Only a few years ago the widely shared view was that low food prices were a curse to developing countries and the poor. Their dramatic increase in 2006–8 appears to have altered this view fundamentally. High food prices are now judged to have a devastating effect on developing countries and the world's poor – a reversal of opinion that raises questions about the old and the new arguments and the proposed remedies, and also about the causes of this dramatic turnaround in analysis and policy conclusions. This article puts these changes in perspective and discusses their potential implications.  相似文献

Throughout the 1990s, the issue of how to secure pension systems in the face of demographic change has been high on policy agendas in many countries. Yet, reforming pension systems has, more often than not, proved to be a particularly difficult and awkward political undertaking. The following article explores one of the many possible reasons why pension reform in Europe has been so arduous for the would-be reformers. After briefly reviewing some basic concepts and issues involved in reforming social security systems, the paper concentrates on how policy actors at international level have constructed the pension policy issue. Specifically, the paper reviews three pension reform policy stories. Each of the stories starts from differing assumptions, produces contradictory prognoses of the pension problem, and prescribes diverging policy solutions. Significantly, each policy story provides a normative vision of a 'good' pension reform. Thus, policy stories provide templates for producing plausible policy arguments in politiucal debates: yet, thay do so by weaving scientific knowledge, 'objective' fact and normative convictions about social welfare systems into a seamless rhetorical fabric. The final section, then, looks at the seams by analysing the more contentious assumptions of the different policy arguments.  相似文献

The role of civil society in the improvement of equitable development and the stimulation of democratic culture has been notably recognised by international development agencies. In the new policy of ‘good governance’ that proposes progress regarding development and democracy in parallel in the developing countries, civil society is often represented by non-governmental organisations (NGOs). This paper bases its arguments primarily on theories in relation to the role of civil society with regard to development and democracy to raise concerns about current policy trends of ‘good governance’ in the general context of developing countries with the main focus on Africa. The concerns are substantiated by empirical verification through a review of literature. The paper concludes that NGOs are unlikely to have the strength to either promote development or foster democracy.  相似文献

This article uses the case of trade‐related investment measures (TRIMs) to examine the liberalisation of investment and its potential impact on developing countries. Very few developing countries actually use TRIMs to any appreciable degree, but, when taken in conjunction with the broader liberalisation of investment, the 1994 TRIMs Agreement has significant implications that will constrain governments’ policy options and require issues of competition policy to be addressed. Multilateral competition policy would be difficult to agree and implement and the article considers alternative strategies that developing countries could adopt.  相似文献

This article measures long term trends in policy coherence for development. Based on result chains, it develops a counterfactual methodology, and then applies it to assess changes in inputs, outputs and outcomes over time. While the literature does not indicate any significant change in policy coherence for development over the last decade, this research finds that, if the time scale is lengthened to 50 years, an overall increase in policy coherence for development of the Dutch government, vis‐à‐vis the DR Congo, in the domains of finance and security, can be detected. These changes in policy coherence for development inputs seem to have contributed, in conjunction with similar policies from other countries, in some instances, to positive outcomes in the DRC.  相似文献

This paper quantifies the cross-national spillover effects of government and private investment in research and development (ROD), using a panel data set of ten OECD countries. The results show that domestic private research is a significant determinant of both domestic and foreign productivity growth, and that foreign government research stimulates domestic private research. These findings are significant in that they provide empirical support for arguments in favor of international economic policy coordination, particularly in the area of international science and technology.  相似文献

Immigration policies in most host nations of the west have undergone significant changes in recent years. Based on the four country‐specific papers that appear in this section of the journal, and also on our own research, we present an overview of these changes and their context. In all countries, economic considerations play a central role in shaping immigration policy and greater importance is given to scientific research. Several common policy changes are noted in Australia, Canada and New Zealand which include: a shift away from a human capital focus toward more targeted selection based on labor market demand for specific skills, increased emphasis on temporary foreign worker programs, attraction of international students, an overhauling of the refugee system, and regionalization of immigration. In the U.S., while adoption of some of these changes has often surfaced in public policy and academic discussions, legalization of unauthorized migrants remains an important policy debate, with recent arguments focusing on the economic benefits of legalization.  相似文献

Gender-based discrimination or harms represent an important set of problems for policy communities. Because policy communities respond to rhetorical arguments about policy ideas, feminist scholars need to be concerned about the persuasion value of their policy-relevant arguments. This paper examines the persuasion value of arguments based on feminist narratives. Narratives look to women's experiences as key resources for social investigation, but they involve rhetorical tradeoffs. Some of the important rhetorical advantages of narratives are partially offset by features characteristic of this research approach.  相似文献

