This study documents the recent development and expansion of temporary inter-regional labor migration in central-west Brazil. Several explanations for the expansion of this movement are investigated, including the financial crises that have affected Brazil's recent social and economic development. Temporary and permanent movement typologies are also examined in an attempt to discern why this region is now characterized by temporary rather than permanent moves. I suggest that permanent moves occurred primarily as a response to structural changes, while temporary movement resulted at least partially because of the country' recent economic crises. Examination of the consequences of this movement (for example, remittance usage) indicates that this temporary migration is more of a survival plan than a mobility strategy.  相似文献

Abstract During the early decades of the 20th century in the American Midwest young farming families achieved social mobility by moving up an ‘agricultural ladder’ through a series of rungs, from unpaid family work, to wage labor, to tenant farming, to a mortgaged farm, and, finally, to full ownership of a farm. In this paper we use the concept of an agricultural ladder to understand processes of social mobility in a Third World setting. A case study of a small rural community in the Ecuadorian Amazon reveals that while the young think in terms of an agricultural ladder, they see temporary labor migration to distant places, rather than local wage labor, as the only way that they can amass the capital necessary to purchase land and reach the top rung on the ladder.  相似文献

This paper assesses the effect of migration or family structures in sub-Saharan Africa, especially the effect of emigration on the reproduction, production, and social stability of the family in areas of origin in the predominantly agrarian communities of East and Southern Africa. Migration in precolonial Africa usually occurred for 1 of the following reasons: 1) the search by communities for new habitats and opportunities; 2) as a community response to droughts, floods, environmental degradation, and similar disasters; and 3) as a result of internecine wars, civil strife, and general hostilities. Thus, because of the collective nature of early migrations, the family unit maintained a much greater degree of social cohesion. The effects of the rise of the modern state in Africa on migration include 1) spatial limits of collective migration were frozen, 2) the colonial boundaries did not always correspond to cultural divisions, 3) both migration within colonial boundaries and individual migration became dominant, and 4) cyclical migration began. The end of colonialism resulted in 1) difficulties in creating strong and internally coherent nation states because of the uncertainty of national borders and 2) more cyclical migrants. The effects of migration on reproduction in the family during the colonial period include 17 extremely low fertility rates, 2) widespread domestic instability, and 3) exacerbation of moral decadence. Contemporary patterns of emigration have been far less disruptive, due in part to increased personal mobility and migration of the complete reproductive unit. The effects of migration on production include 1) depletion of labor for production; 2) women had to assume production functions, together with all their other responsibilities; and 3) very little cash or goods were available for remittance to areas of origin. Production and productivity among rural African families will continue to suffer as long as plantations, mines, and urban centers entice the younger, more productive labor way. Migration can affect the social structure 1) by undermining basic social institutions including the family; or 2) by strengthening social solidarity especially if it occurs in the land frontier of the migrant's original society. Africa's migration policy should 1) allow for greater mobility within and across boundaries and 2) initiate policies and programs to achieve a more balanced settlement pattern, especially in rural Africa.  相似文献

"China's urbanization policies include strict control of permanent migration to large cities, but encourage the growth of small cities and towns. Concurrently, temporary migration is widely permitted as a way to stimulate commerce. Data for Zhejiang province indicate that permanent mobility is largely directed toward urban places, that towns gain more than cities and that rural areas experience migration losses. Permanent migrants to urban places are selective of the better educated. Temporary migration is also urban directed but greater in volume than permanent migration, and places considerable strain on urban infrastructure. Government policies are a key to understanding the migration streams and migrant characteristics. The considerable net movement into cities suggests that strict control of city growth is more difficult to achieve than envisaged by policymakers." The social phenomenon of massive temporary international labor migration from the ESCAP region has emerged extremely rapidly. Within 10 years, the number of persons from ESCAP countries grew from a negligible one to 3.5 million. Related research and government policies have lagged behind this latest surge in migration. Most research conducted has been small-scale and lacks an analytical or theoretical framework. Policy formulation for temporary labor migration is difficult because most of the rapid growth in the industry has occurred as a result of private efforts, with a minimum of government intervention. It is now difficult, for the government to provide effective regulations or measures to stimulate and assist the process. Regulations on compulsory remittances or overseas minimum wages have proved to be unrealistic and, if not rescinded, are routinely circumvented. The most effective policies to assist return migrants may not be those which are intended to do so, but those which control the earlier stages of the migration process, such as recruitment, working conditions, and banking arrangements. The most valuable policies may also include those affecting education, training, employment, and general socioeconomic growth. Governments are recommended to provide social services for migrants and their families who are experiencing problems, and to institute community programs in areas with a large number of labor migrants. Governmental efforts to promote forms of labor migration beneficial to the workers would be valuable and should include measures to identify overseas labor markets for employing its nationals, government ot government labor contracts, and government participation in joint-venture projects. International migration should be analyzed in the context of theories and social change in order for governments to formulate effective measures for the reintegration of returning workers. Labor migration on the current scale has many social implications for the sending countries; relationships between employers and employees, the government and private sectors, and white and blue collar workers are affected. Social change and technological innovation will become more rapid, women's status and family roles will change markedly, and behavior is likely to become less conformist and more individualistic.  相似文献

