Over the last two decades, Spain has evolved rapidly from a classic labour exporter to a labour importer. Until the 1930s Spain's migration history was predominantly marked by emigration to the Americas, and from the end of World War II until the early 1970s by emigration to some industrialized countries in Western Europe. For the first time in modern times, Spain is now the second country in the world with large‐scale immigration. Its strategic location, a relatively permissive immigration policy and economic opportunities derived from Spain's entry into the European Community have positioned this country as a major destination for immigrants. Additionally, since the mid‐1990s international migration in Spain has dramatically changed in origin composition. Despite the common perception of Africa as the most important source of immigration, some Latin American countries, in a very short time, have become some of the major sources of immigration to Spain; indeed, the term “Latin‐Americanization” has been coined to describe this process. This being so, the aim of this article is twofold. First, we examine the main reasons behind the extremely rapid increase of Latin American migration to Spain during the last decade. This article examines the magnitude and determinants of migration from east to west (Europe) following the collapse of communism, and from south (Africa) to north (Europe).
Special attention is given to assessing numbers and characteristics (including illegal) of the flows, and also to reasons for and success of bilateral agreements and cooperative projects by the governments of Italy and Spain designed to check and control the flows.
Notwithstanding tighter controls on visas for Third World nationals, migration to western Europe does not seem to have abated. In Italy, illegal migration from the east (Albania in particular) is connected, directly or indirectly, with the criminal underworld.
The inventory of legal texts and agreement protocols between Spain and Morocco designed to resolve many issues relating to migration, reflect long-standing relations between the two countries. Political and economic relations between Italy and Albania, on the other hand, have developed only within the framework of recent policies.
While the presence of Moroccans in Spain and Albanians in Italy is not yet demographically significant, the authors predict that, in the absence of further appropriate political and economic measures, numbers will increase.  相似文献

In recent decades, the southern European countries of Spain, Portugal, Italy, and Greece have all undergone transformation from senders to receivers of migrants. On the basis of this common feature, they have been grouped together in recent discussions of migration experiences and prospects. However, as revealed in comparisons made possible by the newly available data set from Greece's first regularization programme, the migration experience of Greece departs radically from that of other southern European countries. To an extent unparalleled in southern Europe, Greece has been subject to an immigration impact as the result of the collapse of communist regimes in Eastern Europe, some of which share borders with Greece. Characteristics of Greece's major source countries differ from those of other countries of southern Europe (1) in that they are former communist countries that appear to have a long and difficult road of economic transition ahead, (2) with respect to proximity, and (3) in terms of dominance of a single source country. These differences have important implications for future patterns of migration and of articulation of the labour markets of receiving countries with those of specific sending countries.  相似文献

This paper discusses the relationships between the migratory policies of the EU countries with more experience of immigration and their national political cultures. It focuses on France, Germany and the United Kingdom. It then looks at Italy, a relatively new country of immigration, which, with 3,000,000 legal immigrants, has become the fourth country of immigration in Europe and the first in the Mediterranean basin. In its final part it highlights the incipient process of ‘communitarisation’ of the immigration policies of EU countries in the last decade. This process, which has already entailed a significant convergence of their migratory policies, is expected to continue after the recent enlargement of the European Union.  相似文献

For decades Latin America has been and continues to be a vibrant source of activism as democracies emerge, civil societies strengthen, and movements turn an outward eye towards international forces. Social movements, organizations, and activists in Latin America mobilize around a diverse set of issues from neoliberalism to women’s rights and more. Yet, all groups must successfully navigate ever‐shifting domestic and transnational political opportunities and threats. This review first defines the political opportunity approach and discusses debates surrounding its utility and applicability at different phases of social movement activity, as well as growing debates about the importance of domestic versus transnational opportunities and threats for predicting movement mobilization, protests, and outcomes. Next the article discusses changing domestic and transnational political opportunities and threats throughout Latin America. It then turns to empirical application of the political opportunity model to various social movements, organizations, and activist groups working in Central and South America. This paper concludes with a brief revisit of the debate and points to future lines of inquiry. Additionally, it provides an interactive Google Map, which locates the prominent actors involved in Latin American activism, the international institutions that influence them, and Internet links for more information.  相似文献

