Concerns about the mental health and well‐being of children and young people have been articulated in health and education policy fields as a call for closer working between schools and providers of mental health support services. Drawing from a Scottish study, this article explores issues of access, when mental health initiatives are sited in formal educational settings. In particular, it focuses on the implications for the agency of children and young people seeking support from those services when and how they choose. The study argues that over‐reliance on teachers as the main referral route to service influences what is deemed to be a problem, who is thought to need support and how the interventions are viewed by the children and young people. Alternative approaches are discussed, which offer opportunities for children and young people to explore the available services and make their own choices about their level of engagement.  相似文献

The principle that children should be heard as well as seen—that they have a right to be consulted over decisions affecting them and to have their views taken into account by the adults working with or for them—now has general currency. One consequence is that increasing numbers of children and young people are now appearing on conference platforms or are included on the executive councils of charities or participate in working parties. Such events are often effective, but sometimes they can be embarrassing or counter-productive to all concerned. Abstract

Children and young people are often the subjects of research but are not usually thought of as codesigners of research projects contributing to the development of tools and resources so that research about them and their peers is more likely to be appropriate and effective. This paper describes and analyses the involvement of a group of 14 children and young people who have been in out-of-home care. They assisted in the design of a research project that sought their views on what makes a “good” foster carer. The impetus for this study arose from a desire to include children and young people as stakeholders in improving the foster care system and a long-held belief that they could and should be active partners in creating change. The study demonstrated how children and young people could be engaged creatively in individual and group conversations and activities in relation to potential research questions and research methods and tools. The paper concluded that capturing their views will ensure that research will be of benefit to other children and young people and to policy makers and practitioners working in the field.  相似文献

This paper describes a project to inform and to elicit the views on The Children Act 1989 of forty five young people who were currently being looked after by English local authorities in out-of-home-care. The full findings are reported elsewhere (Buchanan, Wheal, Walder, Macdonald, & Coker, 1993).One of the key principles of The Children Act 1989 was that children and young people should, in the light of their age and understanding, be consulted and participate in decisions affecting their lives, provided that this approach did not jeopardise their welfare. Throughout 1991 the Department of Health in London orchestrated an impressive training initiative to ensure that all those who had a role in implementing the Act were aware of the principles that informed the legislation. Leaflets were also prepared for young people who were being looked after in foster or residential care. During this period I asked a young man in a local authority residential establishment, what he knew about the new law. “No one tells me anything”, he replied. This was worrying because without the necessary information, such young people would poorly equipped if they wished to participate in decisions affecting their lives, and more seriously they would be poorly protected should they have reason to complain about their care. During the late 1980's and early 1990's there had been a number of concerns about the welfare of young people living in residential settings. These had resulted in a spate of enquiries, (Levy & Kahan, 1991), (Williams & Macreadie, 1992), and a number of reports (e.g. Utting, 1991; Warner, 1992).  相似文献

While scholars know that young children are active if inadvertent participants in social reproduction, little has been said about how young children engage in class reproduction. Through observing in a preschool classroom with a class diverse student body, I show that preschoolers are already class actors, performing class through their linguistic styles. Upper-middle-class children speak, interrupt, ask for help, and argue more often than working-class children. Upper-middle-class children’s classed linguistic style effectively silences working-class students, gives them less power, and allows them fewer opportunities to develop their language skills. The children’s linguistic class performances have immediate consequences and potential future implications for class reproduction.  相似文献

Both historical and contemporary residential care for children have been found to present risks to their safety and security. Views about the characteristics of workers that helped them to feel safe in the placement were obtained from 27 children and young people who were placed in residential care in Australia. Competent and trustworthy staff were considered essential. These workers were characterised as caring, proactive, tenacious in building relationships, and available. Importantly, they listened and ensured young people had a voice. The study affirms the central role of the worker-client alliance in ensuring residential care is a positive and safe experience for children and young people, and identifies structural factors that children and young people believe are barriers to them feeling safe.  相似文献

This article describes a participatory research project, which explored four case studies of children and young people's successful political advocacy in Nicaragua. The analysis combined a human rights‐based approach and a human development approach, and included concepts of multiple settings and levels, interrelated participation spaces, children and young people's citizenship, inclusion and exclusion, democracy, advocacy and empowerment. The main problems faced by children and young people seeking to influence policy‐makers were identified as adultism, dependency and lack of accountability. The research identified pre‐conditions, participation spaces and ways of organising for effective advocacy, and facilitation methods that had proved effective. It concludes that children and young people who achieve effective advocacy are generally self‐empowered, but can count on effective adult support and facilitation. They work through coordination with the authorities and not by clashing with them, but need to ensure effective follow up if they want politicians to keep their promises.  相似文献

