Serials from the Other Side: An Editorial Perspective on Current Trends in Scholarly Communication

The panel session for the 22nd North Carolina Serials Conference brought together perspectives from current and former journal editors about their careers and changes in the publishing industry. Moderated by Patricia Hudson, David Goldfield discussed his experience with the Journal of Urban History; Elaine Hubal talked about her experience with the Journal of Exposure Science and Environmental Epidemiology; and Priscilla Wald discussed her experience as editor of American Literature. A question and answer session followed the presentation.     

Staffing for Electronic Resource Management

Abstract

The authors offer the results of an informal survey of library staffing trends related to the acquisition and maintenance of electronic resources. They test their hypothesis that the problem of staffing for e-resources has reached a critical level. Serials Review 2002; 28:316–320.     

Publishing with Open Journal Systems (OJS): A Librarian’s Perspective

Abstract

The genesis of this paper is a workshop presentation on publishing with Open Journal Systems (OJS) that was delivered during the Kenya Library and Information Services Consortium Pre-Annual General Meeting held on May 30, 2019, at the Masinde Muliro University of Science and Technology, Kenya. The article lays the context of online hosting of university sponsored journals in Kenya and gives a background of Online Journals Systems. The paper further describes potential roles that librarians can play in institutional journal publishing. The article concludes that librarians possess the requisite skills for participating in scholarly journal publishing and recommends that including publishing literacy skills in information literacy sessions provides an excellent opportunity to showcase librarians’ value in the scholarly journal publishing process.     

Fighting Digital Piracy in Publishing: Interview with Sari Frances and Lui Simpson

Abstract

In this installment of “Conversations,” Sari Frances, manager of digital license compliance for IEEE, and Lui Simpson, vice president of global policy for the Association of American Publishers, discuss their work in protecting the intellectual property (IP) of publishers from digital piracy.     

Research Online: Digital Commons as a Publishing Platform at the University of Wollongong, Australia

Since 2006, Research Online, the University of Wollongong's open access institutional repository has utilised Bepress' Digital Commons software to make available published research outputs and digital theses. This article discusses the outcomes of recent academic demand for its use as a publishing tool of university journals and conference proceedings. The Journal of University Teaching and Learning Practice is provided as an example. Digital Commons includes the editorial management software, EdiKit, which assists in managing submissions, editorial functions, and peer review. Also considered are changes to scholarly communication patterns arising out of the new open access, electronic only, publication regimes.     

国企高管团队职能背景对双重任务的偏好分析——股权混合度的调节作用

以2010—2014年沪深两市中央企业控股的上市公司为研究样本,实证揭示不同职能背景主导下的高管团队对于企业双重任务的选择偏好,并进一步考察企业股权混合程度对于高管团队与企业任务的调节效应。研究发现:生产技术型职能背景为主的高管团队与经济绩效正相关、与社会责任负相关;管理服务型职能背景为主的高管团队与经济绩效和社会责任均正相关;股权混合度会显著加强生产技术型职能背景为主的高管团队对企业任务的作用,而削弱管理服务型职能背景为主的高管团队对企业社会责任的作用,且此调节效应在商业竞争类国企中存在、在特殊功能类国企中不存在。该结论揭示了异质股东委托下的股权混合度、高管团队及企业双重任务三方综合影响机理。     

Scholarly Communications Training: Professional Development for the Next Generation of Scholars

Abstract

Many campuses are seeing increased needs for support in scholarly communications areas such as open access, research identity management, scholarship metrics, and related topics. This article discusses a professional development program that addresses scholarly communications needs for online and in-person graduate students and faculty at UNC Greensboro (UNCG), through a collaborative, interdepartmental effort that brings together librarians from the departments of Research, Outreach, and Instruction (ROI) and Technical Services. The authors provide a brief overview of the literature related to scholarly communications needs and training in academic libraries and discuss the UNCG program’s inception, modules, format, assessment, and future directions.     

Developing a Crystal Clear Future for the Serials Unit in an Electronic Environment: Results of a Workflow Analysis

Abstract

The University of South Florida Tampa Library discontinued checking in print journals and periodicals for a trial period of one year from July 2005 to June 2006. This article discusses the reasons behind such a decision, the challenges, and final results. Though the trial proved inconvenient for public and technical services alike, few specific problems were reported via e-mail, online forms or in person. The library derived several benefits from this project, particularly in terms of the timing, since it happened just as the library moved to a new integrated library system, from NOTIS to Aleph.     

Scholarly Communication 2.0: Exploring Researchers' Opinions on Web 2.0 for Scientific Knowledge Creation, Evaluation and Dissemination

This paper presents the results of a survey aimed at gauging the potential acceptance of a collaborative and Web 2.0 inspired scholarly communication sector. While this sector has seen the birth of a multitude of innovative initiatives, there is still little empirical evidence of the acceptance of such initiatives by researchers. We received 349 completed questionnaires from researchers of many different disciplines. The results of the survey show that there is a strong positive attitude towards Web 2.0 and open publishing approaches. However, the major challenge still resides in combining free dissemination of results with robust and reliable quality control mechanisms.     

Quality Management: Development of a Framework for a Statistical Agency

Over the last 20 years there has been an increasing focus on quality management (QM) as a distinct and necessary element of any competitive business organization. Although quality has always been a concern of national statistical agencies, quality improvements within such organizations have been achieved through a variety of different independent initiatives rather than through concerted effort under the umbrella of a formal “QM program.” This article addresses the application of QM to a national statistical agency. The essential elements of QM are reviewed from the perspective of a statistical agency. Ongoing quality initiatives at Statistics Canada and at other statistical agencies are described. The article concludes by identifying some of the major considerations in developing a QM strategy for Statistics Canada.     

数字经济供给使用表:概念架构与编制实践研究

数字经济供给使用表是数字经济卫星账户的核心表式,具有统计协调和分析工具的双重作用,能够准确监测数字经济产业发展规模及传统产业与数字经济的融合程度。目前,国际上对数字经济供给使用表的研究尚处于初期探索阶段,还未有国家编制出基于实际数据的数字经济供给使用表,经济合作与发展组织(OECD)对数字经济供给使用表的理论框架进行了前瞻性探索,但系统的数字经济供给使用表构建指南还亟待完善。本文首先从供给和使用层面构建数字经济供给使用表概念框架,界定数字经济特征活动的概念和范围,梳理OECD 划分的数字经济供给使用表中的产品清单和数字经济产业分类;阐释数字经济最终消费、固定资本形成、贸易活动的内涵和种类。其次,围绕“产品×产业×特征活动”三重维度,设计数字经济供给使用表整体架构、阐明其核心指标。再次,编制数字经济供给使用表实例,剖析编制流程、总结编制要点。最后,提出结论和建议。本文尝试完善数字经济统计核算体系,为提出促进我国数字经济高质量发展的政策建议提供核算方法参考。
