At the 1986 National Commendation Conference of Family Planning Vice Premier Wan Li told the 600 participants from all parts of China that the task of controlling population growth during the 6th Five-Year Plan had been accomplished and that the trend of population growth had been held in check. He emphasized the progress made in the field of family planning, noting that family planning is a basic state policy of China and that the government always regarded family planning as a priority concern. Wan Li made the point that the population control stipulated in the 6th Five-Year Plan is of great significance to the promotion of China's 4 modernizations -- socialist construction and the improvement in the living standards of the people -- as well as helpful to the stabilization of world population growth. Recommending a flexible approach to family planning, the Vice Premier urged those engaged in family planning to work to overcome compulsory and coercive approaches. He recommended scientific research devoted to birth control technology and asked family planning workers to give family planning a higher priority in order to assure fulfillment of the plan for population control as outlined in the 7th Five-Year Plan.  相似文献

Birth limitation and late marriage are two major factors which contribute to the reduction of population growth rate. These two factors should be used as the fundamental method for effectively controlling China's population growth. Facts have proved that birth limitation and late marriage are complimentary to each other and should match each other closely. Since late marriage cannot be delayed indefinitely, the average fertility rate for females under the age of 25 in their first marriage may still reach 5-6 children, provided that birth control measures are not taken. Because of this situation, at the same time that late marriage is encouraged, birth control should also be promoted positively. All married couples should be advised to have only one child. In order to ensure the everlasting practice of these two methods, certain policies concerning family planning and birth control should be formulated according to China's current economic situation. These policies include enforcement of an ideological education and social insurance practice in order to solve the problem of the high population growth rate in the countryside and effectively reach the goal of controlling China's population growth.  相似文献

From July to December of 1982, a sample survey of fertility was conducted of childbearing females between the ages of 15 and 49 in Shanghai. The results of this survey can be summarized by the following points: (1) The percentage of females of childbearing age is very high, and the situation in the suburbs is even more serious than that inside the city. This is the major reason for a large scale population increase in Shanghi. (2) The marriage rate is high, the divorce rate is low, and the people who remain single in their lifetime are few. This stable family and marriage situation provides a favorable condition for population growth. (3) The average marrying age for childbearing females has gradually risen in recent years, but this trend is now reversed. More and more people are getting married when they are young. (4) Fertility for childbearing aged females decreases according to the increase in their age. In the last two years, however, this downward trend has been reversed, and fertility is gradually increasing again. The above points show that family planning and birth control have entered the most crucial period in Shanghai. Efforts and enforcement should be strengthened in the area of family planning, and no relaxation should be allowed so that the goal of controlling rapid population growth may be achieved.  相似文献

Shuangyang County is located in the southeast of the Changchun City, Jilin Province, with a total population of 385,000 and a total area of 2,000 square kilometers. The rural population makes up 96% of the total with 8.2% minorities. As the county government vigorously promoted the family planning program in the period of the 6th Five-Year Plan, the rapid growth of the population was effectively controlled. Since 1982, the county government has put the emphasis of the family planning work on publicizing scientific knowledge, on provviding technical services and on training the working staff at the grass-roots level. In response to the different needs of the community for knowledge about premarriage, preconception, and postnatal cares as well as infant feeding, the county government started a program in 1985 for popularizing knowledge about puberty, hygiene, sexual physiological hygiene, pregnancy care, and birth control. As a result, a number of young people have delayed their former marriage date to the ideal marriage age. Many newlyweds voluntarily chose the most proper age for giving birth. To improve the effectiveness of contraception, the county government promoted widely the use of a new type of IUD. Finally, the county government believes that it is most important to improve the quality of the family planning workers at the grass-roots level. Accordingly, the government worked out a plan to train the community workers regularly.  相似文献