This article argues that the East Asia international labour market is best viewed as bisected along productivity lines. Within this market, the labour-exporting countries of East Asia provide the overwhelming proportion of low-skilled migrant workers to the region, and are responding to perceived advantages of a policy of labour export.
On the other hand, the movement of highly-skilled and professional (HSP) workers is best viewed as the result of globalization and the internationalization of education, training and the professions, rather than the result of explicit labour export policies of specific countries.
The central concern of the article is that protection of migrant workers is also bisected along productivity lines with HSP workers given special consideration under international policy, while measures to protect and facilitate the movement of low-skilled workers are virtually non-existent.
Various policy measures are suggested that might be employed to advance the cause of migrant worker protection in East Asia.  相似文献

This article explores the nature of disability employment policy drawing on evidence from fifteen countries. In line with earlier sociological approaches to disability it describes two ways of framing policy in the area. These two paradigms are developed and used to critically evaluate employment policy under the headings: legislative measures, open employment-financial employment support services and sheltered/supported provision. The dilemmas that may arise during implementation of policy are discussed and the consequences for the construction of an emancipatory employment policy. Finally, the article suggests some themes or dimensions that a coherent disability policy should have.  相似文献

EMU will see a re‐allocation of responsibility between different tiers of government for different elements of economic policy, yet policy assignment in the EU often reflects political compromises rather than dispassionate analysis or principles. This article explores the arguments for assigning responsibility for economic policy to different tiers of government in the EU. In the light of these arguments, the case for re‐assigning policy for prudential supervision of credit institutions, regulation of utilities and industrial policy is examined. This leads to the conclusion that closer economic integration will require potentially substantial changes in the assignment of policy.  相似文献

Sociological explanations of inequality are incomplete unless they fully recognize the importance of social policy regimes, the policy logics embedded within them, and how policy arrangements work to stratify and shape daily lives. In this address, I develop my arguments by examining two overlapping struggles of everyday life in the contemporary United States: balancing work and family on the one hand, and securing health‐care services, both formal medical care and informal family care, on the other. Both struggles involve care deficits that are significantly more serious in the United States than in other high‐income countries, in part because our policy regime contributes to rather than counters the gendered roots of work–family conflict. Comparative studies hold a key to better understanding the link between policy regimes and everyday lives, as illustrated by the author's own comparative research in Finland and in the United States In terms of policies and policy logics that promote gender equity, paid parental leave for fathers has received much recent attention from social science scholars. Sociologists are challenged to become aware of comparative social policy scholarship and to approach inequalities and the related daily conflicts and struggles—such as over care deficits—by including this work in their analyses.  相似文献

The autonomy of a country’s central bank from political authorities has been advocated both as a remedy against the inflationary bias that would otherwise be present in the conduct of the government’s monetary policy and, more recently, on the basis of empirical evidence. However, both theoretical arguments and empirical findings have associated central bank autonomy with the conduct of monetary policy, while often failing to pay attention to those institutional cases where a central bank is in place but is not responsible for the conduct of monetary policy. These cases are particularly relevant for those countries which do not possess their own currency, or where extreme monetary regimes such as dollarization, currency boards, or monetary unions are present. These institutional settings, where a central bank exists, but there is no monetary policy to be conducted, raise the issue of central bank autonomy in a framework where the inflation bias is no longer pertinent. In other words: Is central bank autonomy still a relevant objective when a country does not run its own monetary policy? The present paper addresses this question, discusses dimensions of autonomy and accountability and maintains that central bank autonomy still does matter, particularly if the central bank is responsible for bank supervision and financial regulation.  相似文献

This paper examines different models of disability policy in European welfare regimes on the basis of secondary data. OECD data measuring social protection and labour-market integration is complemented with an index which measures the outcomes of disability civil rights. Eurobarometer data is used to construct the index. The country modelling by cluster analysis indicates that an encompassing model of disability policy is mainly prevalent in Nordic countries. An activating and rehabilitating disability-policy model is predominant mainly in Central European countries, and there is evidence for a distinct Eastern European model characterized by relatively few guaranteed civil rights for disabled people. Furthermore, the Southern European model, which indicates a preference for social protection rather than activation and rehabilitation, includes countries which normally have diverse welfare traditions.  相似文献

