Human service NGOs have become central actors in contemporary welfare states. The broadening of the role of NGOs in Australia as both providers of the human services that are an integral part of the welfare state and as lobbyists or advocates and agents of social change has been widely acknowledged; however, this paper focuses on a recent deepening of the role of human service NGOs in the Australian welfare state by exploring an additional dimension of their growth. Based on a recent study, it is evident that there has been increasing involvement by human service NGOs in the production of social policy knowledge through ‘policy research’ activities. The research mapped policy research activities, policy research infrastructure and policy research resources in human service NGOs, and also captured NGO policy researchers’ perceptions of the rationales and motivations driving NGOs in this direction. It was clear that this shift is based on strong beliefs that researchers located within human service agencies are best placed to produce the kind of knowledge that should form the basis of social policies responding to human need. Other drivers identified by policy researchers suggest, however, that the inclusion of third sector organizations in policy processes cannot simply be understood as the ‘opening up’ or ‘democratization’ of social policy processes to include Third Sector participants. The motivations for human service NGOs moving into social policy knowledge production in Australia are thus complex and diverse. Drawing on the findings of our study, Researching the Researchers, this paper reflects on the implications of this reconfiguration of welfare state politics. Who produces the knowledge that influences, moulds, and even determines the allocation of resources for the delivery of human services, and how this knowledge is produced have been ongoing concerns in social policy scholarship. We suggest, that in the case of human service NGOs in Australia, entry into the field of social policy research can be understood as a reconfiguring of the democratic system of policy determination. It may also be one in which the NGOs become ‘experts’ on citizens’ needs through research practices that are fundamentally less, rather than more inclusive, of the subjects of social policy. The implications of a possible shift in power to influence and in some cases determine who gets what in the welfare state is of deep concern in relation to future models of social protection and ultimately the redistributive and democratic processes of nation states. This paper seeks to question the often-unquestioned ascendancy of the third sector in welfare and asks whether this shift is in keeping with the democratic process and whether it is the best way to determine and satisfy human need.  相似文献

In recent years, there has been a great deal of collective rumination about social scientists' role in society. In the post‐1997 UK context, public policy commitments to ‘evidence‐based policy’ and ‘knowledge transfer’ have further stimulated such reflections. More recently, Michael Burawoy's 2004 address to the American Sociological Association, which called for greater engagement with ‘public sociology’ has reverberated throughout the discipline, motivating a series of debates about the purpose of sociological research. To date, most such contributions have been based on personal experience and anecdotal evidence. In contrast, this paper responds directly to Burawoy's suggestion that we should ‘apply sociology to ourselves,’ in order that we ‘become more conscious of the global forces’ driving our research ( Burawoy 2005 : 285). Drawing on an empirical research project designed to explore of the relationship between health inequalities research and policy in Scotland and England, in the period from 1997 until 2007, this paper discusses data from interviews with academic researchers. The findings suggest that the growing pressure to produce ‘policy relevant’ research is diminishing the capacity of academia to provide a space in which innovative and transformative ideas can be developed, and is instead promoting the construction of institutionalized and vehicular (chameleon‐like) ideas. Such a claim supports Edward Said's (1994 ) insistence that creative, intellectual spaces within the social sciences are increasingly being squeezed. More specifically, the paper argues we ought to pay far greater attention to how the process of seeking research funding shapes academic research and mediates the interplay between research and policy.  相似文献

Based on an extended period of qualitative research with mental health service‐users in north‐east England, this article considers the various forms of ‘magical work’ and ‘recovery work’ that emerge in the lives of people living with severe mental health problems. Given the now sizeable body of literature which seeks to problematize traditional conceptual boundaries of work, the article asks to what extent these hidden and unusual work‐forms might also be considered legitimate members of the category. Rather than argue for the expansion of the construct to accommodate these activities, the paper attempts simply to problematize the extent to which so‐called ‘mad’ forms of work are irresolvably different to more conventional forms of occupation. In challenging notions of the psychiatric patient as inevitably inactive, new vocabularies for service‐user work are explored. Concluding remarks are also directed to recent policy debates concerning ‘back‐to‐work’ welfare reform for long‐term out of work service‐users.  相似文献

This article draws out one of the core reasons why children should be conceived as active agents in research, particularly policy‐related research. The main thesis is that policy inevitably projects and, to an extent, constitutes the subject identities of its intended objects — in this case, that of ‘children’. Drawing on several bodies of theory — the ‘new’ sociology of childhood, identity theory, ‘governmentality’ and theories of discourse — the article shows why not incorporating children’s voices is a problem for social policy, and suggests that the impact of their exclusion has the potential to render policy both inappropriate and non‐responsive.  相似文献

