Summary This study is based on empirical research into the practiceof 14 social services department social workers with 42 of theirlong term clients. The findings suggest that, contrary to expectation,this type of social work practice is not characterised by aproblem solving approach, but rather by a concern for the containmentof problems and the maintenance of stability. This leads toa restricted form of social work practice which is not linkedto any particular method of intervention. Reasons for this theory-practicehiatus are suggested along with a discussion of the issues surroundingtraining for long term social work of this kind in the future.  相似文献

Summary The article explores the condition of state social work in Englandtoday. It is based on interviews with experienced social workersemployed by local authority social services departments acrossthe north of England. These front line state social workersprovide a penetrating insight into the diverse ways in whichtheir work has been transformed and degraded and the mannerin which the needs of clients have been largely ignored. Fromtheir perspective, the election of a Labour government in 1997proved to be a massive disappointment and many social workersreported that it has further undermined state social work practice,workers and clients. The paper seeks to offer an explanationby noting the neo-liberalism of Labour's social policy and thedire consequences which flow from New Labour's fixation withwaged work as the principal solution to social exclusion andpoverty. Above all, it seeks to provide an opportunity for theviews of front-line state social workers to be heard.  相似文献

Summary This paper outlines the main arguments for resources to be directedtowards developing practice methodology and skills. A reviewof recent research literature indicates that there are a groupof cases which take up much social work time and resources butthat this work lacks professional expertise and effectiveness.Outcome research in related fields is also reviewed. A synthesisof these studies' conclusions suggests that social workers couldbe effective though the essential skills are rare. The implicationsof these findings for the focus and nature of social work trainingare discussed.  相似文献

E-mail: msmith{at}buckscc.gov.uk Summary This paper argues that the impact of fear on social workersand social work practice is a relatively neglected topic thatdeserves attention. With this in mind a sample of 60 employeesof social services departments comprising home carers, rehabilitationofficers, receptionists, residential workers in children's homes,special hospital social workers and social workers working inNorthern Ireland were asked to talk of a time in their workwhen they had experienced fear. Eighty-two fears were reported.These comprised fear of being assaulted, fear of being killed,fear of losing control/being overwhelmed, and fear of disapprovaland rejection by seniors and managers. The social workers interviewedappreciated talking openly about their fears in a manner andcontext that was acceptable to them. It is recommended thatfurther work be undertaken to build upon this research so thatfear in the professional context becomes acknowledged as a realityand the need to share the experience becomes an accepted partof practice.  相似文献

Summary This article reports the findings of the second part of a two-partresearch project examining the potential for social workersto make changes in their work with families and children. Whilstsocial workers in the United Kingdom have been encouraged toshift from a child protection to a child welfare orientationin their practice, such changes have been hampered by professionaland organizational concern to manage risk. The research exploresthe influence of a child protection orientation on practicein child welfare cases. The findings, from two file analysesand interviews with 26 social workers, indicate that such aninfluence is indeed apparent. This is evidenced in two ways;first patterns of practice in child welfare cases are similarto those in child protection cases. Secondly, while the majorityof social workers express an attitudinal desire to move towardsa child welfare orientation, they still prioritize the managementof risk in their practice. It is argued that social workersneed permission from their employing organizations to make changesin their practice. This, in turn, requires such organizationsto state clear goals in line with a child welfare orientationand develop holistic strategies to achieve these.  相似文献

Summary This paper provides a critical analysis of the Beckford Reportand its implications for social work and the personal socialservices. Four interrelated themes are explored: the relationshipbetween social work practice, statutory responsibilities andthe law; the attitudes of social workers towards children andfamilies; the social work skills required; and the assumptionsthat are made about child abuse and the role of social workers.This is then related to recent research findings in the areaof policies and decision making in child care. It concludesby arguing that the report is in great danger of misdirectingour attentions from the major issues concerned with social workwith children at risk.  相似文献

Summary The teaching of welfare law to social workers has recently beenthe subject of critical scrutiny. Concurrently the relationshipbetween social work practice and the law, the place that legislationshould occupy in daily working practice, has been openly debated.This paper, based on our teaching and practice experience anda small evaluation exercise, criticizes the principal positionstaken in the debate on that relationship. It also evaluatestwo approaches to teaching law to social workers. We argue thatteaching law to social workers and using legal knowledge andprovisions in practice is not as simple and straight-forwardas some commentators allege. Rather, we argue that, for socialworkers to learn and apply the law effectively, both teachinglaw and any subsequent application of this knowledge must beconsidered in a conceptual frame of practice dilemmas whichconfront every practitioner and create role conflict, uncertainty,ambiguity, and insecurity.  相似文献