Data from a 1998 migration survey in Hubei province are used to examine gender differences in the determinants of temporary labor migration from a multi-level perspective. The authors find that community level factors play a key role in temporary labor migration; models omitting community level variables are poor in predicting temporary labor migration. Significant gender differences exist in determinants of temporary labor migration. For men, temporary labor migration is mainly a response to community level factors; individual or household characteristics have little predictive power. For women, by contrast, temporary labor migration is predominantly determined by individual characteristics; community level factors are not as important.  相似文献

We quantify the home country effects of different types of temporary and permanent migration patterns using a global integrated model for three developing countries. Our results suggest that migration (whether permanent or temporary) is beneficial for income as well as for poverty reduction in the home countries as it raises remittances, labor productivity, trade, and foreign direct investment and it provides incentives for human capital accumulation. These channels offset the negative impact of “brain drain.” In the simulations, temporary migration programs yield better outcomes than permanent migration due to the productivity gains induced in the home countries by returning migrants.  相似文献

The city of Abidjan in the Ivory Coast has grown physically, economically, and demographically at rates exceeding all reasonable expectation. Yet, as in many other development nations, the employment generated by Abidjan's rapid economic expansion has failed to keep pace with the increase in working population it has attracted. Consequently, economic success has been accompanied by a variety of social strains. Some of these have been discussed in earlier issues of the "International Labour Review" by Louis Roussel. This discussion expands on Roussel's earlier treatment by focusing more specifically on several facets of the urban employment problem created by the rapid growth of Abidjan. Attention is directed to labor supply and employment, factors affecting migration, foreign Africans in the Ivory Coast labor force; the urban informal sector; urban infrastructure and development; social problems of population pressure; employment policy options (current government policies and other policy options); and general issues and policy alternatives (motivations for rural urban migration, smaller urban centers as alternative growth poles, and distributing the gains from development). Several essential features of the employment problem stem from the rural urban distribution of the workforce. The rural labor force, including temporary seasonal workers from the savannah countries to the north, remains more or less in balance with increasing rural employment opportunities, since the migration of Ivory Coast nationals to the cities is balanced by the inflow of foreign workers. In contrast, the influx of migrants into urban areas has led to a more rapid increase in the urban labor force than in urban employment, with a consequent rise in unemployment. In 1970 the Abidjan rate of open unemployment was probably around 20%. At this time, most people's idea of a desirable job is one in the formal sector of the urban economy. If there is to be any hope of an eventual balance between expectations and reality, it must be realized that an increasing share of the urban labor force will have to end up in the informal sector. Different attitudes towards work in the informal sector are needed on the part of both young people entering the labor force and of government policy makers. The latter should be seeking ways to increase productivity and incomes in the informal sector rather than for ways to destroy it. Current government policies include the training and educating of nationals to replace foreign technicians and managers, increasing the attractiveness of the rural milieu by the promotion of cooperatives, attempts to reform the land tenure system, the supply of electricity to villages, and the introduction of educational television; and adapting the educational system and technical training programs to the needs of the economy.  相似文献

Many men and women in China are migrating in search of better economic opportunities. Young women who migrate to urban centers in search of opportunity may stay away from their home villages for several years. At some point, however, they are likely to return home. This article considers the effect which such circular migration is having upon gender relations in China. The author's argument is presented in sections on China's 1990 census, migration and the sexual division of labor, migration and child care, the influence of returning migrants, the influence of young female returnees, and the fertility of returnees. She speculates that the demands and expectations of young women who return to their villages after spending some time earning high wages in urban areas will be affected by urban norms. While their return may lead to initial conflict, it is likely that the women will retain greater personal autonomy from their urban experience. Their return is also likely to lead to a higher degree of material consumption in the rural areas. Present circular migration in China has the potential to return human and financial resources to the villages, thereby helping to prevent the urban-rural gap between economic, social, cultural, and educational factors from growing even wider.  相似文献

