For migrant children, moving to a new country is marked by excitement, anxiety and practical challenges in managing this significant transition. This paper draws upon the concepts of social capital and social networks to examine migrant children's access to services post‐migration. Using data from a qualitative study with Eastern European families in Scotland, we identify a range of cumulative barriers that limit children's access to services and illustrate how their experiences are shaped by ethnicity, social class and place. The study shows that migrant children are often disadvantaged post‐migration and develop their own mechanisms to mitigate the impact of migration on their lives. We argue that migrant children's own social networks are relevant and they need to be analysed through a more individualised approach.  相似文献

Every Child Matters, the English government's plans for integrated children's services, proposed that preventative approaches such as those developed through Sure Start should be able to reduce the numbers of children requiring more intensive support from children's social services and, by implication, the numbers of children on the child protection register. This study examined the impact of Sure Start local programmes (SSLPs) on four local authorities with social services responsibilities in the northeast of England. The researchers analysed routinely collected statistical data concerning over 10,000 referrals of children under four years and over 1,600 child protection registrations (CPRs) in an eight‐year period before and after the introduction of 19 SSLPs. They also analysed interviews with 36 key informants in eight case study SSLP areas. Contrary to expectations, the quantitative data revealed no discernable short‐term effect on the numbers of referrals, or on CPRs. Interview data showed broad agreement on the potential impact of preventative work undertaken by SSLPs and many respondents believed that it was too early to draw conclusions. Alternatively, the universal approach to prevention within the Sure Start areas and the attempts to provide non‐stigmatising and non‐intrusive community‐based services may be ineffective in reducing the need for intensive support for ‘at risk’ families. Two sources of inertia to improving services for children in need are the difficulties of getting evidence into practice and the complications of inter‐agency working. Current training arrangements in social work and disparities between children's services professions as regards training requirements are contributory factors. The Common Language project is a work in progress, adopting a research‐based, inter‐disciplinary approach to working with social workers and other children's services professionals. It comprises core ideas and methods to complement the more specialist knowledge and skills required in each profession. Underpinned by a child development perspective and a scientific development cycle, it rests on a conceptual framework including need, threshold, service and outcome. The approach has three components (each of which includes training): (1) the implementation of practice tools; (2) the planning and development of integrated services; and (3) supporting materials, including practitioner‐orientated modules and a curriculum for PhD students. Distinguishing features include research utilisation, notably a focus on inculcating research‐mindedness as opposed to imparting findings, and also collaborative professional working, in particular via practical connections between different agencies, stakeholders and countries. The project is being evaluated in terms of uptake, change in professional thinking and practice and effects on child well‐being. Next steps for the project relate to broader lessons for social work training emerging from research and development elsewhere.  相似文献

Until recently, mainstream services for children in the UK have largely relied upon individual and reactive approaches to safeguarding children's welfare. However, recent legislative and policy reforms require the development of a more preventive orientation, capable of promoting the well‐being of all children. This will require that agencies responsible for the integrated delivery of children's services develop strategies that, for the first time, take full account of the area and community components of children's well‐being. The challenges presented by these reforms, to existing organisational and professional cultures and ways of working, are examined in the light of recent research evidence. Evidence-based programs (EBPs) are increasingly being implemented in children's services agencies in developed countries. However, this trend is meeting resistance from some researchers, policy makers and practitioners. In this article we appraise the main critiques, focusing on scientific, ideological, cultural, organizational and professional arguments. We contend that some of the resistance stems from misconceptions or an oversimplification of issues, while others represent valid concerns that need to be addressed by proponents of EBPs. We set out implications for the development and evaluation of programs and how they are introduced into service systems, and conclude with broader recommendations for children's services.  相似文献

This grounded theory study explored parents' experiences of responding to their children's need for understanding parental mental health concerns. Fifteen parents with severe and enduring mental health difficulties participated in the study. The findings suggest four main social processes that influence parents' talk with their children about parental mental health issues, namely “Protecting and being protected,” “Responding to children's search for understanding,” “Prioritizing family life,” and “Relating to others.” Implications of the findings for clinical practice and future research are considered. In particular, the need for more family‐orientated services where parents experience parental mental health problems is highlighted.  相似文献

The first of its kind in England, this study explored the extent and nature of employer-based training on alcohol and other drugs for social workers working in children's and adults' services. A national survey of workforce development departments was undertaken to find out how social workers are being prepared by their employers for engaging with people who use alcohol and other drugs. Based on a response rate of 46%, the findings show that a majority of departments (82%) provided training on these issues in the year 2011–2012. However, most of this training was not mandatory. These courses are targeted most often at those working in children's services rather than those in adults' services. Most courses are offered at basic or intermediary level, and content of training is covered inconsistently. These findings suggest a need to increase the priority of alcohol and other drugs' training across adults' services in particular and to make this training mandatory, as well as ensuring that staff have adequate time and incentive to attend. Effectiveness of social care practice for all social care practitioners around alcohol and other drugs use could be improved with more focus on training practitioners how to talk to service users about their substance use.  相似文献

