The paper examines the policies, choices, structural reforms, regulatory rules, corporate and public administration matching the world standards, openness, innovation, competitiveness, fulfillment of multilateral obligations, integration and regional approach achievements and international relations conditionality in the “Global Governance and Geopolitics” of the main economic, financial and policy issues, with special focus on the new regional approaches pursued by America, the European Union and Asia and the role of the emerging and transition countries. After the US Dollar, now the Eurozone is under pressure and the main Asian countries fear a contagion effect. While somebody proposes a slow devaluation of the Euro in order to soften the public deficits of the group of most exposed countries and restore more competitiveness to the real economy, political leaders are thinking to adopt indirectly the Euro two speeds operative monetary strategy, through the introduction of the majority vote, instead of the full Members consensus, for the most important decisions at the ECB in Frankfurt. Aside these monetary and institutional measures, the binding of the single national fiscal policy to more strict EU parameters of compatibility with the Eurozone sustainability appear unavoidable. This article provides a comparison of three West European countries with five Central East European countries in respect of working time and the integration of work and family life. The countries are the Netherlands, Sweden and the UK in West Europe and Bulgaria, the Czech Republic, Hungary, Romania and Slovenia in Central East Europe. As well as providing an East–West comparison, the article also takes into account the differing institutional and policy contexts in the selected countries and the different routes to flexibility. A further aim of the article is to extend our understanding of the culture and values which underpin the organization of family and work in each country. Whilst there is a clear East–West divide, all eight countries demonstrate diverse routes to flexibility and different mixes of social policies and gender cultures which have lead to considerable differences in the integration of work and family life.  相似文献

ABSTRACT

What relevance is there to discuss water security issues in cases where water availability and accessibility do not seem to be a problem? This is the main question that guides this article which searches for answers from official core water debates in upstream or ‘safe’ water access (or ‘water-rich’) countries. If a norm such as water security or the human right to water and sanitation is to be universally accepted, then it needs to be adopted by wealthy and powerful countries/regions that are water-rich, and it should guide policies in both their domestic and foreign policies. If these polities do not support this norm, then operationalization becomes a serious challenge and water security debates will keep reflecting power imbalances in global affairs. Empirically, this article examines current water management strategies in the European Union with specific focus on the Grand Duchy of Luxembourg.  相似文献

This article elaborates a typology of organisational responses during the first decade of AIDS/HIV in a dozen Western European countries.Welfare mixes: that is, the division of task between all producers of welfare (both private and public), and the processes at work in these policies, are analysed. Three types are identified, presenting unexpected variants in respect to general typologies of Western welfare states. They underline the importance of non-profit actors and also argue that new forms of co-operation between those actors and public ones can lead to renewed management of the main social issues currently facing Western welfare states.  相似文献

Albania’s experience with transition is unlike most Eastern European countries. In particular, transition started from a deeply impoverished state, proceeded faster than other countries in the region, and was disrupted by financial sector crises. In addition, Albania experienced extreme population movements both abroad (to as many as twenty different countries) and within the country (from rural areas to major cities). All these changes combined have altered the composition of the local labour force in unknown ways. Understanding who Albania’s unemployed are at present is important for policy decisions, especially given the double-digit unemployment rates of the last decade. In addition, employment stabilization policies in Albania are important from an international perspective, since Albania exports about 15–20% of its labour force to neighbouring countries. This paper uses administrative data from one of the largest, recently established labour offices, to gain insights into the composition and characteristics of Albania’s unemployed.  相似文献

This paper analyses the development of the media in the successor states of the USSR from a public sphere perspective. This approach allows the post‐communist media to be placed within the context of the process of democratization that these societies are currently experiencing by postulating that the role of the media in this process should be to provide a symbolic space where the economic and political dimensions of the process of transition offer themselves to the comprehension of citizens, and where those who hold representative opinions on this process are able to express themselves. This article argues that two main obstacles exist to the development of East European media as a public sphere institution. These are the various means of control East European governments employ to check the freedom of the press, and some of the profit‐oriented journalistic practices market‐driven media entrepreneurs are introducing in the East European media field. In its conclusion, this article argues that media policies in the New Independent States should specifically aim at developing the media as a public sphere institution rather than simply an industry.  相似文献

The aim of this work is to study whether a process of convergence in innovation in the European countries has occurred or not, by analysing the relative changes in the innovative position of the European countries during the period 2002–2006. Special attention is paid to the relative changes that have occurred in the recently acceded countries and to the poorest countries of the EU-15. The data used in this research come from the fourth and fifth wave of the Community Innovation Survey elaborated by EUROSTAT and collected in different Member States of the European Union. The statistical technique used is the multiple factorial analysis. The study has been carried out on two different sets of firms. On the one hand, it has considered all manufacturing firms (innovative and non-innovative firms) and, on the other, only the innovative manufacturing firms. The results show a moderate convergence process in innovation in the manufacturing as a whole, but not in the innovative firms.  相似文献

