Summary This paper critically examines assumptions underlying the beliefthat the organization of service delivery through a system ofarea teams has major advantages in the field of social work.It is generally felt that area teams are accompanied: (1) byimproved client access to service provision, (2) by a closeridentification with the local area on the part of social workers,(3) by decentralized organizational decision-making, and (4)by an increased sense of colleague support amongst professionalstaff. A review of some relevant literature casts doubt on thevalidity of these assumptions and reveals that the operationalacceptance of the area team principle has not been complementedby thorough investigations of organizational and other influenceson service delivery. In outline a programme of further researchis proposed. The paper attempts to broaden discussion on thissubject and place the basic philosophy of area teams for comparisonagainst a body of empirical research material.  相似文献

The main objective of this article is to discuss the effectiveness of bottom‐up, community‐driven approaches in promoting community participation and building local capacity within the post‐Soviet social, institutional and political context of Armenia. In exploring this issue, the article examines the nature of local participation and social relations in rural communities in Armenia and the impact of the World Bank‐supported Armenia Social Investment Fund (ASIF) project on the existing forms of local social organization. One of the objectives of the ASIF project was to promote the participation of local communities in their own economic and social development. The research finds that the project did not change the existing patterns of local social organization and had no significant impact on the nature of participation in the beneficiary communities. Bottom‐up, capacity‐building interventions that mainly focus on changing patterns of interpersonal social relations may not be effective in fostering sustainable civic institutions without changes in the nature of a country's governance.  相似文献

Abstract

China is home to approximately 245 million rural-to-urban migrant workers. The influx of migrants into urban areas has posed various challenges for local social service systems. Recently, increasing number of community services have been developed to meet the growing service demands from the migrant population. However, whether increase in community service use results in improved wellbeing among migrant workers remains critically unexplored. As such, this study examines the role of community service use in migrant workers’ life satisfaction and the potential mediating effect of identity integration in Shenzhen, China. Bootstrapped models were adopted to examine relationship among variables. Drawing from a sample of 1,087 rural-to-urban migrant workers, we found that community service use is positively correlated with both identity integration and migrant workers’ life satisfaction. Moreover, identity integration served as a partial mediator between community service use and life satisfaction. The mediating effect of identity integration was found to increase with age. This study highlights that diverse services should be implemented to address divergent needs of migrants in different age groups. Community service can also serve as a vehicle to foster integration among migrant workers in host communities, especially for older age groups. Future studies may further investigate the relationships between community social capital, community social support, quality of community-based organization and frequency of service use so as to optimize the life satisfaction of migrant workers.  相似文献

Summary Although local authorities and social service departments arein the process of developing systems of assessment in relationto care management, there has been little debate about the principleswhich ought to underpin assessment processes, nor about thepurpose, scope, and content of comprehensive assessment witholder people. This article discusses these issues and proposesa framework for comprehensive assessment with older people andtheir carers, derived from development work with social workersin a number of local authorities. Of particular importance isthe need for comprehensive assessment to embody meaningful mechanismsfor user and carer participation and empowerment; to acknowledgenot only need and risk but strengths and resources; to regardthe older person as the centre of a network of personal, familial,and social factors which together determine her or his qualityof life and level of risk. Summary Turnover and wastage rates among social work staff are highand subject to marked variation between grades, locations andlocal authorities. Such high rates have a number of deleteriouseffects on the quality of social work, and consequently on clients,on the costs of delivering personal social services and on thegeneral administration and organization of social care. Employingdata on 13,750 basic grade field social workers employed byEnglish and Welsh local authority social services departmentsin 1974–75, turnover and wastage rates were predictedusing information on the personal characteristics of employeesand the workplace locations. The analyses revealed the importanceof age, sex, educational background, social work qualifications,length of service and workplace in determining the probabilitiesof changing social work jobs and leaving social work completely.  相似文献

Summary The article describes the impact of the 1972 miners strike uponthe local social and youth workers in the Ayrshire mining villageof Auchinleck and examines how some of the experiences of thestrike may have implications for community development programmeswhich are currently being promoted in this and other areas. While a number of factors disposed the social and youth workersin the village to identify positively with the miners strugglethey encountered, particularly during the early weeks of thestrike, considerable suspicion and hostility from the minerson the local strike committee. The front line workers foundthemselves being labelled as part of the 'system' with whichthe miners were in conflict It is suggested that the sharplypolarized nature of the confrontation between the miners andthe central government, coupled with the remedial image of thesocial and youth services were the central forces in creatingthis situation. The problem the social and youth workers experiencedin establishng a positive and promotional identity, in the eyesof the miners, is discussed in relation to community developmentprogrammes. It is argued that the status of social and youthworkers as government employees may, especially in conflictsituations which involve the central government, place limitationsupon their ability to negotiate collaborative relationshipswith local community groups  相似文献

