Scholars have extended, challenged, and molded growth machine theory to examine growth—in terms of population, basic industry, labor force participation, commerce, financial activity, and land development—in a variety of contexts. The theory's core, however, has remained the same: cities are conceptualized as growth machines, which consist of unified and powerful growth coalitions. These coalitions pursue a pro‐growth agenda, seeking to enhance the exchange value of local land and property. They often face opposition from local residents, who are more oriented toward use values of land. Resident opposition, however, tends to be unsuccessful in the face of large‐scale commercial development. Aware of this, communities across the country are pursuing new strategies to address development projects in their backyards. In particular, some have formed coalitions to negotiate for benefits from developers through legally binding community benefits agreements (CBAs). Drawing from a case study of Pittsburgh's first CBA, this article analyzes the implications of CBAs for pro‐growth agendas. Pittsburgh's CBA surrounded the construction of a professional sports facility, a development project that presents an ideal example of growth processes in today's cities. Ultimately, CBAs can achieve “value‐conscious” growth, but they do not fundamentally alter dominant standards of growth or growth machine processes.  相似文献

Schools are held more responsible for evaluating, quality assuring and improving their student assessments. Teachers’ lack of understanding of new, competence-based assessments as well as the lack of key stakeholders’ involvement, hamper effective and efficient self-evaluations by teachers of innovative, competence-based assessments (CBAs). While evaluating two CBAs in Agricultural Vocational Education and Training institutions, two interventions in the evaluation process aimed to tackle these problems were examined: (1) starting with explicating the CBA in the teacher team using a concrete explication format and (2) qualitatively involving key stakeholders (i.e., teachers, students and employers) in the evaluation of the CBA through mixed-group interviews. Quantitative and qualitative analysis, as well as stakeholders’ perceptions are used to find indications for the added value of these interventions for evaluation and further improvement of the CBAs. Results show that external facilitation is needed to make both interventions work.However, under this condition, explicating the CBA led to more complete, concrete and shared understandings of the actual CBA among teachers and mixed-groups interviews resulted in more concrete and elaborate evaluations of the CBAs’ quality and more ideas for improvement. Both interventions can facilitate building up elaborate, more valid and concrete arguments for CBA quality in self-evaluations, certainly in the case of evaluating innovative assessments. Lessons learned will provide guidelines for incorporating the interventions into other evaluations of innovative programs.  相似文献

The terrorist attacks of September 11 and their immediate aftermath along the US‐Canadian and US‐Mexican borders focused attention on border management strategies in ways previously unimaginable. Suddenly confronted by the fact that existing systems and processes were not particularly effective either at protecting security or facilitating legitimate traffic, the United States, in conjunction with the Canadian and Mexican Governments, demonstrated an uncharacteristic willingness to reconceptualize its approach to physical borders. While initiating a series of internal policy adjustments to secure themselves against terrorist threats, the US, Canadian, and Mexican Governments also signed two bilateral agreements — the 12 December 2001 United States‐Canada Smart Border Declaration and the 22 March 2002 United States‐Mexico Border Partnership Agreement. These agreements represent an important development in the US's relationship with each of its North American neighbours, acknowledging not only the deep economic, social, and cultural ties, but also the new reality that the United States cannot attain the additional security it desires through unilateral actions alone. Thus, while September 11 forced a reassessment of vulnerabilities, it simultaneously provided the United States an opportunity to work more systematically with its contiguous neighbours for security benefits, a realization likely to flow into other areas where the benefits of cooperation eclipse those of unilateralism. This paper analyses the first year of the two border accords, tracking their implementation and evaluating their successes and failures. Most importantly, the paper outlines outstanding challenges, highlights steps that the governments should take to achieve additional border security and efficiency, and draws conclusions regarding factors likely to make their efforts more, or less, successful.  相似文献

