It is commonly assumed that better living standards will boost subjective well-being. The post-apartheid South African government subscribes to this idea; its social policies aim to provide ‘a better life for all’. Since the coming of democracy in 1994, the state has built over 3 million houses and supplied electricity and clean water to poor households. By 2009, an estimated 43 % of households were beneficiaries of social grants. The question is whether this investment in services and social assistance translates into higher well-being of citizens. It is argued that older people’s experience of positive change in their life circumstances can be taken as a litmus test of progress in society. The paper reports results of a sample survey conducted in 2009 that inquired into the living circumstances and well-being of 1,000 older low-income households in two provinces linked by a labour migration route. Older households were defined as ones with a member 55 years and older. The sample was drawn among three approximately equal-sized subgroups: Rural black households in the former ‘homelands’ of the Eastern Cape Province, and black and coloured households in Cape Town in the Western Cape Province. The majority of the households in the survey had been interviewed in an earlier survey conducted in late 2002. Both material and non-material changes had occurred in the household situation over the 6-year period between 2002 and 2009. Access to housing and infrastructure had improved but financial difficulties and debts continued to plague many of the surveyed households. Rural black households appeared to be worst off among the three categories of older households with the lowest level of living; coloured households best situated with the highest level of living. Urban black households, many of whom were immigrants to Cape Town, appeared to have experienced the greatest fluctuations in their material circumstances between 2002 and 2009 and a mix of fortune and misfortune. Results indicated that social grants, which provided a modicum of financial security and peace of mind, made the crucial difference between fortune and misfortune for vulnerable households. Securing a social pension and other grants appeared to be the main route to good fortune for the rural households in the study. Households in Cape Town required wage income in addition to grant income to get by in the city. This mix of income sources diluted urban households’ dependence on social assistance. Regression model results suggest that income and financial security play a significantly more important role in boosting the well-being of low-income older households than access to services. Pooling of income, a common practice in pensioner households, contributed significantly to household satisfaction.  相似文献

The global relevance of food security has attracted a plethora of research, because it is a determinant of either the prosperity or poverty of any nation. Accordingly, food security is directly associated with the poverty in many developing countries of the world today. Rural people around the world continue to struggle with food insecurity, persistent poverty and inequality, and environmental degradation. This necessitated a research study on food security in the North West province of South Africa, with a view to evaluate the food security status and its determinants in the area, as well as to compare the impact of gender on the food security status of households. A cross-sectional survey was conducted, where 346 maize farmers in the Ngaka Modiri Molema District Municipality of the North West, South Africa, were interviewed. A logically structured questionnaire was used to collect data where household expenditure survey was used to evaluate the food security status of these farmers, after which a logistics regression model was used to determine the factors responsible for food security. The findings reveal that, with more farming experience, the probability of household food security decreased. Also, an increase in the household size, by one member, decreases the probability of a household achieving food security. Similarly, a unit increase in the age of the head of household decreases the probability or likelihood of being food secured in the study area. The result also revealed that more than half of the farming households were food secure, while the female-headed households were more food secure, proportionately, compared to male-headed households.

Wild foods may offer unique benefits to households afflicted by AIDS, providing a nutritious and freely available food source at minimal labour and financial costs. This article presents the results of food security assessments in two rural South African sites. Detailed household dietary recalls from 227 households, combined with qualitative work, explored the association of household AIDS proxies (recent morbidity, mortality and orphan fostering) with household food security and dietary composition. The study found that AIDS-proxy households were significantly more food insecure, and households fostering orphans were both poorer and more food insecure. Wild foods were evident in 40.3% of the 48 h recalls, with significantly greater likelihood of use in households with fostering paternal orphans, and/or with at least one AIDS proxy. Only paternal orphans were significantly associated with likelihood of using wild foods when controlling for household socio-economic status. Qualitative data suggests that households afflicted by AIDS might curtail their use of wild foods due to household labour shortages and stigma. This is unfortunate, as regressions indicate that households using wild foods may be more economically resilient. This may be particularly important for households registering AIDS proxies, due to a demonstrated negative correlation between accumulated household AIDS proxies and household income.  相似文献

