The rise in migration for employment since the mid-1970s has had serious consequences for many Asian countries. This discussion examines the issues raised by the migration abroad of thousands of skilled workers and the efforts that sending countries have made in recent years to bring the effects of labor migration more closely into line with their development objectives. It also considers several problem areas requiring the attention of policymakers and authorities responsible for the administration of overseas employment policies. It is estimated that between 1976-81 annual labor migrant flows from the 8 major sending countries in Asia increased sevenfold, from a mere 146,400 to over 1 million. The Asian migrant workers tend to be young, male, married (with dependents in the sending country), and better educated than the average home population. Most of them come from rural areas and are predominantly employed in construction and labor. The most distinctive feature of these workers is their concentration in a few blue collar occupations--carpenters, masons, electricians, plumbers, lorry drivers, mechanics, and heavy equipment operators. These production and trnasport workers outnumber the professional and technical workers by anywhere from 3 to 1 (Philippines) to 17 to 1 (Pakistan and Sri Lanka). At the aggregate level labor emigration affects the sending country's economy through its impact on the labor market, on the financial market, and on the market for goods and services. It can be argued that the outflow of a significant proportion of the labor force should lead directly to a rise in labor projectivity in the sending country since capital per worker among those left behind will increase, yet it can also be argued that since migration sifts out the most skilled and experienced workers there will be an erosion of the country's human captial resources. Specific measures have been adopted in most labor sending Asian countries to protect the welfare of migrant workers, to regulate conditions of employment abroad, to restrict the outflow of scarce skills, and to secure new overseas markets for nationals. Despite the efforts of governments to ensure that workers have satisfactory contracts on going abroad, many cases of "contract substitution" have been reported. The present attitude of many governments toward private recruiters seems to reflect both an acknowledgement of their effectiveness in finding job placements overseas and a growing concern to regulate their activities. The present trend seems to be to allow private agencies easier access while exercising greater supervision over those permitted to operate. The impact of labor migration on the labor markets of sending countries has not been uniformly damaging, but most of the countries have adopted 1 kind of policy or another to reduce the outflow of scarce skills. The use of material and other incentives for retaining workers in the country has obvious advantages but is not very widespread.  相似文献

This article reports efforts made by a small group of Eastern-Southern African (ESA) subregion scholars to adopt a systematic approach to establishing a regional network Migration Network in Eastern and Southern Africa (MINESA). The approach involved: 1) holding a conference at which symptomatic types of internal and international migration would be discussed; 2) publication of the conference proceedings; and 3) establishment of MINESA as a network of policy-oriented research in the two subregions. The first stage has been accomplished, the second is nearly complete, and the third has yet to be undertaken. During the African Population Conference organized by the International Union for Scientific Study of Population in Dakar, Senegal, on 5-9 November 1988, a small group agreed on a timetable to establish MINESA. At the ESA conference, papers were presented on ESA issues; internal migration processes and mechanism; refugee movements and their implications for countries; the effects on the economies of Southern African states, of emigration to the Republic of South Africa (RSA). In a keynote address, Adepoju surveyed migration and development in Western-Central (Middle) Africa and Eastern-Southern Africa, which included colonial and post-colonial historical epochs, internal and international migration, and labor and refugee movements. A paper on Kenya by Oucho discussed the implications for rural-urban balance of internal migration based on 1969 and 1979 censuses. Rural-urban migration from the traditional economy to Nairobi and Mombasa in particular has created an unacceptable rural-urban imbalance, adversely affecting rural development. Eastern and Southern Africa has seen massive and wide spatial dispersal of refugees (victims of wars, drought, and famine). Two papers were presented on Tanzania and one on Uganda. The final set of papers addressed the effects of labor migration to the RSA on Swaziland and Lesotho.  相似文献

