The United Kingdom was one of only three countries to allow migrants from accession countries to enter their labour markets more or less without restriction following European Union enlargement in May 2004. Therefore, it is important to establish the characteristics and labour market performance of migrants from these countries who have subsequently entered the United Kingdom. We principally analyse Labour Force Survey data to compare the labour market outcomes of recent migrants from Poland and other accession countries to those of earlier migrant cohorts from these countries as well as to those of other recent migrants to the United Kingdom. We find that the majority of post‐enlargement migrants from the new member states have found employment in low paying jobs, despite some (especially Poles) possessing relatively high levels of education. It follows that recent Polish migrants typically have lower returns to their education than other recent arrivals. Migrants from the new member states who arrived immediately prior to enlargement have similar characteristics and labour market outcomes, apart from displaying a higher propensity to be self‐employed. These results are discussed in the context of policy changes, migration strategies, assimilation effects and possible impacts on the sending countries.  相似文献

Literature and theory surrounding the informal economy in international contexts suggest that informal work arrangements may entail assuming various levels of risk, and that the higher the level of risk in an employment arrangement, the higher the premium paid to the worker. This study is designed to assess if a wage compensation for risk exists within the United States' day labour job market ‐ the most visible sector of the United States' informal economy. Using data from the 2005 National Day Labour Survey we find a statistically significant wage premium indicating that a risk‐wage tradeoff within the day labour informal economy exists. Ultimately, we argue that current policy interventions facilitated through day labour centres into the day labour market appear to be effective in mitigating the risks associated with this type of employment.

  • Higher levels of work related risks assumed by day labourers, may be minimized if they receive proper safety training through a formal venue such as a worker centre.
  • Worker centres only serve 20 per cent of all day labourers in the United States, suggesting a need for the establishment of additional worker centres in other connected or industry based work sites, to help mitigate potential work related risks and injuries in the day labour market.

We investigate wage differential by migrant status across white‐collar and blue‐collar occupations in Australia. Migrants are observed to have a higher wage; this difference, however, does not exist once we control for covariates. The unconditional wage differential varies over wage distribution as well as by occupation. Significant wage differentials are found above the median: positive for white‐collar workers and negative for blue‐collar workers. Using recently developed decomposition methods based on Firpo, Fortin, and Lemieux (2009) we decompose wage differentials across their distribution. Overall, the wage advantage of migrants reflects their superior labour market characteristics, and in particular, their levels of education. We find that English language proficiency plays an important role in wage differences among immigrants from non‐English speaking countries.  相似文献

New Zealanders can cross borders freely, work and live in Australia indefinitely thanks to the Trans-Tasman Travel Agreement. This paper uses a recently developed decomposition method to decompose the weekly wage gap at various quantiles on the wage distribution between New Zealand-born (NZ-born) and Australian-born workers, and between NZ-born workers, migrants from other English speaking countries (OESC), and from non-English speaking countries (NESC) to determine how free and regulated migration influences migrants’ performance in the Australian labour market. We found that NZ-born workers earned higher weekly wages than both Australian-born and NESC workers but earned lower wages than OESC migrants. Differences in endowment were primarily responsible for the wage gaps between NZ-born and Australian-born workers and between NZ-born and OESC migrants. However, differences in returns to worker and job characteristics are mainly responsible for the wage gap between NZ-born and NESC migrants.  相似文献

The employment‐driven migrations from Poland to Iceland have largely been pioneered by Polish women. They outnumbered men among Polish residents in this country until the economic boom since 2005 triggered large‐scale male immigration. This trend slowed down with the outbreak of the financial crisis, as the recession severely affected the male‐dominated construction industry. The analysis of Polish female migrants’ working experiences shows that recent inflows are mainly shaped by the nature of labour demand as well as the social policies and care services in Iceland. Although economically integrated, compared with native women Polish women tend to occupy rather disadvantaged positions. They seem concentrated in a few low‐skilled occupations that bring little prestige and low income. On the other hand, they were less affected by the financial crisis, in the sense that many of them maintained work, though some experienced lowering of salaries or reduction of working hours.  相似文献

