under the view that during recessions, the Federal Trade Commission is in the business of transferring wealth from consumers either to protect small business or to bolster cartels. On the other hand, during business expansions the Commission reduces its Robinson-Patman case load, and such a change in enforcement may serve to mitigate producer gains, transferring wealth to consumers at the margin. In any case the paper offers empirical support for the interest-group model by providing evidence that the business cycle plays an important part in explaining the level and pattern of regulatory activity.  相似文献

Abstract During the 1970s and 1980s, social scientists focused considerable attention on patterns of community change in boomtowns affected by large‐scale energy resource development in the western United States. The resulting literature has provided inconsistent and relatively inconclusive evidence about the extent of various forms of social disruption caused by the rapid economic and demographic changes associated with such developments. In particular, because of a lack of in‐depth longitudinal research, little is known about the degree to which social problems observed during rapid growth periods in such locations may persist after the boom. This research addresses some of those questions through a longitudinal examination of various dimensions of social well‐being in four western rural communities. Community surveys conducted four times across a 13‐year span provide data on patterns of change for 10 distinct indicators of social well‐being. Results show that although social disruptions occur in several dimensions of well‐being during boom periods, not all dimensions appear to be affected by such growth. Also, when boom‐induced declines in well‐being occur, they are consistently followed by a sharp rebound, with no evidence of lasting disruption.  相似文献

Political budget cycles (PBCs) have been well documented in the literature, albeit not for all circumstances. Similarly, there is clear evidence on the positive effect of economic growth on electoral success. However, no work has been done on the impact of economic growth on the magnitude of PBCs. The theoretical model argues that a government has an incentive to increase fiscal manipulations when a recession is expected to hit and curtail reelection chances; this amounts to countercyclical policy for opportunistic rather than Keynesian motives. Very robust evidence for this behavior is found in Portuguese municipalities; in election years, budget deficits go up even more and significantly so, when a recession is expected. The issues of whether and how corporate campaign donations affect the operation of American elections have recently become the focus of public and scholarly debate. Using Federal Election Commission campaign finance data, this analysis identifies a link betwren contributions from business PACs and candidate success in the 1980 U.S. congressional elections. Findings also confirm an association between corporate support and legislative voting for candidates re-elected in 1980. Candidates heavily supported by business PACs during the campaign did better at the polls and were more likely to vote conservatively if elected than those not so strongly endorsed by economic interests. Results are discussed in terms of various theories of the state as well as their relevance to potential election finance reforms.  相似文献

When do regulatory innovations fail? I provide a novel organizations‐based answer to this question by developing an institutional‐reputational approach to regulatory politics. Regulators cannot hope to monitor the vast majority of market activities, so they must rely on the regulated to condition their behavior on the regulator's reputation: beliefs and expectations concerning the regulator's goals and capabilities. Regulators thus pursue daily activities while being mindful of how these activities will shape their reputation and thus their ability to achieve future goals. However, even long‐standing reputations are rendered fragile when rival actors use the organization's reputation to cross‐purposes. Thus, while reputation represents a major source of power, reputation also proves fragile when organizations face conflicting reputational demands. The fragility of reputations provides a novel explanation of an understudied phenomenon: failed regulatory revolutions. I develop this theory through the analysis of innovative Securities and Exchange Commission activity in disclosure law following the Watergate investigation.  相似文献

This study assessed latent growth in behavioral inhibition, anger regulation, and goal‐setting from ages 12 to 18, as well as links between latent growth and depression, externalizing behavior, and prosocial behavior at age 19. A second goal included examining whether latent growth in these constructs and associations with distal outcomes varied by sex. Generally speaking, self‐regulatory subdimensions displayed distinct patterns of developmental growth from ages 12 to 18. Growth in self‐regulatory subdimensions did not vary by sex, though initial levels of anger regulation and goal‐setting did vary by sex. In addition, self‐regulatory subdimensions from ages 12 to 18 were differentially related to adjustment outcomes at age 19. However, sex did not moderate associations between growth in self‐regulatory subdimensions and distal outcomes.  相似文献

This paper examines the consequences of the delegation of regulatory authority to local officials. The study evaluates three hypotheses of the role delegation plays in the implementation of regulatory policy: (1) the federal case, which predicts that delegation has no effect, (2) the state/local model predicts that delegation is, in fact, abdication, and (3) the full impact model predicts that both interests determine how environmental policy is implemented. The results provide evidence that while delegation does not completely remove national policy maker's ability to alter regulatory policy, it does allow local interests to alter national standards. I trace my development as a family therapist from being a single model worker in systemic family therapy to a more eclectic approach. The context of my work is children's services and private practice. Failure to appreciate when one method of therapy is more suitable than another can lead to family therapy being applied when it is not indicated. The dangers in such mistakes and a lack of careful assessment that includes the ‘feeling state’ of the therapist are illustrated by case vignettes. A possible effect of some therapy techniques is to create a ‘distance’ from clients and to shield the therapist from their emotional distress. The recent history of the prudent investment standard, which provides clear evidence of the changes under way in American capitalism, is recounted by examining three processes: legislative, regulatory and judiciary. By bringing these three into a single study, we can follow up on how this standard has circulated through multiple historical processes of production and institutionalization. Its meaning has been negotiated both at the junction between the federal government's regulatory authority and the political power wielded by employers and financiers and at the junction between the procedural autonomy of judges and the intellectual authority drawn from economic theories. This method leads us to observe that there is no legal definition of this “prudence” but, instead, several overlapping acceptations of the phrase. This suggests that the force of the law is based on this semantic diversity, the latter being put to use in the structural evolution of financial capitalism.  相似文献

