Since the immigration legislation of 1965, marriage to American citizens and resident aliens has been one of the primary paths for migration to the United States. Despite the rapid growth of the Asian American population over the course of the late twentieth century, Asian Americans had still reached only 3 per cent of all Americans by 2000, meaning that Asian marriage migration to the United States has been largely through marriage to non‐Asians. In this study, we look at exogamy among Vietnamese Americans using U. S. Census data (1980, 1990, and 2000) from 5 per cent PUMS sets made available through the IPUMS project. We ask: (1) What are the predictors of exogamy among Vietnamese Americans? (2) How do the rates of exogamy of Vietnamese American women compare to those of Vietnamese American men? (3) How have the predictors of exogamy and the apparent characteristics of the exogamously married changed over the decades of refugee movement from Vietnam to North America? We review data from the years 1980, 1990, and 2000. In the assimilationist view of immigration associated with the classic work of Milton M. Gordon, exogamy is the final stage of immigrant incorporation into a host country. Migration through marriage, which has become a major source of immigration to the United States since the Immigration Act of 1965, reverses this assimilationist pattern, placing marriage before immigration and incorporation, or at the earliest stages of immigration and incorporation. Our findings are relevant to understanding the specific Vietnamese experience in the United States. They highlight the continuing but declining importance of the Vietnam War in creating close connections between Vietnamese and other people in the United States, even after the war had ended. The findings also suggest how these connections changed as a result of Vietnamese mass migration to America.  相似文献

Despite the passage of the Immigration and Control Act of 1986 (IRCA) the United States Border Patrol arrested about 1 million illegal aliens crossing the border in 1990. This phenomenon suggests that the IRCA has failed to control illegal immigration to the United States. Structural analysis of its implementation by the Immigration and Naturalization Service (INS) was analyzed. Under an agreement with the INS to process illegal workers, community-based organizations in Arizona and New York became certified Qualified Designated Entities (QDEs). In 1988 the INS carried out a study to measure the impact of IRCA and solicited data from 9 QDEs. Data were obtained from 308 illegal aliens who failed to apply for amnesty and another 286 temporary legal residents. In the New York study information was collected from the QDEs between 1987 and 1989, and also in the summer of 1989 a group of 171 amnesty applicants were surveyed. All QDEs stated that implementation was hampered by excessive documentation, lack of strong family unification provisions, the financial cost of seeking legalization, and a fear of the INS. The Arizona and New York studies indicated that excessive documentation, fear of the INS (46% in New York), and fear of family separation (47% in New York) were the major factors why the targeted people did not come forward. Instead of seeking a proper balance between the written words of IRCA and the intent of Congress, INS developed guidelines that ignored the relevant facts presented by respected QDEs and Latino groups. In reality, INS sought to prevent illegal entry through amnesty offices throughout the United States. The eligibility requirements issued by the INS for amnesty served to limit and constrain participation in that program.  相似文献

Recent patterns of Hispanic immigration to the United States are examined using data from the U.S. Immigration and Naturalization Service. "From 1960 to 1978 Hispanic immigration increased significantly, reflecting the general acceleration in total immigration to the United States. Demographic trends reveal that Hispanic immigrants are increasingly working-age women. Their occupation composition is primarily blue collar, with operatives emerging as the predominant job category during the 1970s." The authors note that these immigrants settle primarily in a small number of urban centers of Hispanic population and culture in the United States, and thus the effects of immigration will be concentrated on the low-skill segment of particular urban labor markets that already contain large numbers of Hispanic workers.  相似文献

"The 1986 Immigration Reform and Control Act (IRCA) created two one-time only legalization programs affecting nearly 3 million undocumented immigrants. Legalization has produced important changes among immigrants and in immigration policy. These changes include new patterns of immigrant social and economic adaptation to the United States and new immigrant flows through family ties to IRCA-legalized aliens.... This article combines data from a longitudinal survey of the IRCA-legalized population with qualitative field data on current immigration issues from key informants in eight high-immigration metropolitan areas. "This article examines a unique data set randomly collected from Latinas (including 160 undocumented immigrants) and non-Hispanic white women in Orange County, California, including undocumented and documented Latina immigrants, Latina citizens, and non-Hispanic white women. Our survey suggests that undocumented Latinas are younger than documented Latinas, and immigrant Latinas are generally younger than U.S.-citizen Latinas and Anglo women. Undocumented and documented Latinas work in menial service sector jobs, often in domestic services. Most do not have job-related benefits such as medical insurance.... Despite their immigration status, undocumented Latina immigrants often viewed themselves as part of a community in the United States, which significantly influenced their intentions to stay in the United States. Contrary to much of the recent public policy debate over immigration, we did not find that social services influenced Latina immigrants' intentions to stay in the United States."  相似文献

