This paper reviews the evidence on the impact of child care and maternal employment in the pre-school years on child outcomes. This topic has long been of interest to economists, developmental psychologists, and scholars from other disciplines, and has been the focus of increased attention in recent years, as research has provided additional evidence about the processes of development in the earliest days, weeks, and years of life.1  In this paper, I review the evidence on two broad sets of questions: what we know about the potential benefits of early intervention child care programs, and what we know about the effects (whether positive or negative) of maternal employment and child care in the first years of life. The evidence reviewed in this paper suggests that we now know a good deal about both sets of questions. But, this review also suggests that there are important gaps in our knowledge that future work by economists could fruitfully address. Received: 9 December 1999/Accepted: 20 September 2000  相似文献

The causes of turnover in child-care arrangements and maternal employment are analyzed using panel data from the National Longitudinal Survey of Youth, supplemented with state-level information on child-care markets. The results indicate that turnover in child care is quite high and that child and family characteristics help explain turnover. Important factors include the mother’s wage, the cost of child care, age of the child, and previous child-care decisions. The reduced-form nature of the analysis makes it difficult to determine whether these factors are important because they are associated with unstable child-care supply or because they affect family decisions, conditional on supply factors. The results provide no direct evidence that child-care turnover is higher in states with more unstable child-care markets.  相似文献

Using a multiple classification analysis of the data from the I percent public-use samples of the 1960 and 1970 censuses of population, it is found that the negative relationship between wives’ employment and their cumulative family size is stronger among whites than nonwhites and is strongest among women married less than 10 years, with 12 or more years of schooling, and who have no relatives living with them. Moreover, although there are many similarities in the pattern of the employment status/fertility relationship between the 1960 and 1970 data, the relationship is weaker in 1970 than in 1960.  相似文献

In Italy the women’s participation is among the lowest in Europe. The female employment rate stands almost 13 percentage points below the EU average and 22 below the Lisbon target. One of the most important reasons is related to the characteristics of child care system. We analyze the characteristics of the child care system in Italy and its relationship to the labor market participation decision of mothers. The two decisions are jointly considered in a discrete choice framework, which also allows for simple forms of rationing. We go on to estimate a bivariate probit model of the child care and employment decisions and find evidence that rationing is an important factor in interpreting price effects on utilization rates and employment decisions. This paper analyzes the effects of being indigenous, number of siblings, sibling activities and sibling age structure on child schooling progress and child non-school activity. The analysis is based on the Peru 1991 Living Standards Survey. The analysis shows that family size is important. However, the analysis also demonstrates the importance of taking into consideration the activities of siblings. The number of siblings not entrolled in school proves to be an important control variable in at least one specification of the empirical model. However, more research is needed on the interactions between siblings, their activities and their age structure. In other words, an attempt must be made to find ways of taking into account the “life cycle effects” of one‘s siblings on their schooling performance and labor force activity. The analysis also shows that the age structure of siblings is important, but in conjunction with their activities. That is, having a greater number of younger siblings implies less schooling, more age-grade distortion in the classroom and more child labor. The Maternal-Child Health Division of the Qinghai Provincial Health Department, the United Nations Children's Fund, and the United Nations Fund for Population Activities are collaborating on a model maternal-child health care project set up in the province's pastoral area. The project encompasses perinatal services in Minhe and Huangyuan counties, development of maternal-child health services at the grassroots level in Hainan Prefecture, and educational classes on child care for national minorities. The population has doubled in this vast but sparsely populated part of China since the founding of the People's Republic, and this rapid population growth has had negative repercussions for animal husbandry. To address this problem, 26 maternal-child health centers have been established in provincial pastoral areas of Qinghai and there are 20 full-time workers. Modern midwifery services are available to 67% of the population; as a result, mortality has dropped to 50/1000.  相似文献

