民主测评,是干部考察工作贯彻群众公认原则的一项重要措施。在实际工作中,存在着因测评方法欠科学导致测评质量不高、测评结果转化利用率偏低的问题。根据实践经验,笔者认为,从以下几方面改进测评方法对完善民主测评至关重要。“同”改“异”———分类测评,增强针对性职位不同,职责各异,若只用一个标准去评价不同干部,就难以保证评价结果客观、公正。目前,干部考察工作使用的测评表内容较为笼统,不管是党政领导还是行业领导,不管是正职领导还是副职领导,不管是乡镇领导还是部门领导,都采用一个模式、一个标准。这样虽然有利于操作,但也因测… 相似文献

This article discusses the use of quantitative risk assessment (QRA) in decision making regarding the safety of complex technological systems. The insights gained by QRA are compared with those from traditional safety methods and it is argued that the two approaches complement each other. It is argued that peer review is an essential part of the QRA process. The importance of risk-informed rather than risk-based decision making is emphasized. Engineering insights derived from QRAs are always used in combination with traditional safety requirements and it is in this context that they should be reviewed and critiqued. Examples from applications in nuclear power, space systems, and an incinerator of chemical agents are given to demonstrate the practical benefits of QRA. According to existing literature, the core of social entrepreneurship (SE) knowledge is evolving and, as such, it has made important contributions to theoretical definitions and essential characterizations. However, more theoretical issues need to be addressed before the SE field can be fully explained and understood. In particular, the authors observe in the literature that, within empirical or conceptual studies, almost all authors use the term ‘value’, but seemingly assume the dimensions of value rather than define or analyse its connotations and components. This paper uses the value construct and its multi‐faceted dimensions to deconstruct the way in which value is created in the SE context. The authors argue that an analysis based on value generation, value capture and value sharing provides important insights into the specificity of SE research and can facilitate future theorizing. Through the conceptual lens of this central concept of value emanating from value theory and business model literature, the authors abductively analyse and classify the studies, providing a practical resource. The authors discuss the phenomenon, presenting an integrative framework that facilitates a clearer understanding of the social value creation process and suggest future research areas as openings for theory development in relation to value creation, its main components and flows. 相似文献

Although there has been nearly complete agreement in the scientific community that Monte Carlo techniques represent a significant improvement in the exposure assessment process, virtually all state and federal risk assessments still rely on the traditional point estimate approach. One of the rate-determining steps to a timely implementation of Monte Carlo techniques to regulatory decision making is the development of "standard" data distributions that are considered applicable to any setting. For many exposure variables, there is no need to wait any longer to adopt Monte Carlo techniques into regulatory policy since there is a wealth of data from which a robust distribution can be developed and ample evidence to indicate that the variable is not significantly influenced by site-specific conditions. In this paper, we propose several distributions that can be considered standard and customary for most settings. Age-specific distributions for soil ingestion rates, inhalation rates, body weights, skin surface area, tapwater and fish consumption, residential occupancy and occupational tenure, and soil-on-skin adherence were developed. For each distribution offered in this paper, we discuss the adequacy of the database, derivation of the distribution, and applicability of the distribution to various settings and conditions. 相似文献

Although cumulative risk assessment by definition evaluates the joint effects of chemical and nonchemical stressors, studies to date have not considered both dimensions, in part because toxicological studies cannot capture many stressors of interest. Epidemiology can potentially include all relevant stressors, but developing and extracting the necessary information is challenging given some of the inherent limitations of epidemiology. In this article, I propose a conceptual framework within which epidemiological studies could be evaluated for their inclusion into cumulative risk assessment, including a problem formulation/planning and scoping step that focuses on stressors meaningful for risk management decisions, extension of the chemical mixtures framework to include nonchemical stressors, and formal consideration of vulnerability characteristics of the population. In the long term, broadening the applicability and informativeness of cumulative risk assessment will require enhanced communication and collaboration between epidemiologists and risk assessors, in which the structure of social and environmental epidemiological analyses may be informed in part by the needs of cumulative risk assessment. 相似文献
