The authors of this article have developed six probabilistic causal models for critical risks in tunnel works. The details of the models' development and evaluation were reported in two earlier publications of this journal. Accordingly, as a remaining step, this article is focused on the investigation into the use of these models in a real case study project. The use of the models is challenging given the need to provide information on risks that usually are both project and context dependent. The latter is of particular concern in underground construction projects. Tunnel risks are the consequences of interactions between site‐ and project‐ specific factors. Large variations and uncertainties in ground conditions as well as project singularities give rise to particular risk factors with very specific impacts. These circumstances mean that existing risk information, gathered from previous projects, is extremely difficult to use in other projects. This article considers these issues and addresses the extent to which prior risk‐related knowledge, in the form of causal models, as the models developed for the investigation, can be used to provide useful risk information for the case study project. The identification and characterization of the causes and conditions that lead to failures and their interactions as well as their associated probabilistic information is assumed to be risk‐related knowledge in this article. It is shown that, irrespective of existing constraints on using information and knowledge from past experiences, construction risk‐related knowledge can be transferred and used from project to project in the form of comprehensive models based on probabilistic‐causal relationships. The article also shows that the developed models provide guidance as to the use of specific remedial measures by means of the identification of critical risk factors, and therefore they support risk management decisions. Similarly, a number of limitations of the models are discussed.  相似文献

Communicating the rationale for allocating resources to manage policy priorities and their risks is challenging. Here, we demonstrate that environmental risks have diverse attributes and locales in their effects that may drive disproportionate responses among citizens. When 2,065 survey participants deployed summary information and their own understanding to assess 12 policy‐level environmental risks singularly, their assessment differed from a prior expert assessment. However, participants provided rankings similar to those of experts when these same 12 risks were considered as a group, allowing comparison between the different risks. Following this, when individuals were shown the prior expert assessment of this portfolio, they expressed a moderate level of confidence with the combined expert analysis. These are important findings for the comprehension of policy risks that may be subject to augmentation by climate change, their representation alongside other threats within national risk assessments, and interpretations of agency for public risk management by citizens and others.  相似文献

The printing press was a game‐changing information technology. Risk assessment could be also. At present, risk assessments are commonly used as one‐time decision aids: they provide justification for a particular decision, and afterwards usually sit on a shelf. However, when viewed as information technologies, their potential uses are much broader. Risk assessments: (1) are repositories of structured information and a medium for communication; (2) embody evaluative structures for setting priorities; (3) can preserve information over time and permit asynchronous communication, thus encouraging learning and adaptation; and (4) explicitly address uncertain futures. Moreover, because of their “what‐if” capabilities, risk assessments can serve as a platform for constructive discussion among parties that hold different values. The evolution of risk assessment in the nuclear industry shows how such attributes have been used to lower core‐melt risks substantially through improved templates for maintenance and more effective coordination with regulators (although risk assessment has been less commonly used in improving emergency‐response capabilities). The end result of this evolution in the nuclear industry has been the development of “living” risk assessments that are updated more or less in real time to answer even routine operational questions. Similar but untapped opportunities abound for the use of living risk assessments to reduce risks in small operational decisions as well as large policy decisions in other areas of hazard management. They can also help improve understanding of and communication about risks, and future risk assessment and management. Realization of these opportunities will require significant changes in incentives and active promotion by the risk analytic community.  相似文献

The failure to foresee the catastrophic earthquakes, tsunamis, and nuclear accident of 2011 has been perceived by many in Japan as a fundamental shortcoming of modern disaster risk science. Hampered by a variety of cognitive and institutional biases, the conventional disaster risk management planning based on the “known risks” led to the cascading failures of the interlinked disaster risk management (DRM) apparatus. This realization led to a major rethinking in the use of science for policy and the incorporations of lessons learned in the country's new DRM policy. This study reviews publicly available documents on expert committee discussions and scientific articles to identify what continuities and changes have been made in the use of scientific knowledge in Japanese risk management. In general, the prior influence of cognitive bias (e.g., overreliance on documented hazard risks) has been largely recognized, and increased attention is now being paid to the incorporation of less documented but known risks. This has led to upward adjustments in estimated damages from future risks and recognition of the need for further strengthening of DRM policy. At the same time, there remains significant continuity in the way scientific knowledge is perceived to provide sufficient and justifiable grounds for the development and implementation of DRM policy. The emphasis on “evidence‐based policy” in earthquake and tsunami risk reduction measures continues, despite the critical reflections of a group of scientists who advocate for a major rethinking of the country's science‐policy institution respecting the limitations of the current state science.  相似文献

