White supremacy in South Africa had its beginning in the initial Dutch colonial settlement of the Cape. The first Dutch settlers brought with them a vision of colonialism in which Europeans were superior to non‐Europeans, and could behave in colonies in ways that were not tolerated at home. The colonial idea of racial slavery corrupted early Cape officials before there were any slaves, and made the introduction of slavery inevitable. Marriages between white men and non‐European women were tolerated at the Cape as elsewhere in the Dutch colonial realm, but raciallymixed couples were not welcome in the Netherlands. The racial exclusivity of the Dutch home community gained ground at the Cape as its European settlers began to see themselves as a home community away from home, and sought to emulate home standards in so far as this was practicable in an overseas colonial setting.  相似文献

The past two decades have coincided with unprecedented Australian selection of skilled migrants, in particular professionals from non‐English speaking background (NESB) source countries. By 1991, the overseas‐born constituted 43 to 49 per cent of Australia's engineers, 43 per cent of computer professionals, 40 per cent of doctors, 26 per cent of nurses, and rising proportions in other key professions. Within one to five years of arrival, just 30 per cent of degree‐qualified migrants were employed. However, few diploma holders had found work in any profession, and select NESB groups were characterized by acute labour market disadvantage. Throughout the 1980s and 1990s, barriers to credential recognition were identified as a major contributing factor to these inferior employment outcomes. This paper describes the evolution of Australia's qualifications recognition reform agenda for NESB migrants, including progressive growth in support of a shift from paper to competency‐based assessment (CBA). Within this context, the paper examines the degree to which improvements were achieved in the 1990s in the field of nursing — the first major Australian profession to embrace CBA, and one promoted by the National Office of Overseas Skills Recognition as an exemplar of the reform process. Assessment protocols and outcomes are analysed within two contrasting contexts: pre‐migration at Australian overseas posts, and within Australia following overseas‐qualified nurses' (OQNs) arrival. Based on empirical data from a wide range of sources, the paper identifies the development of a major paradox. Substantial improvements in qualifications recognition were indeed achieved for NESB nurses through CBA in Australia, in particular in the dominant immigrant‐receiving states of Victoria and New South Wales. At the same time, it is argued, a significant tightening of recognition procedures was occurring at Australian overseas posts where CBA was unavailable. The Immigration Department placed pre‐migration assessment more, rather than less, exclusively in the hands of the professional nursing bodies, in a period coinciding with their harsher, rather than more lenient, treatment of NESB migrants' qualifications. Minimal improvement in recognition of overseas qualifications was achieved in other professions.  相似文献

"After a short overview of fertility trends among Turkish and Moroccan immigrants in the Netherlands, based upon population and vital registration data, determinants of these trends are analysed using survey data on cumulative fertility as well as on desired fertility." The author concludes that although "a long time series of data is not yet available due to the fairly recent history of the migration of Turkish and Moroccan women to the Netherlands, it appears that their fertility level is declining. Migrant fertility levels are lower than in the countries of origin.... Factors in the decline of overall immigrant fertility are variables related to the country of destination: work and education, insofar as this education was received in the Netherlands." In 1986, 21.3% of the population of Australia had been born overseas; currently, foreign born workers comprise 25% of the labor force. The level of skilled immigration has continued to increase throughout the 1980s. In the past, most English-speaking migrants gained recognition of their overseas qualifications, but about half of those from non-English speaking countries have never been able to return to their pre-migration occupations. Beginning with the medical field, occupational regulating gradually grew with state autonomy being a marked feature. Australia has 1 of the most highly regulated labor markets in the world, with hundreds of bodies to determine entry criteria. The Council of Overseas Professional Qualifications, established in 1969, guides selection and tests professionals both overseas and already resident in Australia. The Tradesmen's Rights Regulation Act recognizes acceptable tradesmen. Aside from these 2 bodies, the majority of qualifications are assessed at the state or local level. Problems skilled immigrants have encountered in attempting to gain recognition of their overseas qualifications include 1) preference for locally trained workers or discrimination against non-British/non-Australian qualifications; 2) lack of adequate information about assessment procedures; 3) inadequate use of interpreting and translating services; 4) language difficulties in tests; and 5) frequent assessment only on formal qualifications, with skills and experience not being evaluated. The 2 basic models for assessing occupational suitability are the valuation of qualifications approach and the valuation of skills approach. To illustrate the operation of various models of assessment, the author discusses these occupations: medicine, nursing, engineering, computing, and electrical trades. The major factors that are essential for an overall strategy of change include 1) less occupational regulation in the labor market; 2) national registration and licensing systems in the "life-threatening" or "critical" occupations; 3) optional certification systems preferably at the national level, in the noncritical occupations; 4) skills-based assessments; 5) mainstreaming of all assessment mechanisms into authorized accrediting and assessing agencies; and 6) flexible means of entry to occupations. The establishment of an appropriate mechanism and legislation for achieving this change is of paramount importance.  相似文献

