This paper reviews the major social policy developments in Greece during the 1980s and 1990s, focusing on social security, health and employment policies. It argues that the concept of social policy and the practice of politics have been distorted in this country. Social policy reflects the legacy of a heavily politicized and centralized policy‐making system, an impoverished administrative infrastructure and poorly developed social services. Its emergence is characterized by the pursuit of late and ineffective policies. It lacks continuity, planning and coordination, being oriented towards short‐term political expediency. It is largely insurance‐based, reproducing huge inequalities and institutional arrangements which are behind the times. It provides mainly cash benefits, low‐quality but rather expensive health services and marginal social welfare protection. Moreover, the lack of a minimum income safety net confirms the country's weak culture of universalism and social citizenship. By implication, complex policy and interlocking interest linkages have tarnished the “system” with a reputation for strong resistance to progressive change. At the same time, sources of change such as globalization, demographic developments, new household and family/gender patterns, unstable economic growth, fiscal imperatives, programme maturation, as well as persisting unemployment, changing labour markets and rising health care costs, have produced mounting pressures for welfare reform.  相似文献

This article critically interrogates the depth and quality of change of post‐apartheid welfare policy and social work practice towards a social development paradigm against the background of inequality and poverty in South Africa. It asks several questions: what kind of welfare system has the current welfare dispensation created? How far has it moved from a residual, ameliorative system to an institutional developmental system, in keeping with the developmental welfare paradigm? To what extent can residual provisions be transformed into developmental processes? What conditions are necessary for this to happen? The answers to questions such as these provide the basis for assessing South Africa's new developmental processes. The article highlights the fundamental contradictions in social development policy imperatives, which call for a marriage of economic and social considerations, and the internal contradictions across and within various welfare policies. Further, it argues that the government does not have the political will to bear the costs of the substantive change that the move towards developmental social work requires, choosing instead limited, individually targeted and ameliorative measures, such as increased social security spending. Thus, it suggests that ideological critique, consciousness raising and participation in public policy debates remain crucial for those who seek long‐term solutions to inequality and poverty in South Africa.  相似文献

Empirical child welfare research in England takes insufficient account of wider social theory. Intellectual, professional and political reasons for this are discussed. The implications are considered in relation to one important social problem: the low educational achievement of children looked after by local authorities (‘in care’). It is concluded that the absence of a broader sociological perspective has led to insufficient and simplistic explanations from researchers and policy‐makers of low achievement among looked‐after pupils. It is unwise to rely on official statistics on educational outcome indicators for looked‐after pupils. Previous conceptualization of poor educational performance has been inadequate, and we should refer to low achievement, not ‘underachievement’. The socio‐economic risk factors that are linked with family breakdown and admission to care also predict low educational achievement, such as social class and poverty. Social mobility and transition to adulthood are increasingly problematic in England, making it difficult for care leavers to improve their social position. Parental maltreatment is strongly linked with educational failure. Other countries may do no better than England does. Thus, it is by no means obvious that the care system necessarily jeopardizes looked‐after children’s education.  相似文献

Trust is valuable in facilitating social cooperation and is often thought to be helpful in the running of a complex modern welfare state. However, a number of sociologists, psychologists and political scientists have recently argued that trust in social institutions is in decline. One approach argues that the issue is compounded by a shift towards a more active and discriminating trust as part of a social transition towards a more reflexive society, and goes on to suggest that people often choose to place their active trust in non‐state provision. This paper examines recent quantitative and qualitative evidence on trust in state and non‐state pensions in the UK, as a context where current policy developments throw the general issues into sharp relief. It shows that patterns of trust in this setting can be understood in active terms, but that social divisions remain important in determining how active trust operates in practice. More vulnerable groups put their trust in the state, through lack of an alternative, while more confident and better‐off groups tend to pursue investment strategies which they believe will give them more individual control over their money. Social divisions remain important during current social transitions, and often receive less attention than they merit in theoretical writing.  相似文献

