In this study, data from the U.S. State Department on visas issued abroad and information from other sources are used to examine trends in African emigration to the U.S. The results suggest that, on average, moderate increases in African Gross Domestic Product between 1992 and 2007 had a buffering effect on emigration trends. Yet, emigration to the U.S. increased much faster from the poorest than wealthiest countries in Africa. Contrary to expectations, larger emigration increases were found in Africa’s non‐English than English‐speaking countries. Despite the increasing overall trend, however, critical differences were observed in the impacts of specific types of flows. For example, overall trends were driven by increases in Diversity Visa migration, refugee movements, and the migration of immediate relatives. However, significant declines were observed in employment‐related emigration from Africa to the U.S. The results further suggest that impact of trends in African fertility, urbanization, and phone use are circumscribed to specific contexts and types of migration flows. The findings, therefore, provide an empirical basis for concluding that the dynamics of African migration to the U.S. are becoming increasingly more complex.  相似文献

This article presents a craft-based nongovernmental organization (NGO) project designed as an alternative to female urban migration in northern Thailand. ThaiCraft works with over 60 community-based artisan groups including members of minority and refugee groups. Activities include supporting community groups in their move toward self-reliance, coordination of producers' activities for ensuring fair payment, and maximizing marketing opportunities to increase producers' income. One of the project?s aims is to form dynamic educational partnerships among producers, volunteers, and the public through the provision of training. Still, it is doubtful whether craft-based NGOs and other organizations can constitute a viable long-term alternative to urban migration. No proposed solution can respond to all issues associated with the emigration of rural Thai women for employment; however, the recognition of women's skills and knowledge is of importance to the fight against gender inequality in development.  相似文献

In this paper, we call for a re‐examination of the self‐reliance ideology based on a neoliberal perspective to make policies for refugee women's (self‐)employment and integration. We use a social constructionist perspective to conduct a narrative analysis of data from the lived experience of twelve women refugee entrepreneurs. Three prominent themes emerge from the women’s own narratives of their entrepreneurial journey – self‐reconstruction, social capital, and resilience. Our findings reveal the complexities of self‐reconstruction and socialization as experienced by refugee women entrepreneurs – for whom “push” factors take precedence over “pull” factors with the explicit understanding that the onus is on them to survive with their own resilience. We argue that offering people hope of a new life means offering them meaningful choices, built on forms of economic activity whose sustainability over the long term is evidenced by the positive supports available to make sure economic activity succeeds.  相似文献

Although a number of studies have investigated the predictors of employment among refugee migrants, there is a dearth of evidence from longitudinal data. This study investigated the cross‐sectional and longitudinal predictors of employment among 233 adult refugee men living in South‐East Queensland, Australia. Participants were interviewed four times at six‐month intervals between 2008 and 2010. Using a conceptual model developed from the literature, Generalized Estimating Equations were used to model the predictors of employment. Over time, the employment rate increased from 44 per cent to 56 per cent. Region of birth, length of time in Australia, seeking employment through job service providers and informal networks, and owning a car were significant predictors of employment. Contrary to previous research, English language proficiency was not a significant predictor when other variables were controlled for. Recognition of overseas skills and qualifications decreased the chances of finding employment. The policy and programme implications are discussed.

  • Supporting refugee migrants getting their drivers' licence and establishing favourable loan programmes that enable refugee migrants to buy a car can have a positive impact on their workforce participation.

