This study examines the impacts of immigration policies adopted by the Korean government, vis‐a‐vis other economic, social, demographic, and political factors, on labour migration from developing countries to South Korea using a modified gravity model. The model is extended to marriage‐related migrants to gain insights on marriage migration. The positive results in three out of the five immigration policies examined affirm that liberal policies are associated with increased migration, especially for preferred groups like ethnic Koreans, marriage migrants, and professionals. The positive effects of “push” factors such as population, unemployment, and inflation are generally similar to their effects on migration to the US, Canada, Germany, and the UK despite its more rapid transition from a migrant‐sending into a migrant‐receiving country. Political terror's non‐significance may be due to South Korea's limited asylum policy. Finally, the results of the extended model imply that marriage migration share plenty of similarities with labour migration.  相似文献

Current migration studies and policy reviews neglect the vital link between migration experiences of labour migrants and their return and reintegration process. The objective of this study is to highlight the phenomenon and bring the matter to policy makers’ attention. This study uses in‐depth interviews and a series of focus group discussions to explore the relationship between migration experiences and economic reintegration of unskilled Ethiopian women who are return migrants from Middle Eastern countries. Economic reintegration, which in its basic form is about securing a livelihood, is a challenge for most returnees. The reason relates to the migration settings, preparedness and reintegration assistance in the home county. Reintegration assistance for involuntary returnees is beneficial only for those who manage to obtain some savings out of their migration. The findings imply the need for policy improvements regarding the working conditions of female domestic workers in the host countries and reintegration programmes in the home countries.  相似文献

Labour migration is commonly attached to the idea of a ‘better’ future for the migrants and their families, but there is less emphasis on how this does not materialize for many labour migrants. Drawing on ethnographic fieldwork among Nepalis working in Qatar and select families in Nepal, this article focuses on the intergenerational migration cycle or migration as open-ended and ongoing across generations. While the Gulf migration scholarship has mostly concentrated on low-skilled workers, I draw on the cases of migrants across different skill/income levels to show how the migrants’ and/or families’ desires for ‘ongoing mobility’ to the Gulf or the West panned out differently. I argue that despite wanting a different and better life path for the future generation, one unlike theirs of labour in the Gulf, many Gulf migrants are unable to meet these familial expectations; rather, migration histories repeat in a continual quest to overcome economic constraints.  相似文献

Most studies of temporary labour migration use economic models or examine the economic rationales of migrants to explain why people are moving. Although in migration research new approaches and perspectives have been introduced lately, temporary labour migration, especially in the global South, is still defined primarily as purely economic in nature. This article concentrates on the migrants and their rationalities for migrating, their networks as well as their perceptions and interpretations of the situation they are confronted with abroad to argue that concentrating solely on economic aspects means to lose sight of the tremendous role images and myths about migration in general and receiving countries in particular do play. Bangladeshi migrant workers in Malaysia, who have contributed to the remarkable economic success of the country during the last decades, are in the focus. The construction of the images and the role networks play within these processes will be analysed using data gathered from field research in both settings. Of special interest in this context is the construction of a Muslim brotherhood between the countries for an understanding of the migration flows. This article intends to broaden the current discussions on temporary labour migration by analysing not only the different motives and rationalities but relating them to the constructed images in the new spaces that temporary labour migration has constituted. This important link is missing so far in studies on this global phenomenon.  相似文献

This multi-sited, mixed-methods study in Canada and the Philippines examines how migrant workers are manufactured and deployed to a range of global destinations by the Filipino migration apparatus. Building on scholarship examining how the Filipino state markets, selects and prepares Filipino (labour) migrants from and to the Philippines, I show that beyond seeking to produce a temporary migrant workforce with a ‘comparative advantage’ (including traits like ‘docile’, ‘hardworking’, ‘English-speaking’ and ‘loyal’), the state alongside recruiters and other actors in the migration industry also seek to produce workers with cultural knowledge of norms in receiving destinations. This is another dimension through which the Philippines aims to establish its ‘superiority’ in the international market for temporary labour. This study has implications for how we think about transnational labour brokering under highly saturated conditions, and the role of culture and other mediating factors in configuring ‘ideal’ worker constructions and flows.  相似文献

