This paper focuses on the engineering profession in Canada, a regulated field with a large proportion of internationally trained professionals. Using Canadian census data, this study addresses two main questions. First, I ask whether immigrant engineers who were trained abroad are at increased disadvantage in gaining access (1) to employment in general, (2) to the engineering field, and (3) to professional and managerial employment within the field. Second, I ask how immigration status and the origin of training intersect with gender and visible minority status to shape immigrant engineers’ occupational outcomes. The results reveal that immigrant engineers who were trained abroad are at increased risk of occupational mismatch and this risk is two-fold and intersectional. First, they are at a disadvantage to enter the engineering field. Second, those employed in the engineering field are more likely to occupy technical positions. These forms of disadvantage intensify and diversify for women and racial/ethnic minority immigrants. The paper concludes with a discussion of immigrants’ skills transferability in regulated fields from an intersectional perspective.  相似文献

Since the 1960s, academia and the public have frequently used racism as the catch‐all phrase to explain any racial or ethnic injustice identified in America. However, are the disparities domestic minorities face the same as those faced by immigrant minorities? For example, journalists have suggested that the various state immigration policies targeting Hispanic immigrants in the United States recently are as racist as the Jim Crow laws enacted decades ago. In this essay, I contend that while nativism and racism are kissing cousins, distinguishing and using these concepts may lend to more precise explanations of the issues many racial and ethnic minorities face who exist outside of the Black–White dichotomy that has traditionally characterized United States. To untangle these terms, I review recent scholarship to provide up‐to‐date definitions, as well as reintroduce the concept of ‘racist nativism’ to better explain the variability that characterizes racial or ethnic prejudice and discrimination in 21st century America.  相似文献

Interculturalism provides the core framework for immigration‐related policies in Catalonia, while remaining deeply intertwined with Catalan nationalism. We first identify ‘intercultural nationalism’ as the core doctrine through which Catalan nationalist discourse has been articulated in relation to immigration. We trace interculturalism's origins to nationalism in Quebec and argue that, in Catalonia also, regional immigration policies have been constructed in opposition to those of the central state, while attempting to involve immigrants closely in subnational belonging and social cohesion. Second, we investigate whether interculturalism is durable during economic and political crises, arguing that intercultural policies did not change following the economic recession of the 2010s. This harmonises with broader interpretations that de‐emphasise the role of economic factors in ethnic conflicts. In conclusion we note how the continuing resilience of interculturalism in Catalan policies on immigration contrasts sharply with the rise of xenophobia elsewhere.  相似文献

This article examines whether the post‐1990 Asian immigrants have a lower likelihood of being self‐employed than their counterparts in the 1970s–1980s immigrant cohort. More important, it investigates whether the relationship between education and self‐employment changes across the two immigrant cohorts. The authors framed these questions in the context of the changing U.S. immigration policy and used the ethnic and class recourses thesis and the thesis emphasizing immigrants' disadvantages for employment in the general labor market as two major theoretical orientations. Data come from the 1990 Census 5 percent sample and the 2007–2011 American Community Survey 5‐year sample. Findings from logistic regression analyses show that the second‐cohort Chinese, Asian Indian, and Korean immigrants have a lower likelihood of being self‐employed than their first‐cohort counterparts. Findings further show that education has a positive effect on the likelihood of self‐employment for the first‐cohort Asian Indian, Filipino, and Korean immigrants. For the second cohort, education has a negative effect on the likelihood of self‐employment for all Asian immigrant groups. The authors discussed the implications of these findings and concluded that well‐educated second‐cohort Asian immigrants face fewer disadvantages in finding their occupations commensurate with their educational level in the general labor market than their first‐cohort counterparts.  相似文献

ABSTRACT

This article discusses the production of Indian ethnicity in the United States through a close reading of the Cultural Festival of India, an event that took place over four weeks in 1991 in Edison, New Jersey. The festival, organized by the Gujarati Hindu sect, Bochasanwasi Swaminarayan Sanstha, presented an extravagant and general vision of ‘India’ for Indian as well as non-Indian Americans through arts performances, shopping displays, food stands and cultural exhibits. The Cultural Festival of India can be seen as an occasion for a new type of ‘imagined community’, or as an instance of diasporic nationalism, that is, produced by immigrant Indians intent on projecting a positive image of themselves, and is steeped in romantic notions of the home country.