The author presents preliminary findings on selected aspects of the dynamics which govern emigration from and within the South Asian region comprised of Bangladesh, India, Pakistan, and Sri Lanka. The paper attempts to identify some of the major reasons for observed migration flows and how the future may be envisaged especially in view of government programs, policies, and priorities. Contract labor migration is given special attention since it has become the predominant type of migration in the region. Sections consider a possible conceptual framework; measuring emigration pressure or potential; data and data problems; the volume of emigration since 1970; South Asian migrant workers; macro-level determinants of emigration; community, family, and individual factors; and sending country policies. The consequences of emigration are discussed in terms of the impacts upon the labor force and non-economic consequences. Observations for the future conclude the paper. Analysis of the dynamics of emigration from South Asia indicate an urgent need to improve data on various forms of emigration, that relevant officials in countries of origin have a longstanding concern about the exploitation of workers in sending as well as receiving countries, and the need to better understand the linkages between various factors relevant to the emigration process. An understanding of such linkages would allow for more realistic policies and planning for future emigration.  相似文献

International education is an important channel of labor migration. Most commonly, this form of labor migration is considered as “brain drain,” represented by the retention of graduate students in science and engineering in the host labor market. This case study of contemporary Chinese student migration to Japan shows that international students have different credentials, interests, and motivations for migrating abroad, and consequently provide the host society both unskilled and skilled labor power. Moreover, Chinese students’ labor market practices as skilled labor migrants show their important roles in the economic globalization. Aside from scientific and engineering skills, Chinese students use their linguistic and cultural competencies to act as intermediaries between their host and home economies.  相似文献

This review of current knowledge about emigration dynamics from and within South Asia (Bangladesh, India, Pakistan, and Sri Lanka) opens with a brief history of the three phases of emigration from the area since the 1830s (plantation labor; postindependence to the UK, US, Canada, and Australia; and labor migration to the oil-exporting countries). The influence of the creation of Pakistan and Bangladesh is also covered as are British colonial and commonwealth policies. It is noted that migration data are incomplete and that India exhibits an ambivalence about collecting such information. The discussion then turns to emigration since 1970 and considers permanent migration from South Asia to the traditional receivers; South Asian asylum seekers in Europe; South Asian refugees, illegal migrants, migrant workers (flows and destinations), the stock of contract migrant workers (and their characteristics); returnee migrant workers; and skill levels. Analysis is provided of macro level determinants of emigrations such as gross national product (level and growth), the general demographic and social situation, labor force growth and structure, poverty and inequality, and internal and international migration. Environmental factors causing displacement in Southern Asia include floods, cyclones, river bank erosion, drought, and desertification. Global warming could displace millions of people in the region, and development projects have contributed to displacement. The remainder of the report covers political and ethnic factors, micro-factors influencing migration decision-making, the policies of sending and receiving countries, the consequences of emigration, and the potential for migration in the future.  相似文献

This article discusses the difference in positionality between Japanese lesbians and Zainichi (literally, "resident in Japan") Korean lesbians. The author first presents a narrative written by a Zainichi Korean lesbian, in which she expresses her anger toward Japanese lesbians. Setting her narrative as a starting point, the author retraces the controversial incident that occurred during the second Asian Lesbian Network (ALN) conference that was held in Japan in 1992. Through a re-reading of a series of narratives with regard to the second conference, the author demonstrates how the unequal power relations between Japanese lesbians and Zainichi Korean lesbians operate in what she calls the politics of "disregarding," where Zainichi Korean lesbians are continuously omitted from the consciousness of Japanese lesbians. doi:10.1300/ J155v10n03_05.  相似文献

Abstract: Since the late 1980s the Brazilian population in Japan has steadily increased, despite the long‐term recession in the late 1990s. In this paper we will examine the mechanism of the constant increase of Brazilians in Japan, focusing on the institutional context of their incorporation into the Japanese labor market. On the demand side, Brazilians solved an acute labor shortage in the economic boom period, but long‐term recession and casualization of the labor market made them compete with other peripheral workers such as Japanese women and the aged. Thus Brazilians have been marginalized within the secondary labor market since the late 1990s. On the supply side, recruiting agencies and labor contractors established a “just‐in‐time” labor delivery system, which enabled “flexible staffing” in a highly fluctuating labor market. As a result, demand and supply for Brazilian workers is still on the increase. Working in Japan is getting less attractive for Japanese Brazilians but is more of a viable option for them, driving further migration from Brazil to Japan.  相似文献