Growing Arab migration to Europe is a likely scenario for the coming years, poorly prepared for by current policies. The paper examines three reasons for this scenario: new patterns of family‐building in Arab countries; aging in Europe; and the emergence of a new demand for migrant labor. While the ongoing establishment of free trade may increase migratory pressures, government policies remain potentially conflicting – on the Arab side, optimizing the economic benefits drawn from emigrants and reviving their sense of belonging to their culture of origin; on the European side, restricting further immigration and integrating former migrants in the host society and culture.  相似文献

The authors describe the socioeconomic characteristics and fertility patterns of female immigrants from Latin America to the United States, with a focus on reasons for fertility differentials. "Using the one per cent public use sample from the 1970 and 1980 United States census, we first compare changes in socio economic characteristics from 1970 to 1980, and then examine the determinants of fertility of female immigrants to the United States, aged 16-49, from four Latin American areas or countries of birth.... The findings...suggest that there are direct effects of demographic, assimilation, and socioeconomic variables beyond those mediated by the variables in each of these sets. Further, regardless of the model, the effect of the clusters of demographic characteristics is most apparent. Age categories and marital status are the strongest indexed determinants of immigrant fertility.... The effect of education and employment is strong. This introduction provides a presentation of the articles in this special issue by framing the contributions in the context of new dynamics related to Chinese migration studies and the ongoing discussions of the impact of China’s powerful economic position. The articles offer new empirical insights to develop new understandings of recent migration and mobilities between China and Europe. By focusing on the changing socio-economic composition of Chinese migrants in Europe towards highly skilled professionals and investors, changes in Chinese entrepreneurship, increasing Chinese political engagement and activism, and new migration from Europe to China by Chinese descendants, these contributions reflect the importance of developing new theories to better grasp the causes and effects of China’s new global economic and political position for Chinese migration. The selected articles identify promising directions for future work on the global discussions of the impact of China as a diaspora state and ensuing policy implications.  相似文献

This article seeks to contribute to understandings of South Korea's approach to marriage migration. Situating our analysis of marriage migration policy specifically within the recent emergence of a social investment approach to welfare, we bring together two bodies of literature that due to the methodological nationalism of much welfare state scholarship are usually treated separately. Through an examination of the policy framework governing marriage migration ‐ so‐called ‘multicultural family policies’ ‐ we find that successive Korean governments have actively sought female marriage migrants to perform various social reproductive roles as a means to secure the reproductive capacity of the nation, just as feminist scholars have argued the care work of citizen‐mothers can be understood. Our analysis also suggests that marriage migration policy in Korea constitutes a distinctly transnational dimension to its overall social investment approach, which is strongly motivated by concerns to reproduce the next generation of human capital.  相似文献

This paper explores the intergenerational dynamics of “giving back” among immigrants in an Asian American community in the southern region of the United States. The paper is guided by the intergenerational ambivalence paradigm to explore dynamics between first and second generations in their community involvement. The study used the qualitative method of phenomenological approach to identify emerging themes that include (a) importance of ethnic organizations; (b) defined roles and responsibilities within the ethnic organizations that exist between first and second generations; and (c) the second generation wanting to give back and manage ethnic organizations differently from the first generation.  相似文献

Abstract

Both American and European adult educationalists saw the Danish folk high school as a model for how to educate citizens for more active involvement in their communities. This article examines the experience of Wislade Folk School in Germany and the Highlander Folk School in the United States after the Second World War. In the German case, Wislade was unable to persuade local people to confront the evils of Nazism, but did facilitate the practical tackling of pressing social and economic problems. Highlander struggled to retain support from white Southerners as the School increasingly addressed the evils of segregation, but developed one of its most effective programmes in conjunction with African Americans as part of the emerging civil rights movement. The study concludes that political education is most effective when it addresses people's aspirations, and builds upon existing social capital.  相似文献

