This article discusses the role of politics in the Juvenile Justice Educational Enhancement Program's effort to use evaluation research data to inform Florida's juvenile justice education policies and practices. Through consideration of the Juvenile Justice Education Enhancement Program's experiences with privatization and the tough love and economy of scale rationales for larger and more custodial juvenile institutions, the variable role of politics is examined. Although the two examples are different, the discussion demonstrates that by maintaining an overriding commitment to its evaluation research purpose, the Juvenile Justice Educational Enhancement Program has been able to continue its data-driven policy efforts despite operating in a politically charged environment.  相似文献

"This article examines the policies adopted by the former Likud government--and largely continued by the present Labour-led coalition government which took office in the second half of 1992--to absorb the 400,000 new immigrants (most from the former Soviet Union) who arrived in Israel between 1989 and 1992. As part of that examination, we will critically review the major features of current absorption policies, such as the policy of 'direct absorption', the 'basket of absorption services' provided as a right to new immigrants, and immigration-related housing policies. "The politics of immigration in liberal democracies exhibits strong similarities that are, contrary to the scholarly consensus, broadly expansionist and inclusive. Nevertheless, three groups of states display distinct modes of immigration politics. Divergent immigration histories mold popular attitudes toward migration and ethnic heterogeneity and affect the institutionalization of migration policy and politics....I begin by discussing those characteristics of immigration politics found in all liberal democracies. I then investigate the distinctive modes of immigration politics in the three subsets of Western democratic states with distinctive immigration histories. I conclude by considering whether these three patterns will persist or how they might change as a result of future migration pressures and the further institutionalization of immigration politics and policies in Europe." Gambling is a controversial activity that is supported by some but opposed by others for a variety of reasons that are largely ethical, moral, and religious. These issues have been in place a long time and will continue. But gambling has become even more controversial because of the ever-expanding dependence of local and state governments on gambling and gambling-related tax revenue as a source of support for their programs, including senior centers. This dissertation research addresses the politics and policy surrounding the relationship between gambling and senior centers. The results indicate that senior center gambling is on the local agenda of nearly all of the case study communities. A variety of issues relating to senior center gambling was found, including evidence of the negative impact of dependence on gambling-generated revenues for centers and their clientele. These findings have implications for future research and for practice and policy relating to senior center gambling activities. In particular, these findings suggest the need for further investigation of the independent roles of historical, political, and cultural factors in the development of gambling regulations and their respective impacts on the agenda-setting process.  相似文献

1 area of intra-Caribbean migration that has been overlooked is the "migration transition"--the transformation of rapidly modernizing societies from net labor exporters to net labor importers. This article assembles 8 case studies to 1) briefly present a spectrum of migration experiences in the Caribbean, 2) uncover some transitions under way, 3) pinpoint the forces that underlie the migration transition, and 4) point out some of the more important policy implications of labor migration reversals. The 8 island societies sampled for illustration purposes include 1) the Bahamas and the US Virgin Islands as post-migration transition societies (Zelinsky's advanced society), 2) the British Virgin Islands and the Cayman Islands as undergoing transition (Zelinsky's late transitional society), and 3) Anguilla, St. Kitts-Nevis, Turks and Caicos, and Montserrat as premigration transition societies (Zelinsky's early transitional society). Population data for the islands were derived primarily from the West Indian censuses and government statistics. These 8 historical sketches reveal certain commonalities. All are at various stages in a long-term economic restructuring to displace traditional staple crops with more income elastic, high value export services. In such societies, population growth and progress along the migration transition is an increasing function of this kind of successful export substitution. In addition, along the migration and economic transitions, such insular economies exhibit a relatively large public sector (20-30% of all activity), declining unemployment, increasing fiscal autonomy, and are committed to a development strategy remarkably similar to the "successful" model of the Bahamas and the US Virgin Islands. Cursory evidence suggests that, because of intersectoral competition for land and labor, there is an inverse relationship between farm effort/manufacturing employment and tourism intensity. This review suggests that small islands undergoing rapid growth imperatives also experience a similar set of self-reinforcing socioeconomic and environmental imbalances. Particularly for post-transition and transition societies, these spillovers include increasing real estate speculation and inflation because of tourism and the allied development of retirement colonies of affluent North Americans, wage pressures and skilled manpower shortages, and increasing vulnerability to international business cycles.  相似文献

A theory of policy differentiation in single issue electoral politics   总被引:1,自引:0,他引:1  
Voter preferences are characterized by a parameter s (say, income) distributed on a set S according to a probability measure F. There is a single issue (say, a tax rate) whose level, b, is to be politically decided. There are two parties, each of which is a perfect agent of some constituency of voters, voters with a given value of s. An equilibrium of the electoral game is a pair of policies, b 1 and b 2, proposed by the two parties, such that b i maximizes the expected utility of the voters whom party i represents, given the policy proposed by the opposition. Under reasonable assumptions, the unique electoral equilibrium consists in both parties proposing the favorite policy of the median voter. What theory can explain why, historically, we observe electoral equilibria where the ‘right’ and ‘left’ parties propose different policies? Uncertainty concerning the distribution of voters is introduced. Let {F(t)} t ε T be a class of probability measures on S; all voters and parties share a common prior that the distribution of t is described by a probability measure H on T. If H has finite support, there is in general no electoral equilibrium. However, if H is continuous, then electoral equilibrium generally exists, and in equilibrium the parties propose different policies. Convergence of equilibrium to median voter politics is proved as uncertainty about the distribution of voter traits becomes small.  相似文献