Accreditation is a growing, worldwide phenomenon that has spread to a range of industries and fields, including nonprofit social services and mental health care. Thousands of organizations are accredited, but it is not known what is driving the growth of this phenomenon. Using a multiple case study design, this exploratory study aimed to understand children's mental health agencies' motivations to pursue accreditation. In‐depth interviews, focus groups, document reviews, and limited observations were conducted at five children's mental health agencies that had recently undergone or were undergoing the Council on Accreditation process. Agencies were influenced by external factors, such as policies that require accreditation, wanting to assert their positions in the field, and the need to increase funding opportunities. Other factors were internal, related to agency leadership using accreditation as a platform for change and agencies' genuine intent to improve services. Implications for agencies, accreditors, and future research are offered.  相似文献

The establishment of the Scottish Parliament in 1999 has raised the profile of children's issues and allowed more time for debate and legislation. This has led to some key developments, including a decision to establish a Children's Commissioner, more legislative provisions enabling children's views to be taken into account, and a more explicit commitment to ‘child and family centred’ working. A Ministerial Task Force has been established to ‘drive forward progress on integrated children's services’. Some pre‐school and school age child care services have seen significant growth but the structure of services remains fragmented. A National Education Debate has strengthened the Scottish Executive's resolve to maintain its distinctive education policies and reaffirm its commitment to comprehensive schooling and an ‘equality of outcomes’ approach. New Community Schools put education in the driving seat of change, offering a vehicle for establishing new kinds of services and relationships between services, sectors and age groups. The past decade has seen significant developments in policy and practice for disabled children and their families. In particular there is a new focus upon access and inclusion, with increasing awareness of the need to see disabled children and families as active partners within policy development and implementation. There is growing awareness of the implications of disability discrimination legislation across children's services and of the importance of improving arrangements for early identification and intervention to maximise disabled children's participation within mainstream services. The National Service Framework, the advent of Children's Trusts and a new Special Education Needs (SEN) Action Programme, together with the introduction of direct payments, give encouraging messages about multi‐agency working and a strategic and ‘joined up’ approach to childhood disability. However, many disabled children and their families continue to experience discrimination, poverty and social exclusion. The challenge for the Government is to ensure that disabled children are ‘mainstreamed’ across all policy initiatives and to recognise the talents and ambitions of disabled children and their families in service design and implementation. Prior research suggests that poverty can be detrimental to low‐income children's development. Is this relation capturing the effects of poverty or the effects of other characteristics of low‐income families associated with poverty? Can low‐income children benefit from increases in income? In this paper, an instrumental variables estimation strategy is used with data on nearly 900 children from a random assignment evaluation of a pilot welfare reform program in Minnesota in order to answer these questions and to identify the causal effects of income on children's development. There are some suggestions that increased income improves the development of low‐income children, at least with regard to their school engagement and positive social behavior. Results are discussed with regard to their implication for analysis, as well as research and policy.  相似文献

This article explores agency policy in relation to children's participation in the child protection process. This was done by examining policy documents and conference minutes and by interviewing social workers and conference chairs working in child protection in Wales. Issues and dilemmas surrounding the participation of children and young people in the child protection process are identified and examined. The lack of children's more direct participation was noted, but many agencies were taking action to inform themselves of children's views indirectly. Advocacy was being more frequently used, and highly valued where it was available, but did raise some role dilemmas. The essentially child‐unfriendly nature of child protection processes (particularly the conferences) was identified as a significant barrier to promoting children's voices. The contradiction of trying to promote children's direct participation in a process that is inherently not geared towards their direct involvement was noted. The Children Act 1989 strengthens the view that the purpose of providing children's welfare services is to support families in promoting their satisfactory development. Implementation of the Looking After Children materials provides data that enables us to assess how far such aims are achieved both for individual children and for groups. Concrete information in each of the key areas of need, threshold, objective, service and progress across seven dimensions of development can be built up to provide complex assessments of outcome. Extending such assessments beyond the group of children looked after away from home raises questions about public responsibilities to families.  相似文献

In this article, we contribute to the growing and diverse literature on the lived experiences of children and their agency in the context of migration. Drawing on in‐depth interviews with children whose migrant parents have left them behind, as well as with those who care for them in Vietnam, we demonstrate that the various ways in which they affect migration decision‐making and transnational communication shape the children's imaginations of migration. The context‐specific social construction of childhood, or more specifically adult perceptions of children's agency and needs, in turn structures these processes. We emphasize the need for debates on children's agency to take into account both broader socio‐economic processes at the macro level and the concrete and local scale at which children's lives unfold. By outlining how children's experiences of parental migration are constitutive of their attitudes toward this livelihood strategy, we also argue that the ability of those ‘left‐behind’ to exercise agency is closely intertwined with processes of social becoming and navigation in the transnational social fields constructed for them by adults.  相似文献