General patterns of bias in risk beliefs are well established in the literature, but much less is known about how these biases vary across the population. Using a sample of almost 500 people, the regression analysis in this article yields results consistent with the well-established pattern that small risks are overassessed and large risks are underassessed. The accuracy of these risk beliefs varies across demographic factors, as does the switch point at which people go from underassessment to overassessment, which we found to be 1500 deaths annually for the full sample. Better educated people have more accurate risk beliefs, and there are important differences in the risk perception by race and gender that also may be of policy interest.  相似文献

The affiliation, assessment and management of risks is a traditional part of veterinary medicine. In the past, veterinary services involved in this type of activity usually assessed risks qualitatively. However, since the 1990s, quantitative methods have become increasingly important. The establishment of the World Trade Organization in 1994, and the promulgation of its Agreement on the Application of Sanitary and Phytosanitary Measures (the "SPS Agreement") led to an increased application of import risk analysis and to significant improvements in the methodology of risk analysis as applied to international trade policy for animals and animal products. However, there was very little development of risk analysis in veterinary fields other than international trade and management of health risks to consumers of animal products and little has been published on its use in the choice and definition of control or prophylaxis strategies for animal diseases. This article describes a quantitative risk assessment, which was undertaken in Italy to help choose an appropriate national response strategy following an incursion of bluetongue, an infectious disease of sheep and goats. The results obtained in this study support the use of risk analysis as a tool to assist in choosing an appropriate animal disease management strategy. The use of risk analysis in the evaluation of disease management strategies also offers advantages in international trade. It makes easier the comparison of different strategies applied in the various countries, and thus facilitates the assessment of equivalence of the guarantees provided by different strategies.  相似文献

How can a government prioritize disaster risk management policies across regions and types of interventions? Using an economic model to assess welfare risk and resilience to disasters, this article systematically tackles the questions: (1) How much asset and welfare risks does each region in the Philippines face from riverine flood disasters? (2) How resilient is each region to riverine flood disasters? (3) What are, per region, the possible interventions to strengthen resilience to riverine flood disasters and what will be their measured benefit? We study the regions of the Philippines to demonstrate the channels through which macroeconomic asset and output losses from disasters translate to consumption and welfare losses at the micro-economic level. Apart from the regional prioritizations, we identify a menu of policy options ranked according to their level of effectiveness in increasing resilience and reducing welfare risk from riverine floods. The ranking of priorities varies for different regions when their level of expected value at risk is different. This suggests that there are region-specific conditions and drivers that need to be integrated into considerations and policy decisions, so that these are effectively addressed.  相似文献

Emerging technologies are defined by their novelty and thus are accompanied by significant uncertainty in determining appropriate ways to manage risks associated with them. Yet, there is a body of prior knowledge about risk management and oversight policy for other technologies that have already permeated society. Here, we describe two ways in which prospective oversight policy analysis for emerging technologies can draw upon these past experiences. One involves comparing specific products that have already been marketed to similar products of the emerging technology (cognate‐product approach). The other treats the emerging technology as a body of products and methods and relates it to another technological field that has already emerged and penetrated markets (whole‐technology approach). In this article, we describe our work using these approaches to inform risk and oversight policy for nanotechnology and its products. We draw parallels between biotechnology and nanotechnology as whole fields of development and also between genetically engineered organisms in the food supply and agricultural products of nanotechnology. Through these comparisons, we find that both approaches to historical learning have value and present lessons that could be applied to nanotechnology.  相似文献