A correct population policy is very crucial to the solution of the population problem, economic development, and social progress. The real situation in China now is a large population, a high rate of population growth, and low level of productivity. Facing this situation, China's population policy should include control of population growth in quantity, a promotion of population quality, and a match between population growth and social and economic development for the final realization of the Four Modernizations. In recent years, under the leadership of the National Committee on Family Planning, together with cooperation from various offices at the local level, a great change has taken place in China's population situation. The fertility rate has declined gradually, and late marriage, delayed births, and a reduced number of births have also become popular. A change in the age structure of the population has also slowed the pace of population growth. A reduction in the ratio of women of childbearing age is also helpful in the control of population growth, and the natural growth rate for the population has declined. This change shows that family planning is working in China and great results have been achieved. To come closer to the national goal of population control, practical work should be focused on rural areas. The rural population constitutes about 80% of total population and the fertility rate in rural areas is much higher than that of the cities. If population control can be achieved in the rural areas, the overall goal of population control for the country can then be achieved more easily.  相似文献

The China Population Information and Research Center reported that in 1988 the number of childbearing women between 20 and 49 was 4.65 million above 1987, but the population growth rate was 0.19 lower than in 1987. Controlling the population is still a difficult problem. The 3rd baby boom of New China; economic, cultural, social, and other factors; and the uneven progress of family planning are cited as causes of the lack of control. The 13th Party's Congress in 1989 plans to work to reform family planning and control population growth. In particular, late marriages and childbearing will be promoted; in cities, one-child-per- couple will be policy; in rural areas, only girl households will be allowed another child only after several years; local family planning regulations will be supported; and research on family planning and safer, longer acting contraceptives will be financed.  相似文献

The Government of Korea's 5th 5-Year Economic and Social Development Plan (1982-86) seeks to reduce the population growth rate from its 1982 level of 1.58% to 1.49% by 1986; it is assumed that the population replacement level of fertility (total fertility rate, 2.1) will be attained in 1988. The task of achieving these demographic targets is expected to be made more difficult by factors such as the impact of the 1950s baby boom and widespread son preference. New population control policy measures announced in 1981 call for improvements in the current family planning program management system; a new social and institutional support system to inculcate the small family size norm; strengthened information, education, and communication activities for family planning; and establishment of coordination among the government organizations involved in population-related activities. Numerous social support measures have already been put into effect, including income tax exemptions for up to 2 children, inclusion of population education in the school curriculum, priority in alloting public housing to sterilization acceptors with 2 or fewer children, and provision of IUD services through the medical insurance system. The number of contraceptive acceptors in the government program increased 78.3% from 1981-83, from 614,000 to 1,094,600. Sterilization and menstrual regulation services have shown particularly sharp increases. Program achievement for 1983 was equivalent to 19% of eligible women ages 15-44 years. The total fertility rate stood at 2.7 in 1982. Major efforts now must be directed toward eradicating the strong parental son preference and ensuring better family planning program efficiency and effectiveness.  相似文献

On July 1, 1982 China's 3rd national population census reported the population of the 29 provinces, municipalities, and autonomous regions on the mainland at 1,008,175,288, showing a net increase of 460,000,000 or 84% over the 548,000,000 recorded at the end of 1949. At this time China's population is about 1/4 of the world. Its population policy must conform to her national conditions and will be successful only to the extent that it does so. Discussion focuses on the main features of China's population policy. In 1953 the State Council instructed the Ministry of Health to support birth control by providing contraceptives. It also ratified provisions concerning contraception and induced abortions. In 1962 the State Council issued "Instructions on Conscientious Advocacy of Family Planning." China not only advocates and publicized family planning but also takes specific measures. Special administrative organizations were established in 1964 to oversee scientific research, production, and supply of contraceptives and to provide couples of childbearing age with free contraceptives. An all round attack on family planning work in 1966 led to unchecked childbirth resulting in rapid population growth. In 1971 Premier Zhou Enlai reiterated the importance of population control in 1971 and asked that it be incorporated into the 4th Five Year Plan for the development of the national economy. Family planning was incorporated into the Constitution in 1978. China's 20 years of experiences with family planning suggest that a country's population policy becomes effective only with repeated efforts. The 10-year period of turmoil undermined the enforcement of the population policy. Recently the State Family Planning Commission organized a nationwide fertility survey which indicated tremendous successes for China's population control drive. The total fertility rate dropped from 5.29 in the 1950s to 2.63 in the 1980s. The population census shows that the momentum of China's population growth cannot be checked without strict measures because the population is characterized by a huge base figure, a young age composition, and a fertility rate much higher than a population replacement level. China's population policy is formulated in line with her national conditions. Specific provisions for family planning reflect different ways to deal with different people.  相似文献