Summary I read Baldock and Prior's article with interest in view ofthe shortage of studies examining day-to-day practice in socialwork, but the authors' analysis leaves me reflecting uneasilyupon the state of uncertainty into which social work has fallen.The authors conclude by describing as ‘skilled’,practices which they say resulted in confusion for clients andwhich only apparently reflected social work principles. We arenot told whether the authors checked their analysis with workersor clients and it is possible that the clients were not as confusedas we are led to believe, given their long term contact withthe workers. If, however, the picture is an accurate one, shouldit really be described as representing skilled social work?Baldock and Prior do so but neglect to examine the ends towardswhich interviewing skill should be directed in social work.The result is a strangely ambiguous statement about practice,particularly in the light of research findings on effectivenessand client satisfaction, and one which offers little scope forcomplacency.  相似文献

The paper examines the growth of private health care in India in the context of its regulatory provisions and questions the work and employment conditions of female care workers (nurses) employed there. Nurses constitute 80% of the total workers in each nursing home/hospital. In the wake of increased demand for private health care since mid‐1990s, insertion of technology and investment is inducing transformation of nursing homes into multi‐ and super‐speciality hospitals resulting in changes in work organization of nurses. This has led to demand for larger numbers of workers. Employers gain by the segmentation in the nursing labor market, paying low wages. Workers face widespread social discrimination, long working hours, and high work intensity. The deplorable situation of a significant section of workers employed in this sector indicates state failure to control the private health sector. Lack of effective standards of work impacts nature of work of the workforce employed in various levels in the healthcare system.  相似文献

Summary The Barclay Report advocates a closer working partnership betweensocial workers and citizens; various policing policies are basedon similar foundations. Government policies place considerableemphasis on inter-agency work involving the police and the socialservices. In this paper, it is argued that co-operative inter-agencywork seems feasible between managers in the social servicesand in the police. When the perspectives of fieldworkers inboth services are considered conflict and suspicion seems toprevail. It is argued that once some of the myths surroundingthe practice of police and social work are pared away, a newbasis for the appreciation and development of inter-agency workmay be apparent.  相似文献

The legislation proposed a new rolefor social workers as ‘case managers’, with considerableautonomy and flexibility about the way in which the ‘casemanager’ responded to need. By the time community carepolicy was implemented, the role of ‘case manager’had been transformed into that of ‘care manager’,with a focus which emphasized procedural and managerial requirementsrather than a more flexible professional practice. This paper explores the extent to which this shift has substantivelyaltered the nature of social work practice with older people.It outlines key theories of professions and their applicabilityto social work, and critically analyses the impact of the ‘newmanagerialism’ within social services departments. Thepaper also examines the nature of social workers' practice witholder people following the impact of community care legislation,and concludes that the impact on the social work professionhas been to locate an increasing control of practice with socialwork managers, with potentially serious consequences for thecontinuation of a distinctive social work role in relation toservices for older people.  相似文献

Summary City Centre Project has been working with drifting and homelessyoung people and we considered it important to study not justthe clients, but also the project workers. The discipline andmethods of social anthropology appeared to offer unique advantagesin this attempt However, in the course of our fieldwork, weencountered situations which led us to question the validityof using participant observation with clients, and to explorethe tensions between social workers and academic researchers.We then altered our methods for gathering data, and realizedthat our experience had important implications for researchersconsidering the use of qualitative methods in a social worksetting. This article is our first attempt to generalize fromour particular experience, and to raise questions about powerrelations among the parties to research and action.  相似文献

Summary This paper is concerned with a relatively unresearched areaof child protection practice: the comprehensive assessment.The study comprises qualitative research of social workers conductingthese assessments. Sixteen assessments are analysed in detail.It is noted that these assessments, like many other in-depthsocial work assessments, are mainly based on verbal interactions.Some of the core evidence cited by social workers as formingthe basis of their assessment decisions is based on verbal interactionbetween social workers and parents. Such verbal interactionsare viewed as being inextricably intertwined with the socialworker-client relationship. A particular aspect of the relationship,the ability to agree a plausible explanation for the familysituation, is highlighted as particularly important in determiningthe outcome of the assessment. The possible implications ofthese findings for assessment practices are outlined.  相似文献

Summary Self-determination is a curious concept, related to, but notquite the same as, freedom and autonomy. As an ethical principle,the principle of self-determination bears little relationshipto the way social workers behave. It is used as if clients werebeing allowed a free, independent choice; but clients are subjectto pressure, and the social work relationship is often conceivedwithin a structure of authority. As a guide to practice, theconcept of self-determination ignores the cases where directionis legitimate or desirable. Self-determination can be seen as a professional ideology—aninter-related set of values and ideas. The concept is derivedfrom a number of ideas and values outside social work, but itappears to have little direct relevance to social work in practice.The paper suggests that the concept of freedom may be more usefuland less remote from the realities than ‘self-detemination’is.  相似文献

It is suggestedin this response that the individual basis of this analysisrestricts the extent of possible conclusions.