This paper locates the study of Jamat‐ud‐Da'wa (JUD) within the context of global political developments. Premised on the nexus between the local and the global developments, it discusses how changes in the domestic or international arena shaped the policies of JUD after 9/11. It argues that, as a successor to the Lashker‐e‐Toiba in Pakistan, the JUD has been active in the social welfare space. It has moved into roles that reside in the domain of the state's responsibility but have passed to the private sector due to the state's failure to meet the needs of its citizens, including the provision of education and relief and rescue efforts after natural disasters. Though not categorically identified as being part of the jihadi agenda, this activism increases the appeal of the JUD among Pakistani citizens, with a possibility of increasing their declared and/or active support for JUD's views on Pakistan's foreign policy.  相似文献

This article considers the current ideological and political attack against the floor of benefits for poor families in the United States. It examines a number of punitive approaches to the treatment of families on welfare that were developed in the United States in the late 1980s and the 1990s and contends that such policies will not effectively deter the dysfunctional behavior of some of the poor. Rather these policy developments reflect an attack on current national policies of developing an income maintenance floor that seeks to economically sustain poor families, albeit often inadequately. The article contends that current welfare proposals by conservatives and social liberals are not satisfactory for dealing with the problems of the welfare poor and offers suggestions for dealing with these deficits. It also notes that criticisms of welfare state protection for the poor raised in the United States are much more categorical than those raised in Sweden.  相似文献

Research demonstrates a significant number of carers identify obligation or lack of other alternatives as the reasons they undertake informal care. By utilizing critical discourse analysis, this research explores choice for informal caregivers in contemporary Australian social policy. Analysis demonstrates increasing shifts in policy toward choice in consumer-directed care, a feature absent for those who provide care. Familial care is a central pillar of Australian social policy, as it is in many liberal and conservative welfare regimes. Analysis reveals that these core social policies are fundamentally incongruent, with significant implications for individuals and social work practice.  相似文献

Despite there being common socio‐demographic pressures across advanced industrialized countries, the public elder care programmes therein tend to vary. While the current literature on social care devotes itself to describing the care arrangements of each country and pigeonholing welfare/gender regime types, it does not sufficiently address this empirical puzzle. This study looks to specify the causal relationship between political institutions and public long‐term care programmes. It argues that countries with personal‐vote‐oriented electoral systems and/or fragmented party systems have difficulties in developing universalistic public elder care programmes, whereas countries with party‐vote‐oriented electoral systems and cohesive party systems are likely to develop generous elder care programmes. For whilst the former types of political institutions prioritize patronage‐based, particularistic benefits, the latter types encourage political actors to appeal to broader constituencies through universalistic welfare programmes. This study tests this claim by examining pooled time‐series and cross‐section data of advanced democracies, from 1980 until 2001. The empirical results suggest that politicians' reliance on personal votes and the fragmentation of ruling coalitions impede the expansion of public spending for elder care.  相似文献

Changes in the crimino-legal process during the last few years have blurred the boundaries between criminal justice and children's welfare in child protection. These developments have, however, received relatively little critical attention within contemporary discourses surrounding child protection. This paper draws upon primary and secondary research findings to explore the appropriateness and effectiveness of current forensically led responses to child abuse. In particular, it questions the adequacy of existing operational constructs of justice in child protection, arguing the case for a far more comprehensive notion of 'justice for children' than presently prevails. Research evidence is reviewed suggesting that current crimino-legally driven practices fail to achieve even the limited objectives of criminal justice, let alone the higher goals of promoting children's welfare or attaining 'justice for children'. Finally the paper explores how these findings may inform and be informed by current debates and practice in social work. While a range of policy and practice remedies are suggested, these, it is argued, must be framed with recognition of the tensions and dilemmas underlying social work in a complex and uncertain social world.  相似文献