Abstract

Based on concerns about the common social challenges in Asia and the desire to bridge this part of the world with the established intergenerational field, the Asian MetaCentre for Population and Sustainable Development Analysis at the National University of Singapore organized the first international conference in Asia on intergenerational programming in Singapore in March 2002. This conference, entitled “Re-engaging the Generations: Intergenerational Programming in Social Services,” attracted participation from both government and non-governmental agencies in Singapore, Malaysia, Thailand, Philippines, China, Hong Kong, Vietnam, and Japan, as well as representatives from the U.S. and Sweden.

The Singapore conference is used as a “data source” by which to examine the terrain of intergenerational programs and possibilities in Asia. Highlights are drawn from the presentations conducted at the conference and from the interaction and discussions that took place among the participants. Particular attention is paid to conference participants' efforts to ascribe meaning to the concept of intergenerational programming in their respective societies. In describing the conceptions and models of inter-generational programming highlighted at the conference, this article aims to address some of the common challenges related to intergenerational program development in many Asian countries and underscore some of the distinctive aspects of programs found in this region.  相似文献

Many developed countries, welcome foreign talent, and Japan is no exception. The Japanese government has developed programmes for expanding the acceptance of foreign labour in specialized and technical fields, in order to compete with foreign nations in the global economy and accommodate the highly specialized domestic industrial structure. This paper focuses on scientists and engineers (S&E) as a component of the highly skilled labour force, and examines their incentives for migrating to Japan, which is one of the most technologically advanced countries in the world. According to a survey conducted in 2004, the majority of S&E working in Japan migrated from Asian nations, and many obtained their doctoral degrees in Japan and continued to stay in the country to work. Key incentives for migration are Japan’s high level of science and technology, opportunities to acquire cutting‐edge knowledge, and prospects for improving performance in an environment with large budgets, superior equipment and facilities, and good quality human resources. In particular, the technological environment is influential for S&E from countries with a significant technological gap when compared with Japan. However, this does not mean that S&E are indifferent to monetary rewards. The salary gap, which is considered to be a major factor in international mobility in to traditional economic theory, has also proven to be a significant incentive, particularly for S&E from countries where the gap in gross domestic product (GDP) per capita compared with Japan is large. In addition, cultural and social aspects of Japan attract mainly young S&E. The attractiveness of Japanese culture, opportunities to learn the Japanese language, and chances to build a network of personal contacts are important incentives for migration. This study presents some policy implications for countries competing over capable S&E.  相似文献

Abstract:  There have been fewer cross-national comparative works on social mobility in East Asian countries than in Western countries. The present study aims to explore the similarities and differences of intergenerational social mobility in three East Asian countries and to examine whether the Featherman–Jones–Hauser (FJH) hypothesis would fit well into the mobility tables for Japan, Korea, and China. Log-linear and log-multiplicative models are applied to the mobility tables of respondents' occupations according to the father's occupation in the three countries. The analysis of relative rates of mobility did not completely support the FJH hypothesis in a strict sense, even though it reasonably accounts for the total association of origin and destination in the three countries. My analysis demonstrates that a level of social fluidity has been higher in Korea and China than in Japan. Focusing on how relative mobility patterns differ between the three countries, intergenerational mobility in Korea is characterized by lower rates of class inheritance compared to Japan, while there seems to be a similarity between the patterns of social fluidity in Japan and Korea, even though they are to a certain extent deviant from Erikson and Goldthorpe's core model. In contrast to Korea, class inheritance rates in China are almost as large as in Japan. However, the mobility pattern between classes appears to differ substantially between the post-socialist and two capitalist countries. In particular, both downward and upward mobility between the white collar bloc and the unskilled manual position are more pervasive in China than in Japan and Korea. These results imply that sociologists interested in cross-national comparison of the social mobility between the East Asian countries should pay attention to both political institutions and the local labor market situatuion which can substantially affect social mobility.  相似文献

