Within the United Kingdom there is growing awareness of the need to identify and support the small number of children who are living in families experiencing multiple problems. Research indicates that adverse experiences in childhood can result in poor outcomes in adulthood in terms of lack of employment, poorer physical and mental health and increases in social problems experienced. It is acknowledged that most of these children are known to child welfare professionals and that some are referred to social services, subsequently entering the child protection system. This paper reports research conducted with 28 experienced child welfare professionals. It explores their views about families known to the child protection system with long‐term and complex needs in relation to the characteristics of children and their families; the process of intervention with families; and the effects of organisational arrangements on practice. The research indicates that these families are characterised by the range and depth of the problems experienced by the adults, such as domestic violence, mental health difficulties and substance misuse problems, and the need for professionals to have good inter‐personal skills and access to specialist therapeutic services if families are to be supported to address their problems. Mental health professionals, lawyers, and judges whose work involves child custody decisions are often presented with social science research on issues related to which parenting plan is in the children’s best interests. Unfortunately, this research can be misrepresented in ways that mislead these professionals and the children’s parents, leading to child custody decisions that are not the most beneficial for the children. The process of misrepresenting the research in ways that create myths and misconceptions has been referred to as woozling. This article describes how social science data can be woozled, illustrating this with examples related to parenting plans for children under the age of 5 whose parents have separated.  相似文献

Investigations regarding the differences between Chinese only and non-only children primarily examine children's social behaviors, which are closely related to their early relationships with mothers and teachers. In recent years, the number of non-only children born in urban areas has increased because of the softening of the One-Child Policy, which leads to the distribution of non-only children shifting from being primarily in rural areas to being in both urban and rural areas. The present study investigates the current characteristics and influences of mother–child and teacher–child relationships on Chinese only and non-only children's early social behaviors from the perspective of urban and rural differences. Data were obtained from 126 rural only children, 94 rural non-only children, 168 urban only children and 155 urban non-only children from 38 semi-urban kindergartens in Beijing, China. Hierarchical multiple regression analyses found that mother–child closeness positively predicted children's social skills particularly in non-only children, whereas mother–child conflict positively predicted internalizing behavior problems in all four groups. Teacher–child conflict negatively predicted children's social skills most strongly in urban only children. Teacher–child conflict aggravated rural only children's, urban only children's and non-only children's internalizing and externalizing behavior problems, but mother–child closeness buffered rural only children's externalizing behavior problems. Findings underscore the importance for mothers to improve closeness, especially with rural only children, and for teachers to avoid conflict with both urban only and non-only children, as well as with rural only children.  相似文献

Israel is a child-centered culture. Social work with children predates the existence of the State of Israel. There is a rich array of services for children. In the last 10 years, the emphasis has changed from using child placement as a panacea for children's problems, to treating the child as part of the family system. Placement of children in agricultural collectives, boarding schools, and youth villages has historically been on option for all children, and social workers used this plan as well. Implications of the change to family treatment is discussed as are various areas in which social workers offer direct treatment to children.  相似文献