Many studies have established that married people fare better than their never‐married counterparts in terms of psychological well‐being. It is still unclear, however, whether this advantage is due primarily to beneficial effects of marriage or to the selection of psychologically healthier individuals into marriage. This study employs data on young adults from both waves of the National Survey of Families and Households to test hypotheses based on both selection (N= 878) and relationship (N= 722) effects. Further, we differentiate union formation into cohabitation and marriage with and without prior cohabitation. Results indicate no evidence of selection of less depressed persons into either marriage or cohabitation, but a negative effect of entry into marriage on depression, particularly when marriage was not preceded by cohabitation.  相似文献

Blue Shield plans often are granted regulatory advantages by the states in which they operate. Run efficiently, such not-for-profit firms should use these lower costs to eliminate their less advantaged rivals, the commercial insurers. However, these higher-cost commercial providers have been able to offer insurance coverage at prices competitive with the Blues, as evidenced by the fact that Blue plans have, on average, less than 50 percent market share. Similar prices with lower overall costs implies that economic rents are being earned, rents which a not-for-profit firm cannot distribute to owners. In this paper we argue that when there are competing goals among the groups controlling the Blue Shield plans, the different possible "uses" of the regulatory advantage become endogenously determined, necessitating the use of simultaneous equation estimation. Testing this model we find the major effect of doctor-control of Blue Shield plans is to raise doctors' fees while lowering the amount of rents captured by both consumers and administrators.  相似文献

Abstract  This paper examines the hypothesis that the fluidity and openness of social stratification increase with industrialization, by applying a path analysis of status attainment and a log-linear analysis of social mobility to data from National Survey on Social Stratification and Mobility carried out five times at ten-year intervals since 1955 in Japan. The following two points are clarified through this analysis. First, the status attainment regime was constant from 1955 to 1995; when the effects of opportunity expansion due to economic growth are controlled, the data do not provide evidence that the openness of social stratification improved; and the industrialism thesis on openness is actually an illusion caused by the effects of economic growth. Second, the mobility regime was constant from 1955 to 1985, but the data from the 1995 survey do not fit the previous pattern and suggest a transformation may be under way. Based on the above findings, I will note that dissolution of the mobility regime must be considered when discussing the reality of future social stratification.  相似文献

Nonmetropolitan areas in the western United States have experienced rapid growth rates measured in both economic and demographic terms. Macrolevel studies have found that a variety of forces are at work driving these regional patterns of growth including quality of life migrants, expansion of service industries, and nonearnings sources of income. While these macrolevel studies provide important insights into the processes of regional change, very little is known of the significance of these contemporary development forces at the micro, or community, level. This paper reports the results of four community case studies in rapidly growing rural communities within the western United States to provide a better understanding of economic and social change at the community level. Interviews with key players in each case study community provide the empirical evidence for this paper, and the data demonstrate community development processes to be complex. Resource-dependent industrial activities remain an important component for community economies. Furthermore, extractive activity is being supplemented (not supplanted) by various combinations of the factors reported in macrolevel studies including niche manufacturing, Lone Eagles, quality of life migrants, and retirees. The case studies also highlight a high degree of volatility in growing areas and potential problems with assimilation, fractioning, and planning associated with rapid growth in these small places.  相似文献

Sample weighted multidimensional extensions to existing stochastic dominance, inequality and polarization comparison techniques are introduced and employed to examine whether or not ignoring multidimensional and sample weighting aspects result in misleading inferences. The techniques are employed in the context of a sample of nations, in essence each country in the sample is represented by an agent characterized by the per capita GNP of that country, the GNP growth rate of that country and the average life expectancy in that country. In essence the inequality that is being examined is that between the representative agents in these countries, intra country inequality is not being measured. The results suggest that multidimensional techniques lead to substantially different conclusions from those drawn from the use of unidimensional measures and that sample weighting also has a profound effect on the empirical outcomes. We test the so‐called escape hypothesis, which argues that for people from a poor marriage, a divorce has a less negative or even a positive effect on well‐being. In an analysis of two waves of the National Survey of Families and Households (N =4,526), we find only limited evidence. When people divorce from a dissatisfactory or unfair marriage, they experience smaller increases in depression than when they divorce from a less dissatisfactory and less unfair marriage. For marital conflict, we find no interaction. Marital aggression seems to increase the negative effect of divorce, especially among women, suggesting that notions about the accumulation of problems after divorce need to be considered in combination with notions of escape.  相似文献
