Risk analysis has been recognized and validated in World Trade Organization (WTO) decision processes. In recent years the precautionary principle has been proposed as an additional or alternative approach to standard risk assessment. The precautionary principle has also been advocated by some who see it as part of postmodern democracy in which more power is given to the public on health and safety matters relative to the judgments of technocrats. A more cynical view is that the precautionary principle is particularly championed by the European Community as a means to erect trade barriers. The WTO ruling against the European Community's trade barrier against beef from hormone-treated cattle seemed to support the use of risk assessment and appeared to reject the argument that the precautionary principle was a legitimate basis for trade barriers. However, a more recent WTO decision on asbestos contains language suggesting that the precautionary principle, in the form of taking into account public perception, may be acceptable as a basis for a trade barrier. This decision, if followed in future WTO trade disputes, such as for genetically modified foods, raises many issues central to the field of risk analysis. It is too early to tell whether the precautionary principle will become accepted in WTO decisions, either as a supplement or a substitute for standard risk assessment. But it would undermine the value of the precautionary principle if this principle were misused to justify unwarranted trade barriers.  相似文献

We analyze bidding behavior in auctions when risk‐averse buyers bid for a good whose value is risky. We show that when the risk in the valuations increases, DARA bidders will reduce their bids by more than the appropriate increase in the risk premium. Ceteris paribus, buyers will be better off bidding for a more risky object in first price, second price, and English auctions with affiliated common (interdependent) values. This “precautionary bidding” effect arises because the expected marginal utility of income increases with risk, so buyers are reluctant to bid so highly. We also show that precautionary bidding behavior can make DARA bidders prefer bidding in a common values setting to bidding in a private values one when risk‐neutral or CARA bidders would be indifferent. Thus the potential for a “winner's curse” can be a blessing for rational DARA bidders.  相似文献

The relationship between risk perception and risk avoidance is typically analyzed using self-reported measures. However, in domains such as driving or food handling, the validity of responses about usual behavior is threatened because people think about the situations in which they are self-aware, such as when they encounter a hazard. Indeed, researchers have often noted a divergence between what people say about their behavior and how they actually behave. Thus, in order to draw conclusions about risk perceptions and risk avoidance from survey data, it is important to identify particular cognitive elements, such as those measured by questions about risk and safety knowledge, risk perceptions, or information search behavior, which may be effective antecedents of self-reported safety behavior. It is also important to identify and correct for potential sources of bias that may exist in the data. The authors analyze the Food and Drug Administration's 1998 Food Safety Survey to determine whether there are consistent cognitive antecedents for three types of safe food practices: preparation, eating, and cooling of foods. An assessment of measurement biases shows that endogeneity of food choices affects reports of food preparation. In addition, response bias affects reports of cooling practices as evidenced by its relation to knowledge and information search, a pattern of cognitive effects unique to cooling practices. After correcting for these biases, results show that practice-specific risk perceptions are the primary cognitive antecedents of safe food behavior, which has implications for the design of effective education messages about food safety.  相似文献

Process safety involves worker decisions at various points in an extended process, and much remains unknown regarding sources of variability in worker behavior at these decision points. This paper seeks to explain why some workers may be deviating from sanctioned policies and procedures. Risky choice is analyzed through discussion of positive and negative reinforcement, habituation in terms of respondent and operant behavior, risk discounting, and consequence dimensions that include a review of prospect theory, heuristics, and behavioral decision theory. Recommendations are made for improving our understanding of sources of variability in process safety by conducting systematic research on the perspectives reviewed.  相似文献

Much attention has been addressed to the question of whether Europe or the United States adopts a more precautionary stance to the regulation of potential environmental, health, and safety risks. Some commentators suggest that Europe is more risk-averse and precautionary, whereas the United States is seen as more risk-taking and optimistic about the prospects for new technology. Others suggest that the United States is more precautionary because its regulatory process is more legalistic and adversarial, while Europe is more lax and corporatist in its regulations. The flip-flop hypothesis claims that the United States was more precautionary than Europe in the 1970s and early 1980s, and that Europe has become more precautionary since then. We examine the levels and trends in regulation of environmental, health, and safety risks since 1970. Unlike previous research, which has studied only a small set of prominent cases selected nonrandomly, we develop a comprehensive list of almost 3,000 risks and code the relative stringency of regulation in Europe and the United States for each of 100 risks randomly selected from that list for each year from 1970 through 2004. Our results suggest that: (a) averaging over risks, there is no significant difference in relative precaution over the period, (b) weakly consistent with the flip-flop hypothesis, there is some evidence of a modest shift toward greater relative precaution of European regulation since about 1990, although (c) there is a diversity of trends across risks, of which the most common is no change in relative precaution (including cases where Europe and the United States are equally precautionary and where Europe or the United States has been consistently more precautionary). The overall finding is of a mixed and diverse pattern of relative transatlantic precaution over the period.  相似文献