As Indians in First World countries form larger and more visible populations, they begin to develop elaborate strategies for constructing associative identities. In the United States, the Indian middle class has chosen the terminology and the historical precedents of ‘ethnicity’ to construct itself as a group within the political and cultural landscapes of a ‘multicultural’ nation. The rapidly expanding Indian capitalist economy simultaneously procures foreign investment through connections maintained with these overseas Indians as well as through a new image projected abroad of India as a source of progress. Nationalism, diaspora, culture and identity become confounded both as theoretical categories and as material forces. The Cultural Festival of India illustrates these developments through the reification of Indian ‘culture’, the portrayal of idealized Indian social values and the celebration of technological innovation. Through an examination of the festival, the article explains the continuities in colonial and postcolonial strategies of building national and transnational communities.  相似文献

This article is a résumé of the findings of an empirical study carried out by the ICCR Vienna between July 1993 and July 1994. The study investigated the images of ‘foreigners’ as members of immigrant minorities that emerge out of the interaction between the cultural administration, organizers of cultural events, cultural agents and ‘ethnic minority’ artists, and how these images and the discourse on ‘foreigners’ relates to practices of inclusion and exclusion. Specifically examined were artistic productions and initiatives of the low‐profit and non‐profit sector of theatrical and musical performances in Vienna and Graz. Qualitative interviews with the main actors were supported and enriched through non‐standardized participant observation, action research and a modest social experiment. The article argues that the Austrian variant of the discourse on ‘multiculturalism’ serves as a tool to formulate social order, whereby social inequality is transformed into cultural difference. The emancipatory dimension of culture as a way of life is used to construct homogeneous cultural ( = ’ethnic') collectives. In this construction immigrant artists serve as the representatives of the collective culture of the ‘others’.  相似文献

Ethnic problems may be investigated via either or both of two types of discourse — ‘nation‐state discourse’ and ‘minority discourse’. The first type constitutes a declarative, dia‐chronic‐oriented type of discourse, centred around easily perceivable semiotic codes (language, history, tradition, religion). These codes are invested with qualities which relate to the existence and sustainability of the nation‐state. As a consequence the defence of such codes is experienced as a defence of the nation‐state. By contrast a ‘minority type’ of discourse does not, in principle, centre on nation‐state semiotic codes. In Bulgaria, the discourse of the Islamic communities of the country (Turks, Pomaks, Turkish Gypsies) revolves, by and large, around issues of integration and accommodation, especially of either a demographic and/or economic character. The paper surveys domains that display a close interaction between the nation‐state institutions and the Bulgarian minority communities, namely the mass media, national holidays, educational bodies, army and police. It is argued that a careful and critical appraisal of existing attitudes with respect to these domains is necessary if ethnic conflicts, most likely to emerge during the present atmosphere of post‐totalitarian changes, are to be avoided.

The study of ethnic relations relies on two types of discourse: ‘nation‐state discourse’ and ‘minority discourse’. In the present paper, the minorities under investigation are the Islamic minorities of the Bulgarian Turks and the Pomaks, and the Gypsy minority.  相似文献

Across the United States, immigrants’ rights protests, marches, and demonstrations captured the attention of the public and of lawmakers in the spring of 2006. Much of the rhetoric that emerged from these mobilizations included an assertion of Latino/a immigrant identity. Based on ethnographic fieldwork and interviews conducted in New York City in 2006 and 2007, this article argues that, confronted with a strong and clear organizational discourse of pan‐ethnic Latino/a unity, Latin American immigrants articulated a variety of identities. I found no clear link between self‐identification as Latino/a and participation in political mobilizations for immigration reform; this is in contrast to previous studies of Latino/a political activity. Examining the interactions, perspectives, and practices of Latin American immigrants involved with one community‐based organization, this study attempts to address the lack of micro‐level studies of immigrants’ everyday lives.  相似文献

