Abstract

The boundaries of the welfare state in Britain have shifted considerably since the early 1980s. In the context of a desire to see an expanded mixed economyof welfare, the voluntary and community sectors have been expected to take on, in partnership with the statutory sector, a more active role in the delivery of a range of welfare services. Governmental speeches and policy initiatives in the UK have reasoned that the voluntary sector is cost-effective, offers “added value” to users and statutory sector purchasers, provides high quality services, is adaptable to changing needs and promotes greater user involvement. This article takes a critical look at some of the claims that are often made for service-providing voluntary organizations in the field of community (social) care.  相似文献

Up to the beginning of the 1990s Sweden had been considered a paragon welfare state in its realisation of universalist principles and an institutional welfare model. This seems to be changing rapidly. Mass unemployment, welfare expenditure cuts and institutional transformation have introduced several selective mechanisms into the Swedish welfare system, adding up to a retreat from universalism. New forms of selectivity can be seen in all layers of the welfare system, both transfer benefits and social security, public personal social services and the relation between state and voluntary organisations. The shifting of burdens from universal social security and insurance-based welfare onto local means tested systems has already meant a restigmatisation of unemployment, as the unemployed lose eligibility for the insurance-based systems, and an increase in the proportion of people who have to rely on poor relief instead of rights-based welfare, and when unemployment has gone up, so have work requirements for benefits. A rising proportion of labour market programmes are now municipally organised obligations instead of state administered rights. Conditioning the right to day care, appraising needs-tested services for the elderly, like home help and care, make personal social services change in the same directions. This may endanger the classical alliance between women and the welfare state.  相似文献

Taking as the point of departure the political-ideological and fiscal ‘crises of the welfare state’, this article emphasises recent changes in the relationship between voluntary organisations and the public sector in Norway, changes that open up new space for the voluntary sector both ideologically and as a service producer. We question whether voluntary organisations are able to cope with new and extensive welfare problems within the more decentralised welfare state. Do they express the values, and do they possess the resources that both governmental agencies and the organisations themselves take for granted? As part of that discussion, the article questions the dominant view within the literature, namely that Scandinavia has a very weak voluntary sector. We argue that ‘state-friendly’ Norway has a rather strong voluntary sector, that this sector is of a specific type, and that both of these factors have important theoretical implications not only for Scandinavia, but for an overall understanding of the voluntary sector.  相似文献

Third-sector organizations provide essential services, but not all types of organizations operate equally well given different intensities of public problems. This article argues for maps that would help social service funding bodies. Those maps would include three elements: (1) a measure of service demanded by a community, (2) data on the full range of organizations able to supply those services, and (3) a chart that identifies those organizations that provide services at different intensities of need. By providing information about the supply of organizations in a community, with measures of demand for services, state funding bodies, foundations, and individual philanthropists can make informed decisions about where to allocate funds. An ideal map is illustrated by using the case of the Holy Cross Dispute (2001), whereby a host of voluntary sector organizations provided a voice for residents in this divided Belfast community. The result is a call for more intensive mapping exercises of voluntary sector social service provision.  相似文献

In the United Kingdom, the New Labour administration that came to power in 1997 has promoted two models of partnership between the state and the voluntary sector. The civic engagement model is based on the renewed interest among governments in the potential of voluntary organizations to contribute to the civic engagement of citizens. In the service delivery model, voluntary organizations are recruited to the task of delivering core social services. Drawing on data from disability-related voluntary organizations in Northern Ireland, this paper illustrates the impact of the service delivery partnership model on the development of voluntary action in the welfare field, and the relative paucity of resources allocated to participatory voluntary action and civic engagement. The consequent impact on the development of partnerships between the state and the voluntary sector is discussed.  相似文献