Previous studies of risk behavior observed weak or inconsistent relationships between risk perception and risk-taking. One aspect that has often been neglected in such studies is the situational context in which risk behavior is embedded: Even though a person may perceive a behavior as risky, the social norms governing the situation may work as a counteracting force, overriding the influence of risk perception. Three food context studies are reported. In Study 1 (N = 200), we assess how norm strength varies across different social situations, relate the variation in norm strength to the social characteristics of the situation, and identify situations with consistently low and high levels of pressure to comply with the social norm. In Study 2 (N = 502), we investigate how willingness to accept 15 different foods that vary in terms of objective risk relates to perceived risk in situations with low and high pressure to comply with a social norm. In Study 3 (N = 1,200), we test how risk-taking is jointly influenced by the perceived risk associated with the products and the social norms governing the situations in which the products are served. The results indicate that the effects of risk perception and social norm are additive, influencing risk-taking simultaneously but as counteracting forces. Social norm had a slightly stronger absolute effect, leading to a net effect of increased risk-taking. The relationships were stable over different social situations and food safety risks and did not disappear when detailed risk information was presented.  相似文献

In the past decade, growing public concern about novel technologies with uncertain potential long‐term impacts on the environment and human health has moved risk policies toward a more precautionary approach. Focusing on mobile telephony, the effects of precautionary information on risk perception were analyzed. A pooled multinational experimental study based on a 5 × 2 × 2 factorial design was conducted in nine countries. The first factor refers to whether or not information on different types of precautionary measures was present, the second factor to the framing of the precautionary information, and the third factor to the order in which cell phones and base stations were rated by the study participants. The data analysis on the country level indicates different effects. The main hypothesis that informing about precautionary measures results in increased risk perceptions found only partial support in the data. The effects are weaker, both in terms of the effect size and the frequency of significant effects, across the various precautionary information formats used in the experiment. Nevertheless, our findings do not support the assumption that informing people about implemented precautionary measures will decrease public concerns.  相似文献

Precautionary behavior serves a valuable protective purpose as a first response to the new. It causes a quick retreat to the safety of the familiar; it provides time for a realistic "friend or foe" assessment of a new event. This rational assessment is often delayed by the sluggishness of government bureaucratic processes, or stopped by an implied challenge to a status quo. At the public level, reassurance may be slow to overcome an early uncertainty. However, a precautionary response does not provide an operational governing principle, although it makes publicly plausible an indefinite concealment of de facto political actions, or nonaction. The alternative of rational decision making at the policy level should flow from a comparative benefit/cost/risk analysis. Such early risk analyses have pragmatic uncertainties based on the limited available knowledge base and, accordingly, require judgmental application.  相似文献

供需物流不平衡是引发食品安全的问题的一个重要因素,本文从最基本的物流平衡出发,构建一个从原材料供应到消费者最终消费完整过程的食品风险传播模型,采用计算实验方法探讨不同供需关系对食品安全以及供应链成员策略选择的影响。研究发现,不同的供需关系会导致不同的食品安全情况,供需关系越紧张,食品安全事故发生的可能性越大,从物流平衡的角度解释了一些食品安全事故发生的必然性。在供需极度失衡的情况下,政府监管能在一定程度上控制有害物质的恶性传播,但不能从根本上保证食品的安全。政府监管策略方面,与静态的监管策略相比,弹性、动态的监管策略能更有效的控制食品安全。此外,物流供需关系、监管策略对食品供应链的上游影响较大,对下游影响相对较小。  相似文献

Policy makers, vehicle manufacturers, and consumers have shown growing concern about the relative safety of sport utility vehicles (SUVs), vans, pickups, and cars. Empirical analysis of real-world crashes is complicated by the possibility that apparent relationships between vehicle type and safety may be confounded by other factors, such as driver behavior and crash circumstances. This study compares different vehicle types with respect to their crashworthiness (self-protection) and aggressivity (risk to others) in crashes between two passenger vehicles. The U.S. Crashworthiness Data System is used to analyze detailed information on 6,481 drivers involved in crashes during 1993-1999. Logistic regression analysis is used to model the risk of serious injury or death to a driver, conditional on a crash occurring. Covariates include the body type of each vehicle in the crash; the driver's age, gender, and restraint use; and the configuration of the crash. A unique feature of this study is the use of "delta-v" to represent the joint effects of vehicle mass and crash severity. While estimated effects are somewhat sensitive to the injury severity level used as the outcome variable, SUVs, vans, and pickups appear to be more aggressive and may be more crashworthy than cars. Effects of pickups are most pronounced. Drivers in pickups face less risk of serious injury than car drivers (odds ratio [OR], 0.35; 95% confidence interval [CI], 0.20-0.60), and drivers who collide with pickups experience more than twice the risk than those who collide with a car (OR, 2.18; 95% CI, 1.03-4.62). While vehicle mass and crash severity contribute to the apparent crashworthiness and aggressivity of passenger vehicles, other vehicle characteristics associated with body type (e.g., the stiffness and height of the underlying structure of the vehicle) also influence safety risks.  相似文献