This article examines the way in which child care social work with deprived families has changed and developed since the inception of Children's Departments in 1948. It is argued that between 1948 and 1970 child care social workers enjoyed a fair measure of social support. A variety of reasons are considered for explaining this—specialization, smallness of size, privacy and a consensus about the needs of children. From the early 1970s it is argued that broader societal changes, including a shift away from social solidarity towards individualism, organizational changes and the advent of child abuse as a public concern, resulted in con?icting demands on child care social workers and a subsequent loss of credibility and con?dence. The 1990s have seen a return to emphasis on family support policies which has been further accelerated in the new millennium by New Labour's stated commitment to eliminating child poverty and creating better life opportunities for all children. The implications of these new developments for child care social workers engaged in meeting the needs of children living in highly disadvantaged families are considered. Noncustodial fathers are men whose parental rights and obligations have been altered through judicial action, usually accompanying marital separation and divorce. In the majority of divorces, physical and legal custody of children is taken from fathers and reassigned to mothers only. Despite the curtailment of their decision-making authority and despite the limitations imposed on their day-to-day presence in their children’s lives, in the majority of divorces fathers retain the duty to provide economic support for their minor children. The bulk of quantitative research on the post-divorce involvement of men as noncustodial fathers is structured by explora- tion of the interrelationships among these parameters: child custody awards, visitation privileges and performance, child support awards and compliance, and child well-being. The documentation of important linkages between child support compliance and child outcome have focused both social science and legislative attention on means to foster greater paternal acceptance of responsibility for children. Research using open-ended interviews and smaller surveys of limited samples have been of great importance in providing a richer understanding of the noncustodial father-child relationship. To retain(or for some, to build for the first time) a meaningful paternal relationship, men are challenged to find new ways to confront issues of autonomy, connectedness and power. However, societal supports for moving beyond the traditional polarization of genders and roles through which families have been organized are sorely lacking. The ways in which men respond to the changes precipitated by divorce are influenced by a number of factors related to their own self-definition as well as to the broader social context in which they operate. In order to design psychoeducational or therapeutic interventions that allow noncustodial fathers to adapt in ways that are beneficial to themselves and ultimately to their children, an awareness of these factors is imperative.  相似文献

Considerable changes have occurred in criminal proceedings involving sexually abused children. As a result, perpetrators of child sexual abuse have been convicted more easily and sentenced to long prison sentences. However, a number of these convictions have been tainted and, thus reversed on appeal, based on either problems in the investigatory process or expert witnesses' exceeding the limits of proper testimony. Because many investigators and some expert witnesses were social workers, the author discusses recent decisions where appellate judges have criticized child protection workers' behaviors. By becoming familiar with cases such as these, child protection workers should gain a better understanding of the limits of their roles in the investigatory process and court proceedings. The result more likely would be that just convictions would be upheld by appellate courts, and falsely accused defendants would be spared the stigma of accusation, trial, and perhaps conviction.  相似文献

One of the more serious problems faced by child welfare services involves the management of children with serious behavioral and mental health problems. Aggressive and defiant foster children are more likely to have multiple foster care placements, require extraordinary social services resources, and have poor short- and long-term mental health outcomes. Interventions that work with challenging foster children and enhance foster parents' skills in managing problem behaviors are necessary. This article presents the successful results of a single case study examining the application of Parent-Child Interaction Therapy (PCIT) with an aggressive young boy and his foster-adoptive parent. PCIT is a dyadic intervention that has been identified as an empirically supported treatment for abused children and for children with different types of behavioral disruption. The application of PCIT to assist foster parents is a promising direction for child welfare services.  相似文献

Millions of children live with custodial parents (CPs) who have child support court orders for the non-custodial parent (NCP) to provide payments to the CP for care of the children. Unfortunately, less than half of CPs receives full child support. A key issue influencing the failure to pay child support is NCP unemployment. Despite a clear association between unemployment and several mental disorders, the nature and prevalence of mental disorders has not been investigated in the NCP population. The purpose of this study was to explore the association between mental health and substance use problems among non-custodial parents and their payment of child support. The study also investigated whether unemployment mediated the relationship between these variables.Surveys that included validated screening instruments to assess for generalized anxiety, social anxiety, depression, and substance use disorders were administered to a convenience sample of 633 NCPs. Survey respondents were matched with state support payment information.The results indicated that depression, generalized anxiety, social anxiety and substance use problems were present at a much higher rate than 12-month rates of these conditions found in the general population. This study also confirmed the strong association between child support payments and employment. Employment mediated the relationship between mental health problems and child support payments. The findings suggest that non-compliant NCPs, particularly those who are also unemployed, may experience clinically significant mental health conditions that contribute to unemployment and potentially, payment non-compliance. Future studies could explore if providing mental health assessment and employment-focused treatment for mental health-related barriers to employment may increase employment and child support compliance for NCPs, thereby improving children's economic stability and well-being.  相似文献