While the population of Ghana is expected to double in 25 years at the current rate of increase (approximately 2.5% per annum), the population of urban centers is increasing even faster. The 1970 census shows the urban population growing by 4.8% per annum. This is mainly the result of rural to urban migration and, to a smaller extent, the increase in the number of urban centers from 39 in 1948 to 98 in 1960 to 135 in 1970. In the 1970 census only 57.1% of the population were enumerated in their locality of birth and only 20.9% in a locality other than their place of birth but in the same region. 4.1% were born outside Ghana, mostly in another West African country. 1 striking difference between urban and rural areas is the differing sex ratio of the working population. In rural areas there are 91.0 males aged 15-64 years for every 100 females while in urban areas there are 107.1. Most migration in Africa is for employment and those most likely to migrate are working-age males. Because secondary schools are scarce in rural areas, urban dwellers generally have a higher education level. There are no significant differences between overall labor force participation rates for females. The nationwide participation rate was 38.9% for both males and females (males 43.8%, females 34.1%); in urban areas the total was 40.0% (males 46.3%, females 33.7%) and in rural areas 38.5% (males 42.7%, females 34.3%). Ghanaian women have traditionally occupied a prominent place in the labor force. The theory that urban migration is due to urban-rural income disparities is not confirmed by figures. Considering the high amount of unemployment in urban areas, a rural dweller can average as much as a city dweller. In fact, poorly educated migrants are the ones most affected by urban unemployment. A recent study by Kodwo Ewusi considered the impact of many variables on migration; he found depressed social conditions at the place of origin are more compelling motivations than economic factors but that once people decide to migrate, they base their choice of destination primarily on economic opportunities available at that end. Distance bears little relationship to choice of destination. To stem this tide efforts need to be made to increase rural income, provide employment opportunities for those displaced as agriculture becomes more efficient, and to provide for greater amenities in rural areas. Urban unemployment is an ever-increasing problem, accentuated by population growth and migration. Intensive rural development is needed to reverse this trend.  相似文献

The rapid economic growth after economic reform, known in Viet Nam as “Doi Moi”, and the growing scope of urban migration raise specific questions for social policy, including migration and health policies. This paper compares issues of health status and its determinants as they affect temporary urban migrants versus permanent urban migrants and non‐migrants. The analyses utilize multivariate logistic regression and data from the 1997 Vietnam Migration and Health Survey. The results show that temporary migrants staying in guest houses are most vulnerable to health problems. Though most of them are initially healthier, their reported health deteriorates faster than other groups of urban residents. The findings also present important implications for the current migration and health policies in Vietnam: 1) A special attention should be given to temporary migrants in guest houses; 2) Different priorities in health policy should be applied to different groups of migrants and non‐migrants; 3) The current population management policy by registration system needs to be reviewed; 4) Providing clean water is one of the most important ways to improve health of temporary migrants; 5) Targeting educational investments and reducing unemployment would likely to improve overall health; 6) A higher priority on health policies targeting women would likely pay dividends, and; 7) Improving management and collaboration between government offices and interested partners is important to improving health status and reducing inequity.  相似文献

During 1965-79, urban growth rates accelerated and continued after Zimbabwe's independence in 1980. For 1960-80, the estimated urban growth rate was 5.6% as compared with the natural growth rate of 3.5% and urban growth rate of 5.0% to 8.1% for the period 1982-92. Gweru, Zimbabwe, had a population of 110,000 in 1990, and as the provincial capital it is an important destination for rural and interurban migrants. Between 1982 and 1990 there was a 4.9% growth rate, resulting in the municipal waiting list for housing to exceed 14,000 in mid-1990. In a large study on migration and rental shelter, 188 tenants were interviewed in high, low-medium density, and periurban areas of the city with the intent of tracing respondents and the nature of migration streams. Regarding origins and connections, only one-fifth of the migrants were born in Gweru, more than half were born in rural areas, and the rest in other urban areas. More than 90% still had rural homes. Two-thirds made rural home visits six times or less a year and one-fourth visited seven times a year to once a month. 40% of the migrants to Gweru originated in larger cities, 24% in smaller urban areas, and 36% in rural areas. 58% moved to high density areas, 34% to low-medium, and 8% to peri-urban areas. The dominant motive was the search for employment and direct transfers, thus economic factors dominated over social factors. Three groups were distinguished according to length of stay: 1) 5 years or less who lived mainly in high and low-medium density housing; 2) 6-15 years; and 3) more than 15 years who lived in low density and high density areas. Regarding the previous two migrations, two-thirds stayed at the previous place for 5 years of less. The reasons for migration were overcrowding, family, and employment. Within Gweru high mobility was typical: one-third initiated one step, 43% initiated two steps, and 27% initiated three steps. Lodgers were the most mobile since one-third were moving three times.  相似文献