It is a common experience that attempts to mitigate a risk lead to new risks, and that risks formerly thought to be of one kind become another kind as technical knowledge evolves. This phenomenon of risk migration suggests that we should take processes over time, rather than specific risks or specific technologies, as a unit of analysis. Several of our existing models of the social management of risks-such as that of social risk amplification-are process models of a kind but are still oriented around the playing out of a particular event or issue. A case study of risk in a group of flame-retardant compounds was used as the basis of a grounded, exploratory analysis of migration processes, the phenomena that influence them, and their consequences. This illustrated how migration naturally occurs from risks that are understood, in which risk bearers have at least some agency, to risks that are not understood and not capable of being influenced by risk bearers. It illustrated how the simultaneous improvement in measuring technology, which detects potential toxins at increasingly small concentrations, combines with intuitive models that ignore concentration to produce conditions likely to generate anxiety. And it illustrated how pressure groups and commercial interests exploit this effect. It also showed how migration makes precautionary action problematic, and how more generally it tends to undermine a society's capacity to cope with risk.  相似文献

This paper is drawn from an intensive case study of Pensco - a mutual life insurance company in the South of England. The original objective of the research was to examine corporate strategy as an aspect of management control. As the research proceeded, it became clear that a new system of budgeting and expenses control was a crucial element of the transformation of the company from its 'sleepy’ paternalistic traditions into an aggressive, competitive financial services company. The paper contextualizes the development of budgeting and expenses control in Pensco within changes in the British economy. These are associated with the rise of the New Right, transformations in the financial services sector relating to deregulation and the establishment of a new regulatory framework. The argument of the paper is that budgeting and accounting control in this company has a complex genealogy revolving around a number of conditions coinciding at a particular point in time. Our case study material also reveals a variety of tensions, contradictions and resistances to the new management regime that placed, considerable obstacles in the way of an effective implementation of the new accounting and management controls  相似文献

After the global eradication of wild polioviruses, the risk of paralytic poliomyelitis from polioviruses will still exist and require active management. Possible reintroductions of poliovirus that can spread rapidly in unprotected populations present challenges to policymakers. For example, at least one outbreak will likely occur due to circulation of a neurovirulent vaccine-derived poliovirus after discontinuation of oral poliovirus vaccine and also could possibly result from the escape of poliovirus from a laboratory or vaccine production facility or from an intentional act. In addition, continued vaccination with oral poliovirus vaccines would result in the continued occurrence of vaccine-associated paralytic poliomyelitis. The likelihood and impacts of reintroductions in the form of poliomyelitis outbreaks depend on the policy decisions and on the size and characteristics of the vulnerable population, which change over time. A plan for managing these risks must begin with an attempt to characterize and quantify them as a function of time. This article attempts to comprehensively characterize the risks, synthesize the existing data available for modeling them, and present quantitative risk estimates that can provide a starting point for informing policy decisions.  相似文献

The purpose of this article is to explore the reasons for the decline in the importance and practice of strategic planning across American industry. The article identifies numerous bureaucratic obstacles to effective planning, and suggests how these obstacles can most effectively be eliminated by attacking their root causes. The article points out the risks to the planning process that are created by attempts to eliminate these obstacles. But, it concludes that unless these obstacles are removed and the promised financial returns from strategic business planning realized, the decline of long-term strategic business planning will continue.  相似文献

Researchers in the field of risk perception have been asking why people are more worried about risk today than in years past. This article explores one possible answer to this question, associative anxiety. The affect heuristic and the mental network models suggest that anxiety triggered by information regarding a particular risk can spread to other risks of the same category. Research to date, however, has not examined how information refuting the particular risk can also be generalized across other risks. The article presents two experimental studies addressing this issue. Study 1 showed that when participants were presented with information based on a real train collision, they experienced increased anxiety not only about train collisions but also about public transportation in general. In contrast, those who were informed about the train collision case as well as the preventative measures implemented after the accident experienced decreased anxiety about train collisions but not about public transportation more generally. Study 2 measured the changes in participant anxiety about a genetically modified organism (GMO) and compared the influence of information about either the existence or nonexistence of its risk. Similar to Study 1, associative anxiety rippled through the risk category. The results also suggest that the follow‐up information refuting the GMO risk reduced the anxiety toward the hazard drastically, but did not fully alleviate the anxiety toward other hazards in the category. The implications and the limitations of these studies are also discussed.  相似文献