The aim of the study was to evaluate the implementation of a section in the Danish Social Assistance Act which encourages local authorities to offer families services in order to support children at risk of child maltreatment. The specific purpose of the present paper is to answer the question: Will the socio‐psychological development of children known to social services be improved when abuse and neglect are reduced? A sample of 1,138 children was drawn at random from new social services cases starting in 1998. Subsequently, about 80 per cent were evaluated by local caseworkers on the basis of a standardised questionnaire covering a period of four years. The most damaging family conditions seemed to be psychological maltreatment, physical/sexual abuse and neglect. Maltreated children were more often in a depressed state, unhappy, socially isolated, or they had an eating disorder, inadequate or under‐nutrition, suicidal tendencies, lack of concentration, or disturbed behaviour, compared to those children who were not exposed to abuse and neglect. If parental behaviour improved, effects on children's well‐being were also observed and positive changes in children's socio‐psychological development were identified. The questionnaire explored the impact of various interventions, including services geared to strengthen the child's network, but results indicated that the child displayed reduced risk of reactive symptoms only when parental behaviour improved and abuse and neglect were reduced. ObjectivesThis study examines, from the caseworkers' point of view, which needs of children are the most difficult for parents in neglectful contexts to respond to and which risk factors make this response more difficult.MethodA sample of 55 parents being followed by child protection services for neglect or high risk of neglect accepted to participate in the study. Their caseworker filled out a grid regarding the response provided to the children's needs and the risk factors in the family environment.ResultsThe results indicate that the children's age is related to the difficulties of responding to their needs. The caseworkers are particularly concerned about guidance and boundaries provided to preschool-age children, but less so about that provided to school-age children. When the children's age is controlled for, parents' mental health problems explains a significant proportion of the variance in parents' response to their children's need for stimulation, emotional warmth, and guidance and boundaries. Caseworkers' worries about drug and alcohol misuse also explain a significant proportion of their concerns about the mothers' ability to ensure their child's safety.ConclusionCaseworkers are more worried about the parental response offered to preschool children than to school-age ones. However, a constant and coherent response to growing children is still important for their developmental trajectories. Moreover, mental health and substance abuse explain caseworkers' concerns about mothers' engagement toward their child. These data raise questions about which type of services to offer, because intervening in families where parents deal with personal issues while addressing child neglect is complex.  相似文献

This paper reports the results of a scoping study that reviewed research about child abuse, child protection and disabled children published in academic journals between 1996 and 2009. The review was conducted using a five stage method for scoping studies. Several studies have revealed a strong association between disability and child maltreatment, indicating that disabled children are significantly more likely to experience abuse than their non‐disabled peers. Those with particular impairments are at increased risk. There is evidence that the interaction of age, gender and/or socio‐cultural factors with impairment results in different patterns of abuse to those found among non‐disabled children although the reasons for this require further examination. It appears that therapeutic services and criminal justice systems often fail to take account of disabled children's needs and heightened vulnerability. In Britain, little is known about what happens to disabled children who have been abused and how well safeguarding services address their needs. Very few studies have sought disabled children's own accounts of abuse or safeguarding. Considerable development is required, at both policy and practice level, to ensure that disabled children's right to protection is upheld. Scholars have theorized interrelationships between family members' health and well‐being. Though prior research demonstrates associations between parents' and children's health, less is known about the relationship between parental health limitations and children's behavioral and academic outcomes. This article uses data from the Fragile Families and Child Well being Study (N = 3,273) to estimate the relationship between parental health limitations and four aspects of children's well‐being. Findings reveal that mothers' health limitations, especially when they occur in middle childhood or chronically, are independently associated with greater internalizing and externalizing behaviors, lower verbal ability, and worse overall health at age 9. Fathers' health limitations are not associated with children's well‐being. Fathers exert influence in other ways, as the relationship between mothers' chronic health limitations and children's internalizing behaviors is concentrated among children not residing with their fathers. The study contextualises the position of child citizens in the South African democracy and highlights how education for democratic citizenship is employed through a literacy‐based approach. The qualitative study was exploratory and based on a lesson presented to nine‐year‐old township children by giving them language‐related tasks. Through the children's voices we present the life experiences that expressed their need for basic services, education, extra facilities and security. We argue that children need to experience the benefits of democracy and education for democratic citizenship to build and sustain a resilient democratic society.  相似文献

The relationship between moving home, family structure and children's well‐being, is examined in the National Child Development Study (NCDS) Second‐Generation. Well‐being is measured as attainment in maths and reading, and on two behavioural assessments. Multivariate multi‐level modelling allows for heterogeneity both within and between families. We find little to no association between moving home and children's well‐being. Associations between family living arrangements and children's development appear to be mediated by human, financial and social capital, but not, on average, worsened by geographical mobility.