"The scale of overseas immigration and the exceptional importance of the role played by migrants in demographic, economic and cultural trends in Australia makes the immigration policy one of the key components of Australian politics. Both the immigration policy and the outcomes of this policy are shaped by four major groups of factors: demographic, economic, cultural, and political in a broad sense. The weighting of these factors changes from period to period. This paper looks at the extent to which some of these factors affect regional differentiation of the immigration pattern. The analysis is focused on the influences of employment structure and other socio-economic characteristics of different Australian regions, exerted on overseas migration to these regions." Ostensibly, the approval of legalized casino type gambling in the Netherlands was intended to combat illegal and uncontrolled gambling. Very early on, however, the plan conceived and implemented by the Netherlands Parliament demonstrated serious mismarketing strategies and tactics. The new legal casinos were appealing to people other than those engaged in illegal gambling, in particular foreign tourists and local high rollers. This paper attempts to analyze the ultimate process of goal displacement, as the state casino industry allowed economic objectives to supplant desires to utilize legal casinos primarily as controls over illegal gambling.  相似文献

"International migration statistics in the nineteenth century are acknowledged to be deficient and biased, but there are few source-critical studies to determine the extent of underreporting and omissions. This article provides a critical analysis of the statistics of Dutch emigration to North America in the period 1835-1880, based on the method of nominal record-linkage of computer files derived from Netherlands emigration lists and U.S. ship passenger manifests. Published and unpublished official records in the Netherlands, U.S.A. and Canada are used to determine the extent of underreporting, the structural biases in the migration data and the 'true' annual Dutch immigration rate to the United States."  相似文献

Abstract  This article interrogates the risk of historical artefacts in travel, emphasising especially on the construction of the risk of boundary-crossing when museum exhibits travel abroad through "outbound" international travelling exhibitions. This follows the history of a controversial exhibition, the "Splendour of Imperial China"– held in 1996 that travelled from the National Palace Museum in Taipei which is renowned for its abundant and unique Chinese art collection to one of the most prominent museums on the global stage – the Metropolitan Museum of Art in New York. Drawing upon Mary Douglas's analysis of danger/risk and classification, this paper argues that the risk within the "outbound" international travelling exhibition is less ontological than constructed. Often the controversy over the risk re-delineates the boundary between "us" and "them". This article, first of all, examines the power-laden relationship, regulated by the struggle of the global museum field, when museum experts at home and abroad co-write the risk of an exhibition's travel in the language of insurance calculation. Second, it analyses the laymen's protesting discourses against the historical artefacts' overseas travel through outbound international travelling exhibition. The protest which appropriated the "keeping-while-giving" logic of exchange, and backed up with both national sentiments and international symbolic sources, rendered the exhibition a hot potato. Finally, it interrogates how the settled outbound travelling exhibition actually renders the museum collection reclassified and revalorized according to their suitability for overseas travel.  相似文献