This paper critically examines the ways in which social policy is said to be affected by globalization. The prevailing approach has been framed in terms of the impact of "external" economic forces on national welfare states. Globalization is said to undermine the economic and political conditions on which welfare states were built, erode national policy autonomy and force the marketization and residualization of welfare states. These predictions are found wanting on the grounds that they share many of the assumptions, and therefore also the faults, of "strong" globalization theory. A more nuanced account of the way in which social politics and social policy are affected by globalization is needed and a global governance perspective is outlined. This, it is argued, better captures the political and institutional environment in which social policy is formulated and implemented. It also recognizes the importance of "local" factors and their interaction with global ones in shaping political responses, including social policy, to globalization. The discussion highlights the enduring power of "local" forces—those which are at the level of and internal to states—and of politics and ideology in shaping the process of globalization and ultimately its implications for welfare states and social policies.  相似文献

This article investigates the main welfare state developments of the Russian Federation that have occurred since the fall of communism. It argues that the contemporary welfare expansion strictly depends on high oil and gas prices, and that this oil-led social policy makes the future of the 'Russian miracle' highly volatile. The main conclusion is that the Russian welfare state will be able to function properly and to ensure social integration and solidarity only under conditions of sustained oil-led growth. The article also identifies a variety of different, but equally important, endogenous, as well as exogenous, factors that have influenced the social policy developments in the Russian Federation since 1989. These correspond to the existence of few veto points present in the political arena, the lack of a well-structured system of interest representation, the presence of informality in the welfare state organization, but also to the presence of national economic vulnerabilities and/or strengths in the now open global economy, as well as to non-contingent decisions taken in strategic sectors of the state, such as those related to the energy or defence sectors.  相似文献

The potential and challenge of constructing a democratic developmental welfare state through synergistic state‐civil society relations is the focus of this article. The author argues that while South Africa's pluralist approach, involving a leading role for the state in partnership with voluntary organizations, is a viable policy option to address the country's developmental challenges, anomalies between policy proclamations and actual practice raises questions about the efficacy of the partnership model and the gendered nature of welfare provision. Key governance issues and challenges, namely financial policies and institutional capability, underlie current failures in the delivery of welfare and care services, resulting in the non‐realization of these constitutionally guaranteed social rights. Further public action is needed to remedy the situation. Non‐profit organizations can advocate for policy reforms and challenge the instrumental nature of state‐civil relations and the abrogation of state responsibility for welfare services in contemporary South Africa.  相似文献

This article aims at making a dialectical assessment of the development of social welfare between the period of Mao's socialism and Deng's economic marketization. It examines the transformation of ideological discourses between the two periods and its impact on social welfare outcomes. It posits that an ideological system is important in affecting the outcome of social welfare policy. Mao's welfare policy, despite certain shortcomings, created a relatively equal, sustainable and self-sufficient society with solid achievements in social welfare and especially in human development. Deng's economic marketization, although remarkable in economic growth, is producing social contradictions leading to the decline of welfare service. The current development discourse is dismantling Mao's welfare policy without establishing a new and more democratic conception of socialist political economy.  相似文献

Despite its centrality to the experience of death and grief, it is only in recent years that the economic burden following family bereavement has been recognized by social care professionals and scholars. Based on the realization that death and bereavement are grounded in social context, and assuming this economic burden is a multifaceted phenomenon, the present study compares the British and Israeli welfare systems in three policy settings: social security, funeral services, and bereavement leave. The findings suggest that while in both systems bereavement and especially widowhood is considered a deserving category, recent pressures for restructuring the British welfare state have been successful in shifting provision from the state to the market. The findings also show that in both cases, albeit to a lesser extent in Israel, current policy measures are not fully aligned with critical scholarship on bereavement and its financial consequences, nor with socio‐economic and demographic trends. These disparities are addressed using the notion of disenfranchised grief and by emphasizing the pivotal, although often overlooked role of the welfare state in constituting it. Lastly, the differences between the two cases are discussed in terms of the powerful role of Judaism in shaping Israeli policy.  相似文献