This article examines available means and activities of sending countries in their efforts to exert control over the "long-term temporary" emigration process. In the European case, the structure of migration has provided sending countries with ongoing channels for promoting their interests. In this picture the political dimensions of immigration are analyzed as epiphenomenal, dependent, or inconsequential. It is assumed that 1) state power directly correlates with economic power, and 2) economic and strategic power differences between states necessarily imply inequality in social and cultural terms. Although emigration may not serve the long-term "objective" interests of senders, it does provide a short-term safety value from the point of view of political managers. Both sending and receiving countries' interests are best served by a system of temporary labor migration, not permanent immigration. The receivers' ability to act according to narrow economic self-interest is restricted by a host of multilateral agreements that regulate and define the obligations and rights of the participants in international migration. Bilateral agreements not only specify the conditions of recruitment, employment, and family migration, they also provide a continuing basis for sending country influence throughout the migration process. Sending states that have a long history of emigration tend to have more developed and articulated emigration policies and commensurate institutional structures to channel and control the migration process in all stages--leaving, working abroad, and returning. The reluctance of Europe's immigrants to serve their social and political ties to their countries of origin is reinforced by the sending countries' activities aimed at insuring the continued long-term but temporary nature of migration.  相似文献

The recruitment of "guest workers" between 1956 and 1973 by West German employers has given rise to new ethnic minorities. The Federal Republic of Germany (GFR) claims that it is not a country of immigration--a controversy that reflects the basic dilemma over policies towards foreign residents, who now comprise about 7% of the total population. The shift from temporary labor migration to long-term settlement has been accompanied by structural changes in the foreign resident population. The logic of the migratory process is inescapable: virtually all migrations, whether organized or spontaneous, start with movements of young adult workers. When recruitment stated in the late 1950s state migration policies were concerned only with short-term fulfillment of capital's labor requirements. The state established a system of institutionalized discrimination, through which temporary guest workers could be recruited, controlled, and sent away, as the interests of capital dictated. This policy was impracticable because many firms found that rotation led to problems of labor fluctuation and high training costs. The trend toward restrictive policies on migration continued in the early 1980s; rising unemployment and urban problems led to widespread hostility towards foreigners. 3 key issues need resolving quickly: 1) the granting of security of residence status, so that migrant families have a clear basis for planning their own future, 2) the extending of political rights to foreign residents, and 3) the issue of citizenship. Like other West European countries, the GFR has become a multiethnic society through the postwar labor migrations. The early reform of legal structures to give migrants more rights is a precondition for social peace, and for achieving the benefits which multiculturalism can offer to all members of society.  相似文献

The feminization of international migration nowadays has demonstrated a new global politics of reproductive labor (work necessary for the reproduction of families). This paper reviews recent studies that manifest similarity, affinity, and continuity across multiple forms of reproductive labor carried out by migrant women in four aspects. First, the recruitment of women as foreign maids or foreign brides provides class‐specific parallel strategies to the global care crisis. Second, paid and unpaid forms of reproductive labor constitute intersecting circuits of labor and marriage migration through which women partake in continuous migration. Third, various categories of migrant women are discursively conflated and attached to similar images as sexualized others. Finally, global care chains not only involve migrant reproductive labor conducted at home but also operate on the level of social reproduction as indicated by the expansion of international nursing migration.  相似文献

3 groups of women are compared in this study of the effect of migration on fertility in a less developed country: 1) rural sedentary; 2) rural to rural migrants; and 3) rural to urban migrants. The data are from a 1970 household interview study conducted by the Institute of Behavioral Science, University of Colorado in Magsayay and Matanao, Davao Province, Mindanao, the Philippines. Social, economic, and mortality data were gathered from the household head and/or spouse for each household member and each child living elsewhere. Reproductive histories were obtained only from women for all women 15 years of age and older living in the 2 rural communities and living elsewhere. Age specific fertility rates and child woman ratios showed a declining gradient of fertility with social distance from the rural home communities. Age at marriage and education were positively associated with distance from the home communities and negatively associated with fertility. The data provide support for the hypothesis that recent migration is innovative, engaged in by more modernized persons who are motivated by aspiration to new goals, thus migration has a negative effect on fertility. Urbanization had its major impact after peak fertility years, 20-29, influencing urban migrants to bring their fertility under voluntary control. No such curtailment appeared in the late reproductive behavior of rural sedentary or migrant women. Urbanization seems to have a negative effect on fertility independent of migration. Young migrant women, in their teens, particularly those migrating to urban areas, did not fit the social mobility model; they tended to complete fewer years of school and married at an earlier age. These young urban migrants also had higher fertility than both rural sedentary and rural migrant females while in their teen years.  相似文献