What is a diaspora? Can it be distinguished from a ‘transnational community’? This paper discusses the Lebanese migrants abroad and their relationships with Lebanon by deploying the Bourdieusian concept of ‘field’. It argues that Bourdieu’s concept of field helps to capture the dynamic character of diasporic relations and the power relations that underpin them. It also enables the researcher to better delineate the boundary of a diasporic community and at the same time to treat this boundary as flexible enough to identify the specific terms for entering and exiting the ‘diasporic field’. It also argues that at a time when diasporic relations are cross-national, that specifically revolve around a real or imaginary ‘homeland’, they encompass individual, group and institutional actors that belong with varying degrees to the country of origin and the countries of settlement. Finally, the paper concludes that the ‘diasporic field’ is a useful analytical tool to capture the complexities of increasingly ubiquitous diasporic relations.  相似文献

This article develops a political economy model to assess the interplay between party formation and an environmental policy dimension viewed as secondary to the redistributive dimension. We define being a secondary issue in terms of the intensity of preferences over this issue rather than in terms of the proportion of voters who care for the environment. Equilibrium policies are the outcome of an electoral competition game between endogenous parties. We obtain the following results: (i) The Pigouvian tax never emerges in an equilibrium; (ii) The equilibrium environmental tax is larger when there is a minority of green voters; (iii) Stable green parties exist only if there is a minority of green voters and income polarization is large enough relative to the saliency of the environmental issue. The study contains selected results of Delphi research (subjective judgements concerning the future on a collective expert basis) on international migration between Central/Eastern (C/EEc) and Western European countries. Taking part in the research were 109 scholars and officers (70 in the first Delphi round and 39 in the second round) from all over Europe – mainly sociologists, economists, geographers and demographers dealing with the topic of migration.
Results indicate growing problems and tensions in societies, the division of Europe into two parts, and the triggering rather than pacifying of further antagonisms and hostile anti-immigrant attitudes on the Western side. As predicted, it seems that the West will further try to curb immigration by applying tighter restrictive measures. Regarding competition between Eastern Europeans and Third World immigrants in Western Europe, the preferred opinion is that "the C/EE immigrants will not significantly affect the activities of the Third World immigrants in the West because they will attempt to gain posts/jobs at higher levels of the social ladder."
Concerning policy objectives, the two most important general aims were how to contribute to migration stabilization in the East, and how to maintain and further develop stable democratic order and promote economic development.
Policy objectives devoted to specific migration issues indicate that more international cooperation, more information and more democracy/tolerance is necessary. Shared objectives should be: (1) to intensify mutual contacts; (2) disseminate information on rules and regulations regarding international migration as well as to tackle the issue of harmonizing the given migration controlling systems and statistics within Europe; and (3) provide further support for temporary labour contracts for Eastern professionals and manual workers in the West.  相似文献

The article analyzes attitudes to Swedish welfare policies, using data from a survey conducted in 1986. In the first section, a number of indices tapping various aspects of attitudes to welfare policy are constructed. In the second section these indices are used to give an empirical assessment of competing theories about the impact of different structural determinants on attitudes. It is concluded (a) that there is general support for Swedish welfare policies, which, however, is mixed with criticisms of bureaucracy and suspicion about abuse of welfare programs, and (b) that class position and 'class-related' determinants such as income are more important than factors such as gender, private or public sector location or consumption groups in structuring attitudes. In the concluding section, these findings are discussed in relation to recent theorizing about newly emerging lines of division in the population. It is argued that either Sweden must be seen as a deviant case, which for specific historical and institutional reasons is characterized by class conflicts rather than other sectional splits, or the theories about new lines of division are simply mistaken.  相似文献

European Union (EU) enlargement has seen 10 new member states (NMS) adopt the full range of EU policies. Within this, the rural development arm of the Common Agricultural Policy offers particular points of interest. Member states chose from an extensive list of policy measures developed within the EU15 and intended, in particular, to operationalise the concept of rural multifunctionality within the ongoing CAP reform process. This paper identifies the rural development policy choices made by the eight central and eastern European NMS and develops a taxonomy to ascertain the extent to which the NMS are directing public funds to promote multifunctionality. A number of factors are then identified as helping to influence the policy choices made across countries.  相似文献

The expansion of employment-centered family policies of the Grand Coalition in Germany came with some surprise, as Christian Democrats have traditionally been strongly committed to the male breadwinner model and corresponding family policies. This article investigates why Christian Democrats (though with some inconsistencies) promoted “social-democratic” family policies guided by the adult worker rather than by the male breadwinner model. Illuminating the politics of recent family policy reforms, the electoral rationale for this modernization of family policy, the role of political entrepreneurship, and intraparty political conflicts over the new policy paradigm are discussed.  相似文献

In this conversation, Stephen J. Pfohl and Maureen E. Kelleher discuss Pfohl’s experience as the chair of the Massachusetts Juvenile Justice Advisory Committee. During Pfohl’s tenure, the committee looked at the highly visible and politicized problem of violent teenagers. Pfohl reflects on the experience of chairing a committee made up of diverse representatives, leading them through a policy study process, and delivering a report with policy recommendations to the governor. He also shares insights into the political aspects of policy making. Migration networks are now generally recognized as a means of adapting to or circumventing states’ migration policies, but little research has been carried out on quite how they work. In this article, we analyse migrant networks between Romanian and Spain over the last 20 years. We contrast two villages to reveal how different reactions to policy changes depend on the level of development of migration networks. Among these policy changes are regularizations of irregular migrants in Spain, the visa‐free entry of Romanians into Schengen countries enacted in 2002, EU enlargements in 2004 and 2007, and a bilateral agreement on labour recruitment between Romania and Spain. We conclude that networks can help migrants circumvent restrictive policies, foster the effective take‐up of permissive policies or even impede them, depending on the development of the migration networks of the communities.  相似文献
