The objective of this article is to examine the shift in the intergenerational mobility of Indian immigrant entrepreneurs in Australia. Based on a qualitative methodology, this article reports on the differences in the entrepreneurial attitudes of push and pull and the aptitudes of social and human capital between pre 2000 and post 2000 immigrant entrepreneurs. The findings suggest that the post 2000 Indian migrant entrepreneurs in Australia are mostly pull motivated, have higher qualifications than the pre 2000 arrivals, speak better English, have professional educational qualifications relevant to their business, and operate predominantly in the service sector. They take fewer years to get into business and are less dependent on immigrant social capital resources than pre 2000 arrivals. The study proposes that, compared with social capital resources, human capital resource have a greater impact on entrepreneurial propensity in the case of second generation Indian migrant entrepreneurs in Australia.

Policy Implications

  • This research has implication for Australian immigration policy, labour laws and settlement services of migrants. It recommends successful implementation of policies and durable solutions for Indian immigrants in the labour market in Australia.
  • The Australian Government will be assisted in examining and identifying future options for the intake of temporary and permanent migrants that improve the income, wealth and living standards of Australian citizens, improve the budgets and balance sheets of Australian governments, minimize administration and compliance costs associated with immigration, and provide pathways both for Australian citizens to be altruistic towards foreigners, and for Australia's international responsibilities and obligations to foreign residents to be met. Improvements in the labour laws would promote the effective integration of Indian immigrants into society.
  • Further, Indians in the USA have contributed immensely to the entrepreneurial spirit due to the government support for migrant SMEs and the small business venture funds. The Australian government can replicate this policy, reduce restriction on employment opportunities and enhance entrepreneurship for all migrants.

Skilled migration has become a major element of contemporary flows. It has developed in scale and variety since the 1930s and now takes many forms, including “brain drain”, professional transients, skilled permanent migrants and business transfers. Nevertheless, the data are poor, inconsistent and usually not differentiated by sex. The importance of policies, both national and regional, to control the movement of skilled migrants has escalated. Receiving countries have come increasingly to see the benefits from admitting skilled workers and have adjusted their permanent and/or temporary migration laws/policies to facilitate entry, usually on the proviso that it does not disadvantage their own workers by taking away their jobs. Another set of policy frameworks within which skilled migration is occurring is regional blocs. The experience of the European Union (EU) in promoting the flow of skilled labour, movement in this direction in the North American Free Trade Agreement (NAFTA), Mercosul, the Closer Economic Relations (CER) Agreement between Australia and New Zealand and the Asia Pacific Economic Cooperation (APEC) Forum are analysed. The article poses two sets of issues facing sending and receiving countries. For sending countries they are: whether to free up or tighten migration; whether to support temporary skilled flows; whether to introduce protective or preventive measures to stem skilled emigration; how to encourage the return of skilled nationals; and whether/how to pursue compensation from post-industrialized countries. For receiving countries they are: whether to encourage temporary or permanent skilled immigration; the level of entry to permit/promote; how to select/process skilled immigrants; whether/how to protect the jobs of locals; and how they ensure the successful labour market integration of skilled immigrants. The article argues that the neo-classical view that skilled migration leads to overall improvement in global development does not apply. “Brain waste” or “wasted skills” occur frequently, to the detriment of both individuals and nations. Improved data and constructive dialogue on skilled migration are needed. Within both regional and international contexts, countries have obligations and responsibilities towards each other which need to be taken seriously.  相似文献

"The purpose of this article is to...[analyze] the relative importance of internal and external factors on the demand for skilled immigration visas to Australia. Our objectives are to determine how the size of the pool of potential migrants is influenced by factors such as relative economic conditions and U.S. and Canadian immigration policies and to determine what implications these factors have on the relative quality (skill level) of potential migrants to Australia. Our results indicate that the demand for skilled immigration visas to Australia is related to the number of immigrants accepted by the United States and Canada as well as employment possibilities in Australia. We do not find a relationship between U.S. and Canadian policy and the relative quality of the applicant pool."  相似文献

A considerable number of Chinese women have migrated to Taiwan through marriage over the last two decades. Although the demographics of these marriage migrants have transformed over the years, a misunderstanding still exists as migrant wives are seen as commodities and gaining citizen status is seen as their ultimate goal. Using in-depth interviews, this research takes a bottom-up approach by allowing Chinese migrant women in Taiwan to define and interpret their own citizenship. It explains how they negotiate the politics of citizenship as they confront harsher immigration restrictions than immigrants of other origins because of their Chinese identity. This paper suggests that immigrants’ intersectional identities shape their conceptualization of Taiwanese citizenship, although their agency is limited. My findings illustrate that some Chinese migrant wives embrace citizenship entitlements while others’ experiences with citizenship differ depending on their positionality in both the private and the public. My findings also show that some migrant wives actively reject Taiwanese citizenship, challenging the myth that all Chinese immigrants desire Taiwanese citizenship. This study contributes to citizenship and migration studies using a feminist, intersectional approach and raises implications for the degree to which migrant wives have agency in constructing their citizenship.  相似文献

