This article analyses the development of integration policies concerning third country nationals at the level of the European Union (EU). Starting with the discovery of recent policy developments at the European level, including new European directives mainly granting social rights to non‐EU citizens, the paper proceeds to examine the reasons that enabled this shift from the national to the European level of decision making. It concludes that integration policies have been created as a new EU policy field amidst the also fairly new policy field of immigration policies. In light of the theoretical concept of “organisational fields,” the interests and motives of the main actors involved in the emergence of this policy field are analysed. The research combines neo‐functionalist and intergovernmentalist assumptions, and it results in the following conclusions: First, a European integration policy could only be established within the emerging field of immigration policies, which laid the groundwork for member state collaborations in this highly sensitive policy area. Secondly, the European Parliament, the Council of Europe, several non‐governmental organisations and most notably the European Commission played an important role in promoting integration policies at the European level. Their engagement is interpreted as a necessary but not as a sufficient condition for the establishment of this policy field. Thirdly, these actors tried to strengthen the status of integration policies by emphasising the linkage between successful integration policies and economic and social cohesion. This semantic strategy, among other discussed reasons, facilitated the member states’ decision at the European summit in Tampere 1999 that all third country nationals shall be granted comparable rights to EU citizens.  相似文献

Civic integration policies have become common in many European states and require that immigrants commit to integrating into the host society. This article draws on a study with young people in Swiss schools and investigates how these new political debates around civic integration find resonance in everyday narratives about immigration. The boundary approach is used as a framework to study the daily (re)production of the ‘Swiss–foreigner divide’. It reveals that assimilation into ‘Swiss culture’ (e.g. speak the local language and conform to social norms) remains a criterion defining who can become a legitimate member of Swiss society. Nonetheless, integration deficits are often perceived as the rule and transformed into a stigma so that ‘foreigners’ are frequently not recognised as legitimate members of society. This study indicates how the Swiss youth in this study legitimise and (re)produce exclusion and how this exclusion is embedded within past and current Swiss immigration policies.  相似文献

This article focuses on gendered discourses in integration policy and the problems immigrants pose in the reproduction of inequalities in a number of European countries. There has been little consideration of how gender categories operate in relation to broader political discourses around the construction of ‘us’ and ‘them’ and the constitution of national social and political communities and identities. Yet gender issues have become significant in the backlash against multiculturalism and gender and sexual relations have moved to the centre of debates about the necessity to enforce integration, if not assimilation. The first section outlines recent developments in the immigration‐integration nexus in different European states. The second section draws out some of the reasons for the focus on family migration and spouses who are seen as the main importers of the ‘backward’ practices and with ‘doubtful’ parenting practices for future generations of citizens. The third section tackles the shift of current debates about integration of migrant women from the periphery, where they were largely invisible or mere appendages of men, to the centre, where they have acquired in the process a heightened, though not necessarily positive, visibility. Too often, representations of migrant women are based on a homogenised image of uneducated and backward migrants as victims of patriarchal cultures, legitimizing in this way the use of immigration controls to reduce the numbers entering and to tackle broader social issues, as has clearly been the case with forced marriages. Furthermore, the more discourses focus on Muslim women and Islam as inimical to European societies, the more the debate becomes culturalised and marginalises the socio‐economic dimension of integration and the structural inequalities migrants face. Thus pre‐entry tests may have less to do with integration than with a desire to reduce the flow of marriage migrants or to raise their human capital.  相似文献

International migration is a vast, complex, and heterogeneous field of study. It requires not only knowledge about dynamic processes in the past and at present and in various regions of the world, but also interdisciplinary cooperation, not least in order to achieve a good theoretical development. Theories about international migration tend to be built on particular periods or regions. The test of these theories comes through comparative research. A comparison of North American and European immigration and immigration policy could examine 1) whether immigration is permanent or temporary, 2) the desire of Europeans for short-term immigration to allow the integration of the large numbers of immigrants from the recent past, 3) the differential development of welfare states, 4) the likely long-term outcome of large waves of immigration, and 5) the legal status of aliens.  相似文献

This article contributes to the study of policies for the integration of immigrants into the labour markets of European immigration countries by focusing on the specific issue of vocational training for immigrant workers in Italy. Vocational training has a central role in the European employment strategy. Moreover, with regard to migrants, it is also relevant to the topical issue of the governance of international labour migration. The article analyses both the demand and the supply of vocational training in north‐east Italy, generally regarded as the rich and industrialised heart of the country. It draws on 30 interviews conducted with key informants and experts from local and regional governmental bodies, trade unions, employment offices, and private educational agencies in the main towns of the Veneto region. Various types of vocational training for immigrant workers are considered, from traditional full‐time courses financed by the European Social Fund to new projects for the selection and pre‐training of immigrants in their countries of origin. The extent to which these policy tools are able to meet the actual needs of immigrant workers and of the local business sector is investigated, as well as their problematic interaction with the national regulatory framework for immigration control.  相似文献