Food and nutrition insecurity remains a challenge in sub-Saharan Africa. Several studies have examined food and nutrition insecurity in urban or rural areas but have not captured the whole continuum. Between November and December 2013, 240 households were surveyed along the urban–rural continuum in Northern Ghana. The study objective was to understand the socio-spatial dynamics of household food and nutrition insecurity and to investigate the role played by urban, peri-urban and rural agriculture. The study found that there was more involvement in agriculture in rural areas compared to peri-urban areas and urban areas. Households from urban areas were more food insecure (HFIAS >?11) compared to their counterparts in peri-urban and the rural areas. Stunting increased by 3.4 times (p?=?0.048) among households located in the peri-urban area. Wasting was reduced by 0.16 times among household that produced staple food or vegetables (p?=?0.011). Overweight was reduced by 0.04 times among households that produced livestock (p?=?0.031). The results reveal a socio-spatial dimension of food and nutrition insecurity that is related to agricultural activities.  相似文献

Recent work has shown that the gender gap in income poverty has widened in post-apartheid South Africa even though overall poverty levels have declined. One of the main criticisms of money-metric studies of gendered poverty differences is that income is only one dimension of poverty and that other measures of welfare may better reflect the relative well-being of women and female-headed households. This article presents a multidimensional approach to measuring the gender poverty gap in post-apartheid South Africa. Using data from the 2008 wave of the South African National Income Dynamic Study, the internationally comparable multidimensional poverty index (the MPI) is used to estimate gender differences in a number of different achievements. The findings suggest that the multidimensional gender poverty gap is similar to the poverty gap measured by the conventional money-metric approach at several national poverty lines. However, the MPI poverty differential between female- and male-headed households is slightly narrower than the income poverty gap between these two household types. In order to explore these findings further, the paper decomposes the components of multidimensional poverty by gender and for both female- and male-headed households. The paper concludes by considering how greater investments in health care delivery and in basic services, particularly in rural areas, may yield progress towards gender equality.  相似文献

In the absence of a universally accepted method of calculating poverty, household expenditure can be used to provide an indication of inequality of wealth and serve as an indicator of poverty. Household expenditure comprises expenditure of private households on goods and services, irrespective of their durability. The portion of household budgets allocated to different types of goods and services provides an indication of the material standard of living of a population. The article discusses different definitions of poverty and compares the state of poverty according to these definitions in selected countries. This is followed by an analysis of South Africa’s economic position in the world and a comparison of the household budgets and demographic profile of South African households that fall into different income groups in order to identify the differences between the poorest and the wealthiest households in South Africa. Income inequality in South Africa is further elucidated by means of the Gini coefficient. A comparison is also made between the household budgets of the poorest households with the minimum financial living level requirements in South Africa to maintain their health and have acceptable standards of hygiene and sufficient clothing for their needs.  相似文献

This paper examines the contribution of forest provisioning ecosystem services (FPES) to rural households and assesses the contributions of forests to the annual incomes of households in Africa’s Miombo woodlands. The study employed focus group meetings, in-depth interviews, and interviews of households, as stratified by wealth class and head of household gender in Copperbelt, Zambia. The results show that FPES are vitally important in providing food, medicine, fodder, and construction materials to rural livelihoods. FPES provided 43.9 % of the average household’s income and contributed a 10 % income equalisation effect among households, as revealed by the Gini-coefficient analysis. Poorer households received a lower mean annual income from forests than did their intermediate and wealthy counterparts, but in relative terms, forest income made the greatest contribution to the total household incomes of poor households. When stratified by gender, forests contributed 44.4 and 41.8 % of the income of male- and female-headed households, respectively. The study indicates that wealth, rather than gender, was the key determinant of a household’s engagement in the sale of FPES. The inter- and intra-community differentiation in the use and sale of FPES, as revealed in this study, enables more effective targeting of forest management interventions and informs efforts to reconcile the goals of poverty reduction and forest conservation.  相似文献

We examined gender-based household welfare differences in Ghana among smallholder households. We measured disparities in welfare outcomes (food poverty, vulnerability, and food consumption inequality) across male and female household heads and identified the set of covariates influencing them. The study utilizes a dataset from a farm household survey undertaken in Northern Ghana from October to December 2018. A multistage sampling approach was adopted in selecting 900 farm households. The Oaxaca–Blinder mean and Recentered Inference Function decomposition techniques highlighted the sources of gender differentials in household welfare outcomes. The findings indicate a significant gap in food consumption expenditure per capita and household dietary diversity scores between male- and female- headed households, and these gaps are as high as 28.2% and 18.1%, respectively. However, there are no statistically significant differences in vulnerability to food poverty between male- and female-headed households. The Lorenz curves confirm inequality in gendered households’ food consumption expenditure and dietary diversity scores. This study highlights the existence of systemic female-headed household vulnerability to food poverty in Ghana. This study provides significant evidence of the need for policymakers to address food systems’ structural deficiencies and inequalities with gender in mind.