A common argument in the social policy literature is that ethnic and identity‐based heterogeneity undermines the welfare state. In part, this happens because of difficulties in the generation of broad social solidarity in diverse societies: solidarity which is allegedly necessary for sustaining public support for the welfare state. This study explores this argument's logic in the context of welfare state politics in Israel. Israel would appear to be a near‐perfect example of how heterogeneity strains social solidarity and, in turn, undermines the welfare state. Quite differently from most studies, however, this work's emphasis is not on public attitudes or voting, but on the political interaction between economically disadvantaged identity‐based minorities – specifically Arabs on the one hand and religious Jews on the other – in the welfare field. It is argued that shared interests enable extensive co‐operation among political elites in the welfare field despite religiously‐ and nationally‐based antagonism.  相似文献

For a long period, Denmark has been labeled a ‘model country’ with a comprehensive welfare state and a successful model of corporatist policy‐making. Danish unions are considered amongst the strongest in the world, and they have for a long time been a distinct part of the political system, and as social partners, they were strongly integrated into decision‐making processes. The analysis of the Danish welfare and labour market policy during the last two decades documents a profound change in the arrangement and in the status of the social partners (especially unions) in the Danish political system. The results show that two important pillars of the Danish model – the social partner basis and the collective trust in partnership – are eroding. Unions are no longer part of the law‐making process and, since 2007, they are formally excluded from the organization of the decision‐making process. Recent developments point at weaker unions that operate more as lobbyists instead of being strong corporatist institutions or part of the decision‐making process. The results of the study are thought‐provoking and the basis for a revised thinking of the Danish and the Nordic model.  相似文献

This article surveys recent developments in relation to the dimensions of ethnicity and ethnic disadvantage in social policy research and practice, with a focus on social care. While there has been limited increase in attention to ethnicity within general policy discussion and increasing sophistication within specialist debates, advances in theory and methodology have largely failed to penetrate the research mainstream, let alone policy or practice. This is a long‐standing problem. We advocate more focused consideration of ethnicity and ethnic disadvantage at all levels. Failure to do so creates the risk of social policy research being left behind in understanding rapid changes in ethnic minority demographics and patterns of migration, with increasing disadvantage to minorities.  相似文献

This article revisits traditions of observational fieldwork inside welfare institutions which formed a core part of past social administration teaching and research in the United Kingdom. Drawing on archive materials, a historical exploration of journal contents and some supplementary interview data, it is argued that such approaches—though carried out in a less theoretically pluralist, more vocationally‐oriented time for the subject of social policy and administration—were at the same time valuable in facilitating critical perspectives on how welfare bureaucracies work. Their popularity is potentially rising once again in social policy teaching. Where cultivated alongside an appreciation of theory and where carefully integrated into university social policy departments' wider pedagogical and curricular strategies, they may be of benefit today to students and more senior scholars alike.  相似文献

Within Northern Europe, gendered roles and responsibilities within the family have been challenged through an emergence of different family forms, increasing cultural diversity, and progressive developments in welfare policies. To varying degrees, welfare policies in different countries support a dual‐earner model and encourage men to be more active as fathers by reinforcing statutory rights and responsibilities. In child welfare practice, there has traditionally been a strong emphasis on the mother as primary carer for the child; the father has been less visible. This paper explores, in four national welfare contexts, how child welfare social workers include fathers in practice decisions. Data were collected using focus group interviews with social workers from England, Ireland, Norway, and Sweden. Similarities and differences emerge in relation to services and the focus of social work assessments. However, overall, the research suggests that despite gains in policy and legislation that promote gender equality, fathers remain largely absent in child welfare practice decisions about the parenting of their children. From the research, we raise questions for social work practice and the development of welfare policies.  相似文献