Since China's economic opening and reforms in 1978, the country has broadened and deepened its exchanges and relations with other countries. This has contributed to the increase in the scale of international migration of highly skilled Chinese abroad. The impact of the migration of highly skilled Chinese on China and the relevant nations particularly deserve attention and study. Following the earlier migration flows mainly to the United States, Japan, Canada, Australia, and New Zealand, the migration of highly skilled Chinese to Europe has become a notable new trend. Currently, the flow of international migration of highly skilled Chinese personnel is mainly oriented toward Europe and the United States. While studying abroad has been the main form of migration of the skilled, this has now been joined by the migration of technical and professional staff, and the trend is increasing. The main country of destination for Chinese students is the United States, which absorbs more than half of the total, while Australia and Canada receive the largest number of skilled Chinese manpower. The United States also receives a large number of Chinese technical personnel, but its proportion has declined, while the flow to Europe has sharply increased. This development may be attributed to the global expansion of economic, scientific and technological, as well as cultural and educational exchanges and cooperation. But it is also the result of an increase in the educational investment made by the Chinese people following the continuous increase in China's economic strength and the population's personal income. Of greater importance are the gaps between China and Europe at the scientific, technological, and educational levels and the research and marketing environment. The intervening changes in labour market and immigration policies in European and American countries accelerate the trend further. For all of these and other reasons, the spatial distribution of Chinese students will become more balanced and play a positive role in the promotion of mutually beneficial exchanges between China and other countries.  相似文献

The obvious continuities between the political and the personal, the public and the private, dominate South African life in a way which may not be familiar to those in the Australian context. South African clinical work with families, much of it in the form of mediated interventions, cannot but operate at the edges of our definitions of both what a family is and what it means to be a mental health worker. In this article I argue that thinking broadly about politics and about our work is essential in the service of developing family and personal growth.  相似文献

Abstract

This study analyzes how people perceive world history on three continents: Latin America, Europe and Africa. A total of 1179 university students form Argentina, Brazil, Peru, Portugal, Spain, Guinea-Bissau, and Cape Verde were asked to evaluate world events and leaders in terms of their valence and importance. The results demonstrated that social representations of history show a Euro/North American-centric, long-term positive evaluation, recency, and socio-centric bias. Euro/North American-centric events and leaders were found to be rated as more important and were more positively perceived in general. Distant political events, like French or American Revolution, were considered to be more positive than XX century similar events, which supports the long-term positive evaluation bias hypothesis. The hypothesis on recency bias was partially substantiated. Confirming the existence of such bias, World War II was rated as more important than the previous XX century wars and revolutions. Socio-centric bias also received partial support. African participants rated Mandela as a more important leader than other participants did. Latin Americans rated Che Guevara less positively, which suggests that some leaders are generally idealized icons, not based on group belongingness. However, results did not bring support to the centrality of war hypothesis. Wars were indeed negatively evaluated and World War II was rated as an important and negative event. Nevertheless, war- and politics-related events were not perceived as more important than the Industrial Revolution, suggesting that people appraise the importance of long-term socioeconomic factors of history when responding to close-ended quantitative measures (vs. open-ended salience measures). Results are discussed in the framework of social representations of history.  相似文献

SUMMARY

In this paper we examine the history and future directions of ethnic sensitive social work practice. We highlight the context within which the approach was developed and current sociodemographic trends. The various rights movements of the sixties and seventies pointed to the need to refocus on social class and ethnicity. The new demographic landscape, largely a function policies, reinforces the importance of concepts such as the ethnic reality and other aspects of our work.  相似文献

Unless literally forced to leave, prospective refugees have a choice between staying and flight, subject to constraints, particularly the willingness of a country to grant asylum. Although all options may be unpleasant, they nonetheless represent alternatives amenable to economic analysis. The incentive to flee is a function of threat severity and credibility, and the attractiveness of available safe havens. The theoretical analysis suggests that restrictive asylum policies have little impact on demand for asylum, except in the interplay with other factors, such as costs of flight and retribution against unsuccessful refugees. While the case of bogus refugees has received much attention in the popular literature, this article shows that threatened individuals may choose emigration instead of flight if there are repercussions associated with refugee status.