The pre-war Hungarian voluntary sector was relatively weak as a service-provider, but played major social and political roles, and was an important vehicle of the self-organisation of society. That is why state socialist governments could develop the nationalised system of social services quite easily, but could not completely destroy citizens' autonomy, solidarity and private initiatives. Both the pre-war traditions and the social and economic forces brought about by state socialism are of crucial importance in shaping the newly emerging Hungarian non-profit sector. The traditional government/non-profit partnership may be the basis for contracting out state-financed public services. At the same time, voluntary organisations are expected to plug the gaps present in the state socialist service system. Large government-funded non-profit organisations may play an important role in the denationalisation process, some of them can be appropriate means of assuring that the grant making procedure remain free from politicisation.  相似文献

This article examines an experiential student workshop focused on state?Cvoluntary sector relationships in the UK, which formed part of a postgraduate voluntary sector studies programme. The different group behaviours observed were instructive in illustrating how students, all working in third sector or related public agencies, perceive and have assimilated demands and practices of the external environment. These insights also highlight the value of experiential learning in higher education both for student reflection and research. The article adopts an interdisciplinary approach to examine some consequences of ideologies and behaviours associated with managerial culture permeating actions in this interactive setting. It combines critical discussion of non-profit organizations with group relations and learning theories, offering a different perspective through which to explore patterns embedded in inter-agency relationships. Consideration of ways that these patterns might be changed to improve the service environment in the voluntary sector has wider implications for research in this field.  相似文献

This article argues that it is possible to identify a particular Scandinavian third sector model. In contrast to what might generally be expected in view of the relatively huge public sectors of Denmark, Norway and Sweden, the third sector in this model is neither small nor insignificant. Its constituent traits are rooted in history, in popular movements and in trust-based matual dependency between third sector organisations and public authorities. Though challenged by recent developments, this model is still a cornerstone of the Scandinavian welfare state.  相似文献

The voluntary sector has become more fully involved in service provision in rural areas over the last 10 years and this paper attempts to assess its impact with respect to one particular group of services, namely transport. The importance of the initiatives which have taken place is outlined in a statement of recent policy changes, including the radical provisions in the 1985 Transport Act, and through a national review of the three principal kinds of voluntary transport services in rural areas — social car schemes, dial-a-ride and community buses. This review is followed by an in-depth analysis of the extent of the voluntary sector involvement in transport provision in Norfolk and Suffolk. Extensive tables are presented and the characteristics of the schemes outlined together with an assessment of the essential ingredients for success or failure.The conclusion reached is that the scope and scale of voluntary sector initiatives in rural areas is small, and they form no alternative to a more general and systematic provision of transport services. Further, voluntary sector activities may even increase the inequalities in service provision. Suggestions are made as to how the scattered developments could be brought together and developed through the parish councils, parish transport groups and the rural transport broker.  相似文献

Israel and Sweden have very different population structures and represent different points on the spectrum of welfare state development: Sweden has a much higher percentage of elderly, a less traditional family structure, and a much more developed system of public support. In addition, there are thought to be different attitudes toward family ties, with a less family-oriented value structure in Sweden. The natural question is to what extent these differences translate into differences in the extent and nature of family support for the elderly. In this article, family structure, living arrangements, disability rates, and formal and informal sources of help in Sweden and Israel are compared at various points in time. While there is a greater rate of formal service provision in Sweden and some substitution for family support seems to have occurred, informal care has nevertheless remained important. In both countries, residential patterns are critical: it is when the elderly live alone that the formal system has tended to replace the family. The rate of institutionalization is particularly important in determining the rate of disabled elderly requiring care, both formal and informal, in the community.  相似文献

Almost all children in Sweden spend at least some part of their early childhood in organized childcare, primarily in the form of preschools. About 10% of all preschools in Sweden are parent cooperatives, which make the childcare area an anomaly in the Swedish welfare state; no other service area has such a significant proportion of cooperative service providers. The parent cooperatives are initiated by the parents themselves, they are social enterprises created from the bottom-up. Why do parents decide to start a parent cooperative preschool in a welfare state where childcare is considered a social right and a responsibility for the state? This article will explore several different motives for starting parent cooperatives in Sweden, with special attention to the role of the public sector and political decisions. The provision of social welfare services by the voluntary sector is largely dependent on government funding. This paper highlights some of the inadequacies of this funding procedure particularly as it affects the quality and conditions of work in the voluntary sector.