This paper attempts to supply information on what motivated some 7000 Jewish divorcees to leave their countries of origin in the last decade and settle in Israel. The study also examines the differences in social integration of immigrant divorcees who came to Israel from different political systems--authoritarian or democratic regimes. Finally, the study examines the extent to which immigrant divorcees, who generally arrive in Israel with children, are to be considered as a "high risk" social group requiring special attention and particular aid. Of the 287,487 immigrants aged 15 years and over who arrived in Israel between 1970-1980, 53.7% were women (sex ratio: 860 males per 1000 females), and 3.6% were divorced. The findings indicate that there are significant differences between divorcees from Anglophone and Eastern European countries in their motivation for immigrating to Israel. The former decide to immigrate primarily for individual reasons--generally after divorce--expecting that immigration will increase chances of remarriage. In contrast, those who came from Eastern Europe are motivated by political, economic, and ideological reasons; the issue of immigration often sparks the divorce crisis. Divorcees from Anglophone countries are less socially isolated, more likely to meet veteran Israelis, and more satisfied with their life in Israel. Eastern European divorcees usually restrict their social contact to encounters with other immigrants from their country of origin, are less satisfied with their life in Israel, and feel themselves more isolated and frustrated. Despite the difficulties encountered by this group, it was found that there are no marked differences between divorcees and married immigrant women in social integration. In Israel, immigrant divorcees cannot be considered as a "high risk" social group.  相似文献

International migration in the Adriatic countries of Albania, Greece, Italy, San Marino, and Yugoslavia is briefly examined using data from official and other published sources. In this article, we analyse immigrant integration against the background of German society’s social cohesion. First, we examine the integration process and policies with regard to the integration of first-generation labour migrants into the German ‘national society’ since the 1960s. Even though these ‘guest workers’ were confronted to ethnic and political exclusion owing to the so-called German integration model, they experienced socio-economic integration and, at the local level, some form of political participation. Secondly, we analyse the policies and the integration process of immigrant youth, specifically those of Turkish descent, into contemporary German society, the social cohesion of which is impeded by social exclusion and urban segregation. Our hypothesis is that – in spite of a long-standing refusal to recognise itself as an immigration country – Germany has to some extent incorporated its migrants and achieved an integration consensus, while paradoxically, national integration models in several other Western European countries are currently going through a deep crisis.  相似文献

"This article addresses the way in which the Province of Quebec has obtained increasing power in the area of immigration.... Data from interviews with key members of [the Ministry of Immigration] and from selected documents are drawn on to illustrate Quebec's cultural politics. The Quebec position on the question of immigration as it has evolved in the context of immigration policies defined by the federal government in Ottawa is examined.... In particular, the present article considers how attempts to construct a cultural identity and a nation-state in Quebec have had important consequences for immigration policy and for attitudes and policies concerning Quebec's cultural minorities. Trends in the relationship between age at immigration and educational attainment are examined using age- and sex-specific data for Canada, 1881-1973. "Although initial analyses of data, collected for the [1973] Canadian Mobility Study, reveal a weak relationship between age at immigration and educational attainment, inclusion of a measure of periodicity in educational attainment models reveals age at immigration to have an effect comparable to that of family size on educational attainment. Given the strong periodicity effect, when age at immigration is excluded from the analysis, it is argued that the status attainment model, which best accounts for the educational attainment of native-born Canadians, also accounts best for the educational attainment of the foreign-born."  相似文献

This study compares the US and Canada on the gap in earnings between Chinese immigrants and native‐born whites. Canada and the US are arguably more alike than most possible country pairings, yet they differ in significant ways in their approaches to immigration and integration. The primary difference between Canada and the US regarding immigration policy is that Canada selects a larger proportion of economic immigrants – that is, those admitted based on their ability to contribute to the economy – than the US's focus on family reunification. Canadian immigration and multicultural integration policy does not appear to improve Chinese immigrant earnings in the way that might be predicted from Canada's skilled‐based immigrant selection policy and welcoming social context. In spite of a more laissez‐faire approach to immigrant integration and a less skill‐selective immigration policy, we show that Chinese immigrants are earning relatively more in the US than in Canada.  相似文献

Using microdata from the European Union Labour Force Survey (EU-LFS) and aggregate indicators of labour market institutions, this article compares the job quality of native and non-native workers across European countries and analyses the impact of the institutional settings on the job quality differential between both groups. The LFS is used to measure a job quality index for the period 2005–2017. We find that some immigrant groups fare worse than natives, the contribution of the “composition effect” to explain this differential is large, and the institutional framework affects the immigration gap in job quality. In particular, some labour market institutions (more centralized wage bargaining, stricter employment protection legislation) tend to be detrimental for immigrants relative to natives, while integration policies seem to work well in reducing these differences.  相似文献