This paper aims to provide a comprehensive overview of the policies pursued by the People's Republic of China (PRC) regarding the emigration of Chinese nationals. Most of the available literature on migration management has focused on receiving countries. With a few exceptions, little attention has been directed at migration management policies pursued in countries of origin. In the case of the PRC, policies regarding overseas Chinese have been fairly well documented and researched, but very little has been written about how the Chinese authorities manage ongoing emigration flows. This gap becomes particularly salient as the importance of the “partnership with the countries of origin” in devising migration policies is being increasingly acknowledged by receiving countries in Europe (Commission of the European Communities, 2000). Over the last 20 years, there have been significant changes in the Chinese Government's policies and perspectives on emigration. But, just like most other governments, the Chinese authorities do not have a single blanket policy covering all categories of emigrants. Emigration is normally managed on a case‐by‐case basis and the Government's attitude toward the same type of emigration may vary depending on different cases and circumstances. Because of this, this article examines China's major emigration‐related policy spheres one by one. Specifically, six issues will be discussed: (1) exit control; (2) diaspora policy; (3) student migration; (4) labour export; (5) regulations on emigration agencies and, finally (6) the Government's response to human smuggling. This article shows both the coherence and the fragmentation in China's policies toward emigration. The coherence is due to the fact that all the policies are inherently linked to China's overall economic and social development strategy. The emigration management regime is sometimes fragmented partly because emigration consists of different streams and is handled by different Government departments, partly because some emigration issues (such as regulations on emigration agents) are very new for the Chinese Government and the authorities are still exploring them. Overall, the Chinese authorities increasingly see emigration as a means to enhance China's integration to the world and are keen to avoid conflicts with the international community over migration issues. At the same time, China's emigration policies need to be more balanced, in particular, the emigration of unskilled labour should be given more priority.  相似文献

Serbia still hosts the largest number of forced migrants in Europe. The paper examines the impact of the refugee influx from newly formed states on the territory of the Socialist Federal Republic of Yugoslavia (SFRY) into Serbia on the future demographic trends of the country. Examination of the past population projections of Serbia confirmed that the process of predicting migration flows is related to the greatest source of uncertainty compared to all other components of demographic change. The results of our projection of Serbia’s population through 2050 show that the large influx of refugees during the last decade of the 20th century should not have a significant impact on the future demographic change of Serbia. Even in the case of substantial improvement of total fertility rate (2.35 in final projection year, comparing to current 1.55), no positive demographic effect should be experienced. Continuation of the decline in Serbia’s total population size cannot be offset by recent refugee influx for several reasons. The most important of them are: too small number of migrants comparing to the total population size of Serbia; similarity in fertility behaviour between refugee and indigenous population; the large‐scaled emigration during the same period; much older refugee population compared to emigrant population; and the processes of refugee repatriation and resettlement. A purely hypothetical projection variant assuming the migration required to maintain the size of current total population size of Serbia until 2050 points out the need for almost three times the amount of average annual migration surplus caused by the refugee influx.  相似文献

This examination of emigration dynamics focuses on 13 countries extending from Eritrea to Zimbabwe and Mozambique on the eastern African mainland and on 5 Indian Ocean island nations. The first part of the study looks at the temporal, spatial, and structural perspectives of emigration dynamics. Part 2 considers international migration in the region according to Appleyard's typology (permanent settlers, labor migration, refugees, and illegal migrants) with the additional category of return migration. Measurement issues in emigration dynamics are discussed in part 3, and the demographic/economic setting is the topic of part 4. The demographic factors emphasized include spatial distribution, population density, population structure, population dynamics, demographic transition, and the relationship between internal and international migration. Other major topics of this section of the study are the economic base, the human resource base, population and natural resources, the sociocultural context (emigration, chain migration, return migration, and migration linkages and networks), political factors (including human rights, minority rights and security, regional integration and economic cooperation, and the impact of structural adjustment programs), and a prediction of future emigration dynamics. It is concluded that refugee flows remain a major factor in eastern African countries but the development of human resources in the northern portion of the region indicates development of potential labor migration from this area. Data constraints have limited measurement of emigration in this region and may contribute to the seeming indifference of most eastern African countries to emigration policies. Emigration in this region has been triggered by deteriorating economic and political conditions and is expected to increase.  相似文献

The social science of international migration has generally ignored labor emigration control policies. In the critical case of Mexico, however, the central government consistently tried to control the volume, duration, skills, and geographic origin of emigrants from 1900 to the early 1970s. A neopluralist approach to policy development and implementation shows that the failure of emigration control and the current abandonment of serious emigration restrictions are explained by a combination of external constraints, imposed by a highly asymmetrical interdependence with the United States, and internal constraints, imposed by actors within the balkanized Mexican state who recurrently undermined federal emigration policy through contradictory local practices.  相似文献