This article investigates how women who have come to the United States as brides of South Asian professionals use threading, a hair removal method, as a home business to negotiate new challenges they face as newly immigrant women. Based on participant observation and in-depth interviews, the article focuses on how these young women combine their expected roles as wives and mothers in a new country with their own aspirations to win the respect of spouses, in-laws and children via threading. The article demonstrates how these women find meaning and identity through threading and evidences how they negotiate respectability by stressing their connections to home and domestic roles even as they dissociate themselves from beauticians who work at salons. Although they disrupt extant notions of ‘good wives and mothers’, these women nevertheless articulate this disruption within existing models and, more often than not, desire to be the bahu that their mothers-in-law admire.  相似文献

The local food movement has grown substantially in the United States in recent years. Proponents have hailed this growth as a shift away from a conventional food system rife with inequality toward one that introduces more just outcomes for society. While the movement's development and popularity have proliferated, little research has examined nationally how successful it is at delivering on its promises. By combining the social movement and food system literatures with quantitative methodology, this article examines the accessibility of the farmers' market across the United States. Using multivariate logistic regression, the analysis focuses on several identifying characteristics of individuals within and characteristics of neighborhoods across the United States to explore what increases (or decreases) the likelihood of a farmers' market being located within their boundaries. The results suggest that several social, economic, and racial differences exist between those living in areas with farmers' markets and those in areas that do not. Additionally, the analysis found that several neighborhood characteristics significantly influence the likelihood of a farmers’ market being present, including a neighborhood's socioeconomic status, the quality of neighborhood infrastructure, participation rates in social support programs, and the prevalence of poverty. In addition to posing questions of accessibility for the local food movement this research contributes to our understanding of grassroots social movements by examining the avenues and potential limitations that they negotiate while ensuring their stated goals are reached.  相似文献

Objectives: In the United States, HIV continues to disproportionately affect men who have sex with men. One promising area of research that may inform the development of behavioral interventions among male–male couples is within the realm of sexual agreements. Methods: The purpose of our analysis was to determine whether respondents who report having an open agreement or an agreement breakage also report a higher incidence of recent (within the previous 12 months) intimate-partner violence (IPV) compared to respondents who report having a monogamous agreement or no agreement breakage after controlling for demographic variables. Results: Results showed that men who have an open agreement are less likely to report recent physical IPV. Conclusions: The results highlight the need to develop dyadic behavior interventions that address sexual agreements and stress management.  相似文献

Abstract

This article explores how, in the context of an unfolding process of neoliberalisation in India, new terrains of resistance are crystallising for subaltern groups seeking to contest the marginalising consequences of this process. We focus particularly on the emergence of India's ‘new rights agenda’ through a study of the making of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Bill, 2013. Conceiving of the emergence of the ‘new rights agenda’ as a hegemonic process, we decipher how law-making is a complex and contradictory practice seeking to negotiate a compromise equilibrium between, on the one hand, subaltern groups vulnerable to marginalisation and capable of mobilisation; and, on the other, dominant groups whose economic interests are linked to the exploitation of the spaces of accumulation recently pried open by market-oriented reforms. The negotiation of this equilibrium, we suggest, is ultimately intended to facilitate India's process of neoliberalisation.  相似文献

SUMMARY

This paper presents a participatory research and planned change effort to develop a coordinated community response system to domestic violence in a United States culturally diverse community with a large immigrant population. This work grew out of an international, interdisciplinary project that was designed to establish ongoing collaborative relationships between university and community practitioners in the United States, Honduras, and Costa Rica around the theme of intra-familial violence, particularly gender-based violence against women. The paper analytically describes the international collaborative project, the local community-based participatory research and community development project, and lessons learned from both the local and international interdisciplinary collaboration. Examination of differences across disciplinary and cultural contexts generated critical reflection on the need to consider reframing domestic violence in the context of fundamental human rights, as is the case in Central America. At the same time, challenges around developing a coordinated community response, addressing inadequacies in the legal system, and implementing education and training were echoed across boundaries, demonstrating the need for continued international collaboration.  相似文献