In countries where informal, insecure jobs are widespread, traditional labour market indicators – such as the unemployment rate, labour force participation rate and wages – are not necessarily the most meaningful. The authors use a multidimensional employment quality index to analyse the Brazilian labour market over the period 2002–11, across three dimensions: earnings, formality (measured by the existence of an employment contract and social security contributions) and job tenure. The results show a significant increase in employment quality overall, especially in the years 2009–11, but with considerable differences between wage employees and self‐employed workers, and between industries.  相似文献

We utilise a rich set of regional labour market variables to explain regional variation in Norwegian manufacturing wages. In particular, regional indicators of labour market conditions are computed from survey data in which respondents are asked to evaluate local employment opportunities. We find that average reported satisfaction with local job prospects and other survey-based indicators perform better in regional wage equations than traditional labour market variables, including the regional unemployment rate. Our results suggest that subjective measures of employment opportunities provide useful information about wage pressure.  相似文献

This article examines the ways in which young migrant men are constructed as potential employees in a British town where service sector employment, often on a casual or precarious basis, dominates the bottom end of the labour market. Low‐wage jobs in many British towns are now constructed as feminized, low waged and demanding personal skills of empathy and servility. In this context, young men, and especially young men of colour, including recent in‐migrants, are at a disadvantage, constructed by employers, agencies, co‐workers and customers as less eligible workers than ‘locals’. We use the experiences of young men from Goa as a lens though which to trace the ways in which expectations and experiences when looking for employment produce a hierarchical division of labour in precarious jobs at the bottom end of the service sector.  相似文献

We present findings from an anthropological field study on the role of language and language policy in migration from Poland to Norway, and the larger implications for emerging language and immigration policy in Europe. Initial fieldwork in Norway found that Polish workers without knowledge of the Norwegian language struggled to secure employment in the formal economy. The 2008 financial crisis intensified competition in the labour market and underscored fluency in Norwegian as a means of discriminating among workers. Comparative case studies of language schools revealed that these organizations are active participants in channeling Polish migrants' movements into a segmented labour market, often in ways that involve cooperation between private companies and the State. We frame the Norwegian case within the larger context of Europe and the trend there toward favoring integration over multiculturalism. The emergence of restrictive language policies in Europe may be interpreted as a legally and culturally acceptable means for discouraging access to rights associated with permanent residency or citizenship by work migrants from CEE countries, while at the same time permitting them access to the labour market for temporary work. The long‐term consequences of such policies for European society are uncertain.  相似文献

"This study examines whether or not the likelihood of Puerto Rican workers choosing to migrate to the United States depends on their occupations or skills. The study determined that the occupational composition among those migrating from the island to the United States generally corresponds to the occupational distribution in Puerto Rico. The exception is that, after controlling for labor market conditions in Puerto Rico and in the United States and for other characteristics of the migrants, farm workers, laborers, and craft and kindred workers are overrepresented in the flow of migrants. The two most important factors contributing to the occupational distribution of migrants are whether or not they already have job offers in the United States and whether they are currently employed in Puerto Rico."  相似文献

Mobility of labour is common within Europe and globally, particularly in social and health care. This article examines the findings from a qualitative study of 15 expert or stakeholder views that explored supply and demand factors in international social care staff recruitment to the United Kingdom (UK). Findings are that international social care workers have a better reputation and are perceived as being harder workers, more productive, more reliable, more focused and more likely to stay in a post longer than local workers. However, there is also the perception that employment in social care is a stepping-stone into other forms of employment both in the UK and when returning to home countries, through access to training, experience and improved job opportunities. The impact of migration policies on the composition of international workers is further noted because greater numbers of social care staff are coming to the UK from the European Union and fewer from Commonwealth states. Changes in the profile of international workers are discussed, with a need identified to address cultural and language differences to ensure good outcomes for service users.  相似文献

Using microdata from the European Union Labour Force Survey (EU-LFS) and aggregate indicators of labour market institutions, this article compares the job quality of native and non-native workers across European countries and analyses the impact of the institutional settings on the job quality differential between both groups. The LFS is used to measure a job quality index for the period 2005–2017. We find that some immigrant groups fare worse than natives, the contribution of the “composition effect” to explain this differential is large, and the institutional framework affects the immigration gap in job quality. In particular, some labour market institutions (more centralized wage bargaining, stricter employment protection legislation) tend to be detrimental for immigrants relative to natives, while integration policies seem to work well in reducing these differences.  相似文献