The Global Development Network (GDN) and the Researchers Alliance for Development (RAD) are networks linking the professional ecology of the World Bank to the diverse research ecologies of universities and think‐tanks. These ‘knowledge networks’ can entangle research environments extensively with policy communities and the institutional interests of powerful organizations. Connecting different professional ecologies via networks creates complex sets of relationships between researchers and policy makers. The ‘grey areas’ of professional overlap highlight the ‘co‐production’ of (social) science in development policy. The author based her analysis of the dual dynamics of network autonomy and co‐option on participant observation of GDN and RAD as a past member of the governing bodies of both networks.  相似文献

This paper summarises the findings of my doctoral thesis on the development of Jamaica’s first rights‐based disability policy: The National Policy for Persons with Disabilities 2000. The research had two main aims. First through conducting a retrospective case study, was to construct a history of the national policy’s development, which was made possible by a series of events. Second, was to explore through using Easton’s thesis, that policy is developed within an extra‐ and intra‐ societal environment in order to investigate how macro, meso and micro factors have influenced the policy‐making process. The thesis synthesises Easton’s systems approach to policy‐making with Lasswell’s classic stagist approach as a tool for discussing the policy‐making process in Jamaica. I argue that a combination of macro, meso and micro factors created an ‘opportunity’ for the national policy’s development, which represents a paradigm shift in Jamaican disability policy.  相似文献

Little research has examined constructions of gender among young British‐Chinese. This paper seeks to further understanding in this area, particularly in relation to notions of ‘laddism’ currently deployed in educational policy discourse around gender and achievement. As a group British‐Chinese boys tend to very high achievement in the British Education system. The notion of ‘laddish behaviour’ as an explanation for boys’ apparent underachievement in comparison to girls at GCSE level was discussed with British‐Chinese pupils. An overwhelming majority of British‐Chinese pupils supported this explanation, and a majority of these pupils applied notions of ‘laddish behaviour’ to British‐Chinese boys, to some extent contesting stereotypes of the Chinese as uniformly ‘good pupils’. However, the discourses of ‘the good Chinese pupil’ and ‘Chinese value of education’ were frequently drawn on by pupil respondents, with the result that the pupils often presented British‐Chinese manifestations of ‘laddism’ as mild versions in comparison with pernicious ‘others’. The paper discusses different presentations of laddism among some of the male respondents. It concludes by analysing the impact of ‘raced’ and gendered discourses on British‐Chinese constructions of masculinity. British‐Chinese boys may be able to adopt versions of masculinity which do not impede their learning, but this tended to result in their masculinity being problematised in teacher discourse.  相似文献

This article examines a central plank of mental health policy (‘recovery’) in societies which have attempted to reverse the long-term warehousing of those with a diagnosis of mental disorder (de-institutionalisation). The emergence of the concept is traced in relation to the shift from an institutional to a more dispersed and community-based form of service organisation. Different usages of the term ‘recovery’, each with distinct implications for practice are considered on the part of three main interest groups (traditional bio-medical psychiatrists; social psychiatrists emphasising social skills training; and dissenting service users). These different usages suggest that ‘recovery’ is a polyvalent concept that creates an uneasy consensus point to define the management philosophies of local services enacting mental health policy. Also mental health work is about more than the group of patients mainly considered in relation to recovery (those with ‘severe and enduring mental health problems’). Practice-near research strategies are now required to investigate the varied practical scenarios these contradictions generate and ethnographic research is therefore indicated. Without multiple ethnographies, we will be left with competing rhetoric about recovery and its meaning or meanings may be rendered worthless.  相似文献

It is important for the complexities of homelessness to be considered when constructing policy or practice relating to people who are without safe and stable accommodation. These complexities can be loosely categorised around the definitions, causes and experiences of homelessness. While definitions and causes are topics of current debates, study of the lived-experiences of homelessness remains an area that is largely under-researched. This paper explores some of the implications for social work and social workers when the individual's understanding and experience of her/his identity as a ‘homeless person’ and consequent relationships with service providers are not factored into policy and practice. This article draws on the findings of a study of homeless adults in inner city Adelaide to illustrate the author's arguments. It outlines the importance of listening to service users' perspectives in order to assess whether dominant constructions of social work, homelessness and ‘homeless people’ are meeting the needs of and improving outcomes for individual clients. More broadly, it is hoped that making these perspectives visible will assist in the development of ‘client-focused’ practice and policy.  相似文献