Lithuania represents one of the rare cases in which a state with relatively high standards for maintaining population statistics is experiencing mass emigration. In light of the policy initiatives undertaken by the Lithuanian government to address the issue of emigration, this study aims to improve our understanding of how, in this mass emigration context, emigration events are connected to specific socio‐economic characteristics of individuals and variation in local socio‐economic conditions. We analyse census and vital registration data covering the whole working‐age population of Lithuania during the period 2011‐2012. Our findings indicate that when assessing the likelihood of emigration events, individual‐level characteristics such as employment status, educational attainment, and prior migration experience are highly relevant. However, the importance of these characteristics differs by gender. We also detect considerable spatial variation in emigration rates across Lithuanian municipalities. Our outcomes provide new insights for the development of cohesive migration policies in Lithuania.  相似文献

The varying responses of the Maghreb countries to the closure of the West European labour markets to immigrant labour inflows in 1973 are examined. While Algeria has affirmed its commitment to the return and re‐integration of its migrant community, Tunisia and Morocco have pursued policies of migrant re‐direction. Although emigration to Libya has increased substantially, fluctuating political relations made this a highly unstable destination. Government efforts to secure employment opportunities in the Gulf emirates and in Saudi Arabia have been markedly less successful. Long‐term solutions to the employment problems of the North African states demand radical new policies.  相似文献

This paper explores the process of resettlement among recent refugees in Perth, Western Australia. We propose four refugee resettlement styles created through the interaction of a number of factors. These factors can be clustered as: (1) the social features of refugees (their human, social, and cultural capital), and (2) the host society's responses to refugee settlers (Australia's resettlement policy and services and the broader influence of the host society's responses to refugees). We propose that refugees approach their resettlement in predominantly active (“achievers” and “consumers”) or passive (“endurers” and “victims”) ways and that these are differentially successful strategies. Medicalization of the refugee experience in Australia is a factor that may influence refugees to adopt a passive “victim role”, so we propose that a greater emphasis during early resettlement should be placed on refugees' own culturally defined priorities such as employment and stable housing. The argument developed in this paper is supported by data from two qualitative research projects conducted in Western Australia. The fieldwork consisted of interviews, focus groups, and participant observation, and targeted refugees from the former Yugoslavia and the Horn of Africa who arrived in Australia during the 1990s and 2000s, as well as resettlement service providers.  相似文献

Internal and international migration increasingly continues to be of global importance for development policies and programmes, but the dearth of data on migration for African countries and the limited focus on the structural conditions that motivate migration from specific localities within the region remain glaring. In this study, we examine the patterns and drivers of migration in Cameroon, focusing on the dynamics of rural–urban migration, migrant circulation, regional economic migrants and refugees, international migration, brain drain and returns from emigration. Consequent upon regional conflicts and instability, we highlight the refugee problem in Cameroon and significant challenges in addressing it. Finally, we underscore the policy and research challenges necessary to harness the potentials of internal and international migration for national development.  相似文献

Unless literally forced to leave, prospective refugees have a choice between staying and flight, subject to constraints, particularly the willingness of a country to grant asylum. Although all options may be unpleasant, they nonetheless represent alternatives amenable to economic analysis. The incentive to flee is a function of threat severity and credibility, and the attractiveness of available safe havens. The theoretical analysis suggests that restrictive asylum policies have little impact on demand for asylum, except in the interplay with other factors, such as costs of flight and retribution against unsuccessful refugees. While the case of bogus refugees has received much attention in the popular literature, this article shows that threatened individuals may choose emigration instead of flight if there are repercussions associated with refugee status. The author presents preliminary findings on selected aspects of the dynamics which govern emigration from and within the South Asian region comprised of Bangladesh, India, Pakistan, and Sri Lanka. The paper attempts to identify some of the major reasons for observed migration flows and how the future may be envisaged especially in view of government programs, policies, and priorities. Contract labor migration is given special attention since it has become the predominant type of migration in the region. Sections consider a possible conceptual framework; measuring emigration pressure or potential; data and data problems; the volume of emigration since 1970; South Asian migrant workers; macro-level determinants of emigration; community, family, and individual factors; and sending country policies. The consequences of emigration are discussed in terms of the impacts upon the labor force and non-economic consequences. Observations for the future conclude the paper. Analysis of the dynamics of emigration from South Asia indicate an urgent need to improve data on various forms of emigration, that relevant officials in countries of origin have a longstanding concern about the exploitation of workers in sending as well as receiving countries, and the need to better understand the linkages between various factors relevant to the emigration process. An understanding of such linkages would allow for more realistic policies and planning for future emigration.  相似文献