"This research studies international migration of company transferees. The main purposes are to address how their individual characteristics have influences on their overseas assignment and what kinds of migration patterns are created by the multinational business enterprises. U.S. firms in Taiwan are the primary study focus. By using both quantitative and qualitative data, the results show that although an overseas appointment is mainly based on individual competence, nationality, ethnicity and gender also play crucial roles. The liberalisation of gambling is associated with gambling addiction; thus gambling markets can be interpreted in line with Ulrich Beck's thesis of the ‘risk society’. This article analyses the dynamics of the risk society in the case of Dutch gambling markets. It is argued that a paradigm shift relative to gambling policy—from the ‘alibi model’ to the ‘risk model’—has created a legitimation crisis of gambling policy in the Netherlands. This crisis is characterised by a chain of small but significant adjustments to market forces, justified by changing and often contradictory policy motives. Although gambling markets increasingly tend to be regulated with reference to risks, what exactly constitutes these risks is in many cases controversial. This article highlights the ambiguous nature of the risk society and commercialised gambling.  相似文献

In order to describe the main features of future American society, the main changes already occurring are discussed, a theory is formulated that explains these changes, and this theory is applied to the future. Three well-known theories are used as a starting point: Habermas's theory of systems, his theory of lifeworlds, and general conflict theory. To account for a variety of systems, a theory of the "organizing" process is proposed. To explain the trans-formation of lifeworlds, a simplified theory of the "communicative" process is outlined. To gain insight into cultural change, the theory of "oppositional" process is presented. The main conclusions are that we are witnessing a shift from "system" to "lifeworld" and that both postindustrial structures and postmodern culture contribute to and are symptoms of this shift. Moreover, future American societies, shaped by this shift, will have many properties of the preindustrial gemeinschafts.  相似文献

The major purpose of the research is to examine gender differences in patterns of labor market activity, economic behavior and economic outcomes among labor migrants. While focusing on Filipina and Filipino overseas workers, the article addresses the following questions: whether and to what extent earnings and remittances of overseas workers differ by gender; and whether and to what extent the gender of overseas workers differentially affects household income in the Philippines. Data for the analysis were obtained from the Survey of Households and Children of Overseas Workers (a representative sample of households drawn in 1999–2000 from four major “labor sending” areas in the Philippines). The analysis focuses on 1,128 households with overseas workers. The findings reveal that men and women are likely to take different jobs and to migrate to different destinations. The analysis also reveals that many more women were unemployed prior to migration and that the earnings of women are, on average, lower than those of men, even after controlling for variations in occupational distributions, country of destination, and sociodemographic attributes. Contrary to popular belief, men send more money back home than do women, even when taking into consideration earnings differentials between the genders. Further analysis demonstrates that income of households with men working overseas is significantly higher than income of households with women working overseas and that this difference can be fully attributed to the earnings disparities and to differences in amount of remittances sent home by overseas workers. This study examines employment and occupational shifts experienced by Filipino overseas contract workers in the transition from country of origin to country of destination and examines the impact of labor migration on economic conditions and standard of living of the families left behind. Data for the analyses were obtained from a representative sample of 2,346 households drawn from four primary sending areas in the Philippines. The analyses focus on characteristics of the households and of the household members employed overseas. The findings reveal that a considerable number of overseas workers (both men and women) were unemployed prior to migration and that the overwhelming majority of these workers were recruited to fill low‐status (manual and service) occupations in the host country. The analysis demonstrates that the odds for Filipino overseas workers to be employed in low‐status occupations were extremely high, net of human capital characteristics, net of the occupations they held in the Philippines, and net of country of destination. Further analysis reveals that overseas employment is associated with a substantial increase in earnings (five‐fold for men and four‐fold for women). Comparison between households with and without overseas workers reveals that, net of household characteristics, the flows of income earned abroad are used to purchase household goods to improve standard of living. These findings provide firm support to expectations derived from the household theory of migration according to which labor migration is a strategy adopted by the household unit to allocate family resources rationally to increase the flows of income in order to raise the family standard of living.  相似文献

This article links the development of service user involvement championed in the United Kingdom to two examples in Dutch-speaking qualifying social work programmes: one from Belgium and one from the Netherlands. In both projects, a longer lasting cooperation with more marginalised service users was established. The Belgium project highlights social work lecturers and service users living in poverty, working in tandem to deliver a module to social work and socio-educational care work students. The example from the Netherlands involves young people from a homeless shelter as peer-researchers, working together with social work students.

