The Moving Parents and Children Together (M‐PACT) programme is one of the growing number of interventions tailored to meet the multiple and complex needs of children and families affected by parental substance misuse. This paper pulls together the qualitative findings from 13 evaluated M‐PACT programmes in England. Sixty‐four families attended an M‐PACT programme, including 82 children and 75 adults. Qualitative data were collected from 37 children, 36 adults and over 30 group facilitators. Six themes are discussed: engaging with M‐PACT, shared experiences, understanding addiction, changes in communication, healthier and united families, and ending M‐PACT. The majority of families benefitted in a range of ways from the programme: meeting others who were experiencing similar problems, greater understanding about addiction and its impact on children and families improving communication within the family. In many families there was more openness and honesty, stronger relationships and more time as families, and a reduction in arguments and conflict. The key findings are discussed in terms of the potential for interventions of this kind to reduce family‐related harm from parental substance misuse.  相似文献

Kinship care is the fastest growing form of out‐of‐home care in Australia, as it is in many other countries. The Victorian Government's response has been to establish 18 programmes across the state to provide support to kinship families. The scoping project described here, based on interviews with key programme staff, explores the experiences of the new programmes in providing support, specifically respite care, to kinship families. It has produced a picture, based on qualitative and quantitative data, of how respite care is understood, the perceived respite needs of kinship families, how services are organized and provided, identified barriers to families accessing support, the effect of respite provision and what constitutes optimal practice. The findings establish a basis for a best practice model of service provision for this increasingly significant family type.  相似文献

Preschool children living in low‐income families are at increased risk for poor outcomes; early intervention programmes mitigate these risks. While there is considerable evidence of the effectiveness of centre‐based programmes in other jurisdictions, there is limited research about Canadian programmes, specifically programmes that include children and parents. The purpose of this study was to evaluate a single‐site, two‐generation preschool demonstration programme for low‐income families in Canada. A single group, pre‐test (programme intake) /post‐test (programme exit) design with a 7‐year‐old follow‐up was used. Between intake and exit, significant improvements in receptive language and global development were found among the children, and significant improvements in self‐esteem, use of community resources, parenting stress and risk for child maltreatment were found among the parents. These positive improvements were sustained until the children were 7 years old. Public investment in two‐generation preschool programmes may mitigate risks for suboptimal child development and improve parental psychosocial outcomes.  相似文献

Multiple global trends are putting pressure on governments to develop policies and programmes that meet the needs of families with children aged 0–3. This cross-national analysis focuses on policies and programmes of parental leave and childcare in the United States, Sweden and Japan. Cross-national studies of early childhood education and care are reviewed. National profiles are provided of demographic, economic, political and socio-cultural characteristics and of parental leave and childcare policies and programmes. Policies and programmes are compared in relation to equity of coverage and support of basic parental childrearing and child-protection responsibilities. Issues raised highlight the need for unified programmes and policies, and continuing global dialogue regarding the needs of this population.  相似文献

This article describes a research study which explored waysin which the inter-professional delivery of six parenting programmesfrom a community base succeeded in including families in highand low need. The findings suggest that working out-of-agency,with shared therapeutic purpose and from an established theoreticalbase, facilitated collaboration for the practitioners, althoughongoing ownership of the programme by the participating agencieswas not engendered by the funding arrangements. The communitybase promoted opportunities for a more inclusive, participativeapproach which was experienced as helpful by families with differinglevels of need, suggesting that parenting programmes can beboth preventive and restorative, at least in the short term.It is suggested that, while the new structures for the inter-agencydelivery of Children’s Services proposed in the 2004 ChildrenAct, should promote opportunities for such programmes to bedeveloped within mainstream service provision, and for closerengagement with schools, parenting programmes may not be atthe core of the statutory service agenda  相似文献

In this article, we examine the evolution of minimum income programmes in the Western Balkans (comprising Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia). During socialism, Yugoslavia developed a rudimentary minimum income protection programme, while Albania did not have one. As countries moved towards a market economy, socialism's legacy remained relevant, but especially since 2000, governments have taken more direct responsibility for the minimum income schemes—typically under the influence of the World Bank. The attention was paid to strict targeting accuracy rather than to adequacy or sufficient coverage of the lowest deciles. In essence, neither socialist nor neoliberal policymakers ever recognised anything but the poverty relief function of the minimum income. Both ideologies were hostile, or at best indifferent, to increasing the adequacy and generosity of minimum income programmes, perceiving them as impediments and distractions that slowed socialist and neoliberal transformations. Despite some reform initiatives supported by the World Bank and, more recently, the European Union, the generosity and adequacy of minimum income programmes remain low, and coverage keeps declining. There have been very few efforts to develop inclusion function of the minimum income, while the activation aspect has achieved very little, sometimes degrading into punitive programmes of unpaid community work. In this dismal picture, the European Pillar of Social Rights action framework could serve as a guide for a long overdue third phase in the Western Balkans' minimum income policy evolution.  相似文献

