Theoretical researches have argued that state–civil society relations differ from one country to another because of different economic, political, and socio-cultural factors. This article aims to show civil society’s role in the Finnish welfare state and how the state and the civil society affect each other in Joensuu, a 72,167 populated Finnish city. Joensuu case is analyzed from the theoretical perspectives of Esping-Andersen (The three worlds of welfare capitalism, 1990), Young (Nonprofit Volunt Sector Q 29:149–172, 2000), and Schofer and Fourcade-Gourinchas (Am Sociol Rev 66: 806–828, 2001) by taking into account interviews with 13 members of voluntary organizations in the city. In the light of the field work, the argument is based on the negative impact of welfare system’s transformation process on nongovernmental organizations in Joensuu, Finland.  相似文献

Civil society organizations in Lebanon have a long history, pre-dating even the existence of the Lebanese state itself, which has directly shaped their major phases of development since its creation. Based on the social origins theory and using the framework developed by Marchetti and Tocci (Peace Secur Former Pac Rev Peace Secur Glob Chang 21:201–217, 2009), this paper analyses the relationships that have developed between the state and civil society organizations in Lebanon. The main argument presented in this paper is that the scope of work of civil society organizations, in addition to their freedom of action, is directly linked to the social, political and economic development of the state. The main conclusion of this paper is that a new social contract should be forged between associations and the state in Lebanon, one that would allow them to carry out their functions properly.  相似文献

Managerialism is today a frequently applied concept in studies of how ideas and practices related to corporate management are diffused in society. Some assert that managerialism even is what mostly affects the development of contemporary civil society organizations. It is, however, far from clear how the concept of managerialism is used and defined across interest fields. The main conclusion in the present review, involving 105 peer-reviewed articles in civil society studies published between 1990 and 2014, is that the concept of managerialism is so broadly defined that it runs the risk of losing its analytical powers. To avoid this, the paper argues for a more precise conceptual use and suggests that the concept of managerialism should be applied to denote an ideology, the concept of management to capture managerial practices, and the concept of managerialization to describe an organizational change process.  相似文献

With the rise of the global associational revolution and the expansion of neoliberalism across the world, nonprofit organizations (NPOs) have increasingly tended to adopt market values and approaches in many countries. A recent debate has concerned the impacts of nonprofit marketization on the civil society sector. A primary concern among Western scholars is the potential harm that marketization may cause to the traditional roles of NPOs, especially in their ability to create and maintain a strong civil society. This article joins the debate by engaging in a comparative analysis of China and the USA to answer the following question: Are the same concerns in the West applicable to non-Western countries, particularly those gradually liberalizing but still highly controlled authoritarian countries? By exploring the variations in objectives, models, and effects associated with the marketization taking place under different political–social systems, we find that unlike the nonprofit marketization in the USA, the similar yet distinct process in China is facilitating rather than inhibiting the development of civil society. On the other hand, our findings also provide nonprofit practitioners with a contextual guideline to help them devise more effective service strategies tailored to fit diverse sociocultural settings.  相似文献

This paper attempts to take the first steps toward developing a theory of non-governmental organizations (NGO)–state relations under dictatorship. Drawing on evidence from East Asia, the author argues that dictatorships typically employ one of two strategies in attempting to govern NGOs. First, some dictatorships follow a corporatist strategy, in which business associations, development, and social welfare organizations are co-opted into the state and controlled through a variety of strategies. Second, other dictatorships pursue an exclusionary strategy in which NGOs are marginalized and replaced with state institutions. Variation in the strategy chosen may be explained by differing levels of elite competition and the type of development strategy. Single-party states tend to regulate elite conflicts better and thus often choose corporatist strategies. In personalist regimes dictators tend to fear the organizational and mobilizational potential of NGOs and thus tend to pursue exclusionary strategies. This choice, however, is conditioned by the development strategy employed, as socialist development strategies reduce the incentives to allow NGOs.  相似文献