It first reviews the operation of the [labor migration] system and describes the main schemes incorporated. Then, it uses data for 1984-88 to describe the general characteristics of labor immigration through the schemes. Finally, by means of a small random sample of applications and issues, it presents details on particular aspects of the immigration. "In Germany the discussion [of immigration] is taking place between two extreme positions, one that denies Germany is de facto an immigration country...and one that compares Germany with traditional immigration societies like the United States, Canada, or Australia. As will be demonstrated, both arguments are too simplistic.... To illustrate the importance of migration movements for Germany's national fabric, first an overview of the history of pre- and postwar migrations and refugee movements as well as their effects on the domestic situation in Germany are presented. "This article shows that an analysis of the impacts of immigration [in Western Europe] has to be divided into allocational and distributional aspects. From an allocational point of view, like free trade in goods, services and capital, migration is welfare-improving as long as marginal productivities of labor are not equalized worldwide. From a distributional point of view, however, the immigration society has to bear the effects of sharing its common public goods and its social values with the new immigrants. Free immigration will only be allowed if the allocational welfare gains exceed the distributional welfare losses. Macroeconomic determinants of immigration are analysed with pooled cross-country and time series data on net immigration to Germany from European countries during 1964-1988.
Results demonstrate clearly that both high and low frequency determinants have been important. Long run trends are determined by the degree and speed of per capita income convergence between the sending and receiving countries, while year-to-year changes in net immigration flows are dominated by cyclical economic conditions.  相似文献

A unified immigration policy is one of the prerequisites for establishing the free movement of people within the European Union (EU). This paper considers the difficulties in establishing a joint policy on the free movement of people within the EU by focusing upon changing immigration policies in Spain. By comparing Spain, a country of only recent, small-scale immigration, to Germany, a country with a longer history of non-European immigration, obstacles to developing and effectively implementing coordinated immigration policies among EU members can be elucidated. The administrative control of entry, estimates of legal and illegal immigrants in the country, and the status of bilateral relations with Morocco are examined in order to highlight the political difficulties encountered in a unified immigration policy both within Spanish society and for the EU. Spain is both a threshold to the EU and a destination. Border control may be the easiest part of implementing a joint immigration policy in the EU. It is more difficult to control settlement. In addition, high rates of unemployment may result among the native host country populations as immigrants more readily accept low-skilled, low-paying jobs.  相似文献

This conference report of the Centro de Estudios Migratorios Latinoamericanos and the Center for Migration Studies pertains to meetings held in August 1992. Summary information on migration movements in Latin America is presented by region and subject. The topic of integration in the Americas was presented by Mr. Lelio Marmora. Other topics and presenters include the new Colombian Migration Policy (Mr. Carlos Adolfo Arenas), the integration policies in Central America (Mr. Pilar Norza of Costa Rica, Raimundo Alvarado of El Salvador, and Luis Armando Gusman of Nicaragua), the Andean Pact agreements (representatives of each country), US immigration policy (Charles B. Keely), the Mexican integration with Latin America and immigration to the US (Jorge Bustamante), migration to Bolivia and Argentina and Chile, and transnationalism in the Caribbean (Professor Andre Corten). Migration policy needs to be tailored specifically to the situation in Latin America, and greater attention needs to be devoted to labor migrants' rights and working conditions. There are still fundamental differences among countries in policies regarding the free circulation of persons across borders. There is a division among those who support migration and those who are realists. National sovereignty issues are solvable because of a common national past and a relatively homogenous population. Another opinion is that Latin America is more diverse than commonly recognized. Capital is protected more in international agreements than is migrant labor. Regional integration for the US does mean immigration from Mexico. The US sees Mexican migration as a policy problem, and Mexico sees migration as a labor opportunity.  相似文献

Trends in international migration in Europe and the United States are analyzed and compared, with a focus on concern about the presence of migrants in the receiving country. Consideration is given to the acculturation of migrants in the United States, including a historical outline of that process as it occurred during the nineteenth and early twentieth centuries. "First, this article critically assesses the dominant accounts of the sequence of labor migration and family reunification and argues that it is time to reclaim the heterogeneity of women's past migratory experiences in our understanding of European patterns of post-war immigration. Second, it examines family migration, covering diverse forms of family reunification and formation which, although the dominant form of legal immigration into Europe since the 1970s, has received relatively little attention. Third, it explores the implications of the diversification of contemporary female migration in the European Union and argues for the necessity of taking account of the reality of changing patterns of employment, households and social structures to advance our understanding of European immigration."  相似文献