This article explores the conditions under which interprofessional relations may be characterized by conflict and/or cooperation through a case study of the rise of a software engineering (SWE) profession in the United States, United Kingdom, and Canada. Analysis of professional journal publications produced by the primary computing organizations in all three countries reveals that the development of a SWE profession in the United Kingdom, and to a lesser extent, the United States, has been a collaborative project pursued by engineering and computing organizations. In contrast, the development of SWE in Canada has been characterized by intense interprofessional conflict. The investigation suggests that interprofessional conflict may be mitigated when professionalizing groups seeking to lay claim to the same jurisdiction are similar in terms of their organizational size, outlook, and regulatory status.  相似文献

This paper traces the journeys of male migrants to Empalme, Sonora, Mexico to uncover the development of the often overlooked domestic bracero programme that operated in conjunction with its well‐known international equivalent. Drawing on interviews and observations with ex‐braceros who met at a park near the Mexico‐US border, I examine their experiences and participation in Mexico’s domestic bracero program, an unintended and unexplored consequence of its international counterpart. The study shows how regulation and control were constantly reinvented at every step of the selection process by state actors and their affiliates in Mexico. The paper reveals how the oversupply of labour and modernization of agriculture in Sonora resulted in the development of a migration industry where local municipal leaders, coyotes, the state, and Mexican agribusiness capitalized from men’s displacement. The migration industry during the bracero selection process controlled who gained access to the United States labour market by capturing migrant labour en route to the United States in the process fueling a thriving cotton industry in the otherwise stagnant Sonoran Desert economy. The study concludes by taking the lessons from the historic domestic bracero programme to show one instance in which internal and international labour markets were closely interwoven. In the end, I call for more research that examines the relationship between markets on both sides of the border that uncovers how networks are not only structured by personal ties but also by state and market relations.  相似文献

Contemporary career counseling research has awakened career counselors to the reality that their theories of development, assessment, and intervention have been constructed within the capitalistic structure of the late‐20th‐century labor force in the United States. The social transition model of career counseling outlined by M. Pope (2000) has identified changes in developmental theory, assessment techniques, and intervention strategies, reflecting changes in U.S. culture in the new millennium. With the career counselor's focus on enhancing multicultural awareness, cultural sensitivity, and globalization, this project presents the societal forces within a Communist environment that influenced the career development process, illustrated by a case history.  相似文献

The emergence of progressive filmmaking in the interwar period is often associated with John Grierson, the British documentary movement and the influence it traced abroad. This paper argues, however, that more particular attention needs to attend the specific context for progressive filmmaking in the United States. To make this argument, this paper foregrounds two strands of progressive filmmaking that were pursued alongside, and often in tension with each other at the Rockefeller Boards between 1934 and 1945. The Rockefeller Boards pursued both a version of social‐realist documentary in the Griersonian tradition as well as a project focused on “human relations” films. As this paper suggests, the human relations project contrasted with Grierson's social documentary by linking film to a particular kind of psychological interior; a self not oriented to the social world but to the internal spaces of psychological and personality development. This implies a complex process of cultural diffusion in which Grierson's model was filtered through, and ultimately displaced by, a set of concerns and preoccupations unique to the American context.  相似文献

The social, cultural, and economic transitions in rural areas across the globe lead us to critique the traditional “top‐down” or “bottom‐up” distinction as being outdated for contemporary rural policy. In Europe and the United States in particular, high rates of counterurbanization heighten the need for new ways of thinking about rural development. To address this, we describe the emergence of neoendogenous development theories in the United Kingdom and elucidate further on the economic implications of this approach for rural development. In particular, we examine the role of local and extralocal networks and population flows as facilitators of neoendogenous development based on our independent studies in northeast England and northern Scotland. This approach highlights the importance of diverse forms of capital in rural economies and examines the role of social networks in the utilization of these resources. In‐migrant business owners are a valuable research focus as they provide a link between the “local” and the “extralocal,” allowing greater insight into the creation and evolution of network ties in relation to economic activity in rural areas.  相似文献

Using Catherine Dauvergne's The New Politics of Immigration and the End of Settler Society (2016) as a starting point, this article explores subnational policy dynamics in Canada, Australia and the United States. It considers whether the trends associated with legalization, two-step programmes, rapid policy changes and economic discourses are present in Canadian provinces as well as in U.S. and Australian states. It shows that the forces described by Dauvergne contribute to a further rescaling of policymaking and to the emergence of subnational migration states. However, this article also demonstrates that this common movement varies in its consequences and identifies two central subnational policy responses typical of the new politics of immigration: 1) the “economic subnational migration state” (Canada and Australia) and 2) the “access subnational migration state” (United States). The models and the global trends described in this article have implications for immigration policymaking in federations.  相似文献