This second paper on the findings and recommendations of the National Commission of Inquiry into the Prevention of Child Abuse discusses the need to create ‘child friendly communities’ in which children and young people feel loved, valued and listened to and their needs are effectively met. Such communities are essential if we are to prevent child abuse—only in such environments will children and young people feel free to take action on concerns which they have, including child abuse. Consideration is given to ways in which communities are currently hostile or unfriendly towards children and how these factors can be overcome. The UN Convention on the Rights of the Child acknowledges the right for children to express opinions about issues affecting them and the right to have these views heard (Davis, 1998). There has been an increase in the number of international studies including children as informants in research, but there is noticeably less published research including children as informants in Australia if they have a disability. Rather, there has been a reliance on parents/carers for insight into their child's experiences. In this article we present the results of a qualitative pilot study where we interviewed parents and their children who have cerebral palsy about their perceptions and experiences of communication in the medical consultation. We found that the views of children and parents were different, further reiterating the need to seek the perceptions of children as well as their parents.  相似文献

Given the common issues of secrecy, shame and stigma, we know very little about the lives of children affected by parental alcohol problems from their own perspectives. Thirty children and young people (aged between 9 and 20) chose to communicate about this sensitive issue as part of a Scottish qualitative study. This study reveals how children and young people have extensive knowledge about parental alcohol problems and can demonstrate considerable agency in choosing how to share this knowledge in a research setting. Developing a greater understanding of children's nuanced ways of communicating has implications for research, policy and practice.  相似文献

ABSTRACT

The sample consisted of all families (747) who were invited to receive a Family Unity Meeting from a Public Child Welfare Agency in a large urban county. Data was derived from the review of agency case files. The design was a retrospective case review with an embedded prospective study. This study describes factors that distinguish between CPS clients who accept an invitation to participate in a Family Unity Meeting (FUM) and those clients who decline to participate. The meeting process is described, and logistic regression is used to identify variables that predicted successful outcomes FUM meetings.

Families with reunification as a goal were the most likely cases to agree to participate followed by Voluntary and Permanency Planning cases. Cases with severe neglect were the least likely group to participate in a meeting process. Approximately nine people attended an average meeting. Maternal relatives were more likely to attend than paternal relatives.

Empirical evidence was found to support the notion that FUM expands the notion of family. Only 38% of children were placed with a parent after a meeting, but 82% of children were placed with a family member. Children were not placed with either the parent or family if the social worker had placement as a goal before the meeting. Cases with permanency plans were also less likely to be placed with the family. Social workers were more likely to agree with a placement with relatives if they had a concern about parental drug abuse. Having a maternal aunt in attendance at the meeting was predictive of having a child placed with the family.

Social workers and families stated concerns prior to the meeting diverged. Families were more concerned with economic and financial issues than were the social workers. Social workers were more concerned with child protective service issues (type of abuse, placement issues, etc.) and the behavior of the parent (substance abuse, mental health, etc.) than was the family. Paying attention to family issues such as finances may be a necessary precursor to families focusing on more complex matters like substance abuse or parenting practices.

Placement outcomes were consistent with worker's goals stated before the meeting. If a social worker said they wanted to place a child with the family before the meeting, that placement was most likely the outcome of the meeting. Social workers may be guiding the decisions of the family. If this interpretation is correct then it raises questions about who makes decisions at the meeting. An alternative conclusion is that the social workers are good diagnosticians who know prior to the meeting if placement is necessary, and know what decisions the family will make.  相似文献

This article outlines why sustainable development matters for children and young people, and explores the relevant policy context in England and the UK. It asks whether enough is being carried out by central government to secure a more sustainable future for, and with, today’s children. More is needed at the national policy level to: embed sustainable living principles within a range of policy frameworks affecting children and young people; provide a clear strategy for empowering children and young people to lead change and take action on climate change and environmental issues; and address the impact of environmental degradation on disadvantaged groups of children and young people.  相似文献