This analysis proposes new measures of rent creation and rent sharing and assesses their impact on productivity on cross‐country‐industry panel data. We find first that: (1) anticompetitive product market regulations positively affect rent creation and (2) employment protection legislation boosts hourly wages, particularly for low‐skill workers. However, we find no significant impact of this employment legislation on rent sharing, as the hourly wage increases are offset by a negative impact on hours worked. Second, using regulation indicators as instruments, we find that rent creation and rent sharing both have a substantial negative impact on total factor productivity. Drawing on a recently completed qualitative study in a northern English city, this paper explores motivations and experiences of Accession 8 (A8) migrants who have entered the United Kingdom following the expansion of the European Union in 2004. The paper considers commonalities and differences among the group of migrants routinely referred to as A8 migrant workers/labourers. Diversity is apparent in three particular respects: first, the motivations and forms of movement undertaken; second, their experiences of work within the UK paid labour market; and third, the extent to which the act and experience of migration offers new individual and collective opportunities and potentially opens up spaces for people to negotiate structural constraints and reconfigure aspects of their identity.  相似文献

The study examines the early market experience of recent immigrants to Israel from the former Soviet Union (FSU) and their mobility patterns a few years after migration. The Labour Utilization Framework, proposed by Clogg and Sullivan (1983), was analysed to identify the employment difficulties immigrants experienced upon arrival, their short‐term mobility in the labour market, and the income consequences of their disadvantaged position in the market. Using a panel study of immigrants who arrived in Israel during 1990, we found that although most of them found employment, only a minority did not experience employment hardships. Four years after their arrival, most immigrants were still employed in occupations for which they were over‐qualified, and only a small portion of the group managed to find adequate employment. Women had more severe employment hardships and a lower rate of mobility into the better positions. For men and women alike, almost any deviation from a stable adequate employment entailed wage penalties.  相似文献

This paper uses unique population‐level matched employer–employee data on monthly wages to analyse class‐origin wage gaps in the Swedish labour market. Education is the primary mediator of class origin advantages in the labour market, but mobility research often only considers the vertical dimension of education. When one uses an unusually detailed measure of education in a horizontal dimension, the wage gap between individuals of advantaged and disadvantaged class origin is found to be substantial (4–5 per cent), yet considerably smaller than when measures are used which only control for level of education and field of study. This is also the case for models with class or occupation as outcome. The class‐origin wage gap varies considerably across labour market segments, such as those defined by educational levels, fields of education, industries and occupations in both seemingly unsystematic and conspicuous ways. The gap is small in the public sector, suggesting that bureaucracy may act as a leveller.  相似文献

This paper considers the allocation of labour on the French and British markets, using objective wage and subjective satisfaction data. We show that, in some sectors, workers enjoy both higher wages and higher job satisfaction. We argue that this reflects labour market wage rents. Perhaps surprisingly, wage rents are typical of the British public sector and permanent contracts, but not of their French counterparts. In France, such rents are found in full-time, rather than part-time jobs. Hence, the data provide little support for the usual a priori that the French labour market is structured along insider–outsider model lines, whereby wage rents are captured by the insiders of the public sector to the detriment of the private sector. However, they do suggest that part-time employment is involuntary to a far greater extent in France than in Great Britain.  相似文献

In the past decade or two, an increasing number of migrants from countries neighbouring Thailand have moved to Thailand temporarily or permanently in search for jobs and life security, causing an increase in the labour supply in the Thai labour market. This paper attempts to find the economic contribution of these migrant workers to Thailand using various data sources and a collection of related findings. We find that capital gains from migrant workers show an increasing trend from around 0.03 per cent of the real national income (880 million baht) in 1995 to around 0.055 per cent of the real national income (2,039 million baht) in 2005. Using the adjusted labour share, the net contribution of migrant workers is on average 0.023 per cent of the real national income per year, or around 760 million baht per year.  相似文献