Existing high levels of temporary migration between Central and Eastern Europe and the European Union (EU) have highlighted a number of concerns relating to the eastern enlargement of the Union. While much of the debate has focused on the destinations, we use Slovakia as a case study to explore economic implications for the countries of origin of highly skilled migrants. First, the paper examines estimates of the scale of “youth brain migration”, comparing survey‐based and expert‐opinion estimates with our own estimate based on reconciling labour market and educational data. This identifies a substantial loss of graduate workers from the labour force through migration, accounting for a potentially significant proportion of Gross Domestic Product (GDP) growth. Second, we consider whether such migration will constitute “brain drain/overflow” or “brain circulation”: in other words will it be temporary or permanent? In some ways, however, this is a false dichotomy, for there are strong links between initial temporary migration and intended permanent migration, explored here through a survey of the motivations and social networks of returned migrants. Third, we address the ability of national states to intervene to mediate such losses. We generally concur with other commentators on the need for a multi‐scalar and multi‐functional approach, focusing especially on economic development. However, we are pessimistic about the likely speed of economic convergence and, moreover, argue that initial temporary migration (with implications for permanent migration) will continue to be driven by non‐economic goals.  相似文献

Labour migration into Malaysia has increased rapidly in recent decades and this has affected Malaysia's government policy in managing migrants’ movement. Interestingly, Malaysia has attracted a high degree of unskilled labour, accompanied by unabated rise of undocumented migrant workers. Mitigating undocumented migration is the main aim of Malaysia's labour migration policy and therefore the focus of Malaysian government. This has impacted on how enforcement agencies work out strategies. These agencies are the forefront of Malaysia's labour migration policy but they faced a number of challenges, such as documentation, finance and manpower capability, and political intervention, which impede their ability to optimize their capabilities in enforcing the Malaysian government labour migration policy. Resolving these challenges and moving towards a long‐term labour migration policy will benefit the Malaysian state, its citizens and the labour migrants.  相似文献

The recruitment of skilled foreign workers is becoming increasingly important to many industrialized countries. This paper examines the factors motivating the sponsorship and temporary migration of skilled workers to Australia under the temporary business entry program, a new development in Australia's migration policy. The importance of labor demand in the destination country in stimulating skilled temporary migration is clearly demonstrated by the reasons given by employers in the study while the reasons indicated by skilled temporary migrants for coming to work in Australia show the importance of both economic and non‐economic factors in motivating skilled labor migration.  相似文献

The dominant mode of international migration in Asia and the Pacific is temporary contract migration of low‐skilled workers. The potential for such migration to deliver significant development dividends to origin communities is substantial because of its large scale and the fact that most migrant workers return to their home community. However, there are a number of barriers that are intervening to dampen these potential positive effects, such as high transaction costs, high costs of sending remittances, and the fact that some areas of origin lack the infrastructure and potential for productive investment. Moreover, destination countries have been very welcoming of high skill temporary migrants but highly restrictive in their attitudes toward their low skill counterparts. This paper discusses the lessons of best practice in temporary labour migration programmes in the region, which can help to overcome these obstacles reducing the positive development impacts of migration. It assesses, in turn, best practice separately for each stage of the labour migration process ‐‐ recruitment and selection, and pre‐departure preparation ‐‐ at the destination and on return. In conclusion, a number of the barriers which impinge on Asian Pacific countries’ ability to introduce and sustain best practice are discussed. These include the need for capacity building, lack of cooperation between origin and destination countries, lack of data, poor governance of labour migration a failure among governments to recognise the significance of migration and the need for more “development friendly” migration policies in destinations.  相似文献