为研究中小企业安全生产管制路径演化规律,借助演化经济学方法,建立了中小企业与安全生产管制代理之间的支付矩阵。通过交往过程的演化模型分析,揭示了个体之间的策略选择对群体行为的影响。用数值仿真演示了决策参数的不同取值和初始条件的改变对演化结果的影响。研究发现:中小企业安全生产管制路径演化系统收敛于两种模式,一种为理想状态,一种为不良"锁定"状态;通过调节参数可以跳出不良"锁定"状态,优化管制路径;基于演化经济学视角设计中小企业安全生产管制制度,有利于提高管制的效果,诱导微观个体朝着期望的方向演化。  相似文献

This study examines how government safety regulations affect the uncertainty of work-related road accident loss (UWRAL) by considering the multi-identity of local governments in the relationship among the central government, the local governments, and enterprises. Fixed effects panel models and mediation analyses with bootstrapping were conducted to test the hypotheses using Chinese provincial panel data from 2008 to 2014. Given the complexity and nonlinear characteristics of road safety systems, a new approach based on self-organized criticality theory is proposed to measure the uncertainty of road accident loss from a complex system perspective. We find that a regional government with detailed safety work planning (SWP), high safety supervision intensity (SSI), and safety information transparency (SIT) can decrease the UWRAL. Furthermore, our findings suggest that SSI and SIT partially mediate the relationship between the SWP of regional governments and the UWRAL, with 19.7% and 23.6% indirect effects, respectively. This study also provides the government with managerial implications by linking the results of risk assessment to decision making for risk management.  相似文献

Despite global efforts to reduce seismic risk, actual preparedness levels remain universally low. Although earthquake‐resistant building design is the most efficient way to decrease potential losses, its application is not a legal requirement across all earthquake‐prone countries and even if, often not strictly enforced. Risk communication encouraging homeowners to take precautionary measures is therefore an important means to enhance a country's earthquake resilience. Our study illustrates that specific interactions of mood, perceived risk, and frame type significantly affect homeowners’ attitudes toward general precautionary measures for earthquakes. The interdependencies of the variables mood, risk information, and frame type were tested in an experimental 2 × 2 × 2 design (N = 156). Only in combination and not on their own, these variables effectively influence attitudes toward general precautionary measures for earthquakes. The control variables gender, “trait anxiety” index, and alteration of perceived risk adjust the effect. Overall, the group with the strongest attitudes toward general precautionary actions for earthquakes are homeowners with induced negative mood who process high‐risk information and gain‐framed messages. However, the conditions comprising induced negative mood, low‐risk information and loss‐frame and induced positive mood, low‐risk information and gain‐framed messages both also significantly influence homeowners’ attitudes toward general precautionary measures for earthquakes. These results mostly confirm previous findings in the field of health communication. For practitioners, our study emphasizes that carefully compiled communication measures are a powerful means to encourage precautionary attitudes among homeowners, especially for those with an elevated perceived risk.  相似文献

The intent of the present study was to assess the effects of discrimination training only and in combination with frequent safety observations on five participants' safety-related behavior in a simulated office setting. The study used a multiple-baseline design across safety-related behaviors. Across all participants and behavior, safety improved from 53% during the baseline phase to 74% during the training phase, and improved further to 89% during the training plus observation phase. The results show that both discrimination training only and in combination with frequent observations improves safety-related behavior with a medium effect size. The study also measured participants' accuracy of observation, which was the extent of their correct classification of safe and at-risk behavior. Participants' accuracy of observation was above 80% and had little correlation with safety-related behavior. Based on the various measures, conducting observations appears to serve more than a skill acquisition function for the safety-related behavior.  相似文献