This paper explores how the responsibilityof caring for children affects employment stability by studying the relationship betweenthe characteristics and stability of substitute caregivers and the risk of leaving of job. Thedata come from the 1990 National Child Care Survey (NCCS), a nationally representative surveyof households with children under age 13 conducted in late 1989 and early 1990, and AProfile of Child Care Settings (PCS), a nationally representative survey of center-based programsand licensed family day care homes in the U.S., conducted at the same time and in the same 144counties. The results show that the availability of care affects the job stability of all employedmothers. Other effects differ by maternal wage. The cost of care affects the employment exits ofmoderate-wage mothers (who earn $6 to $8 per hour), the stability of care affects the employmentexits of moderate- and high-wage mothers, and the flexibility of care affects the employmentexits of low-wage mothers. These results are discussed in the context of current public policies.  相似文献

Two frequently used predictors of child malnutrition are family income and mother's education. Despite their common sense rationale, they pose difficult and perhaps intractable problems of measurement and conceptualization. This paper proposes to substitute the concepts of family and maternal differentiation for these traditionally used indicators. Differentiation is defined as the capacity of the individual or group to process a diversity of information categories. Using data from a recent survey of households in Panama, indicators of this concept were constructed at the family and at the maternal levels using principal component analysis. These are shown to predict a range of indicators of childrens' nutritional status when appropriate control variables are included in the regression analysis. The same analysis was then repeated with income and mother's education replacing the differentiation measures. The results support our claim that the differentiation indicators are superior, and we argue that an even more important reason for using them is that they open the door to a long-term research program that is theoretically consistent and potentially cumulative.  相似文献

Since 1949, great social and economic changes have taken place in China. The entire economic structure and social relations are no longer the way they used to be. These changes have also had a strong impact on the size of family households and family structure. Major changes are summarized as follows: (1) The size of the present family household has been greatly reduced from its earlier size. The main reason for this reduction in size is the change of the social system. Under the new social system, the natural population growth rate and family structure have shown the greatest change from the past. (2) The major change in family structure is that small families have replaced the traditional large families. Under the large family system, several generations may stay together as one household, and brothers do not divide the large family even after they are married. Under the small family system, a household is normally limited to the parents and their children. With the gradual disappearance of large families, small families are increasing rapidly. Some households with three generations living together are still in existence, and the young and the old may support each other in their daily life. Both in cities and in rural areas, the traditional custom of respecting one's old parents still exists. There must be a value and necessity for the existence of this particular kind of family structure.  相似文献

I investigate the effects of the timing of family income on child achievement production. Detailed administrative data augmented with Programme for International Student Assessment test scores at age 15 are used to analyze the effects of the timing of family income on child achievement. Contrary to many earlier studies, the results suggest that the timing of income does not matter for long-term child outcomes. This is a reasonable result given the setting in a Scandinavian welfare state with generous child and education subsidies. Actually, later family income (age 12–15) is a more important determinant of child achievement than earlier income.  相似文献

This paper studies the role of family size in the design of optimal income taxation. We consider a second best setting where the government observes the number of children and the income of the parents but not their productivity. With a linear tax schedule the marginal tax rate is shown to decrease with the number of children, while the relationship between the demogrant and family size appears to be ambiguous. With two ability levels, optimal non-linear income tax implies zero marginal tax rates for the higher ability parents; low ability parents have positive marginal tax rates that decrease with family size. The relationship between family size and child mental disorders was assessed through a prevalence study conducted in an urban neighborhood of Salvador, Brazil. From a representative sample of 828 children aged between 5 and 14 years, 23.3% were diagnosed as exhibiting varying degrees of mental disorders. Diagnoses were based on psychiatric interviews, following screening using the QMPI (a Portuguese-language screening questionnaire). Results supported the hypotheses that: (1) children from smaller families would exhibit higher prevalence of mental disorders than those from larger families; and (2) prevalence of neurotic and psychosomatic disorders would be lower for children from larger families than from smaller ones. Significant associations were also found between family size and diagnosis and severity of child mental disorders. Controlled analyses indicated that these relationships were not confounded by age or sex of the child, family social class, or family type.  相似文献