This paper analyses the causes, consequences, and policy implications of Lithuanian emigration following the country’s European Union (EU) accession in May 2004. After placing Lithuanian emigration in its historical context, the study assesses the recent dynamics, including the driving forces and characteristics of Lithuanian emigration at both the international and domestic level. The study finds that the primary determinants of this movement are both demand‐ and supply‐side factors. On the demand side, the labour shortages, decline in the working age population, and desire for cheaper labour in Western European countries function to attract Lithuanian labour. Concurrently, lower wages, higher unemployment, and the generally less developed economic conditions in Lithuania are encouraging Lithuanians to take advantage of the greater mobility that came with EU accession. The expanding networks linking migrants and potential migrants are facilitating this out‐migration, as well as the social mind‐set by which emigration is a perceived solution to socio‐economic difficulties. This study concludes that the consequences of this new emigration reality are mixed. The free movement of workers has helped to relieve pressure on the domestic labour market, drive down unemployment, place upward pressure on wages, and increase the remittances rate to Lithuania. However, concern is not ill‐founded; recent emigration has introduced labour market shortages, placed greater demographic pressure on the country, and increased the likelihood of brain drain. This study argues, therefore, that while Lithuanian emigration cannot and should not be stopped, Lithuania does have policy alternatives as a sending‐country that will help to mitigate the costs of emigration and maximize the benefits for the country’s long‐term development.  相似文献

The purpose of this article is to remedy the lack of explanatory endeavours concerning the positive performance of female migrant workers during the recent economic crisis in Western Europe. This phenomenon both interrogates the established association between economic downturns and their negative impact on migrant labour in low‐skilled jobs and enriches the theory of the reserve army of labour, which has been applied to understanding the fragile status of migrant workers in Western economies. Secondary analysis of Labor Force Survey (LFS) and OECD data concerning the impact of the crisis on migrant labour shows that women employed in the care‐domestic sector have been affected significantly less than men employed in manufacture and constructions. To explain this evidence, the article proposes a theoretical framework that draws on key concepts and debates in different strands of sociology: the increasing demand for paid care‐domestic work due to the ageing population and the growth of native‐born women's rates of activity; the commodification of care and the state management of migration; the affectivity and spatial fixity of care‐domestic labour. All these factors contribute to configure female migrant labour, mostly employed in the reproductive sector, as a ‘regular’ rather than a reserve army of labour.  相似文献

Bishkek, the capital of Kyrgyzstan, Russia and Kazakhstan are all major destinations for labour migrants from rural areas of southern Kyrgyzstan. Along with searching for better income, younger men and women also migrate for educational purposes; children and elderly people stay behind. While older migrants often regard this separation from their families as temporary, younger people start to put down roots in places other than their homes and this has long‐term consequences for development in rural areas. The paper therefore looks into families’ multi‐local settings and why young migrants fail to return home. It also considers the potential impact on rural development including remittance dependency, an increasing shortage of qualified labour and new conditions of social care. Temporary migration programmes have re‐emerged as a preferred mechanism for regulating labour migration in many migrant‐receiving countries in the past decade. In this paper, I consider the role of shifting Canadian immigration policies, notably the expanded streams for temporary workers, in the changing flow of migrants from Trinidad to Canada. Temporary programmes can bring workers to Canada relatively quickly, but they limit access to permanent residency and citizenship, in sharp contrast to most of Canada's earlier immigration policies. Ethnographic fieldwork reveals that Trinidadians actively seeking to make the move to Canada have little interest in new temporary work programmes. Rather, they continue to plan futures in Canada that they expect to be years in the making. I consider some reasons for this apparent refusal to submit to the new migration realities. I show that present‐day Trinidadian emigrant desires and practices are deeply connected to individual, familial and national emigration and immigration histories. Trinidadians are declining to participate in new immigration regimes and are restricting their migration practices to those forms that are historically familiar and have been proven successful. I attempt to show how ethnographic approaches that take seriously migrants' agency can assist in developing a fuller understanding of the ways in which migration flows are changing. These approaches reveal what are otherwise the silences and invisibility surrounding those whose previous access to permanent migration streams has been diminished through neoliberal restructuring of migration policy. I argue that temporary worker policies disregard long‐standing histories of migration and engagement with capitalist processes for people in particular regions of the world, rendering them, for policy purposes, effectively “people without history” (Wolf, 1982).  相似文献