The survey was conducted in February-March 1981. The population of this commune at the end of 1980 was 18,608. The cultural and educational levels, economic condition, and work in family planning of this commune form a typical example among numerous similar communes in Shanghai County. The birthrate, natural growth rate, and average fertility rate began to decline in the later half of 1950s and reached the lowest level in 1974. The survey shows a delay in the marriage age. The fertility rate also dropped by 21.31% from 1963 to 1980. The average fertility rate dropped by 162.73% from 1963 to 1980. Among the women of childbearing age, 99% of them have a knowledge of birth control measures, 95% of them have used them before, and 78% are currently using them. All these figures show that the work in family planning in the commune has reached a high level by world standards. 3 factors which have a strong impact on fertility are: the economic and educational level, formation of population elements, and family planning work. A rise in the standard of living and improvement in education normally leads to late marriage and a decline in fertility. An increase in the number of women of childbearing age causes a rise in fertility. The population growth after 1974 is a reflection of this situation. The survey shows that the decline in fertility before 1973 was caused mainly by family planning work.  相似文献

On the basis of 1982 census data, it is estimated that from 1987-1997 13 million women will enter the age of marriage and child-bearing each year. The tasks of keeping the population size around 1.2 billion by the year 2000 is arduous. Great efforts have to be made to continue encouraging one child/couple, and to pursue the current plans and policies and maintain strict control over fertility. Keeping population growth in pace with economic growth, environment, ecological balance, availability of per capita resources, education programs, employment capability, health services, maternal and child care, social welfare and social security should be a component of the long term development strategy of the country. Family planning is a comprehensive program which involves long cycles and complicated factors, viewpoints of expediency in guiding policy and program formulation for short term benefits are inappropriate. The emphasis of family planning program strategy should be placed on the rural areas where the majority of population reside. Specifically, the major aspects of strategic thrusts should be the linkage between policy implementation and reception, between family planning publicity and changes of ideation on fertility; the integrated urban and rural program management relating to migration and differentiation of policy towards minority population and areas in different economic development stages. In order to achieve the above strategies, several measures are proposed. (1) strengthening family planning program and organization structure; (2) providing information on population and contraception; (3) establishing family planning program network for infiltration effects; (4) using government financing, taxation, loan, social welfare and penalty to regulate fertility motivations; (5) improving the system of target allocation and data reporting to facilitate program implementation; (6) strengthening population projection and policy research; (7) and strengthening training of family planning personnel to improve program efficiency.  相似文献

The demographic and economic characteristics of China make it necessary to do family planning work in China in a Chinese way. Special characteristics of China and corresponding strategies are detailed 1) China is rather underproductive and underdeveloped, with a huge population, whose growth must be curtailed while industrial and agricultural production is enhanced. 2) In the next 10 years, a large number of young people will center childbearing age, prompting a government policy favoring late marriage and one child per couple. 3) China is large and heterogeneous, and regional authorities should have some population policymaking functions to take sociocultural differences into account. 4) Male child preference ideology in rural areas has been gently combated with a resulting increase in family planning rate from 65.1% to 74.2% from 1979 to 1983. Family planning authorities have made considerable progress, as demonstrated by figures such as a drop of women's total fertility rate from 5.68 in the 60s to 2.07 in the 70s. The task at hand remains large: the population at the end of 1983 was 1,024,950,000. However, family planning is an element of state policy, the marriage law, and the constitution, and mored an more, societal ideology. Government policy equates family planning with child wellness and societal welfare and attempts supportiveness of couples showing positive birth limiting attitudes. An ample system of family planning programs and resource persons furnishes education, a variety of high quality methods are available, and contraceptive research is some of the best in the world.  相似文献