"This article examines recent flows of Asian professionals to the United States based on the Immigration and Naturalization Service data for the fiscal years 1988-1990. Three specific dimensions of the Asian migration stream were investigated, namely, size, composition and mode of entry. The results show that Asians emerge as a dominant group in the immigration of all professionals. An examination of mode of entry indicates an existing demand for foreign professionals of certain occupational backgrounds in the U.S. labor market.... The argument that the outflow of the highly trained Asians is simply a matter of migration and education is not fully supported by the data."  相似文献

Philippine migration policy is traced from the early 1970s to the present. The main migration trends in the 1990s are described. An assessment is made of the efficacy and appropriateness of present migration policy in light of the economic crisis. A regional approach to migration policy is necessary in order to encourage placing migration as a greater priority on national agendas and in bilateral agreements. In the Philippines, migrants are considered better paid workers, which diminishes their importance as a legislative or program priority. Santo Tomas (1998) conducted an empirical assessment of migration policies in the Philippines, but refinement is needed. Although migration is a transnational experience, there is little dialogue and cooperation among countries. Philippine migration policy defines its role as an information resource for migrants. Policy shifted from labor export to migrant management in the public and private sectors. Predeparture information program studies are recommending a multi-stage process that would involve all appropriate parties. There is talk of including migration information in the education curriculum. There are a variety of agendas, competing interests, and information resources between migration networks and officiating agencies. In a simple theoretical framework, egalitarian gender role attitudes emerge as more and more women participate in the labor market. Most advanced Western nations enjoy relatively gender-egalitarian working environments, and consequently more egalitarian gender attitudes than their East Asian counterparts. Women in East Asian societies, on the other hand, are said to support both the conditions resulting in stagnant female labor-force participation and traditional attitudes toward gender roles. In Taiwan, however, women are more economically active than in two other East Asian societies—Japan and South Korea—even though women in all three societies favor the traditional gender division of labor. Thus, in Taiwan, women experiencing inconsistencies between their active working lives and their traditional values. This study hypothesizes that this inconsistency, or the coexistence of the old and the new, is reflected in the very mind-set of women. Using comparative data from the 2006 East Asian Social Survey, we analyzed the gap between responses to questions on gender attitudes in relation to working conditions, and other general gender role attitudes. We found there were significant differences in the size of these gaps. Taiwanese women expressed more egalitarian views insofar as the questions were concerned with practical economic interests, while they retained their basic traditional attitudes towards gender roles in their homes. This gap is larger in Taiwan than in Japan or South Korea.  相似文献

This article focuses on research on international labor migration in Asia, a region marked by intense migration in the last four decades. The review covers migration research undertaken from the post-1970s to the present. The growing significance of international migration in the region has stimulated the production of evidence-based knowledge on Asian migration in Asia. This is indicated by the growing literature on migration-related questions, the development of research centers focused on migration, and the development of research networks in the region. Although migration research is thriving, future efforts should aim toward theory building and establishing the links between internal and international migration.  相似文献

This review of the dynamics of international migration in Southern Africa focuses on four aspects of labor migration: 1) while migrant workers suffer from discrimination and lack of protection, there are few alternatives for them; 2) the regulations imposed by the Chamber of Mines in South Africa favor the mining industry at the expense of the workers; 3) worker supplier states have few options for negotiating a commercialized migration policy to achieve economic benefits; and 4) foreign mine workers must unionize in order to escape perpetual subordination. The review opens with a consideration of how migrant mine workers from Botswana, Lesotho, and Swaziland have provided a source of cheap labor which has enhanced the economic prosperity of South Africa. The role of the Chamber of Mines in regulating the supply of labor and employment policy for its members is described. Attention is then turned to Lesotho where land pressure has exacerbated poverty levels. Large-scale migration has led the citizens of Lesotho to consider it a place to live or retire to, not a place to work. Labor migration from Lesotho is organized, is supported by the government, is recurrent, and remains a viable alternative despite faltering demand. The discussion of Lesotho includes a consideration of its political, economic, and demographic situation as well as of ecological factors. Briefer analyses are then provided for Botswana, Swaziland, and Mozambique. The receiving country, South Africa, is shown to be suffering a decline in economic growth which is marked by widespread unemployment. More than 250,000 Whites are prospective emigrants from South Africa. After considering the issues surrounding refugees, regional concerns created by changing economic and political scenarios, and labor strategies which could be adopted by supplier states, the report reiterates a series of recommendations which arose from two major conferences on the problem of unemployment. It is concluded that the tendency to emigrate is fostered by landlessness (Lesotho), surplus labor (Botswana and Swaziland), and political and economic underdevelopment (Mozambique). In order to redirect migrant flows, policies must address labor migration, political refugees, urban-rural dynamics, job-creation, income distribution, and democratization.  相似文献