We present findings from an anthropological field study on the role of language and language policy in migration from Poland to Norway, and the larger implications for emerging language and immigration policy in Europe. Initial fieldwork in Norway found that Polish workers without knowledge of the Norwegian language struggled to secure employment in the formal economy. The 2008 financial crisis intensified competition in the labour market and underscored fluency in Norwegian as a means of discriminating among workers. Comparative case studies of language schools revealed that these organizations are active participants in channeling Polish migrants' movements into a segmented labour market, often in ways that involve cooperation between private companies and the State. We frame the Norwegian case within the larger context of Europe and the trend there toward favoring integration over multiculturalism. The emergence of restrictive language policies in Europe may be interpreted as a legally and culturally acceptable means for discouraging access to rights associated with permanent residency or citizenship by work migrants from CEE countries, while at the same time permitting them access to the labour market for temporary work. The long‐term consequences of such policies for European society are uncertain.  相似文献

In recent years, Israel has become a major recipient of documented and undocumented temporary labour migrants from many countries outside the Middle East region. The purposes of this article are to describe Israel's experience of temporary labour migration and its concomitant, illegal labour migration; and also to explore what her policies on temporary labour migration indicate about the nature of the policy-making process in this policy domain in Israel.
To these ends the article traces the evolution of temporary labour migration – legal and illegal – and recent policy initiatives of the Israeli government. It then considers some of the major conceptions of the policy-making process found in public policy literature. The article concludes by pointing to the uniqueness of Israel's experience of temporary labour migration and to the fact that her policies have been overwhelmingly reactive – inadequately considered, ill-conceived, ambivalent in relation to their ultimate purpose and, in the course of implementation, vulnerable to "privatization" (being taken over by vested interest groups).
Analysis of the most recent policy initiatives designed to reduce the number of legal labour migrants and address the problem of illegal labour migrants, reflect a policy-making process that is not followed by commensurate action.  相似文献

Abstract

The article considers how the employment of domestic workers by middle-class Malaysian households has been thrown into flux by the imposition of bans on the sending of workers by states such as Indonesia and Cambodia, as well as the decline in numbers of women seeking employment as domestic workers in Malaysia and rising employment costs. This article does not seek to focus on the high-level policy negotiations and disputes that have come to characterize systems of temporary return migration for domestic work in Asia, but to focus in on the everyday political economies (of social reproduction, work, and everyday agency) that constitute the conditions of possibility within which bilateral disputes and labour agreements between Southeast Asian states take shape. We examine three dimensions of migration for domestic work in Southeast Asia in ways that bring together literatures on everyday life and social reproduction. These interconnected yet distinct dimensions are (a) the relationship between strategies to boost remittances and flows of workers from some of the most impoverished parts of Southeast Asia; (b) the centrality of low-cost migrant domestic workers to Malaysian middle-class ‘success stories’, and (c) the day-to-day production of ‘good’ worker subjects—a process that is actively and constantly resisted by workers themselves. The article provides important insights into the mechanisms through arenas of everyday life—and the household in particular—are transformed; becoming sites for the ever widening and deepening of the market economy.  相似文献