There is a place for the employment of an experienced professional as consultant to voluntary agencies for the provision of support and supervision of less experienced workers. Funding for the voluntary sector should provide for this.  相似文献

The purpose of this article is to analyse the changing relationships between local government and voluntary organisations in the decentralised Danish welfare state within the field of social policy. Here major changes in public discourse have brought voluntary organisations more to the forefront in a welfare state model whose distinct public character might be fading. However, little attention has been devoted to potential problems resulting from intensified co-operation. The article explores these issues using evidence from a case study of the links between public authorities and seven voluntary organisations in the city of Aalborg in northern Jutland. This case study raises the question of whether voluntary organisations, as argued in public debate, can generally be regarded as the antithesis of the bureaucratically and paternalistically organised public social services. Rather, they seem to be co-actors, actively constructing new paradigms and practices in social policy, that cannot be captured in conventional dichotomous models. This suggests that the public bureaucracy versus altruistic voluntary organisation, or distinctions usually made between professional and volunteer motives, may be of limited use. The interrelationships between public, private, and voluntary sectors in Britain have witnessed increasing levels of change in recent years. This article argues that there have recently been identifiable trends within the voluntary sector, namely, increased levels of competition between sectors, increased competition between voluntary organizations, and increased pressures toward professionalization in voluntary sector management and organization. Predominantly competitive strategies and modes of professionalization have often been borrowed uncritically from commercial “best practice” by voluntary organizations. Thompson's (1967) typology of strategies is used as a basis for proposing cooperation as an alternative to competition in the British voluntary sector.  相似文献

While there is a long established and deeply embedded tradition of voluntary action and nonprofit organizing in Ireland, there has been very limited debate on a philosophy of voluntary action or on the place of the third sector in a modern democratic state. It is against this background that practitioners and academics are beginning to articulate their individual understandings of the role of the third sector in Irish society. This paper presents a framework developed from three questions to consider the place of the third sector in a modern democratic state. The questions are: What are the roles of the third sector in a society? What relationships exist between the third and other sectors? How are third sector organizations resourced within that societal context? Answering these questions contributes to a conceptualization of the third sector in Ireland, North and South.

The purpose of this article is to explore how social workers co-operate around a case where a four-year-old child is exposed to hardship or abuse in the family. The empirical data were collected using a vignette technique in Denmark, Germany, Sweden, the state of Texas (USA) and Britain. The data show that it is common to discuss, as well as work jointly, with others in an obviously serious child welfare case, and that different professional expertise is involved. Discussions of a case are generally held within the agency rather than with external specialists. Moreover, there is a positive relationship between the severity of the case and the degree of collaborative working. The data show that there are differences in the answers between the countries under study. One cause contributing to differences might be variation in organisation of the social services in the countries. Another explanation could be the extent to which legislation affects co-operation at the single case level. To be able to establish regular co-operation between different agencies, it seems to be important that co-operation is integrated in the process of the practice in social work.  相似文献

The paper reports on a survey of aspects of counselling services provided by 83 voluntary organisations operating in the Melbourne metropolitan area. Information was obtained on the types of counselling services provided, clients making use of the services, and the selection and supervision of counsellors. The findings showed that the voluntary sector of organisations providing counselling services is both highly active and very heterogeneous.  相似文献

This article discusses some potentially harmful consequences of the Big Society agenda for small voluntary organisations, using a theoretical framework suggested by the later work of Pierre Bourdieu. I explore the way in which a voluntary self-help group for people with heart disease evolved, as a result of the pursuit of external funding. This paper focuses on the rapid rise of specific kinds of leaders—members with a professional background, relevant skills and an orientation to the group that enabled them to pursue funding opportunities and to gain increasing control despite the opposition of the long-standing volunteers and the founders of the group. I conclude that government policy to enhance the role of the voluntary sector in the delivery of welfare services may encourage certain kinds of leaders to become powerful in small voluntary organisations. This may adversely affect their organisational structure and lead members to feel dispossessed.  相似文献