Poor housing quality and housing crises have been linked to adverse outcomes for children. However, few studies have focused on the early childhood period or been able to pinpoint how the timing and duration of housing problems contributes to early educational success. This longitudinal study draws on linked administrative records from housing, education, social service and health agencies to examine the influence of exposure to housing neighborhood conditions since birth on school readiness of all children entering kindergarten over a four-year period in a big city school system. Using marginal structural models that properly account for dynamic housing and neighborhood selection, we find that children exposed to problematic housing and disadvantaged neighborhoods have lower kindergarten readiness scores after accounting for other factors. The negative effects of housing problems on kindergarten readiness are partially mediated by child maltreatment incidences, residential instability, and elevated blood lead levels. Communities are advised to pay more attention to distressed housing as a cause of disparities in early child development and school readiness.  相似文献

This article compares how child welfare workers in Norway and England experience and cope with communication problems resulting from cultural differences. This study is based on in-depth, semi-structured interviews with 53 front-line child welfare workers and draws on social theories that understand communication as a social act. We show cross-country variations in child welfare workers' perceptions of the communicative problems and coping mechanisms. In Norway, social workers think that minority parents' perceptions on children's needs and child-rearing and parents' lack of understanding of the child welfare system were challenging. Social workers in England perceive the physical abuse of minority children as problematic. They are also concerned about carers' fears of social workers forcing majority cultural values on minority families. While social workers in both countries spend more time with minority families, their approaches dealing with communication challenges correspond to their different problem perceptions. Social workers in Norway act as cultural instructors: they focus on the needs of the minority child and instruct parents about Norwegian values and the Norwegian welfare system. Social workers in England are cultural learners: they focus on practising in anti-oppressive ways, while protecting ethnic minority children from physical abuse. Both approaches avoid going into real communication about perceived problems and what a child might need. We also discuss the implications of these findings on social work practice.  相似文献

Scholars point to two trends in the social construction of child social control: criminalization and medicalization. To control child behavior, schools and parents turn to strategies motivated by both the criminal justice and mental health systems. For example, school suspension and expulsion rates in the United States have increased alongside the use of therapy or medication for children diagnosed with behavior disorders. Despite these concurrent trends, research rarely considers how criminalization and medicalization operate as opposing or collaborative approaches to child misbehavior. In this article, I take advantage of a prospective longitudinal panel study to examine patterns of school punishment and/or the medicalization in a sample of children between the ages of 5 and 14 over 25 years. Findings demonstrate that black children have higher odds of experiencing punishment than white children, but Hispanic children do not. Additionally, black and Hispanic children have lower odds of receiving therapy or medication than white children. Furthermore, racial/ethnic disparities in punishment or therapy/medication use vary across children with higher or lower behavior problem scores. This article traces the role of the mass media in the social construction of the "missing children issue' as a social problem. The social construction explanation of social problems offered by Blumer (1971) and Spector and Kitsuse (1977) has been criticized (cf. Best and Horiuchi 1985) for lacking a conception of extra-media influences that can affect audiences beyond the initial viewing situation. Recent work in mass communication indicates that a media logic is adapted by other institutions to amplify television imagery and themes about crime, danger, and child abuse. A case study of the origins and claims and counterclaims about the nature and extent of missing children is combined with an empirical analysis of the impact of various sources of information about the missing children issue in order to demonstrate the process by which a social problem is constructed. The impact of additional information is analyzed by administering a self-report questionnaire to 96 respondents before and after viewing a two-part documentary on the complexities of the issue. The data suggest that mass-mediated imagery and formats forge an interactive informational context for social problems by sustaining what is viewed in one's living room with imagery in bulk mail, milk cartons, and posters. It is further suggested that mass media depictions of problems such as "missing children' carry over into consonant images such as child abuse. This conceptualization is capable of encompassing other accounts of social problems (e.g., "urban legends") within claims-making activity.  相似文献

This article explores the process through which children in prison with their imprisoned parent have become a target of social concern in Finland. It is asked how the new social problem of ‘children in prison’ has been constructed. The data consist of relevant parts of the legislation and official documents. Three phases of social problem construction are named: (i) Children in prison as a practical and private matter; (ii) intense debate, problem formulation and developing practices and (iii) a public institutionalised practice. The position of children changed from one of invisibility to the target of protection. On the basis of children's rights, children in prison became understood as a group of children who are in need of child protection services. This example demonstrates how the images of problems construct solutions for practices.  相似文献