The labour immigration policies of high‐income countries are characterized by trade‐offs between openness to admitting migrant workers and some of the rights granted to migrants after admission. This empirical observation lies at the heart of the author's 2013 book, The price of rights: Regulating international labor migration. In this article, he reviews its main findings, arguments and policy implications and responds to a critical review of the book that was published in the International Labour Review in 2015. He concludes with a plea for more open debate on the linkages between migrant rights, labour migration and development among national and international organizations concerned with these issues.  相似文献

Commenting on an article by A. Ia. Kvasha, the author wonders whethe r the Soviet state, as a matter of policy, encourages measures to limit the growth of population. He further regards the Soviet attitude, as he understands it, of making light of the expanding population in developing countries as dangerous and suggests that in the developing world some measures of population control would be necessary in making the transition from a traditional agricultural society into a modern ind ustrial one. In a reply, Kvasha admits that social and economic development can only be obtained by radical changes in the economic structure and the creation of an independent economic base and a relatively well-developed home-owned industry. But he feels that demographic problems, no matter how acute, are always resolved in intimate association with the entire course of social progress. Each socialist country may take a unique approach to population problems as socialist governments do have the opportunity to regulate many processes of life. Thus, the current population policy in the Soviet Union consists of measures to stimulate the birthrate while preserving the right for individuals to plan their own families. Poland is taking measure to limit births while Czechoslovakia and Hungary are trying to increase them.  相似文献

This paper addresses the relationship between individual-level work-to-family and family-to-work spillover and two country-level policy measures: childcare policy and maximum work hour legislation. Coupling Gornick and Meyers?? (Families that work: policies for reconciling parenthood and employment, 2003) policy measures with individual-level data (N?=?7,895) from the 2002 International Social Survey Programme, the authors analyze whether men and women in countries with stronger childcare policies and maximum work-hour legislation exhibit work-to-family and family-to-work spillover. The authors find that neither childcare policy nor maximum work-hour legislation is significantly associated with work-to-family spillover. Stronger childcare policy is associated with lower family-to-work spillover for women, especially for women with young children. Maximum-hour legislation is associated with greater family-to-work spillover for women, with a significantly larger effect for mothers of young children.  相似文献

Evidence-based programs (EBPs) are increasingly being implemented in children's services agencies in developed countries. However, this trend is meeting resistance from some researchers, policy makers and practitioners. In this article we appraise the main critiques, focusing on scientific, ideological, cultural, organizational and professional arguments. We contend that some of the resistance stems from misconceptions or an oversimplification of issues, while others represent valid concerns that need to be addressed by proponents of EBPs. We set out implications for the development and evaluation of programs and how they are introduced into service systems, and conclude with broader recommendations for children's services.  相似文献

This article provides the first cross‐national assessment of Latina immigrant fertility trends. Specifically, we compare Ecuadorian women in Spain (EiS) to Mexican women in the United States (MiUS). We focus on these two groups because they (1) have similar socio‐economic profiles and (2) are the largest Latina subgroups in their respective host countries. We show that since 2001, the fertility rate of EiS has declined substantially more than the fertility rate of MiUS has. Drawing on census and administrative data in both countries, we assess four factors that might explain this difference: economic cycles, linguistic affinity, labor market participation, and education. We argue that labor market and education factors can best help to explain Latina fertility patterns. We conclude by discussing the findings with regard to contemporary arguments about Latino culture and immigrant fertility, and by describing the study's policy implications.  相似文献

This paper examines the environmental impact of the 1992 reforms to the Common Agricultural Policy (CAP) of the European Union within British arable agriculture. It demonstrates how policies that were expected by some to have positive environmental outcomes did not do so. One reason for this failure is to do with the design of the policy instruments and the fact that environmental objectives were not explicit. It is suggested that the environmental arguments remain peripheral to policy making within the European Commission. It is also the case that there were important unexpected impacts of other non-policy factors, especially trends in world market prices for arable products in the period following 1992. A weak policy thesis in which the CAP sits alongside market forces, other policies and the socio-economics of agriculture provides a powerful explanation of land management in agriculture. However, it is also the case that the policy remains strong if measured by its core principles. The paper suggests in conclusion that future policy reforms should recognise the complex and inter-related factors influencing farmer behaviour. This is likely to mean a combination of measures designed to capture the potential for increasing biodiversity in a range of contrasting farm systems and individual farm circumstances. Policy goals should be explicit and the policy mechanisms designed to achieve those goals tightly focused.  相似文献