Black African migrants have recently become a visible presence in Australia. Many arrived through the humanitarian resettlement programme, but far greater numbers come through the “skilled stream”. This paper explores recent research into these populations to tease out how material, social and existential elements of settlement intersect with belonging. As a heuristic, it uses Ager and Strang's ten markers and means of integration: material aspects (employment, housing, education and health); social connections internally and externally; facilitators (language, cultural knowledge, safety, stability); and rights and citizenship. A range of challenges to positive settlement and integration are identified, using these domains. However, Australian research has focused almost exclusively on African migrants of refugee background, with most sampling South Sudanese, making generalization impossible, even dangerous. The urgent need for research using wider samples, and more large-scale quantitative work, is called for and a range of policy recommendations suggested.  相似文献

Skilled migration is an important strategy in developed economies seeking to address skills shortages and population ageing. Research on the labour market outcomes of skilled migrants tends to focus on employers' devaluation of skills without considering the role of immigration policy in the migration process. Moreover, there is little understanding of whether efforts to meet employer demands for local qualifications improve labour market outcomes. Drawing on a study on skilled migrants sponsored under the State-Specific and Regional Migration Scheme in the regional state of South Australia, we explore the shaping of skills and skills recognition in the migration journey, particularly migrants' strategy of reskilling in response to employer demands for local qualifications. Our logistic regressions on the association between the acquisition of Australian qualifications and labour market outcomes reveal only marginal returns to these efforts. We argue that Australia should consider developing a more coherent skilled migration process to better harness the human capital of skilled migrants.  相似文献

The recruitment of skilled foreign workers is becoming increasingly important to many industrialized countries. This paper examines the factors motivating the sponsorship and temporary migration of skilled workers to Australia under the temporary business entry program, a new development in Australia's migration policy. The importance of labor demand in the destination country in stimulating skilled temporary migration is clearly demonstrated by the reasons given by employers in the study while the reasons indicated by skilled temporary migrants for coming to work in Australia show the importance of both economic and non‐economic factors in motivating skilled labor migration.  相似文献

Nations across the world and through time have used skilled migration mechanisms to boost economic growth and workforce competitiveness. However, effectively using these talents from abroad and transforming this collective human capital into valuable social capital is an on‐going challenge. This study applies a case study analysis of skilled migrants from China and India in South Australia and finds that there are multiple barriers to the successful integration of skilled migrants. These barriers tend to block the effective utilization of migrants’ skills and reduce the ability to advance social capital in the community. The study concludes by putting forward various policy recommendations to overcome these obstacles and outlines ideas for an effective application of a skilled migrant programme.  相似文献

A great number of women from China, Vietnam, and Indonesia recently arrived in Taiwan to marry men of lower social strata. Such an unusual pattern of migration has stimulated debates about the status and the citizenship of the new arrivals. This study analyzes Taiwanese responses toward these marriage migrants by using a national survey conducted in 2004. Three aspects of restrictive attitudes were tapped concerning these newcomers: (1) rights to work; (2) access to public health insurance; and (3) full citizenship. Immigrants from China were most opposed, compared to women with other origins (Southeast Asia, Japan, Europe, and the US). The seemingly unrelated regression estimation regression results do not support the split labor market hypotheses, as marriage migrants do not appear to be economic threats toward members of the lower classes. In contrast, ethnic nationalism plays a key role in determining the natives’ restrictive attitudes. The case of Taiwan represents a special genre, where ethnic politics selectively arouses the social rejection of women immigrants of certain origins.  相似文献

The Italian Australia diaspora is a heterogeneous mix of regional, class and generational identities. This article identifies and considers the influence of four recent Italian‐Australian cohorts on the processes of Italian‐Australian cultural formation. Of particular interest is the most recent wave of migrants (post‐2000), whose arrival is prompted by the European economic crisis and facilitated by Australia's skilled migration programme. We argue that this cohort is a new form of “elite” skilled migration comprised of people who are independent of, yet reliant on, the community infrastructure and social standing that previous waves of Italian migrants have established. We consider the relationship between these cohorts as a process of “intra‐diaspora” knowledge transfer and show how diasporas play a fundamental role in the skilled migration project. These dynamics challenge assumptions that skilled migrant integration is “frictionless”. Rather, their arrival simultaneously generates diaspora renewal as well as tensions around identity and community resources.  相似文献