This article analyses the influence of national context on civil society strength based on four key dimensions: level of democracy, political stability, rule of law and economic development. Whereas existing studies mainly focus on Western and post-communist countries, we explicitly include developing countries in our analysis. We use associational membership as proxy for civil society strength and include data of 53 countries. Rule of law, economic development and (to a lesser extent) political stability emerge from our multilevel regression models as the main factors affecting civil society membership. Unlike previous studies, we show that these relations are quadratic instead of linear. This means that where existing theories predict a drop in memberships in developing countries, we find a rise. In other words, harsh conditions actually strengthen civil society in terms of membership levels. We argue that this could be the case because reasons for CSO membership are essentially different in the developed and in the developing world. Contrary to theoretical assumptions, democratic rights do not appear critically important for civil society membership.  相似文献

Civil Society Organizations (CSOs) are considered important intermediaries between citizens and policymakers. They are assumed to function as transmission belts that filter societal preferences and channel them to policymakers. Although the ability of CSOs to connect civil society with policymakers has been put into question, it has rarely been theoretically specified and empirically tested. This paper develops a conceptualization of CSOs that examines their capacity to function as transmission belts. It does so by distinguishing two organizational dimensions related to member involvement and organizational capacity. The paper draws on a large survey of CSOs active at the EU to empirically assess these organizational dimensions and relate them to basic CSOs’ characteristics. The findings indicate that one out of three organizations approximates the ideal-type transmission belt. The findings contribute to a better understanding and assessment of CSO’s potential contribution to policy-making in representative democracies.  相似文献

Despite civil society’s ambiguity, many scholars tend to focus on the economic reasons for the apparent conflict between state and civil society, with little or no attention to the conceptual differences that may be influencing the behavior of public and civil society actors. Using Ghana under J. J. Rawlings as a backdrop, this article argues that state–civil society relations are partly shaped by the divergent conceptualizations of “civil society” held by state and civil society actors. It suggests that the issue is not just the African state’s limited understanding of the multiple roles that civil society organizations can legitimately play in the polity; it is also civil society’s lack of recognition and acknowledgment of the legitimate functions of the African state.  相似文献

In this paper we examine Salamon and Anheier's characterization and testing of alternative theories of the size and scope of the nonprofit sector in different countries. We identify various nuances and refinements of these theories, and we suggest ways in which their validation through statistical testing can be extended and improved. Research on the determinants of foreign aid tends to focus on the relationship between donor country priorities and recipient state characteristics, but donors also make decisions about which organizations and programs within countries will receive assistance. Although NGOs increasingly have been recipients of foreign aid, few data are available to investigate which organizations within a given country receive that funding. Donors may prioritize structural characteristics of NGOs or their local ties—or they may seek a combination that blends concern about efficiency and accountability with an interest in developing national civil society. We use original data from Cambodia to explore whether aid is likely to go to managerial organizations (professionalized NGOs and NGOs that utilize modern management tools) or to organizations that are embedded in the domestic context. We argue that managerialism provides legitimacy for NGOs by signaling capacity and accountability to donors, increasing the likelihood of government funding. We argue that local embeddedness also confers legitimacy by aligning community ties and networks to rights-based development, increasing the likelihood of government funding. We find general support for the managerialism argument, but donor agencies do not prioritize direct funding for “indigenous” NGOs—not even among those with high levels of managerialism.  相似文献

At both the multilateral and regional levels, there have been efforts to address the democratic deficit in trade negotiations. One such example is the Economic Partnership Agreement (EPA) between the European Union and African, Caribbean and Pacific group of countries where civil society participation was enshrined in the Cotonou Agreement. Yet, the CARIFORUM–EU EPA attracted much criticism from civil society. The paper argues that civil society failed to affect the outcome of the EPA because they participated in the process within a deliberative democratic framework which did not allow for emancipation or a challenge to global economic power and structural considerations in the negotiations; neither did it achieve citizen empowerment and ownership. We advocate the practice of participatory democracy in trade policy decision making—an ideal space for citizen participation—the former holding greater promise for influencing the trade policy agenda.  相似文献