The impact of education on family size is divided into a direct effect (holding labor force participation and age at marriage constant) and an indirect effect (varying labor force participation and age at marriage). The results suggest that (1) the indirect effect of education is greater at higher levels of the wife's education, (2) the direct effect is greater at lower levels of education in most cases, (3) the indirect effects do not vary systematically with husband's education, (4) but the direct effect does vary systematically with husband's education if the education of the wife is low but not if wife's education is high.  相似文献

In Nairobi, 352 married African adults, 152 men and 200 women, were interviewed on their attitudes toward family size and family planning. The respondents had, on the average, slightly less than three children at the time of interview and hoped to add slightly more than three children to this total. There was little difference in desired family size by sex.About one-half of both men and women had some knowledge of family planning methods, and there was a general interest (75 percent of the men and 90 percent of the women) in learning more. In addition, two out of every three men, and nine out of every ten women, approved of family planning, and even greater majorities of both sexes were willing to have the government of Kenya provide such services.In spite of their approval, however, only 13 percent of the men, and 2 percent of the women, had ever practiced family planning. These findings are broadly comparable to those found in other emerging nations and suggest that knowledge, interest, and approval generally precede use.  相似文献

This paper considers self-employment and providing child care as occupational strategies that can lower the cost of child care. If the ability to care for one's own children while engaged in market work is important to mothers with young children, we predict that women with young children will be more likely to choose to be self-employed or to be a child care provider than women without young children. The analysis provides strong support for this hypothesis. The results show that the presence of young children is an important factor in choosing self-employment and in choosing to be a child care provider. Finally, simulations are presented which show that a woman's choice among these sectors is quite sensitive to the number and ages of her young children.  相似文献

In this paper an attempt is made to elaborate on the behavioral assumptions underlying a simulation model published in a previous volume of this journal (Heer and Smith, 1968). The present paper contains a discussion of the ways in which a fall in the death rate of children will affect the desirability of another birth if the family's objective is to have a son surviving to the father's sixty-fifth birthday. The death rate affects both the expected costs of and benefits from an additional birth. An examination of the effects of a decline in child mortality indicates that the benefits from an additional birth fall and the expected costs rise as a result of the decline. Thus a death rate will eventually be reached where costs exceed benefits, and parents will not desire an additional pregnancy.  相似文献

The concept of reference groups is introduced as a theoretically useful mechanism involved in diffusing collective norms and values about family size and in formation of family size ideals of individual family members. Data were gathered via self-administered questionnaires from a random sample of 140 urban and 55 rural families in the Lansing, Michigan metropolitan area. Findings show major variations by sex. Conformity to a two-child family norm in the family size ideals of wives depends on the extent to which they are exposed to this norm through reference group interaction and on the size of their families of origin. Husbands' family size ideals are influenced by size of family of origin but not by reference group interaction. Abstract Two distinctions appear crucial in the study of human fertility: (1) aggregate versus individuallevel analysis; and (2) true explanations versus 'demographic explanations', using Stinchcombe's terminology. Social demographers analysing fertility have been accustomed to using fertility measurements derived from aggregative population analyses, and have largely terminated their analytic efforts at the level of a 'demographic explanation'. The failure to arrive at a social analysis of the process of fertility decision-making may in part to be due to this measurement heritage, which may be inappropriate for individual-level analyses. As a first step in the direction of creating measurement suitable for such analyses, fertility decision-making is labelled as family formation decision-making, and this is linked to the concept of child dependency. Measures of child-years-of-dependency (CYD) are proposed for use in family formation analysis. These integrate current quantity and tempo measures, and have greater potential for use at the level ofthe family. They require no additional data beyond fertility histories, are flexible in terms of non-modal family situations (e.g. divorce, infant or child mortality) and may be indicators of criteria used by couples in planning their fertility. Refinements of the basic CYD measures are explored. These include analyses of average versus marginal costs of child-rearing, age gradients of costs and social class differentials in costs. All of these are intended to make CYD measures more useful in individual cost-benefit analyses of child-bearing and child-rearing.  相似文献