This paper concerns the significance of touch in the everyday life of those living and working in residential child care. Public and professional awareness about child abuse has focused attention on the bodies of children and their vulnerability – but the same cannot be said of the bodies of staff members who touch children. This ethnographic study of a Scottish residential child care unit shows such touch to be central to the everyday participation of children and young people in care. On the basis of participant observation, the paper analyses how care workers influence the agency of children and young people by bringing their own bodies into their relationships with them. Based on a relational understanding of care, the paper elaborates on how tender and restraining forms of touch form part of care workers’ professional repertoire of actions. The analysis of various instances of touch in terms of sociology of the body shows how staff members can help to shape children and young people’s opportunities for participation with their own bodies. In conclusion, the paper therefore argues for a professional and reflexive engagement with bodies rather than a general avoidance of touch between care workers and young people.  相似文献

No-fault divorce laws, and the lowering of the age of minority from 21 to 18 years have combined to have unintended negative impact on the children of divorce. Previous research has shown that children whose parents are divorced are at increased risk for emotional problems and a reduced standard of living. This study was conducted to learn more about the effects of parental divorce on a young person's access to a college education. A questionnaire was developed to learn how students pay for college, and what non-financial support they receive from parents. The questionnaire was administered to a randomly selected sample 9 of 19 students at a state university. Findings indicated that young people whose parents were divorced received higher Pell grants, were more likely to provide more of their own necessities, and were more likely to repay their college loans themselves. Further, young people whose parents were divorced were much more likely to have their material and fnancial needs met by their custodial parents rather than their noncustodial parents. Implications are that young people with divorced parents may have less financial support for college from their family, and the support they receive is much more likely to come from their custodial than noncustodial parent. Changes in child support laws and financial aid policies are recommended.  相似文献

Rising numbers of children and families have been thrust into poverty. However, debates about poverty policies and aid are in fact debates about ourselves—our logic of life and our humanity—as a nation, a culture, a people; and social welfare programs will always be underfunded and of limited effectiveness if people don't believe in them due to their ambivalence and confusion about poverty. Because poor children are innocent and indisputably dependent on adult caretakers, they may be our route out of this malaise. Their circumstance and our aspirations as a nation to be just, fair, and progressive, force us to resolve the confusion, conflict and ambivalence that fuel ineffective and inhumane social welfare policies and practices.  相似文献

Teenage pregnancy has become a major policy issue, for which young people are often publicly held solely responsible. However, a combination of factors substantially increases the risks of conception faced by young people engaging in early sexual activity. This article reports the main findings of a study of teenage pregnancy in linked seaside and rural areas, focusing on the experiences and perceptions of young people living in rural localities. They identify the issues of immobility, visibility and attitudes of stigma as affecting their ability to access sexual health services. The young people highlighted issues for service and policy development and the behaviour of professionals, both within schools and from sexual health services. Education, social and health services and the voluntary sector have important roles to play in responding to their needs.  相似文献

The relationships between citizens and their states are undergoing significant stresses across advanced liberal democracies. In Britain, this disconnect is particularly evident amongst young citizens. This article considers whether different electoral engineering methods – designed either to cajole or compel youth to vote – might arrest the decline in their political engagement. Data collected in 2011 from a national survey of 1025 British 18-year-olds and from focus groups involving 86 young people reveal that many young people claim that they would be more likely to vote in future elections if such electoral reforms were implemented. However, it is questionable whether or not such increased electoral participation would mean that they would feel truly connected to the democratic process. In particular, forcing young people to vote through the introduction of compulsory voting may actually serve to reinforce deepening resentments, rather than engage them in a positive manner.  相似文献

Investing in Children is a County Durham initiative, which seeks to create opportunities for children and young people to become genuine participants in decision‐making processes. This paper provides an inside account of how the initiative was developed. It describes how a model of practice has evolved through which young people have been able to achieve a measure of genuine participation, leading to real change in policy. The paper explores some of the issues which have frustrated the translation of the rhetoric of the United Nations Convention on the Rights of the Child into a reality recognised by young people in the United Kingdom. It is proposed that an approach based upon the universal rights of all children, pursuing an agenda identified by children and young people themselves, has more potential for political change than separate debates about the plight of particular groups of young people. The paper also suggests that participation (or more often consultation) is not an end in itself, but a means by which young people can achieve political change. Young teens and their parents clearly state that the "if you build it, they will come" approach, even if it is well built, is only part of the solution for engaging young people in learning opportunities. Interviews with youth and parents explore what they are doing and what they say they want in their nonschool hours. Opportunities that are flexible, less structured, and more leisure-based emerge as priorities. Although relatively content with the options currently available to them, when pressed, youth and families want more connections between people and age groups as well as more of the free-spirited, organic activities likely to emerge in neighborhoods and communities.  相似文献