ABSTRACT

Close to 17,320 workers participate in the Seasonal Worker Programme, a temporary migration scheme between Australia and selected island countries in the Pacific. This article looks at the ways in which seasonal migration affects the social lives of migrants from Tonga and Vanuatu, in their households and communities. It explores the various barriers that women face as a result of this scheme, highlighting, in particular, imbalances in the gendered division of labour caused by the absence of males due to migration. It argues that focusing solely on the economic development discourse of seasonal labour programmes is problematic because it fails to take into account the normative dynamics and general context of seasonal workers. Such an approach also fails to take into consideration the rights of migrants to live with their families, and not to have to make choices that are shaped by physical separation from their families and communities. The article concludes with recommendations for policy reform that address the existing gender inequalities of seasonal worker programmes in the Pacific by putting work, care, and the everyday maintenance of the seasonal worker household at the centre of its analysis.  相似文献

This article sets out to rethink the dynamics of the migratory process under conditions of globalization. Two main models of migration and incorporation dominated academic and policy approaches in the late twentieth century: first, the settler model, according to which immigrants gradually integrated into economic and social relations, re‐united or formed families and eventually became assimilated into the host society (sometimes over two or three generations); second, the temporary migration model, according to which migrant workers stayed in the host country for a limited period, and maintained their affiliation with their country of origin. Globalization, defined as a proliferation of cross‐border flows and transnational networks, has changed the context for migration. New technologies of communication and transport allow frequent and multi‐directional flows of people, ideas and cultural symbols. The erosion of nation‐state sovereignty and autonomy weakens systems of border‐control and migrant assimilation. The result is the transformation of the material and cultural practices associated with migration and community formation, and the blurring of boundaries between different categories of migrants. These trends will be illustrated through case‐studies of a number of Asian and European immigration countries. It is important to re‐think our understanding of the migratory process, to understand new forms of mobility and incorporation, particularly the emergence of transnational communities, multiple identities and multi‐layered citizenship.  相似文献

The rapid economic growth after economic reform, known in Viet Nam as “Doi Moi”, and the growing scope of urban migration raise specific questions for social policy, including migration and health policies. This paper compares issues of health status and its determinants as they affect temporary urban migrants versus permanent urban migrants and non‐migrants. The analyses utilize multivariate logistic regression and data from the 1997 Vietnam Migration and Health Survey. The results show that temporary migrants staying in guest houses are most vulnerable to health problems. Though most of them are initially healthier, their reported health deteriorates faster than other groups of urban residents. The findings also present important implications for the current migration and health policies in Vietnam: 1) A special attention should be given to temporary migrants in guest houses; 2) Different priorities in health policy should be applied to different groups of migrants and non‐migrants; 3) The current population management policy by registration system needs to be reviewed; 4) Providing clean water is one of the most important ways to improve health of temporary migrants; 5) Targeting educational investments and reducing unemployment would likely to improve overall health; 6) A higher priority on health policies targeting women would likely pay dividends, and; 7) Improving management and collaboration between government offices and interested partners is important to improving health status and reducing inequity.  相似文献

This paper situates Canada’s Seasonal Agricultural Worker Program (SAWP) within the policy and scholarly debates on “best practices” for the management of temporary migration, and examines what makes this programme successful from the perspective of states and employers. Drawing on extensive qualitative and quantitative study of temporary migration in Canada, this article critically examines this seminal temporary migration programme as a “best practice model” from internationally recognized rights‐based approaches to labour migration, and provides some additional best practices for the management of temporary labour migration programmes. This paper examines how the reality of the Canadian SAWP measures up, when the model is evaluated according to internationally recognized best practices and migrant rights regimes. Despite all of the attention to building “best practices” for the management of temporary or managed migration, it appears that Canada has taken steps further away from these and other international frameworks. The analysis reveals that while the Canadian programme involves a number of successful practices, such as the cooperation between origin and destination countries, transparency in the admissions criteria for selection, and access to health care for temporary migrants; the programme does not adhere to the majority of best practices emerging in international forums, such as the recognition of migrants’ qualifications, providing opportunities for skills transfer, avoiding imposing forced savings schemes, and providing paths to permanent residency. This paper argues that as Canada takes significant steps toward the expansion of temporary migration, Canada’s model programme still falls considerably short of being an inspirational model, and instead provides us with little more than an idealized myth.  相似文献