This paper presents a socio‐economic profile of Asian migrants in Australia, using data from the 1981 Census of Population. It shows that Asian migrants are highly educated (large proportions are university graduates and are in professional occupations), English‐speaking (many are bi‐lingual) and mostly Christian. The paper then goes on to estimate the economic benefits Asian migrants bring when they migrate to Australia, as well as the costs they might impose on the economy. Benefits were estimated by measuring the costs of education and training that Australia avoided by allowing skilled migrants to enter the country. In addition, migrants brought in financial capital when they came to Australia. They also contributed to the supply of goods and services by participating in productive employment. The costs that migrants might impose on the economy relate to the possibility of taking jobs and other resources (such as education, health and other public services) which might otherwise have gone to other Australians. Careful estimates of these factors indicate that, far from imposing a burden, Asian migrants make a substantial net contribution to the economy. In addition, the findings do not lend support to the view that they may be a cause of societal dissention, or a threat to Australian democratic institutions. On the contrary, the social attributes they possess indicate that they are well placed to settle successfully, and to make a substantial contribution to the development of Australian society.  相似文献

In 2003, New Zealand introduced a novel “expression of interest” (EOI) system for selecting skilled migrants. In 2012, Australia adopted a similar approach while the Canadian government is proposing to adopt a variant of the EOI system in 2015. From being a follower of Canadian and Australian immigration policy initiatives, New Zealand has become the innovator. This paper examines the reasons for this significant policy shift and reviews some outcomes of the EOI system during the first decade of operation. As the international competition for talent intensifies, such policy innovation is essential if countries are going to attract skilled migrants.  相似文献

The paper examines how important family reunification is in immigrants' decision to settle permanently in their country of destination. Using longitudinal data for a cohort of recent immigrants to Australia, it examines whether migrants' permanent settlement intention reported soon after arrival is related to their family sponsorship patterns and intention to sponsor, and whether family sponsorship patterns and intention in turn have an effect on immigrants' permanent settlement/return migration decision. The results show that a significant relation exists between sponsorship of close family members for migration and immigrants' permanent settlement intention and that the relation is particularly strong among skilled migrants. The study demonstrates the importance of kinship ties in permanent settlement and return migration decisions and suggests that liberal policies on family reunion migration may minimize settle loss, especially among skilled immigrants.  相似文献

The objective of this article is to find out why immigrants intend to stay in or leave their initial destination. The insight into such factors could help develop policy measures to deal with potential out‐migration, especially from the regions that view international migration as a solution to their demographic and economic difficulties. The study uses multinomial logistic regression to estimate the strength of association between migrants' intention to move and immigration category, human capital, economic and social factors. The data come from the Longitudinal Survey of Immigrants to Australia. The findings show that different groups of migrants have different propensities to move or stay in their initial destination. Employer‐sponsored migrants are even less likely to intend to relocate than family class. Highly educated and skilled migrants tend to be more likely to express the intention to move or have doubts. Satisfactory employment has a positive impact on retention.  相似文献

Australia has been aggressively pursuing skilled migrants to sustain its population and foster economic growth. However, many skilled migrants experience a downward career move upon migration to Australia. Based on a survey of recent skilled migrants, this study investigates how individual (age, years of settlement, qualifications), national/societal (citizenship and settlement), and organization-level (climate of inclusion) factors influence their career success. Overall, we found that: (1) age at migration matters more than length of settlement in predicting skilled migrant career success; (2) citizenship uptake and living in a neighbourhood with a greater number of families from the same country of origin facilitate post-migration career success; and (3) perceptions of one's social/informal networks in the workplace – a dimension of perceived organizational climate of inclusion – also have a positive impact on migrant career outcomes.  相似文献