Premarital couples are among priority targets of family planning information in the Philippines national population program as they can serve a pivotal role in slowing population growth. Applicants for marriage licenses are required to attend a family planning session as a prerequisite. Following recommendations of a training effort and seminar on Premarital Family Planning Counseling, on July 20, 1976, premarital information was institutionalized in the country by Presidential DEcree 965 which made family planning counseling obligatory to the marriage license applicants. Shortly after that, a multiagency effort gathered information on the status of the Premarital information program in the Philippines, which showed that there is no full-time specialist for the work. Medical officers; social workers; community welfare supervisors; and program and training officers do this work of information in addition to their usual duties. Distribution of the applicants varied greatly in age groups, educational levels, and professional category. The size of the group, length of session and topics of discussion varied greatly. Necessary efforts should be made to solve the major problems by selecting better sites for group sessions and training more personnel for the purpose. There is a great need fordeveloping more effective and research oriented information, education and communication materials, according to the needs and cultural traits of the target audience.  相似文献

Better education of Philippine couples and exposure to good counseling before marriage are 2 major factors that have positively affected the performance of the 9 year old Premarriage Counseling Program (PMCP). According to the study, better educated couples about to marry, and couples who had previous guidance from premarriage counselors scored higher than others on a family planning Knowledge, Attitudes, and Practice (KAP) test. A study was conducted to evaluate the program's effectiveness. Broadly, all those involved in the PMCP agreed that it contributed a large share to the slowing down of the country's population growth and favored the continuation of the program. The 7 major problems of the program discussed are: 1) poor coordination and cooperation among the participating agencies existed in some areas from the top level of the hierarchy to the lowest level, 2) lack of logistic support to enable the staff to perform their respective responsibilities, 3) lack of discipline and skill among counselors in performing their responsibilities, 4) lack of interest among the counselees, 5) an inadequate database for monitoring and evaluating, 6) reliance on a "padrino" to be exempted from going through premarriage counseling sessions, and 7) too much focus on family planning and marriage and relationships during premarriage counseling sessions. Recommendations include 1) program heads should reassess the program's subject matter, and 2) the subject matter of premarriage counseling sessions should be limited to thorough discussions of family planning, marriage, and relationships.  相似文献

This report attempts to analyze the negative population growth and its significance in Tai-Cang County, China. Based on population data provided by local Tai-Cang authorities, family planning effectively lowered the birth rate from 11.9% between 1960-1969 to 3.0% between 1979-1983. The rate of single-child families grew enormously while the number of 2-child families reached a record low. Families with more than 2 children virtually vanished by 1983. Moreover, while a younger marriage age in 1981 and 1982 contributed to a slight increase in the birth rate, new marriage laws in 1983 caused an older marriage age and acted to lower the birth rate due to the fact that mothers were bearing children at an older age. A change in population components also influenced this low birth rate: the county population below the age of 14 is 21.2% compared with 33.6% nationally; however, the percentage of the population in this county over the age of 65 is 8.5% while the national figure is 4.9%. Finally, the marriagable population of females (i.e., 23 years old) was slightly lower between 1982-1984 due to the low birth rate seen from 1959-1961. The findings indicate that family planning is effective in lowering birth rates along with late marriages and older childbearing ages. The negative population growth in Tai-Cang County, however, is a temporary phenomenon. The indications are that the problems and shortcomings of family planning must be overcome, regional population planning must be improved, and the study of eugenics and optimum population reinforced. The dynamic characteristics of China's 5 distinct stages of population development since the People's Republic of China was established in 1949, namely, 1950-1958, 1959-1963, 1964-1970, 1971-1981, and 1982-present, are outlined and discussed. By tracing both the overall rate of population growth and age-specific fertility rates for women aged 15-45 (5-year groups), a clear pattern emerges which indicates that the rates of early and late fertility (ages groups 15-19 and 30-45) are significantly declining. This is interpreted as a key factor in the overall decline in fertility rate. Annual statistics showing the number of children per woman of childbearing age and interval between 1st marriage and 1st birth are compared and discussed. It is concluded that the overall decline in birth rate and fertility rate since the 1970's is attributable to China's successful family planning campaign.  相似文献