Implicit in Canada's immigration policies is that some immigrants are endowed with a particular entrepreneurial spirit, and that this spirit relates to immigrants’ origin. This paper examines whether attitudes towards entrepreneurship indeed relate to origin, or whether they can be explained through labour market circumstances at the place of settlement and/or Canada's immigrant selection procedure. The empirical study focuses on the reported attitudes towards entrepreneurship. A survey of 509 Vancouver residents of a predominantly Chinese immigrant neighbourhood, a predominantly South Asian immigrant neighbourhood, and a neighbourhood of non‐immigrants reveals that ethnic origin is a weak indicator of entrepreneurial attitudes. Instead, urban or rural background emerges as a more powerful predictor. The results also raise doubts about whether the Canadian government's immigration policy, which selects immigrants on the basis of economic potential, indeed selects immigrants with a greater desire to become self‐employed. Furthermore, the amount of time immigrants have spent in Canada does not significantly affect attitudes towards entrepreneurship.  相似文献

Academic research on the White Australia Policy has spanned the history of Asian migration and policy-making initiatives in Australia. However, the role of popular transnational media images and stories of the past that inform the socio-cultural understanding of Australia–India cross-cultural relations has been under evaluated. In this paper, using unexplored archival material from popular newspaper reports and columns, I will examine the ‘goodwill visits’ of two Indian journalists, K. K. Lalkaka and Sir R. Srinivasa Sarma, to Australia in 1927 and 1947. By assessing the role of these two journalists, this paper will highlight transnational issues such as migration, ethnicity, race, class and trade between the two countries. Borrowing from Vineet Thakur’s research highlighting the role of first diplomats in the pre-independence era India, this article will contribute to the field of history in Indian diplomatic studies and historiography of Australian–Indian cross-cultural relations.  相似文献

In this article, I explore the spatial politics of the Royal Indian Navy mutiny of 1946 and call for a more maritime sense of ‘the political’. The RIN only existed from 1934 to 1950; it became the Indian Navy after independence. Its mutiny in 1946, which was caused by a number of grievances from anticolonial nationalism to more mundane challenges about the standard of food, continues to be the dominant event in this history. Leela Gandhi (2014) used the RIN mutiny to challenge the binary distinction between elite and subaltern in much Indian historiography by depicting it as an ‘anti‐colonial counterpublic’, or space in which discourses other than the dominant nationalist framings of independence were mobilized. She also regards the mutiny as a potential example of inconsequential ethics in which, instead of worrying about its causes, the mutiny can be read as an experimental space in which democratic politics occurred, rather than one in which people were striving for a ‘successful’ outcome. I argue that, while there is much to be admired in Gandhi's reading of these events, she discounts the maritime nature of the RIN mutiny. In other words, she fails to acknowledge that travelling to different international locations allowed the sailors to learn about democracy and other ideas, which in turn influenced their beliefs about what the future of India, and the RIN, should look like. As a result, I argue for the need to explore in greater depth the important connections that exist between anti‐colonialism, democratic politics and the naval/maritime experience.  相似文献

At the turn of the twentieth century, ethnic enclaves helped immigrants to find jobs and to adjust to their surroundings. In the twenty‐first century, transnational professionals also have other spaces of support: the ‘virtual’ enclaves made possible by new communication tools. Based on interviews with high‐tech professionals over the course of an industry boom and downturn, in this article I trace the institutions that affected structures of online help with work. For some engineers from India and Taiwan, alumni ties, maintained by email lists, were important; these transnational workers had an allegiance to their ‘batch’ (university cohort) that the US‐born workers lacked. Their far‐flung, multi‐tiered alumni lists combined the benefits of strong and weak ties: deep commitments and unique information. This study makes a contribution to theorization of immigrant adjustment, social capital and work technologies.  相似文献

The emerging literature on transnationalism has reshaped the study of immigration in the USA from ‘melting pot’ and later ‘salad bowl’, to ‘switching board’, which emphasizes the ability of migrants to forge and maintain ties to their home countries. Often under the heading of ‘transnationalism from below’, these studies highlight an alternative form of globalization, in which migrants act as active agents to initiate and structure global interactions. The role of geography, and in particular, localization in transnational spaces, is central to the transnationalism debate, but is yet to be well articulated. While it has been commonly claimed that transnationalism represents deterritorialized practices and organizations, we argue that it is in fact rooted in the territorial division of labour and local community networks in immigrant sending and receiving countries. We examine closely two business sectors engaged in by the Chinese immigrants in Los Angeles: high‐tech firms and accounting firms. Each illustrates, respectively, the close ties of Chinese transnational activities with the economic base of the Los Angeles region, and the contribution of local‐based, low‐wage, small ethnic businesses to the transnational practices. We conclude that deeper localization is the geographical catalyst for transnational networks and practices.  相似文献