This article examines sexual harassment in the context of the new economy and highlights the manner in which the changing nature of work — and in particular the acknowledged rise of sexualized ‘body work’ — troubles conventional understandings of what constitutes sexual harassment in the workplace and the means to address it. Using data from a small‐scale qualitative study of service workers and professional employees, we explore the ways in which those definitions of sexual harassment now fail to match participants' accounts of their working lives. We examine sexual harassment in the context of the rise of service roles that require forms of increasingly sexualized ‘body work’ from employees, increased demands for workers to ‘self‐manage’, and new flexible modes of employment that blur the boundaries between being ‘on’ and ‘off’ the job. We conclude that these ‘new’ modes of work may provide the conditions for the revival of ‘old’ stories which limit the capacity of individuals to recognize and label behaviours as ‘sexual harassment’.  相似文献

This article explores a key question in political sociology: Can post‐communist policy‐making be described with classical theories of the Western state or do we need a theory of the specificity of the post‐communist state? In so doing, we consider Janine Wedel's clique theory, concerned with informal social actors and processes in post‐communist transition. We conducted a case study of drug reimbursement policy in Poland, using 109 stakeholder interviews, official documents and media coverage. Drawing on ‘sensitizing concepts’ from Wedel's theory, especially the notion of ‘deniability’, we developed an explanation of why Poland's reimbursement policy combined suboptimal outcomes, procedural irregularities with limited accountability of key stakeholders. We argue that deniability was created through four main mechanisms: (1) blurred boundaries between different types of state authority allowing for the dispersion of blame for controversial policy decisions; (2) bridging different sectors by ‘institutional nomads’, who often escaped existing conflicts of interest regulations; (3) institutional nomads’ ‘flexible’ methods of influence premised on managing roles and representations; and (4) coordination of resources and influence by elite cliques monopolizing exclusive policy expertise. Overall, the greatest power over drug reimbursement was often associated with lowest accountability. We suggest, therefore, that the clique theory can be generalized from its home domain of explanation in foreign aid and privatizations to more technologically advanced policies in Poland and other post‐communist countries. This conclusion is not identical, however, with arguing the uniqueness of the post‐communist state. Rather, we show potential for using Wedel's account to analyse policy‐making in Western democracies and indicate scope for its possible integration with the classical theories of the state.  相似文献

In spite of an enormous increase in attention to climate migration in Bangladesh, institutional weaknesses have meant that unplanned migration has triggered social issues. This situation requires investigation of the main challenges and opportunities in institutional capacity and policy development for climate change induced migration. Drawing on different narratives, networks and power status of stakeholders, this study identifies two competing coalitions: ‘in‐situ’ coalition, which shares the belief that migration is a failure of adaptation, and ‘ex‐situ’ coalition adhering to the emerging slogan of “migration as adaptive strategy.” The differentiated powers of two coalitions to some extent leave the agenda of climate migration in the policy domain as a subject of informal institutional capacity rather than a formal regulatory framework. Consequently, the evolution of the policy environment for climate migration depends on how effectively a greater policy space is determined by narratives, coalitions and power. Through a political economy lens, this article seeks to clarify the potential approaches to extending the policy space regarding climate migration in Bangladesh, first by improving ideological pluralism in international climate change finance, and, second, enhancing the bottom‐up process for resource mobilization. In short, the evolution of the policy environment for climate change largely depends on the political power of the ‘ex‐situ’ coalition.  相似文献

This paper reports findings about parents' experiences of caring for young people with Autistic Spectrum Conditions (ASCs) moving into adulthood. In‐depth interviews were conducted with 38 parents of young people (15–21 years) with ASCs. Data were analysed thematically. In the perceived absence of service support, parents' acted as ‘care‐coordinators’ and ‘life‐supporters’ for their child as they moved into adulthood. These roles came with little choice, emotional demands and personal restrictions. Being supported was important for parents, but preferences differed regarding what this should look like. There has been a great deal of attention paid to young carers in recent research, social policy and service provision. In this paper we report on a survey and interview study of 46 young people aged 15 to 18, nine of whom had experience as young carers, to explore the ways in which young people construct the young carer and their disabled parent. A key theme arising from the interview data analysis is the construction of a series of normative assumptions about ‘normal’ childhood through which young carers and their disabled parent are viewed as non‐normative and deficient. The predominantly negative construction of both parent and child/carer is critically analyzed and alternatives suggested in the discussion of these findings.  相似文献