For decades, U.S. immigration policy debates have centered on creating a merit-based system limiting entry to high-skilled immigrants. Yet the emphasis on merit-based immigration ignores the fact that high-skilled immigrants already enter the United States in merit-based immigration assume high-skilled immigrants benefit the U.S. economy because they are better able than low-skilled immigrants to translate skills into economic success. Using Sub-Saharan (Black) African immigrants' labor and housing market outcomes, I show that meritocracy only partially explains U.S. labor and housing outcomes, leaving a merit-based system unlikely to address America's economic needs. The majority of immigrants to the U.S. are non-White, and racial discrimination in the labor market results in occupational and wage disadvantages in the U.S. Due to the public charge rule, high skilled immigrants may be less likely to get their visas renewed or green card applications approved because of these labor market disadvantages. Without stable visa status, high-skilled immigrants will be less likely to make long-term economic investments in the United States—an important way of contributing to the U.S. economy. Together, research indicates that U.S. immigration reform will not work without first enacting policy addressing racial disparities in economic systems.  相似文献

This article compares 2 different methods for estimating the number of undocumented Mexican adults in Los Angeles County. The 1st method, the survey-based method, uses a combination of 1980 census data and the results of a survey conducted in Los Angeles County in 1980 and 1981. A sample was selected from babies born in Los Angeles County who had a mother or father of Mexican origin. The survey included questions about the legal status of the baby's parents and certain other relatives. The resulting estimates of undocumented Mexican immigrants are for males aged 18-44 and females aged 18-39. The 2nd method, the residual method, involves comparison of census figures for aliens counted with estimates of legally-resident aliens developed principally with data from the Immigration and Naturalization Service (INS). For this study, estimates by age, sex, and period of entry were produced for persons born in Mexico and living in Los Angeles County. The results of this research indicate that it is possible to measure undocumented immigration with different techniques, yet obtain results that are similar. Both techniques presented here are limited in that they represent estimates of undocumented aliens based on the 1980 census. The number of additional undocumented aliens not counted remains a subject of conjecture. The fact that the proportions undocumented shown in the survey (228,700) are quite similar to the residual estimates (317,800) suggests that the number of undocumented aliens not counted in the census may not be an extremely large fraction of the undocumented population. The survey-based estimates have some significant advantages over the residual estimates. The survey provides tabulations of the undocumented population by characteristics other than the limited demographic information provided by the residual technique. On the other hand, the survey-based estimates require that a survey be conducted and, if national or regional estimates are called for, they may require a number of surveys. The residual technique, however, also requires a data source other than the census. However, the INS discontinued the annual registration of aliens after 1981. Thus, estimates of undocumented aliens based on the residual technique will probably not be possible for subnational areas using the 1990 census unless the registration program is reinstituted. Perhaps the best information on the undocumented population in the 1990 census will come from an improved version of the survey-based technique described here applied in selected local areas.  相似文献

Much concern has been expressed regarding the potential burden on the states to provide health, education, social and mental health services to refugees, immigrants, and newly legalized aliens. Management of social services for refugees and immigrants is an area which has not received much attention in the social work literature. Within the framework of two components of the current immigration policy, this article will examine funding, staffing, service delivery, and information system needs as critical management issues in the resettlement of refugees and in the delivery of social services to eligible legalized aliens in the United States.  相似文献

Using Public Use Microdata Samples, we analyze the temporal marriage patterns of recent Mexican immigrants in the United States, and relate these patterns to socioeconomic and political events, such as U.S. immigration reform, increasing returns to skill, and rising incentives for unattached Mexicans to migrate during the 1980s. Our findings indicate that recent Mexican immigrants (particularly men) were less likely to be married within five years of migrating in 1990 than their counterparts had been in 1980. An empirical extension further suggests that the relative endogamy odds among Mexican immigrants who migrated to the United States by 1980 increased during the next decade. Such demographic changes may affect policies involving issues such as education, welfare and retirement.  相似文献

U.S. policy towards immigrants since 1798 serves as a clear window through which to view both change and continuity in official resistance to the growth of a multicultural nation. Traditions of nativism, racism, and xenophobia are clearly documented in the history of immigration policy. So also are efforts to supplant these virulent traditions with greater receptivity to demographic diversity. Two centuries of federal policies on immigration, together with case records of social work agencies that served immigrants, constitute excellent texts from which to teach social work students about the historical ambivalence of the people of the United States and their government towards welcoming "others."  相似文献

"Some controversy has surrounded the extent to which employment in maquiladoras (assembly plants located along the Mexican border) has stimulated undocumented immigration to the United States. This study uses monthly data of maquiladora employment and INS [Immigration and Naturalization Service] apprehensions in a 'push-pull' migration framework to study the association between these two variables during the April 1978 to January 1982 period. The findings suggest that there is a significantly negative relationship between the one month lag of maquiladora employment and INS apprehensions. Employment growth in the maquiladora sector tends to be followed by a reduction of apprehensions one month later. The study also finds that male and female apprehensions appear to respond to relatively similar economic factors."  相似文献