With the introduction of the highly publicized Sure Start Local Programme (SSLP) initiative in 1998, the UK government introduced a community‐based set of provisions targeted at families with children under 4 years who were living in some of the 20% most deprived and disadvantaged geographical areas in England. These programmes were designed to combat the adverse effects of poverty and disadvantage on the long‐term outcomes for children and families. One challenging dimension for programme development has been the facilitation of access to the services on offer in these programmes. Drawing on findings from the implementation module within the government‐commissioned National Evaluation of Sure Start, this paper examines the way in which SSLPs have sought to facilitate access to services for their local communities and to encourage community members to take up and continue using those services. This paper presents a detailed overview of programme activity in respect of access. It identifies a continuum of access and a model of three styles of parental service use. The paper highlights the implications of the SSLP implementation process for the development of subsequent related initiatives such as children’s centres and extended schools.  相似文献

This article provides a 'situated' gender analysis of the Colombian conditional cash transfer programme, Familias en Acción, offering empirical evidence from a specific rural setting. This 'located' approach shows that generalizations about gender implications of conditional cash transfer programmes in Latin America do not always fit neatly with realities. The article shows how the implementation of these programmes in a specific rural context, the municipality of Paipa, reflects a reinforcement of traditional gender allocations and responsibilities. At the same time, the local authorities, official workers and the mothers adapt the social programmes to recent gender trends. For example, men may carry out some domestic activities single-handedly, take care of children without their wives, women may leave men, and women and men may work together in off-farm activities, with husbands and wives taking joint decisions about domestic issues. In other words, the gender effects of the Familias en Acción programme in rural settings currently move between old gender customs and practices and changeable gender conditions. In Latin-American terms, it is possible to say that these conditions range between 'machismo' and 'feminist liberalization'.  相似文献

Supported housing programmes for people with chronic mental health needs have shifted towards approaches that rely on housing first, which prioritizes access to a permanent home in the community. How do support programmes with this assumption manage the market constraints of a shortage of affordable housing? The article examines empirical mixed method data (interviews and programme data) about the experience of managing this problem in the Mental Health Housing and Accommodation Support Initiative (HASI) in New South Wales, Australia. HASI provides clinical mental health services, housing support and housing if needed, for people who are not yet living independently in the community. It found that the housing shortage affected the ability of the providers to implement the intended programme design at three early steps in the support: determining eligibility; prioritizing access between people with and without housing; and managing entry to the programme when they did not have housing. As a result, some otherwise suitable applicants were not prioritized for entry into the programme or their entry was delayed until they were housed. The providers adjusted the programme to the housing market realities, which compromised the programme intentions. The policy lessons are that programmes need strategies to provide housing for people who require it; assist people to find or apply for housing; and support people while they wait for housing. These approaches enhance the coherence of programmes, build on integration mechanisms and respond to the housing context.  相似文献

Active labour market programmes (ALMPs) are at the core of welfare regimes in many countries across the world. This study addressed youth‐focused ALMPs in Egypt, a country with high youth unemployment and a plethora of programmes ostensibly addressing this issue. Building on interviews with implementers, programme documentation and a publically accessible inventory of programmes in Egypt, the analysis locates ALMPs within the country's overall welfare system and the politics of programme targeting, design, governance and implementation modalities. The legacy of state ‘protective’ policies and the fragmented multiplicity of players within the field constrain the effectiveness and outreach of these programmes. Analysis of implementation modalities also shows that there is a pervasive lack of programme coordination, activity documentation, management for results, and pathways to achieving sustainability and programme institutionalisation. Key Practitioner Message: ? Egypt's fragmented ALMPs field must be integrated and coordinated within the country's broader welfare system ? This exploratory study examined perceptions of care quality within parent‐pay youth treatment programmes such as therapeutic boarding schools, residential treatment centres, wilderness therapy programmes, and intensive outpatient programmes. Reflecting on their personal experiences as youths, 214 adults reported on a total of 75 different treatment settings. Two indices developed for this study measured participants' perceptions of quality of experience and the totalistic programme characteristics of their care settings. Regression analyses and ANOVA tests of means indicated a negative relationship between totalistic programme characteristics and quality of experience index scores. Significant relationships were not found between quality of experience and forcible transport, intake decade, or the amount of time in treatment.  相似文献

Research shows that top‐down‐designed parenting programmes do not always meet the needs of postmigration parents. Bottom‐up programmes by migrant organizations hold a promise to fill this gap; however, research about these programmes and appropriate evaluation methodologies is scarce. Drawing upon Wenger's ( 2010 ) “communities of practice,” this paper explores an alternative perspective on parenting programme evaluation. Findings are presented from a study looking into social learning processes of postmigration parents who participated in a bottom‐up programme about raising teenagers in urban areas. Using an ethnographically inspired method combined with a preprogramme and postprogramme design, 115 Moroccan‐Dutch mothers and fathers from 15 programme groups participated. Results show that the programme provided a social learning space in which parents used themselves as resources to learn collectively about parenting. Moreover, parents consciously engaged in learning interactions across learning spaces stretched into their social networks. These analyses showed how parents' development of “learning citizenship” (Wenger, 2009 ) provides us with insight in collective learning dimensions present in a bottom‐up parenting programme, which is often not included in evaluation studies. Implications for practitioners as facilitators of parents' collective learning are presented.  相似文献