The Population Program in the Philippines initially was preoccupied with the problem of fertility reduction. From 1981-85, the program will be carrying out a 5-year population plan which aims at the reduction of fertility as well as the broader goal of enhancing the well-being of the family and of society. Called the Medium Term Plan, this population plan began to evolve in January 1978 when President Marcos called for a comprehensive review of the population program in the context of the country's overall development plans. The Special Committee to Review the Philippine Population Program, worked from February to June 1978 and focused attention on the policy, program, and research components of the population program. They assessed the achievements of the program, analyzed its limitations, and recommended future policy and program thrusts. In performing its task, the committee observed the following guidelines: 1) the program must be evaluated by taking into account the overall development goals that are directly related to the population problem, 2) the program must be evaluated in its totality, 3) the concept of family planning must be redefined as family planning and welfare, 4) research must be recognized as a vital instrument for program formulation, and 5) the population program must be evaluated with an awareness of the role of financial and institutional support in its implementation. The committee's findings stressed the need to link family planning efforts with the rest of socioeconomic issues outlined in the government's 5-year development plan for 1978-82. The broad objective of the National Population Program is to reduce the population growth rate to levels that promote national welfare and individual well-being. Under the Medium Term Plan the population growth rate should be reduced from an estimated 2.3% to an estimated 2.0% in 1985. To achieve this objective, the program aims to raise the number and quality of protected couples, promote delayed marriage, promote internalization of the small family size norm, and study other development factors. 14 strategies and their objectives are outlined along with action steps.  相似文献

Every country should recognize the need to fully involve media leaders in the planning and implementation of population and family planning programs. Broadcasters are the best equipped to understand the "mind-set" of the mass audience and what is needed to bring about changes therein. If there is to be involvement of the media, particularly radio professionals, in the design, development and implementation of population and family planning programs, attention must be given to the inmplications of this in terms of implementing the World Population Plan of Action. Strategies for population communication using radio as the central medium include the following: 1) development of an adequate in-country support structure; 2) development of a sound, well-researched population communication program; 3) on-air programming in the form of instruction rather than entertainment; 4) provision for substantial and continuous feedback from the audience; 5) frequent broadcasts at a prime time of day; and 6) a program commitment of from 5 to 6 years. Radio needs to be recognized as a strategic tool for development; it should be used professionally and should receive sufficient priority by funding agencies.  相似文献

On 7 October 1988, the Municipal Government of Guangzhou, China, announced the following Decision: "First, great efforts should be made to strengthen education on the situation and tasks of the family planning programme. Second, family planning work is included in the target responsibility system of leaders at all levels during their terms of office and whether it is good or bad for the fulfillment of their family planning tasks will be considered as one of the criteria for the assessment of cadres in their work to link up with rewards and punishments. Third, the current family planning policies must be resolutely and unswervingly carried out. For those units where family planning policies have not been well carried out and where family planning work has long been stagnant, competent authorities should send capable cadres to help them improve their work within a definite period of time. Fourth, the principle of 'three priorities' (i.e., priority of publicity and education to economic restriction, priority of contraceptive measures to induced abortions, and priority of day-to-day work to shock work) must be adhered to while technical service and work of transforming the backward situation in some places should be done. Fifth, the family planning organizations at all levels must be perfected and ranks of family planning workers be strengthened with the stress on those at the township, town, and street neighbourhood levels. Moreover, the family planning offices should be set up or full-time family planning workers be staffed for enterprises and undertakings in the cities. Sixth, funds for the family planning work must be guaranteed. Seventh, the management of family planning for [the] floating population must be strengthened and a management group for [the] floating population, which consists of representatives from the Municipal Government and departments concerned, must be established."  相似文献