Migration data can be divided into two broad types: “stock” or census and survey data and “flow” or administrative data. Both stock and flow data are valuable resources for analyzing the migration process. In the statistical system of the United States, the U.S. Census Bureau is the primary source for census and survey data on the foreign born. The Department of Homeland Security and the U.S. State Department provide several different administrative sources for studying immigration. The goal of this study is to review the best sources of government data available for analyzing (1) the size, distribution, and characteristics of the foreign‐born population and their households and (2) the level of immigration into the United States, and the distribution and characteristics of immigrants by status.  相似文献

In analyzing Filipino migration to the United States since 1965, the authors identify two distinct chains of immigrants. One derives from the Filipinos who entered the country prior to 1965; the other comes from the flow of highly trained professionals who immigrated during the late 1960s and early 1970s. "To establish the historical basis for the two patterns of immigration that unfolded in the post-1965 period, the article begins with a brief examination of Filipino immigration to the United States. An analysis of the modes of entry used in both chains follows this overview. The study concludes with a discussion of the degree of convergence in these two chains and the consequences of each for contemporary Filipino-American community development." In the United States, the rise in ethnic diversity due to immigration in recent decades has been most visible in new “gateway” cities and towns, such as the Baltimore–Washington, D.C. corridor, now the fourth‐largest gateway for new immigration. Among the more grave issues that immigrant women face in these gateways and elsewhere is the experience of intimate partner violence. This article reports on a study using qualitative methods to document the problem, approaches, and challenges in the rapidly diversifying city of Baltimore, Maryland. We report on individual and focus‐group interviews with professionals in 10 agencies who work directly with the Baltimore populations. Drawing on intersectionality theory, we propose a conceptual framework that disaggregates the location of “immigration” into four components: contexts of exit, contexts of reception, racial and class hierarchies, and culture. The study's results problematize cultural essentialist models and raise questions about current U.S. legal systems regarding immigration.  相似文献

We investigate the relative wealth position of immigrant households residing in Australia, Germany, and the United States. In Germany and the United States, wealth differentials stem from differences in the educational attainment and demographic characteristics of the native and immigrant populations, rather than income differentials. In contrast, the small nativity wealth gap in Australia exists because immigrants to Australia do not translate their relative educational and demographic advantage into a wealth advantage. Overall, we find substantial disparity in the economic well‐being of immigrant and native families which is largely consistent with domestic labor markets and immigration policies. "Evidence on labor immigration and capital inflows to three high labor-immigration economies (Australia, Canada, the United States) is examined over periods ranging from 1820-1870 through to 1991. Data show a close association between capital flows and immigration, although causality implications are ambiguous. For the United States, the relation between factor flows is more complex than for the other countries, but flows to the United States have influenced those to smaller economies. All three nations have been subjected to common immigrant push factors through to 1930-1950 but, since World War II, linkages between factor flows have altered. Post-World War II U.S. immigration restrictions have become more important as a global determinant of labor flows, with factor flow policymaking becoming increasingly internationally interdependent."  相似文献

Analysis of recently collected data in Toronto, Ontario and in a medium-size U.S. community facilitated the examination of the adaptation and adjustment experiences of a new group of immigrants to North America. This article begins with a discussion of the origins of this recent immigrant group and its rapid expansion. Next, it focuses on the labor force activities of Brazilian immigrants and compares and contrasts their experiences in the United States and Canada. A final section examines social adaptation in North America by exploring linguistic and cultural dimensions. "This article examines how data on INS [Immigration and Naturalization Service] border apprehensions are related to the flow of undocumented migrants crossing the southern U.S. border. Its centerpiece is a demographic model of the process of unauthorized migration across the Mexico-U.S. frontier. This model is both a conceptual framework that allows us to see theoretical linkages between apprehensions and illegal migrant flows, and a methodological device that yields estimates of the gross number of undocumented migrants. One implication of the model is that, for the first time, the relation between apprehensions and illegal flows can be examined empirically. We show that the ratio in each period between apprehensions and the undocumented flow is simply the odds of being located and arrested on any given attempt to enter the United States clandestinely."  相似文献

"This paper compares characteristics of recent immigrant arrivals in the United States using two measures from the decennial U.S. census: the came-to-stay question and the migration question.... Among recent arrivals, defined as those who reported they came to stay in the quinquennium preceding the census, a large number were resident in the United States five years before the census date. Furthermore, the proportion of recent arrivals present in the United States five years before the census increased between 1975-1980 and 1985-1990.... Generally, in both the 1975-1980 and 1985-1990 cohorts, those resident in the United States five years before the census have significantly less schooling and lower incomes than those who were abroad."  相似文献