Summary This paper suggests that counselling is a rapidly expandingfield in which professional and para-professional workers mightcombine to produce an effective service, given appropriate selectionand training procedures. Underpinningthese approaches is the belief that local communities can beorganized to address health and social needs and to work withgovernment agencies, voluntary bodies and local authoritiesin delivering services and local solutions to problems. Thesemethods of working challenge the traditional social work focuson individual and family casework interventions. Governmentin Northern Ireland has stressed that community developmentshould no longer simply be an afterthought in key aspects ofHealth and Social Services, but should instead be at the coreof their work. It is now officially recognized that communitydevelopment has the potential to make a significant impact ona broad spectrum of policies and programmes, which are deliveredthrough agencies in both the statutory and voluntary sectors.This commitment to community development has been outlined ina number of key documents and reports. This paper assesses therelationship between social work and community development inNorthern Ireland. The first section looks briefly at the historyof community development and social work and then sets out thecontext in which this move towards the promotion of a communitysocial work approach is occurring. Against this backdrop, acase study of a Family Support Team, which provides a rangeof services in a community setting, is used to illustrate howthe strategy has already been adopted and the lessons of thisexperience are explored and discussed. It is concluded thatwhile this approach has a lot to offer it is not without itsdifficulties. Far from being a new philosophy, community developmentis being reinvented and reapplied. It is therefore crucial thatold mistakes are not revisited and old prejudices rekindled.It is hoped that this article will provide a useful contributionto the current important and necessary debate.  相似文献

Summary The authors investigated the relationship between aspects oforganizational structure and job satisfaction as experiencedby personnel employed in nine social service departments. Aftera series of unstructured interviews from 28 respondents in oneauthority, interview schedules were used for three distinctgroups of 603 respondents in nine organizations: those makingexecutive decisions, those making supervisory assessments andthose primarily concerned with client interaction. The bestpredictors of organizational structure were dimensions of centralizationand formalization which related significantly but negativelyto job satisfaction. The relevance of these findings is discussedin relation to the rapid growth of social services and the effectit has had on social workers and other employees.  相似文献

Summary For some years good communication and collaboration betweenhealth and welfare professionals has been emphasized as a desirablegoal by both official reports and relevant professions. Thisis as much the case in mental health as other areas. This papercompares communication and collaboration between social workersand general practitioners (GPs) with that between communitypsychiatric nurses (CPNs) and GPs. Both social workers and CPNswere based at a community mental health centre, and the contactwas interagency (with primary health care). Major differenceswere found between social workers and CPNs. CPNs were far morelikely to contact GPs than social workers, although GPs veryrarely initiated contact themselves. Differences reflected different‘philosophies of contact’. Social workers contactedGPs when this could be purposively related to their case management.In addition to this contact, CPNs also made contact to provideGPs with information, reflecting awareness of GPs' long-termcontinuing care responsibility. The excess of CPN contacts wasnot limited, but involved a wide range of problems. GPs, however,when contacted, exerted greater influence on social work casemanagement. The article concludes by explaining differencesbetween CPNs and social workers in terms of occupational culture.It suggests, furthermore, that the results arise at least inpart from assumptions of team leadership by GPs, and that socialworkers' and CPNs' behaviour represents different responsesto this.  相似文献

Summary A survey of approved social workers (ASWs) was undertaken withlocal authorities in England and Wales, to review the provisionand organization of ASW services, and the contribution theymake towards the establishment and maintenance of a comprehensivemental health service. The findings show some variation in provisionwhich is in itself indicative of a variety of factors operatingto produce local and regional patterns of provision. Some ofthese are related directly to policy decisions, others to demographicand geographic variables, while still more are related to teamstructure, workload demands, and generic/specialist issues.The future pattern of mental health social work following theimplementation of the NHS and Community Care Act is consideredin the light of the findings from the survey.  相似文献

Summary ‘Networks’ is a word often used in the discussionof social work practice and within social services departments.It was a word which was central to the Barclay Report (1982)and important within the more recently published Griffiths Report(1988) on community care. It is a word also known to sociologistsand anthropologists through the development of ‘networkanalysis’. There is, however, a fairly wide gap betweenits use within social work and its use within social science.This article tries to explore this gap and the ways in whichsocial science ideas might have some use and relevance to socialservice workers. Scopus, Jerusalem, 91905 Israel Summary Recent trends in social policy and administration encouragecitizen representation. This is based on the ideological assumptionthat representation yields participation and citizen participationultimately secures the interests of the poor and less visiblegroups in the community. In the Israeli network of CommunityService Centres (Matnas) citizen involvement was establishedby selecting or inviting residents to represent the communityalongside other delegates forming a local Board. Research findings indicate that the resulting ‘representativeparticipation’, operated contrary to expectations. Thelay local representatives who were presumed to represent thedisadvantaged of the community reported them as last priority,whereas the professionals representing various organizationson the Mamas Boards claimed to represent them as first priority.Meeting attendance records of the different representatives(a measure of participation) support this finding.  相似文献

Summary The article explores the condition of state social work in Englandtoday. It is based on interviews with experienced social workersemployed by local authority social services departments acrossthe north of England. These front line state social workersprovide a penetrating insight into the diverse ways in whichtheir work has been transformed and degraded and the mannerin which the needs of clients have been largely ignored. Fromtheir perspective, the election of a Labour government in 1997proved to be a massive disappointment and many social workersreported that it has further undermined state social work practice,workers and clients. The paper seeks to offer an explanationby noting the neo-liberalism of Labour's social policy and thedire consequences which flow from New Labour's fixation withwaged work as the principal solution to social exclusion andpoverty. The type of frontline workers who are generallyregarded as paraprofessionals have always been important participantsin social service activities throughout the world. This continuesto be the case in the countries studied. Summary The professionalization of social work in the UK during thiscentury has led to an occupational unity, but one in which therehas been continued struggle over the form and content of professionalism.This paper summarizes the key points of developments in thelast two decades, in which debates between professionalism andanti-professionalism and between specialization and localizationcan be discerned. Further changes in the welfare state haveprovided the impetus for continuing developments which, it isargued, integrate aspects from opposing sides of the previousdebates. The failure of social work to address issues of genderand of racism is considered, and related to the possibilitiesof greater service user participation.