This article analyses international policy discussions on migration and development (M&D) and contrasts these with the actual M&D policies and practices of 11 European countries who were among the main proponents of this international discourse. Desk research of public documents and accompanying information sought from these 11 governments as well as in the European Commission (EC) provide the basis for a comparative analysis of their overall M&D policies and strategies, and institutional settings for formulating and implementing these. The comparison shows that M&D policy and practice remains in a tentative and experimental phase, and that countries experience difficulties reflecting their international positions in their own policies, as well as in learning from their own efforts and those of others. While stressing the developmental potential of migration in international discussions, most of the countries’ policies still reflect an understanding of migration as a problem and a preoccupation with short‐term domestic interests.  相似文献

Experts in Adapted Physical Activity (APA) for elderly persons from 66 higher education institutions of 29 European countries worked during 3 years together (2004–2007) in producing education materials to promote an active lifestyle, the content of an APA programme for the elderly at master and bachelor level, a motivational DVD (Never too old to be Active: The Joy of Movement and practical active ageing activity cards and a brochure with a European survey and recommendations. During the dissemination year (2009–2010) these materials were translated from English into 15 European languages and disseminated in all countries in institutions of Higher Education (physical education, physiotherapy, sport science), nursing homes for elderly persons and caregivers). In each country, as many as possible elderly persons were approached as well as the concerned ministries, sports organizations and the press. A consortium was created between the universities of Amiens (France), Groningen (The Netherlands) and Verona (Italy), to start up the European Masters programme in APA for the elderly and the motivating products disseminated the urgent message of the Thematic Network for all elderly persons with and without disabilities in Europe “Save yourself by more physical activity” This same approach applied in all European countries at the same time during these 4 years, gave a boost to the better education of students in this matter: stimulating the responsibility and motivation of elderly persons for bringing more physical activity in their daily schedule, during at least 30 min each day. The established cooperation between the actors of the network should however be continued through the European Master in APA for the elderly and further dissemination of the products through the website  相似文献

Drawing on a review of the academic literature on return migration and return migration policies, as well as on reports and project documentation, this article provides a general assessment of return schemes from European countries, with a focus on those targeting failed asylum‐seekers and irregular migrants. The article first highlights the contrasted understanding of return and reintegration by migration policy‐makers and migration scholars respectively. It then provides an overview of the main challenges, focusing on seven key issues: preparedness to return, the imbalance of represented interests, legal mobility, conditions in the countries of origin, the reintegration package, integration in Europe, and the specific obstacles to return faced by failed asylum‐seekers. The article highlights the need to reassess return policies and frame more realistic schemes.  相似文献

It is increasingly becoming common knowledge that one of the major effects of the Single European Act 1986 will be to increase freedom of movement for some within the internal borders of the 12 European Community member States from 1993, while correspondingly restricting the influx of ‘outsiders’. What is still lacking, however, is informed research on the extent of this ‘exclusion’ and the likely impact of such exclusionist policy on the policing and movement of ‘refugees’ and migrants from South to North and East to West. It is the intention of this paper to address some of these issues. The main rationale behind these restrictionist and exclusionist policies is, on the one hand, a fear concerning floods of refugees invading the West from both the South and the East, due to either internal strife or poverty or simply economic disparity. On the other hand, a ‘tightening‐up’ of the asylum regulations and procedures is felt necessary on the official ground of ‘too many bogus applications’ being made to circumvent visa restrictions. This raises two problems in particular. Firstly, if the EC member States are becoming increasingly exclusionary, what happens to the refugee ‘flood'? Secondly, when is an ‘economic migrant’ not a refugee, or a refugee not a migrant, or even a ‘refugee’ not a suitable case for asylum? Moreover, even though it is realized at the political level that a long‐term strategy for ‘social and economic progress in the home countries represents the most important precondition to give the people in those countries a new professional and social perspective, which will encourage them to stay in their home countries’ it is nevertheless the case, unfortunately, that through Schengen and other EC inter‐governmental structures, the emphasis on control policy would seem to be dominant. Now that Hungary has joined the Council of Europe, has been a party to the 1951 (UN) Geneva Convention and the 1967 New York Protocol since March 1989, and together with Czechoslovakia and Poland has applied to join the EC, one has to wonder whether the ‘Cold War’ border between East and West is being shifted further East to become a ‘Closed ‘ border.  相似文献