Abstract:  The social and political environments surrounding patient-physician relationship have been changing in Japan for the last few decades. This paper aims to illustrate social and cultural factors that underlie current situations and problems of patient-physician relationship in Japan through a comparison with those in western countries, and to consider how mutual participation model of patient-physician relationship could be applied and fostered in Japan as well as other Asian cultures. Four major sociocultural factors are discussed in relation to the patient-physician relationship in Japan: (1) individualism versus collectivism; (2) low context versus high context; (3) femininity versus masculinity; and (4) Christianity versus Confucianism. Two key issues in discussing the mutual participation model of patient-physician relationship in Japan have emerged; the family and the communication style. The patient autonomy in Japan should be considered within the context of the triadic relationship of patient, family, and physician. Also, since the communication style might differ between Japan and western countries, communication training programs and interventions for medical professionals as well as for patients should be tailored in a culturally appropriate way in order to improve the communication in medical encounters and to achieve the mutual participation. Beyond mere advocacy of the patient autonomy, the mutual participation model of patient-physician relationship should be pursued within our social and cultural context to be truly fruitful for patients and physicians in Japan.  相似文献

In this study, we compared the association of marital satisfaction with the division of household labor in China, Japan, and Korea. Results revealed that wives’ marital satisfaction was negatively associated with their burden of housework in the three Asian countries, as generally observed in Western countries. However, there were noticeable cross-country differences. Chinese couples were relatively in favor of an egalitarian division of household labor. Japanese couples were supportive of traditional specialization, with wives flexibly shifting their efforts between work outside the house and housework. Korean couples were under pressure from conflicts between the wife’s labor force participation and the traditional division of labor. These findings underscored the importance of the socio-institutional context in the study of marital satisfaction.  相似文献

In 1716, 3 prominent families of the original Kuwaitis agreed that 1 family would control finance and commerce, another seafaring activities, and the 3rd the government. This continued allegiance has been instrumental in shaping migration policy in Kuwait. Migration to Kuwait began in the 1930s-1940s to meet labor needs of the oil industry and the social infrastructure. This began a steady increase, with several setbacks in the early 1970s, of the migrant population. Between (1959-1964), Kuwait had to determine how it would exist and operate as an independent state. The new state established migration policy based on a need for national identity and on weighing the interests of 4 political groups: the ruling family; the wealthy merchants; the Arab Nationalist Movement; and Kuwaiti Nationalists. 3 migration laws emerged which satisfied the 4 groups and in some form continued into the 1980s. These laws basically allowed the continuation of free immigration of labor with the government controlling entry, movement, rights, and employment of the migrants while stressing neutrality and reciprocity with other states, especially Arab states. 1 law greatly limited the number of citizenships to nonKuwaitis and guaranteed economic control and major share of profits to Kuwaitis. Between 1965-1984, many changes to migration policy occurred for political, demographic, and economic reasons. 1 such change was an amendment restricting naturalization to Muslims, thereby not allowing naturalization of the growing Asian migration population, to preserve their cultural authenticity. By 1984, following 1 rebalance of the distribution of Kuwaitis and nonKuwaitis, economic declines, and security threats, migration policy shifted back to population balance. Kuwaiti history shows, however, that experimenting with migration policy and population balance cannot establish internal political and social cohesion.