This article presents a process for an integrated policy analysis that combines risk assessment and benefit-cost analysis. This concept, which explicitly combines the two types of related analyses, seems to contradict the long-accepted risk analysis paradigm of separating risk assessment and risk management since benefit-cost analysis is generally considered to be a part of risk management. Yet that separation has become a problem because benefit-cost analysis uses risk assessment results as a starting point and considerable debate over the last several years focused on the incompatibility of the use of upper bounds or "safe" point estimates in many risk assessments with benefit-cost analysis. The problem with these risk assessments is that they ignore probabilistic information. As advanced probabilistic techniques for risk assessment emerge and economic analysts receive distributions of risks instead of point estimates, the artificial separation between risk analysts and the economic/decision analysts complicates the overall analysis. In addition, recent developments in countervailing risk theory suggest that combining the risk and benefit-cost analyses is required to fully understand the complexity of choices and tradeoffs faced by the decisionmaker. This article also argues that the separation of analysis and management is important, but that benefit-cost analysis has been wrongly classified into the risk management category and that the analytical effort associated with understanding the economic impacts of risk reduction actions need to be part of a broader risk assessment process.  相似文献

Cost‐benefit analysis (CBA) is commonly applied as a tool for deciding on risk protection. With CBA, one can identify risk mitigation strategies that lead to an optimal tradeoff between the costs of the mitigation measures and the achieved risk reduction. In practical applications of CBA, the strategies are typically evaluated through efficiency indicators such as the benefit‐cost ratio (BCR) and the marginal cost (MC) criterion. In many of these applications, the BCR is not consistently defined, which, as we demonstrate in this article, can lead to the identification of suboptimal solutions. This is of particular relevance when the overall budget for risk reduction measures is limited and an optimal allocation of resources among different subsystems is necessary. We show that this problem can be formulated as a hierarchical decision problem, where the general rules and decisions on the available budget are made at a central level (e.g., central government agency, top management), whereas the decisions on the specific measures are made at the subsystem level (e.g., local communities, company division). It is shown that the MC criterion provides optimal solutions in such hierarchical optimization. Since most practical applications only include a discrete set of possible risk protection measures, the MC criterion is extended to this situation. The findings are illustrated through a hypothetical numerical example. This study was prepared as part of our work on the optimal management of natural hazard risks, but its conclusions also apply to other fields of risk management.  相似文献

If exposed to an identical concentration of a carcinogen, every human being would face a different level of risk, determined by his or her genetic, environmental, medical, and other uniquely individual characteristics. Various lines of evidence indicate that this susceptibility variable is distributed rather broadly in the human population, with perhaps a factor of 25‐ to 50‐fold between the center of this distribution and either of its tails, but cancer risk assessment at the EPA and elsewhere has always treated every (adult) human as identically susceptible. The National Academy of Sciences “Silver Book” concluded that EPA and the other agencies should fundamentally correct their mis‐computation of carcinogenic risk in two ways: (1) adjust individual risk estimates upward to provide information about the upper tail; and (2) adjust population risk estimates upward (by about sevenfold) to correct an underestimation due to a mathematical property of the interindividual distribution of human susceptibility, in which the susceptibility averaged over the entire (right‐skewed) population exceeds the median value for the typical human. In this issue of Risk Analysis, Kenneth Bogen disputes the second adjustment and endorses the first, though he also relegates the problem of underestimated individual risks to the realm of “equity concerns” that he says should have little if any bearing on risk management policy. In this article, I show why the basis for the population risk adjustment that the NAS recommended is correct—that current population cancer risk estimates, whether they are derived from animal bioassays or from human epidemiologic studies, likely provide estimates of the median with respect to human variation, which in turn must be an underestimate of the mean. If cancer risk estimates have larger “conservative” biases embedded in them, a premise I have disputed in many previous writings, such a defect would not excuse ignoring this additional bias in the direction of underestimation. I also demonstrate that sensible, legally appropriate, and ethical risk policy must not only inform the public when the tail of the individual risk distribution extends into the “high‐risk” range, but must alter benefit‐cost balancing to account for the need to try to reduce these tail risks preferentially.  相似文献