Abstract A resurgence of informal economic work, such as home-working, occurred in some rural areas during the 1970s and the 1980s. In two midwestern communities, an employer of industrial homeworkers was recruited in an effort to boost the local economy with new jobs. In these communities, ideas about women's roles in households and the labor market are crucial to the states' ability to couple industrial homeworking with rural community development. Industrial homeworking as development in the United States shows how development goals support and maintain the sexual division of labor in households and in the local labor market. Personal interviews and archival documents form the basis of the case study data. These data are content-analyzed for themes about the process of development and the relationship of the local states and industrial firms.  相似文献

This article presents a framework identifying important home care benefit design decisions and reviews existing designs that have been adopted in practice. Four basic designs were identified, based on a review of 55 home care benefits drawn from public programs in the United States and foreign countries, and from private long-term care insurance policies in the United States. Three of these designs-service entitlements, managed-service benefits, and cash disability allowances--have each been adopted by public programs in the United States and abroad, and by private insurance policies in the United States. A fourth design--individualized cash benefits--has been adopted in only one experimental program. The designs observed in practice are remarkably varied, providing evidence that many alternative designs are feasible. Experimentation, particularly with cash disability allowances, is needed to determine the relative costs and benefits of various designs.  相似文献

This study of the material benefits brought to American news workers from the 1930s through the 1960s builds on previous work by media labor‐studies scholars such as Bonnie Brennen, Daniel Leab, Phillip Glende and Sam Kuczun, among others, who have examined the history of the American Newspaper Guild (ANG) in great detail. Their work has focused on legal and policy developments under the Roosevelt administration and in U.S. labor law. My study, as part of a larger project, looks at some of the ground‐level impacts of unionization. It does so examining Editor & Publisher, The Quill and The Guild Reporter, among other publications, and references to the material benefits in pay, time off, work‐life balance, health insurance, job security and other, practical and positive ancillary effects brought by the uneven unionization of the newsroom. The arrival of white‐collar unions for new workers was not a panacea to their problems. But it did help them in their collective quest in the United States during the interwar and then post‐World War Two‐eras for better working conditions and a firmer sense of their professionalized identity.  相似文献

We use both fixed-effects and random-effects regression models to measure the effect of geographic mobility on earnings of labor-force participants in the United States. The results support the humancapital hypothesis: six years after moving, real earnings of male labor-force participants are about 20 percent higher than they would have been had the move not occurred. Men younger than 40, and men with family-unit incomes no more than five times the poverty line, experience even larger benefits from moving. The geographic mobility that is characteristic of the United States’ flexible labor market, in general, is beneficial to the movers. There is an urgent demand for the examination of the critical perceptions of new kinds of ‘development’ which are emerging in the Global South in response to—and often opposed to—the global capitalist political economy. This article discusses the case of contemporary Bolivia in which indigenous political alternatives have emerged as the resistance to economic globalization and the powers of capital accumulation, as well as to the cultural and epistemological commitments of the Western order. Through an ethnographic approach, it examines the emergence and shortcomings of the notion of vivir bien—a local, decolonial, indigenous concept of good life—as state policy. It argues that despite its transformative potential, the translation of vivir bien discourses into state practices has not been, to a large degree, achieved.  相似文献

The United States and France have very similar labor productivity levels while there are considerable differences between the firm‐size distributions and firm dynamics in the two countries. To reconcile these observations we introduce a joint model of endogenous entrepreneurship and firm‐size dynamics with firing costs, unemployment benefits, entry costs, and a tax wedge between wages and labor costs. We use our model to analyze the role of these rigitidies in explaining firm dynamics and productivity patterns in the United States and France. We find that our model with all rigidities goes a long way in accounting for firm‐size differentials between the United States and France while generating similar labor productivity outcomes.