Partnerships among service providers are an important aspect of human service delivery, including in the early childhood and family service sector. There is extensive international literature on factors contributing to partnerships – also termed service coordination, collaboration or integration – but little evidence of partnership outcomes exists where partnerships are a funded and mandatory component of large‐scale programmes. This paper reports findings from an evaluation of the Australian Government's Communities for Children (CfC) programme. Under CfC, partnerships were mandated and funded, and the evaluation findings show that the programme resulted in an increased number of agencies working together to support families with young children (0–5 years) and that working relationships between agencies improved. The effectiveness of these partnerships depended on funding for partnership activities and on organisational and practical factors.  相似文献

Electronic delivery systems for social cash transfer programmes offer advantages to programme implementers and benefit recipients in terms of enhanced cost efficiency and flexibility. The rapid penetration of cell phone infrastructure, combined with a growing interest from banks to extend financial services, is likely to make the electronic delivery of cash transfers an increasingly viable option. Taking into account the broader benefits for cash transfer recipients arising from improved access to financial services infrastructure, this article elaborates recent evidence and experiences from Kenya, Malawi, Namibia and Swaziland. The article concludes with an assessment of the opportunities and challenges for scaling‐up electronic delivery systems.  相似文献

Parental mental illness (PMI) can negatively affect the lives of all family members, and there is acknowledged need to work with family and social contexts to promote recovery. However, programmes undertaking such work remain rare and knowledge concerning mechanisms through which PMI impacts families and through which recovery might be achieved is underdeveloped. This paper outlines a new family intervention programme and presents evidence from focus groups with 16 professionals into their experiences of work with families with PMI. Evidence suggests that interactional effects of PMI, family communication and family relationships are key to understanding its impacts, but professionals are liable to struggle to engage with these due to concerns over stigma, lack of skills and low confidence. Positive impacts on practice were achieved through raising awareness of the whole‐family context in relation to PMI, building confidence to raise and engage with PMI and the provision of structured tools for use with families. Positive impacts on the lives of family members were then achieved by professionals in relation to symptoms for the ill parent, the burden on children and overall family well‐being, strongly mediated through improved family communication, understanding and relationships. This study drew on recurrent debates related to labour market mobility among the unemployed and those outside the labour force and asked to what extent active labour market policies (ALMP) increase employment in these two groups. By utilising new programme‐level data on ALMP, the study analysed the impact of core programmes directed towards registered unemployed; peripheral programmes that target the inactive part of the working age population; and mixed programmes targeting both groups. The programme data were combined with individual‐level panel data from the European Survey on Income and Living Conditions and analysed using multilevel analysis. The main results show that both resources devoted to programmes and their size were related to employment transitions. Transitions among the unemployed were mainly associated with spending on core programmes, whereas the inactive seemed to benefit from increased spending on all types of programmes, as well as increased scope of mixed programmes.  相似文献

Parenting programmes are widely used in the UK, promoted in policy documents as a cost‐effective way for children's services to address behaviour problems and thereby the longer‐term costs associated with conduct disorders, particularly antisocial behaviour and criminality. To explore whether these programmes are a cost‐effective component of family intervention, this paper examines evidence from cost‐effectiveness studies based on randomized controlled trials, modelling studies estimating longer‐term costs and outcomes, and studies estimating costs of UK parenting programmes, including evidence from routine practice. Findings indicate that parenting programmes have the potential to be cost‐saving in the long term; however, gaps in the evidence include: lack of follow‐up of families who drop out of programmes, absence of control groups in longer‐term follow‐ups, and little information about costs and effects of programmes in routine practice. The size of savings resulting from implementation of effective parenting programmes will depend on the extent to which families likely to be most costly to society attend and experience lasting benefit.  相似文献

One of the main challenges facing social policy in Latin American is to guarantee social security coverage for the entire population in the presence of a large informal sector. In Argentina, a regional pioneer in terms of the development of its pension system, more than one third of those of retirement age were without benefits in 2005. Since then, considerable progress has been made in extending coverage thanks to the introduction of a programme that has reduced contribution requirements and allocated benefits to a large number of seniors previously excluded from the system. This article analyzes the impact of this process in Argentina on the level and distribution of coverage, identifies changes in socio‐demographic factors which affect inclusion/exclusion in the social security system, and discusses remaining obstacles to the provision of universal coverage in the medium and long term.  相似文献

This paper discusses social security programmes for the disadvantaged elderly population in the unorganized sector in three South Asian countries: India, Sri Lanka and Bangladesh. Owing to data constraints, the discussion is limited to social assistance, old age homes, and pensions. The analysis suggests that both the State and private voluntary organizations have played only a limited role in providing social assistance in old age. The outcome is inadequate coverage and funding for the programmes designed to assist older persons. Because of rapid ageing, if the current situation is allowed to prevail, the outcome will be even less promising. Increased coverage and funding will require greater focus on achieving higher economic growth rates and improving the fiscal management of public expenditure.  相似文献