This paper analyses poverty and inequality in South Africa based on data from a comprehensive multi-purpose household survey undertaken in 1993 to provide baseline statistics on poverty and its determinants to the new government. The paper shows that South Africa has among the highest levels of income inequality in the world and compares poorly in most social indicators to countries with similar income levels. Much of the poverty in the country is a direct result of apartheid policies that denied equal access to education, employment, services, and resources to the black population of the country. As a result, poverty has a very strong racial dimension with poverty concentrated among the African population. In addition, poverty is much higher in rural areas, and particularly high in the former homelands. Poverty among female-headed households and among children is also higher than average. Moreover, poverty is closely related to poor education and lack of employment. The poor suffer from lack of access to education, quality health care, basic infrastructure, transport, are heavily indebted, have little access to productive resources, and are heavily dependent on remittances and social transfers, particularly social pensions and disability grants. The paper uses an income-based definition of poverty for most of the analysis. In addition, it develops a broad-based index of deprivation including income, employment, wealth, access to services, health, education, and perceptions of satisfaction as its components. While on average the two indicators correspond fairly closely, the income poverty measure misses a considerable number of people who are severely deprived in many of the non-income measures of well-being. This group of severely deprived not identified by the income poverty measure consists predominantly of Africans living in rural areas, concentrated particularly in the province of KwaZulu/Natal.  相似文献

We describe the degree to which household income is negatively associated with the prevalence of different types of disability (i.e., medical impairments) in China using data from the 2006 Second National Survey of Disabled Persons. We then calculate the extra costs of disability across different types of households and show how these costs differ by the type and severity of disability in both urban and rural areas. Finally, we use nationally representative panel data on persons with disabilities from 2007 to 2009 to examine the degree to which social security is reaching persons with different types and severity of disabilities in both urban and rural areas. We conclude that although the amount and coverage of social security for households with disabilities is increasing rapidly, it is still not enough to offset the income differential between households with and without disabled persons, especially when we account for the extra costs of disability.  相似文献

公平公正地选择低保户是实现政府农村社会保障政策目标的基础。本文采用对甘肃省326户农户的调研数据,通过构建低保户识别的二元Logistic模型和低保政策公平性评价的有序多值Logistic模型,判断和分析甘肃省农村最低生活保障制度实施的公平性及其影响因素。研究发现,在低保户初步评估中村委会工作缺乏准确性、公正性,民众参与程度不高,农户对低保政策了解程度偏低,政策落实过程中存在“人情保”、“关系保”现象。说明基层相关工作与政策规定有所偏离,应加大力度规范政策落实的基层工作,使其公开化、透明化、民主化,强化政策的宣传力度,提高农户对政策的认识和理解。  相似文献

United States Department of Agriculture defines food insecure as answering affirmatively to three or more food insecurity questions describing a household’s ability to acquire enough food. Households indicating low levels of food insecurity (one or two affirmative responses) are considered food secure. This paper compares the characteristics of households with one or two positive survey responses (termed marginally secure in this paper) to those with zero positive responses (food secure) and those with three or more positive responses (food insecure). The analysis utilizes Current Population Survey Food Security Supplement data to compare the characteristics and food purchasing of food secure, marginally secure and food insecure households using binomial and multinomial logistic regression and t-tests. Binomial logistic regression models indicate that grouping insecure and marginally secure households together does not change predictors of food insecurity. Multinomial logistic regression models suggest a three category definition of food insecurity is appropriate because there are distinctions among the three categories. There are significant differences in food spending across the groups. Prevalence of U.S. food insecurity and need for food assistance may be underestimated because marginally food secure households are considered food secure. The current measure fails to recognize that marginally secure households may experience poorer quality of life as do food insecure households.  相似文献

文章从代际和年龄角度定量分析了中国居民劳动收入变动模式。研究结果表明,劳动收入变动的年龄效应和代际效应皆表现出明显的线性趋增,且前者大于后者。收入不平等的年龄效应表现出非线性的、加速递增趋势,而不平等的代际效应稳定上升,1960年之后出生队列不平等程度较高。此外,居民劳动收入变动也表现出明显的城乡差异,比较而言,城镇居民收入模式更具优势。由于代际效应和城乡差异是收入差异的重要原因,因此促进代际公平的养老保险和统筹城乡发展的政策应受到充分重视。  相似文献