This article examines migration policy in Australia with reference to the "White Australia" policy prior to 1975 and the multicultural policy thereafter. Mass immigration has not caused major social tensions. Mass tourism has been welcomed. Australian attitudes have changed from fear of massive numbers of Asians and mass poverty and ignorance to multiculturalism. Suspicious attitudes toward Asians, however, are still present among a minority of Australians. The most influential arguments against Asians are the concerns about employment of new arrivals and the environmental impact of an increasing population. Although there are many cultural differences, Australia is linked to Singapore, Malaysia, and the Philippines in that all have a history of British or American influence. Educated Indians and Sri Lankans are linked to Australians by their common language and Christian religion. The integration of Asians in the business and financial community holds the potential for economic gain over the years. The author finds that the Australian relationship to Asia is more acceptable in public arenas than the comparable changing relationship between Britain and Europe. The roots of a Whites-only policy extend back to 1901, when the Commonwealth Immigration Restriction Act was ratified. The exclusion of non-European immigrants was not specified in the law. The mechanism for exclusion was included in the law. Undesirable immigrants could be excluded. Under mass migration programs after 1947 the population of non-English speaking Europeans increased. By 1973 government shifted from an assimilationist approach to a multicultural approach due to pressure from the Department of Foreign Affairs. Numerous historical events occurring during 1942-80 drew Australia out of its isolationist position in the world. At present about 25% of the total population are of non-British origin. Over 900,000 would have been excluded under the old migration policy. In 1991, 665,315 persons were born in Asia, of which the largest numbers came from Mainland China, Malaysia, and the Philippines. Asian immigrants are either refugees from Viet Nam, Cambodia, and Laos or voluntary Asian immigrants.  相似文献

Immigrants' naturalization is conditioned by demographic, socioeconomic and contextual factors, but little is known about how it is affected by permanent visa category and geographic location at the destination. Using the 2016 Australian Census and Migrants Integrated Dataset (ACMID) and Probit regression analysis, we examined how visa category and location of residence influence naturalization rates for Chinese and Indian migrants arriving in Australia between 2000 and 2016. Chinese migrants were most likely to naturalize if entering under a Humanitarian visa, and Indian migrants if under a Skilled Independent visa. Migrants in the Australian Capital Territory were the most likely to naturalize, and those in Victoria the least likely—a distinction sharpened by metropolitan as opposed to regional location. The transnational perspective, allied with cost–benefit and integration theories, performs well in accounting for these heterogeneities. The differences have clear policy and practice in Australia and for countries of origin.  相似文献

This paper uses data from the Longitudinal Survey of Immigrants to Australia to examine the empirical relevance of a model of immigrant occupational mobility. Consistent with the model, there is a U‐shaped pattern of occupational change from the pre‐immigration occupation through to the occupation held after three‐and‐a‐half years in Australia. The U is shallower for immigrants from countries similar to Australia than it is for immigrants from countries that differ more in language, occupational requirements, and labour market structure. The U‐shaped pattern is deeper for immigrants who are refugees than for family migrants and is the least deep for economic migrants.  相似文献

The 1997 return of the British colony Hong Kong to mainland China has prompted the largest exodus of Hong Kong migrants to western countries such as Australia, Canada and the United States in the 1980s and 1990s. While the transnational capital accumulation and life strategies of Hong Kong business elites has been well documented, little has been written on pre-1997 Hong Kong immigrants who are from non-elite backgrounds. Based on ethnographic research in Chicago, this article explores the flexibility and multifarious nature of identity construction among two generations of Hong Kong immigrants: those who arrived in the United States during the 1960s-1970s and those who did during the 1980s -1990s. I identify class positioning in the Chinese disaporic community and racialization experience in the larger U.S. society as two important factors in mediating the boundary making strategies of different groups of Hong Kong immigrants.  相似文献

The focus of this paper is one of the paradoxes of international migration: the unexpectedly low level of migration between neighbouring countries with large macro‐economic differentials; in this case migration from the former Soviet republics to Sweden. In line with Faist (2000) , one assumption in the study is that the dynamics of international migration are strongly influenced by the emergence of a transnational social space. Based on a database (ASTRID) containing individual information about all residents in Sweden for the period 1986–2003, the study includes an analysis of migration in relation to the transnational social space ‐‐ its bridging and adaptive functions ‐‐ including labour market integration, family situation, intermarriage, population circulation and the spatial clustering of immigrants. The study reveals an over‐representation of female immigrants and a high frequency of intermarriage among women migrants. Moreover, a changing migrant composition over the past decades was found, including a growing number of students, whereas the empirical analyses indicate a rather weak labour market position among immigrants from former Soviet republics. However, the position of recently arrived migrants has been enhanced over time, and migrants who stay for longer periods attain a stronger position on the labour market. The analyses also show an increasing number of highly educated persons among immigrants from the former Soviet republics. Furthermore, migrants from the former Soviet republics who move to Sweden tend to remain rather than return. In addition, the empirical analysis shows only minor tendencies of spatial clustering among the migrants. In sum, the study indicates that the lack of a more developed transnational social space may explain the rather low level of migration but also that the changing mobility patterns could represent an initial phase of a denser transnational social space that may trigger higher migration rates between the former Soviet republics and Sweden in the near future.  相似文献