"This article assesses the notion that the determinants of remittances generated by refugee flows, particularly from Communist-inspired systems, are different from those associated with labor migrations....These differences have a major bearing on how labor migrants and refugees perceive their relationship with countries of origin. The propensity of labor migrants to dissociate themselves from the home country is considerably less than among refugees whose perceptions are mediated by opposition to the ruling regime and other factors, such as political relations between refugee-sending and refugee-receiving countries and whether or not there has been a regime change or one is expected to occur. The conceptual issues elaborated here are based on the Cuban-American experience, but also reflect an assessment of Nicaraguan emigration during the 1980s."  相似文献

Many countries of emigration are in transition from conflict to peace and from authoritarian to democratic governments. Addressing population movements from these countries requires more than economic opportunities; equally important is the establishment of the rule of law, respect for human rights, and, in countries recovering from conflict, reconstruction of destroyed infrastructure and housing. Otherwise, fragile peace and democratization processes can easily break down, creating new waves of forced migrants and hampering efforts towards repatriation and reintegration of already displaced populations. This background paper discusses the nature of forced migration, pointing out that the end of the Cold War has produced new pressures and new opportunities to address these flows. While extremism, particularly rampant nationalism, has provoked massive forced migration in many parts of the world, the changing geopolitical relations has also led to peace settlements in some countries and humanitarian intervention to reduce suffering in others. Addressing forced migration pressures in countries in transition requires comprehensive policy approaches. Four types of best practices are considered in this paper. First, mechanisms to ameliorate the causes of forced movements, including the role that expatriate communities can play in strengthening the rule of law and respect for human rights, particularly minority rights. Second, mechanisms that enhance refugee protection while minimizing abuses of asylum systems, including enhanced respect for the refugee convention, adoption of complementary forms of protection when the refugee convention does not apply, strengthened regional protection, and the establishment of in–country processing of refugee claims. Third, mechanisms to resolve the longer–term status of forced migrants, including decisions on when to cease refugee status and temporary protection and encourage/permit return or integration. Fourth, mechanisms for more effective repatriation when return is possible, particularly programs to help returnees reintegrate and communities reconstruct themselves.  相似文献

Mexico’s emigration policies – including the state’s engagement with the diaspora, the discourse in relation to emigrants, the responses to U.S. migration policies and legislation, and the priority given to the issue in the national and bilateral agendas – have undergone a process of transformation since the late 1980s and particularly after 2000. From a history of generally limited engagement in terms of responding to U.S. policies and a traditional interpretation of consular protection activities, Mexico has gradually developed more active policies in relation to the diaspora and began a process of redefining its position on emigration. In addition to the processes of political change in Mexico and the growing impact of migrants’ transnational activities, changes in Mexico’s emigration policies are also a result of transformations in foreign policy principles and strategies, mainly as a result of the evolution of U.S.‐Mexico relations since the late 1980s and particularly since NAFTA. These findings demonstrate the significance of international factors – namely host state – sending state relations and foreign policy interests, discourse, and traditions – in the design and implementation of migration policies and the need to develop multi‐level analyses to explain states’ objectives, interests, and capacities in the management of migration.  相似文献

This paper, based on research in the North of England, seeks to examine the interconnections between equal opportunities policies, women's employment and patriarchy in a local labour market. It is argued that organizations develop a selection of public patriarchal strategies, most notable of which are the denial of inequality and the use of ‘time’ to segregate and disadvantage women within the labour market and labour process. It is masculine culture which has determined the shape and operation of equal opportunities policies where time commitment, individualism and priority to employment are necessary in order to achieve. Equal opportunities policies fail to address not only structural inequalities but also the role that organizations themselves play in maintaining gender segregation. By individualizing women the policies may also undermine women's own employment coping strategies which depend on assistance from other women both inside and outside the employment setting.  相似文献

This article presents a multistage migration framework to broaden the lens through which child welfare personnel can view immigrant and refugee families and their children. By better understanding the family's experiences in both emigration and immigration, including reasons for leaving their home country, experiences in transit, and reception and resettlement experiences in the United States, child welfare personnel are better equipped to assess their needs and provide effective prevention, protection, permanency, and family preservation services. Case examples illustrating the application of the framework and guidelines for program and practice are included.  相似文献