Case management is a coordinating process designed to align service provision more closely to the identified needs of people requiring assistance in the context of complex care systems. It is an approach that has crossed the borders of different national welfare systems where it has been adopted to address ostensibly similar problems. This empirically based but primarily methodological article draws on the author's doctoral research during which he spent an extended period in Berlin investigating a citywide case management service for older people in the context of German long-term care policy and legislation. It explores the extent to which a specific case study can illuminate how case management adapts in differing national welfare systems and highlights the particular methodological challenges of ‘translation’ and ‘equivalence’ in cross-national research. The article outlines how institutional context both shaped and constrained the Berlin case management service and highlights the necessity in cross-country research for a critical contextual examination of apparently similar features. This is particularly relevant where English words and expressions are directly absorbed into the local language, an important yet rarely addressed complicating factor.  相似文献

Recent public concern about youth gangs in Britain has prompted a narrow, almost stereotypical, range of US‐derived policy responses. This paper argues that family support is an unexplored but potentially effective gang reduction tool, but in order to overcome persistent concerns regarding misidentification, stigmatic labelling and policy misdirection, programmes must not only be ‘good science’ but also be non‐punitive, acceptable to families and context‐sensitive. Beginning with a discussion of the grounds for intervention, the paper identifies likely barriers from the point of view of the parents of gang members, and from these, derives necessary standards for effective support. The paper describes some promising (‘public health oriented’) and unpromising (‘criminal justice oriented’) programmes, and argues for more ‘gang‐sensitive’ family support and a related research agenda.  相似文献

This paper is about ‘coming out’ and the process of disclosure and non‐disclosure of minority sexual identity in organizations. The process of ‘coming out’ is important for the individual lesbian or gay man since it is concerned with the discursive recognition and renegotiation of their identity. The study uses storytelling and a double narrative approach, where 92 individuals were interviewed to produce 15 stories of coming out, which were used for discussion in focus groups. The research took place within 6 organizations – 2 emergency services, the police and the fire service, 2 civil service departments and 2 banks. A conceptual framework is developed to explain the process of disclosure, showing it to be a continuing process rather than a single event. The concept of performativity is used to explain how in coming out the discursive practice and the telling of sexuality performs the act of coming out, making it an illocutionary speech act, and one which is made as an active or forced choice. The performative and perlocutionary speech acts interact with available subject positions thereby impacting on the individual's subjectivity. Sexuality is an under‐researched area of diversity in work organizations, as well as being one of the most difficult to research, so the level of access afforded by this research and the framework it produces provides a significant contribution to our understanding of minority sexual identity at work.  相似文献

Some sociologists of religion would argue that there has been a move away from ‘religion’, in terms of institutionalised dogmas and established corporate ways of believing, towards ‘spiritualities of life’ where the emphasis lies on the personal, the individual and the experiential ( Heelas, 2002 ; Wuthnow, 2001 ). Given the evidence for the apparent popularity of spirituality in contemporary Western society, it is surprising that between 1996 and 2000, the Zone concerned with religion at the Millennium Dome in Greenwich was re‐named from‘The Spirit Zone’to‘The Faith Zone’. A range of political, economic and religious interests lay behind the Zone’s re‐naming, and both the name (and the content) changed to reflect ‘religion’ rather than ‘spirituality’. The process of constructing the Zone thus moved in a diametrically opposite direction to some of the trends associated with religious belief in modern Britain. An investigation of the dynamics behind the construction of the Faith Zone at the Dome provides an opportunity to evaluate what ‘counted’ as religion ( Beckford, 2003 ) at a specific time and context in British society. The paper also shows that behind the Labour Government rhetoric of ‘inclusion’, various dimensions of spiritual belief and activity in Britain are excluded from the public sphere. When it comes to religion, taken‐for‐granted criteria operate – resulting in the prioritisation of the official, the ‘representative’, the ‘respectable’, and ‘the unified’ over the unofficial, the deviant, the private, and the contested. This paper looks at the struggles and the conditions associated with the idea and the policy of inclusion in relation to religion in modern Britain, using the Faith Zone at the Dome as a case study.  相似文献

This research identified the costs and benefits of the sitter service in Scotland. A ‘sitter service’ is one that provides home‐based childcare outside the hours of 8:00 am to 6:00 pm on weekdays and at weekends to support children of shift workers, single parents/carers and for children who require additional support. Nine sitter services, organised by voluntary or not‐for‐profit organisations in Scotland, were contacted; their costs were compared and the views of sitters and users identified. For very little expenditure, they provided a service that resulted in a range of individual and community benefits. However, the research concludes that most sitter services are hat small scale and piecemeal funding endangers their long‐term viability.  相似文献