Using data on 54,373 migrants from the Fifth Sampling Survey of the Floating Population of Shanghai, this article isolates a group of 32,967 rural labor migrants who hold rural household registrations and whose previous occupations were in agriculture, and focuses on the women among them. The demographic and occupational characteristics of these 9,124 women are described, demonstrating that migration to Shanghai is a highly gendered process, with men and women working in different occupations and sectors. Moreover, important differences are found to exist between unmarried and married female rural labor migrants that indicate that the latter are probably accompanying and working with their migrant husbands. A significant proportion of female “social” migrants also exhibit characteristics that indicate that they are the spouses of male rural labor migrants, bringing to over one third the proportion of rural labor migrants to Shanghai who could be migrating as couples. These couples and their children may be the vanguard in a transition from temporary labor migration to settlement in China's large cities.  相似文献

Australia has one of the largest communities of overseas Italians which has evolved from a number of waves of migration. The contemporary migration relationship between the two countries is complex involving movement in both directions, much of it temporary. This article demonstrates that although there has been little permanent migration from Italy to Australia for several decades there has been a substantial increase in non‐permanent movements in both directions. The article examines the characteristics of different types of movers and then addresses the implications of the mobility.  相似文献

The main causes of population mobility in Latin America have been 1) dissolution of the traditional rural societies, 2) expansion of the agro-industrial economy, and 3) consolidation of an urban economic and cultural model. Disparities in wages and exchange rates and inequality in development between different countries have led to emigration to countries at higher levels of economic development and to the industrialized Western countries. More recently, political instability and institutionalized violence in Central America have induced population movements to other countries in the region. 6 basic types of migration in Latin America are 1) seasonal migration of small farmers to urban areas or the rural areas in other countries, 2) migration by young rural people to cities or urban areas of other countries, 3) rural-urban and international migration by the whole family group, 4) international urban-urban migration by individuals or by the whole family group, 5) migration for family reunification, and 6) return migration. The predominant type of mobility has been from the countryside to the cities. Both men and women migrate, although the proportion of migrant women is increasing and women occasionally outnumber males. Migrant women generally find less skilled jobs which are less well paid. Migrant workers frequently have access only to less skilled and poorly paid jobs or enter the informal sector of the urban economy. The impact of migration on the structure and functioning of the family unit in the sending society is determined by the number, sex, and role of the family members who migrate. Other economic and social factors such as assistance received by the migrant, the work found, the level of income, and the specific characteristics of the receiving society determine the success of the venture, the capacity to some or all of the remaining family members. Family members who stay in the sending society must adjust their behavior in ways determined by the number, sex, and age of the family members concerned and the type of economic activities by the family. For the migrating family, settlement in the receiving society requires the development of new functions and specialized domestic activities by each of its members. Survival possibilities will be largely determined by assistance networks, the reorganization of the structure and functioning of the family group, and the adoption of new organizational patterns.  相似文献

This study tests the hypothesis that rural development projects and programs reduce rural-urban migration. The author presents various factors in the social theories of migration, including those relating to origin and destination, intervening obstacles such as distance, and personal factors. 3 economic models of migration are the human capital or cost-benefit approach, the expected income model, and the intersectoral linkage model. Empirical studies of migration indicate that: 1) rural areas with high rates of out-migration tend to have high population densities or high ratios of labor to arable land, 2) distance inhibits migration, 3) rural-urban migration is positively correlated with family income level, and 4) selectivity differences in socioeconomic status between migrants and nonmigrants often are grouped into development packages which might include irrigation, new varieties of seed, subsidized credit, increased extension, and improved marketing arrangements. The migration impacts of some of these efforts are described: 1) land reform usually is expected to slow rural out-migration because it normally increases labor utilization in rural areas, but this is a limited effect, 2) migration effects of the Green Revolution technology are mainly in rural-rural migration, and 3) agricultural mechanization may stimulate rural-urban migration in the long run. Development of rural social services migh have various effects on rural-urban migration. Better rural education, which improves the chances of urban employment, will stimulate rural-urban migration, while successful rural family planning programs will have a negative effect in the long run as there will be reduced population pressure on arable land. Better rural health services might reduce the incentive for rural-urban migration as well. It is suggested that governments reconsider policies which rely on rural development to curb rural-urban migration and alleviate problems of urban poverty and underemployment.  相似文献