Using large‐scale census data and adjusting for sending‐country fixed effect to account for changing composition of immigrants, we study relative immigrant selection to Canada and the U.S. during 1990–2006, a period characterized by diverging immigration policies in the two countries. Results show a gradual change in selection patterns in educational attainment and host‐country language proficiency in favor of Canada as its post‐1990 immigration policy allocated more points to the human capital of new entrants. Specifically, in 1990, new immigrants in Canada were less likely to have a B.A. degree than those in the U.S.; they were also less likely to have a highschool or lower education. By 2006, Canada surpassed the U.S. in drawing highly educated immigrants, while continuing to attract fewer low‐educated immigrants. Canada also improved its edge over the U.S. in terms of host‐country language proficiency of new immigrants. Entry‐level earnings, however, do not reflect the same trend: Recent immigrants to Canada have experienced a wage disadvantage compared to recent immigrants to the U.S., as well as Canadian natives. One plausible explanation is that while the Canadian points system has successfully attracted more educated immigrants, it may not be effective in capturing productivity‐related traits that are not easily measurable.  相似文献

In the self-proclaimed ‘nation of immigrants’, a struggle for power plays out in US immigration law. This article examines such a struggle in the context of rising neoliberalism. As president Ronald Reagan set out to revolutionize America with the deregulation of the economy, privatization, and the globalization of capitalist democracy, pundits claimed that the country was experiencing a Mexican illegal immigration crisis that pivoted on Mexican women's fecundity and abuse of social services. Yet along with punitive provisions, the first US law to directly address undocumented migration, the Immigration Reform and Control Act of 1986 (IRCA) included an amnesty programme widely praised as a democratic watershed for the undocumented. Consequently, ‘multicultural’ immigrant men and women seemed to be embraced, while in the same breath disciplined through discourses of respectability and criminality that secured both a pool of cheap immigrant labourers and minoritized citizens. More specifically, two strains of ‘nation of immigrants’ discourse that circulated around amnesty during the law-making process affectively (and effectively) framed America as the globally exceptional guarantor of democratic rights, inclusivity, and equal access to economic opportunity for citizens. On one hand, discourse that welcomed and celebrated an abstracted immigrant subject who was free to succeed on the basis of individual hard work was coded as the epitome of Americanism. On the other hand, discourse that welcomed explicitly racialized and gendered immigrants who were free to succeed on the basis of their hard work was coded as emblematically American. In this case respectable tokens of multiculturalism (i.e. immigrants of colour and especially immigrant women of colour who upheld traditional family values) evidenced American inclusivity. This article argues that both strains of ‘nation of immigrants’ discourse naturalized a relationship between citizenship, freedom, and free markets and thus powerfully masked the exploitative social relations key to neoliberal economic arrangements.  相似文献

This study compares the US and Canada on the gap in earnings between Chinese immigrants and native‐born whites. Canada and the US are arguably more alike than most possible country pairings, yet they differ in significant ways in their approaches to immigration and integration. The primary difference between Canada and the US regarding immigration policy is that Canada selects a larger proportion of economic immigrants – that is, those admitted based on their ability to contribute to the economy – than the US's focus on family reunification. Canadian immigration and multicultural integration policy does not appear to improve Chinese immigrant earnings in the way that might be predicted from Canada's skilled‐based immigrant selection policy and welcoming social context. In spite of a more laissez‐faire approach to immigrant integration and a less skill‐selective immigration policy, we show that Chinese immigrants are earning relatively more in the US than in Canada.  相似文献

This article offers an interpretation of the cultural politics of childhood during the second decade of post‐authoritarian democracy in Chile (2001–2010), as sustained by the discourse of public policies in this area. I understand cultural politics as the combination of cultural contexts, social practices and political processes through which childhood is constructed in different societies and different times James and James (2008b). I develop a ‘textual’ analysis focusing on the discourse of the most recent official governmental policy document on childhood, which is still in force, as well as a ‘contextual’ analysis that examines the historical relationship between the state, public policies and childhood in different periods of Chile's history as a republic.  相似文献