Research examining the influence of social relationships on child outcomes has seldom examined how individuals derive social capital from more than one context and the extent to which they may benefit from the capital derived from each. We address this deficit through a study of child behavior problems. We hypothesize that children derive social capital from both their families and their schools and that capital from each context is influential in promoting social adjustment. Using a large national data set and structural equation modeling, we find that social capital at home and at school can be measured as separate constructs and that capital at home is more influential than is capital at school. We discuss the implications of these findings for future research on social capital and for practical interventions promoting social adjustment.  相似文献

This paper reports on the findings of a cross-country comparison of cooperation between services for community mental health and child protection in 11 states. The authors consider the implications of the findings for English practice. When children have a parent with mental health problems, they have needs over and above those of other children. Often these needs are met by the family, but this is not always possible. There are increasing numbers of these children, and they feature disproportionately in the case loads of child welfare professionals, health visitors and social workers. The cross-country comparisons demonstrate the ways in which differences in structures, resources, expectations and attitudes affect professional responses and the experiences of families. The findings provide information on several levels. A comparison of commonalities and differences highlights the problems that are shared across countries, and alternative ways of responding to them at ground level are discussed. The factors that facilitate a good outcome are analysed in relation to English practice and service structures. The research findings are relevant for British social welfare strategies, and the paper highlights the implications of the findings for policy and practice. The authors of this article identify and discuss some of the practical and ethical issues of qualitative research with children. The problems are illustrated through a research study about children's experience of asthma, and the way in which they perceive and interpret their condition. It is shown that social research with children has inherent difficulties relating to access, ethical and developmental issues. Researchers do not only have to gain parental permission but also want the child to enter the research voluntarily. Because of the children's stage of development and the asymmetrical relationship between researcher and informants, adequate safeguards and awareness of these problems are essential.  相似文献

Internationally there is a broad literature on risks for child custody placements. In contrast, very little is known about their outcomes on parents. The topic is relevant not only for parents themselves but also for children placed outside their homes, as many children keep contact with their birth parents or return to live with them. In a retrospective cohort study setting we analyze child custody placement outcomes (social assistance receipt, unemployment and work disability) for mothers whose children had been taken into custody between 1997 and 2004 in Finland. Data from a child placement register were merged with several administrative social insurance registers. Comparison groups of population mothers are included in the study. The procedure yielded an internationally unique database. According to the results of our study, mothers whose children are taken into custody are more often unemployed and in need of social assistance than mothers in the comparison group. Furthermore, they are also more often on a disability pension, due to mental health problems in particular, than mothers in general. While considering the results, we examine family policy and general welfare policy implications of support to families whose children have been taken into custody.  相似文献

Focusing on families having contact with the child welfare system, this study aims to assess whether caregiver social support is associated with the three primary child welfare goals: child safety, permanency and well-being. The study uses a national probability sample of children having contact with the child welfare system and a prospective study design. It includes both caregiver and caseworker indicators of social support. Consistent with previous research, study results suggest that different indicators of caregiver social support are associated with different child welfare outcomes. Notably, when caregivers were more satisfied with their social support and caseworkers rated caregiver social support as adequate, children were less likely to be placed out of the home. Also, caregivers who had more people to call on for support rated their children as having less severe behavior problems. Implications for practice are addressed.  相似文献

This paper examines the disparate social well-being outcomes children experience across states in the United States. The paper seeks to extend the study of child social well-being by examining the extent to which state characteristics influence aggregate child social well-being outcomes. The results indicate that socioeconomic and population characteristics of states influence the magnitude of aggregate child social well-being deficits. It is argued that the disparities in child social well-being outcomes for children across states should be taken into consideration in the current welfare reform climate. Because states have gained greater control over programs that assist the poorest and most vulnerable families and children, states with large child social well-being deficits will likely experience even larger deficits as many state TANF (Temporary Assistance for Needy Families) policies and practices do not adequately support poor families.  相似文献