Translating texts on social policy into several languages, comparing the social policies and social reality of different member countries, and transferring social policies across national borders are becoming more and more important for European integration. At the roots of these issues, the question of translation is found; since to compare and transfer, one must first translate. So the objectives of the paper are to present some reflections on the translation process, and to outline and explain the main difficulties faced, in particular in the field of social policy.  相似文献

This article discusses the use of the term multiculturalism and the background of multiculturalist policies in Europe. Postwar migration within and to Europe has changed the ethnic composition of population in most European countries. The main focus is on Sweden, which more strikingly than most European countries has gone through a transformation from a relatively homogeneous society to one with a variety of ethnic and language groups. The author stresses the role of historical factors behind different countries' reception of immigrants and their attitude to programs of integration or assimilation. Parallel to xenophobix phenomena there are very decided activities from governments and organizations to counteract in Western Europe. The increasing cooperation in the economic and political field also makes the issues of immigrant, border minorities, and historic minorities relevant.  相似文献

This paper aims to assess the economic development and development policies in the Central and Eastern European (CEE) countries in 1990–2005, from the collapse of the USSR to the enlargement of the European Union. A great number of authors have generally seen the transition as a very positive process. They have concluded that the reform policies focusing on macroeconomic and price stability have been the key to success for CEE economies. A reliable economic environment is, of course, instrumental for longer-term economic success, as exemplified by the prolonged crisis in most of the former Soviet Union. Our analysis of the economic development and competitive advantages in the region, however, leads to the conclusion that the specific approach to transition that the Central and Eastern European countries followed came at a rather high cost. Comparative neglect and weakness of a set of policies crucial for longer-term development, such as science, technology and innovation policies, has led to deterioration in the last decade rather than the strengthening of the competitive advantages of Central and Eastern European economies. Furthermore, we argue that, in most cases, CEE countries have unfortunately overlooked or misjudged a number of development challenges, and have thus implemented policies that have generated growth at the cost of rapidly increasing risks. This is how the financial fragility of several Central and Eastern European countries has recently increased drastically, and the region seems to have virtually arrived at the brink of economic collapse. Since the CEE countries joined the European Union, the CEE governments have gradually moved towards acquiring a more active role in economic development. These policies need, however, to be strengthened considerably and reinforced by macroeconomic policies that curb current excessive dependence on foreign-financed growth.  相似文献

"There is an inescapable relationship between the existence of migration movements and the resulting policies which are adopted by the authorities of the area concerned towards encouraging these movements, or more commonly towards attempting to control or to reduce them.... This paper aims to bring together some of the wide variety of policy issues and responses which may be observed in Europe at the present time and in the recent past, and in particular to make an assessment of the approaches being taken by the European Union member states as a whole, and also by the so-called Schengen group of member states. This article also attempts to look at the perceptions of these policies and their effects from the point of view of both the 'western' and the 'eastern' European countries, as migration policy issues are rarely onesided. This article is a comparative study of the institutionalization of the migration policy frameworks of post‐Soviet states Armenia, Azerbaijan and Georgia since the collapse of the Soviet Union in 1991. All three countries share common historical legacies: a Soviet past, wars and conflicts, unemployment, high emigration, and commitment to integration into European bodies. To what extent do the migration policies of these three countries (driven by contextual forces, i.e. domestic challenges) address country‐specific migration dynamics? Or are they imposed by the European Union? In which dimensions have the national policies on migration of Armenia, Azerbaijan and Georgia evolved, and around which issues have they converged or diverged? Have these trends led to an integration of migration policymaking at the regional level in the South Caucasus?  相似文献

The study examines how European managers deliver paternalistic leadership in two small IT companies in India, a collectivist, high-power-distance culture where private lives are largely influenced by extended families. In particular, gender aspects are discussed in relation to recruitment and attrition, working hours and leave policies, and building company culture. These small companies experience a different set of challenges from those faced by the big multinationals, and they meet them in different ways, often translating Western management ideas to fit the Indian context. This article shows how managers of these two companies, with their European background, adapt their leadership to the Indian setting and how they handle gender issues. While some degree of paternalistic leadership appears to be a necessity in the Indian context, introducing European ideas of low power differences and regulated policies creates a mix which is appreciated by the employees.  相似文献

The objective of this paper is to examine the role of external debt in a country’s economic growth. With 31 developing countries divided into four regions, this paper employs the recent technique of spatial econometrics to incorporate the neighbouring effect in the debt–growth model. The empirical results reveal that the East Asia and Pacific, Latin America and Caribbean and the Sub-Saharan Africa regions provide convincing evidence to support a negative relationship between the external debt and economic growth. In addition, there is evidence to support the existence of spillover growth among neighbouring countries. This suggests that the role of spatial correlation is important and should be considered for any analysis of the growth model.  相似文献