Race too often is used as the explanatory variable for understanding immigration exclusion, marginalizing the significance of race making, ethnic differentiation, and gender construction in particular. This article explores these processes by examining exclusionary policies implemented against Chinese and Japanese immigrants from the mid‐1870s to 1924, the year the National Origins Act was passed. Politicians, intellectuals, and moral reformers used a gendered logic—the construction of idealized gender norms, roles, and sexual propriety and the attachment of these meanings to male and female bodies—to distinguish Japanese immigrants from the Chinese immigrants they followed, allowing for ethnic differentiation and dissimilar policies. The convergence toward exclusion rested on a racialized logic—the construction and attachment of inferior status and meanings to immigrant groups through discourse, formal and informal categorization, or social closure—which claimed that the Japanese were unassimilable and racially undesirable like the Chinese. Exclusionists focused on the immigrant women, decrying their sexual and gender impropriety as evidence of the groups’ threats to the sanctity of white families, which imperiled the nation. Gender and race both mattered in these logics and their meanings were constructed as their salience interconnected.  相似文献

To understand caste in India we must explain the particularity of this mode of stratification, while avoiding an essentialism that isolates caste from other social forms. Stratification appeared in India long before an emic model of caste. Yet in contemporary India, I found actors concerned to place themselves in a rank order, even in ephemeral situations. I outline an Indian concept of the individual, characterised by relative immunity of the self to the social sphere, and argue that this immunity acts as a shield to keep ranking apart from the self. Indian actors show their social capability by adapting to situations rather than imposing a consistent personality across them. Local stratification is explained by actors in a historical mode, as if history was an interactional sequence played out between communities rather than individuals. Indigenous models of society provide an alternative explanatory mode, as when Brahmins claim the superior position. Their holistic model, however, is matched by king-centred and merchant-centred models. Subalterns have yet other views of Indian society. I argue that holistic models in India are constructions of the dominant, and should not be taken to represent ‘Indian culture’. Indian society should rather be seen as plural, with several emic models used to describe and explain it. Still, the tendency to create rank in so many situations points to particular rules of interaction and discourse, which implies talking ‘as if’ hierarchy, in the Dumontian sense, was an objective reality.  相似文献

Les intérpretations traditionnelles de l'immigration européenne au Canada entre 1896 et 1919 et de l'expérience de ces immigrants au Canada durant cette période sont mises en question. L'auteur écarte l'idée que la plupart des immigrants se sont établis sur des terres et conclut plutôt que beaucoup d'entre eux sont devenus des travailleurs industriels non spécialisés. L'auteur fait également ressortir les tensions ethniques et de classes sérieuses qui se sont développées entre le travailleur «étranger» et la communauté d'affaires anglocanadienne, surtout durant la première guerre mondiale et le «Red Scare’ de 1919. En effet, c'est en réaction au radicalisme apparent de plusieurs travailleurs immigrès que le Bill sur l'immigration fut amendé de façon dramatique au printemps de 1919. Les immigrants qui pronaient des idées bolchéviques ont été non seulement exclus du pays mais furent aussi déportés en vitesse. Pour un temps, la politique d'immigration canadienne fut défini davantage en fonction de critères ethniques, culturels et idéologiques qu'en fonction des critères de valeur économique. This paper challenges the traditional interpretation of European immigration to Canada between 1896 and 1919 and the Canadian experience of these immigrants in this period. The author rejects the view that most of the European immigrants settled on the land; instead, he concludes that large numbers became unskilled industrial workers. The author also emphasizes the serious class and ethnic tension which developed between the ‘foreign’ worker and the Anglo-Canadian business community, especially during the First World War and the ‘Red Scare’ of 1919. Indeed, in response to the apparent radicalism of many immigrant workers the Immigration Act was dramatically altered in the spring of 1919. Immigrants who advocated Bolshevist ideas were not only excluded from the country, but were also subject to rapid deportation. Ethnic, cultural, and ideological acceptability became temporarily a more important factor than economic utility in determining Canadian immigration policy.  相似文献