随着市场经济的快速发展,城镇居民家庭的收入水平有了明显提高。与此同时,也存在着居民家庭收入差距加大的突出问题。本文通过采集中国分阶层城镇居民家庭人均年收入、恩格尔系数等资料。利用洛伦茨曲线结合其它相关统计分析,揭示了收入水平的提高和差距扩大的严峻状况。并对差距扩大的历史、劳动力、经济、政策等原因进行了分析,在此基础上提出了加快经济发展,规范市场环境,落实“扩中、保低、调高”方针、取缔非法收入、加大教育投入、建立健全社会保障制度等抑制收入差距扩大的对策建议。  相似文献

The paper aims to explore how the Great Recession of the twenty-first century has impacted on the consumption behaviour of Italian households. Following a hierarchical approach, the study investigates differences in consumption behaviour at both household and regional levels. Using micro data on Italian Household Expenditure for the years 2002, 2006, 2010 and 2012, multilevel and two-step regression models have been estimated. The analysis has been performed for four different consumption categories: food, housing, work-related and leisure. The analysis reveals that the economic crisis led to increasing income elasticity for each category of consumption, especially for food, the most essential basic good. The crisis also created more marked regional disparities in the average level of expenditure.  相似文献

The relationship between financial development, economic growth and millennium development goals are unsettled in the literature. Using four indicators of financial development, this paper studies the link between the three variables in South Africa. In general, per capita income improves per capita spending on education in the short run. However, total domestic credit to GDP ratio decreases spending on education. There are highly significant long run relationships among the variables. Improving access to private sector credit and increasing per capita incomes are associated with improvement in health outcomes in South Africa. There are no short run nor long run relationships between household spending on clothes, economic growth and financial sector development. Improved private sector credit also improves household spending on food. In general, there are long run relationships between per capita spending on food, per capita income and financial sector development.

In spite of green revolution and rapid economic growth, India’s vast population still suffers from hunger and poverty, especially in the rural areas. Moreover, drought adversely affects India’s economy by declining agricultural production and purchasing power. It also escalates rural unemployment which ultimately affects household food security. Our study investigated the food security of drought prone rural households in a broader context by linking the dimensions of food security with dimensions of climate change vulnerability. We used the primary data of 157 drought prone rural households of Odisha state in India for analysis. This study employed polychoric principal component analysis to construct an aggregate food security index. An ordered probit model was used to estimate the determinants of food security. The FSI showed that three-fourth of the respondents were facing food security issues with varying degrees. The estimates of ordered probit model indicated that joint family, education, migration and health insurance are key variables that determine food security, whereas drought adversely affected food security of rural households. Overarching strategies are required to effectively address food security issues in the wake of increased drought risk. This study provides an insight for policy makers in India and in similar south Asian countries who must consider food security in the light of drought.

文章利用1991~2009年中国31个省份城镇和农村居民的人口、消费支出和收入的数据,基于居民总消费分解模型,进行省际面板回归估计。实证结果表明,城镇居民消费支出增长对中国居民总消费增长的贡献率最大;农村居民消费支出增长的贡献率位列第二,但呈现出下降的趋势;农村向城镇人口迁移引起的消费支出增长的贡献率位列第三。考虑到城乡收入和消费支出的差异,文章认为,居民总消费增长的路径将主要依赖于城镇居民消费支出增长和农村向城市的人口迁移,并提出通过制度改革增加居民收入、放宽并完善人口迁移政策等建议。  相似文献

"This paper explores the rise in the proportion of one-person households [in South Korea] which since 1960 was attributable largely to rural-to-urban migration of young people. The heavy migration of young people from rural to urban cities actually brought about the rural household division which contributed to the fall in household size, and contributed to the increase in one-person households of urban young singles, on the one hand, and the increase in one-person households of rural elderly widows, on the other. The rise in the aggregate propensity to live alone was also evident.... Although the rise in one-person households was evident and by 1990 about one out of every ten households was a one-person household, the findings on the recent characteristics of one-person households do not indicate any big change in the traditional family norms."  相似文献

The paper empirically examines old-age security hypothesis to explain fertility rates in South Asia. Panel data is used for the period 1972–2013 for seven South Asian countries which include Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka. The estimated results reveal that in South Asia fertility rate decreases with the increase in financial development. Thus, the findings support old-age security hypothesis that parents use children as financial instruments to secure their old age. This paper validates the theory that the availability of alternative financial tools reduces the incentives of households to have large offspring. Infant mortality is also shown an important factor for high fertility rate in South Asia. This implies that households cover their risk from losing children by producing more children. The results also reveal that fertility rate decreases with the increase in per capita income, which implies that households treat children as inferior good in this region. In other words, households prefer quality of children over quantity of children when their income level increases. The results have also shown that fertility decreases with the increase in education, urbanization, agriculture productivity and industrialization. The study has some important policy implications.  相似文献