This paper considers the health effects of air pollution from three perspectives: historical, statistical, and public policy, and also as depicted by the recent epidemiology, primarily mortality studies. The historical perspectives establish the reality of population-based health effects, and they provide data with which to evaluate more recent evidence. Statistical perspectives imply that, while there is strong evidence that associations between air quality and health persist, many details of these relationships remain obscure, especially as to the existence of concentration thresholds that might define safe exposure levels. Additional major questions include the effects of uncertainties in actual pollution exposures, the degree of prematurity of "excess" deaths, and whether the development of new cases of chronic disease is associated with air pollution. Public policy issues center around interpreting the new epidemiological studies in the light of these uncertainties and the analysis and management of the concomitant health risks.  相似文献

Researchers and commissions contend that the risk of human extinction is high, but none of these estimates have been based upon a rigorous methodology suitable for estimating existential risks. This article evaluates several methods that could be used to estimate the probability of human extinction. Traditional methods evaluated include: simple elicitation; whole evidence Bayesian; evidential reasoning using imprecise probabilities; and Bayesian networks. Three innovative methods are also considered: influence modeling based on environmental scans; simple elicitation using extinction scenarios as anchors; and computationally intensive possible‐worlds modeling. Evaluation criteria include: level of effort required by the probability assessors; level of effort needed to implement the method; ability of each method to model the human extinction event; ability to incorporate scientific estimates of contributory events; transparency of the inputs and outputs; acceptability to the academic community (e.g., with respect to intellectual soundness, familiarity, verisimilitude); credibility and utility of the outputs of the method to the policy community; difficulty of communicating the method's processes and outputs to nonexperts; and accuracy in other contexts. The article concludes by recommending that researchers assess the risks of human extinction by combining these methods.  相似文献

The crashes of four hijacked commercial planes on September 11, 2001, and the repeated televised images of the consequent collapse of the World Trade Center and one side of the Pentagon will inevitably change people's perceptions of the mortality risks to people on the ground from crashing airplanes. Goldstein and colleagues were the first to quantify the risk for Americans of being killed on the ground from a crashing airplane for unintentional events, providing average point estimates of 6 in a hundred million for annual risk and 4.2 in a million for lifetime risk. They noted that the lifetime risk result exceeded the commonly used risk management threshold of 1 in a million, and suggested that the risk to "groundlings" could be a useful risk communication tool because (a) it is a man-made risk (b) arising from economic activities (c) from which the victims derive no benefit and (d) exposure to which the victims cannot control. Their results have been used in risk communication. This analysis provides updated estimates of groundling fatality risks from unintentional crashes using more recent data and a geographical information system approach to modeling the population around airports. The results suggest that the average annual risk is now 1.2 in a hundred million and the lifetime risk is now 9 in ten million (below the risk management threshold). Analysis of the variability and uncertainty of this estimate, however, suggests that the exposure to groundling fatality risk varies by about a factor of approximately 100 in the spatial dimension of distance to an airport, with the risk declining rapidly outside the first 2 miles around an airport. We believe that the risk to groundlings from crashing airplanes is more useful in the context of risk communication when information about variability and uncertainty in the risk estimates is characterized, but we suspect that recent events will alter its utility in risk communication.  相似文献

Concurrent engineering has been widely accepted as a viable strategy for companies to reduce time to market and achieve overall cost savings. This article analyzes various risks and challenges in product development under the concurrent engineering environment. A three‐dimensional early warning approach for product development risk management is proposed by integrating graphical evaluation and review technique (GERT) and failure modes and effects analysis (FMEA). Simulation models are created to solve our proposed concurrent engineering product development risk management model. Solutions lead to identification of key risk controlling points. This article demonstrates the value of our approach to risk analysis as a means to monitor various risks typical in the manufacturing sector. This article has three main contributions. First, we establish a conceptual framework to classify various risks in concurrent engineering (CE) product development (PD). Second, we propose use of existing quantitative approaches for PD risk analysis purposes: GERT, FMEA, and product database management (PDM). Based on quantitative tools, we create our approach for risk management of CE PD and discuss solutions of the models. Third, we demonstrate the value of applying our approach using data from a typical Chinese motor company.  相似文献