In flood risk management, a shift can be observed toward more integrated approaches that increasingly address the role of private households in implementing flood damage mitigation measures. This has resulted in a growing number of studies into the supposed positive relationship between individual flood risk perceptions and mitigation behavior. Our literature review shows, however, that, actually, this relationship is hardly observed in empirical studies. Two arguments are provided as an explanation. First, on the basis of protection motivation theory, a theoretical framework is discussed suggesting that individuals’ high‐risk perceptions need to be accompanied by coping appraisal to result in a protective response. Second, it is pointed out that possible feedback from already‐adopted mitigation measures on risk perceptions has hardly been considered by current studies. In addition, we also provide a review of factors that drive precautionary behavior other than risk perceptions. It is found that factors such as coping appraisal are consistently related to mitigation behavior. We conclude, therefore, that the current focus on risk perceptions as a means to explain and promote private flood mitigation behavior is not supported on either theoretical or empirical grounds.  相似文献

Though use of the controversial precautionary principle in risk management has increasingly been recommended as a guide for the construction of public policy in Canada and elsewhere, there are few data available characterizing its use in risk management by senior public policymakers. Using established survey methodology we sought to investigate the perceptions and terms of application of the precautionary principle in this important subset of individuals. A total of 240 surveys were sent out to seven departments or agencies in the Canadian government. The overall survey response rate was 26.6%, and our findings need to be interpreted in the context of possible responder bias. Of respondents, the overwhelming majority perceived the precautionary principle and the management of risk as complementary, and endorsed a role for the precautionary principle as a general guideline for all risk management decisions. However, 25% of respondents responded that the lack of clarity of the definition of the principle was a limitation to its effective use. The majority of respondents viewed their own level of understanding of the precautionary principle as moderate. Risk managers appeared to favor an interpretation of the precautionary principle that was based on the seriousness and irreversibility of the threat of damage, and did not endorse as strongly the need for cost effectiveness in the measures taken as a precaution against such threats. In contrast with its perceived role as a general guideline, the application of the precautionary principle by respondents was highly variable, with >60% of respondents reporting using the precautionary principle in one-quarter or less of all risk management decisions. Several factors influenced whether the precautionary principle was applied with the perceived seriousness of the threat being considered the most influential factor. The overwhelming majority of risk managers felt that "preponderance of evidence" was the level of evidence required for precautionary action to be instituted against a serious negative event. Overall, the majority of respondents viewed the precautionary principle as having a significant and positive impact on risk management decisions. Importantly, respondents endorsed a net result of more good than harm to society when the precautionary principle was applied to the management of risk.  相似文献

We use data from an Internet-based survey and estimate the benefits of an oyster consumption safety policy with the contingent valuation method. In addition to providing a context-specific estimate of willingness-to-pay for oyster safety, we consider an important issue in the contingent valuation mortality risk reduction literature. A number of studies find that willingness-to-pay for mortality risk reduction is not sensitive to the scope of the risk change. We present the scope test as a difference in the number of lives saved by the program, instead of small changes in risk, and find that referendum votes are responsive to scope. A third feature of this article is that we identify those at-risk respondents who would most benefit from the policy and decompose willingness-to-pay into use values and altruistic nonuse values. We find that willingness-to-pay per life saved ranges from $3.95 million to $7.69 million for the private good of lives saved when the respondent is at risk (i.e., use values). Willingness-to-pay per life saved including both use and altruistic nonuse values ranges from $6.89 million to $12.87 million.  相似文献

By building on a genetic‐inspired attribute‐based conceptual framework for safety risk analysis, we propose a novel approach to define, model, and simulate univariate and bivariate construction safety risk at the situational level. Our fully data‐driven techniques provide construction practitioners and academicians with an easy and automated way of getting valuable empirical insights from attribute‐based data extracted from unstructured textual injury reports. By applying our methodology on a data set of 814 injury reports, we first show the frequency‐magnitude distribution of construction safety risk to be very similar to that of many natural phenomena such as precipitation or earthquakes. Motivated by this observation, and drawing on state‐of‐the‐art techniques in hydroclimatology and insurance, we then introduce univariate and bivariate nonparametric stochastic safety risk generators based on kernel density estimators and copulas. These generators enable the user to produce large numbers of synthetic safety risk values faithful to the original data, allowing safety‐related decision making under uncertainty to be grounded on extensive empirical evidence. One of the implications of our study is that like natural phenomena, construction safety may benefit from being studied quantitatively by leveraging empirical data rather than strictly being approached through a managerial perspective using subjective data, which is the current industry standard. Finally, a side but interesting finding is that in our data set, attributes related to high energy levels (e.g., machinery, hazardous substance) and to human error (e.g., improper security of tools) emerge as strong risk shapers.  相似文献