Both projects, one focusing on social work education and on social work research, highlight striking similarities in the positives and challenges of working with service users including how this challenges both groups preconceptions of the other, deepens learning but also creates greater potential for confrontations which need to be managed creatively. The article also identifies the pre-requisites for this to be effective including appropriate resourcing, training, facilitative skills and acknowledges that collaborations can be extremely fragile. However, such projects need further investment, experimentation and implementation on an international scale to share learning and promote creative approaches for the development and learning of social work students.  相似文献

Although a number of studies have investigated the predictors of employment among refugee migrants, there is a dearth of evidence from longitudinal data. This study investigated the cross‐sectional and longitudinal predictors of employment among 233 adult refugee men living in South‐East Queensland, Australia. Participants were interviewed four times at six‐month intervals between 2008 and 2010. Using a conceptual model developed from the literature, Generalized Estimating Equations were used to model the predictors of employment. Over time, the employment rate increased from 44 per cent to 56 per cent. Region of birth, length of time in Australia, seeking employment through job service providers and informal networks, and owning a car were significant predictors of employment. Contrary to previous research, English language proficiency was not a significant predictor when other variables were controlled for. Recognition of overseas skills and qualifications decreased the chances of finding employment. The policy and programme implications are discussed.

Policy Implications

  • Recognition of refugee migrants' overseas‐gained skills and qualifications does not guarantee them securing employment.
  • Recognition of overseas skills and qualifications should be accompanied by educating employers, especially those outside the traditional migrant employment ‘niches’, about the resources and capabilities of refugee migrants, and the value of their qualifications.
  • Fostering programmes that target the needs of job seekers from refugee backgrounds could enhance their employment outcomes.
  • Supporting refugee migrants getting their drivers' licence and establishing favourable loan programmes that enable refugee migrants to buy a car can have a positive impact on their workforce participation.

This article offers an analysis of the dynamic interplay of endogenous and exogenous forces that create the complexity of immigrant identity. It examines cultural identity and the related discourse of one particular immigrant group, the ‘post-war immigrant Taiwanese, in contemporary Japan. This group came to Japan after the end of Second World War. They have experienced complex transitions in both legal status and self-identification. Constituted from the legacies of Japanese colonialism and Chinese nationalism, the post-war émigré Taiwanese constantly negotiate and redefine their ‘neither here, nor there’ identities and thus constitute a distinct case within the population of overseas ethnic Chinese. Japan, widely considered to be a society of racial and cultural homogeneity, faces an increasing influx of migrants, in particular those from East Asia in recent years. Immigration thus leads to a broad range of concerns in contemporary Japanese society. While previous literatures of the Chinese and Korean Diaspora are widely researched, there is a vacuum on Taiwanese Diaspora in the associated scholarship. This study investigates the Taiwanese migrants' cultural adaptation and socialization under the Japanese discourse through literature reviews and field study. This paper argues that the post-war émigré Taiwanese have constructed a transnational identity hidden in-between two cultures of Japanese and Chinese. In other words, this paper attempts to offer a perspective of Taiwanese under Japanese colonialism and Chinese nationalism that transcends the ‘identity struggle’ commonly experienced by immigrants around the world. This group of Taiwanese migrants in postwar Japan struggle with surveillance, assimilation, resistance and identity confusion. To balance between a survival strategy overseas and a primordial attachment to the motherland, their identification with group boundaries may shift in accordance with a variety of situations.  相似文献

Women and anger.     
Through gender role socialization, women have learned to suppress anger. This leads to somatization and a denial of a sense of self. To teach women how to express anger, methods of anger acknowledgment and expression have been provided. Through the teaching of these techniques, nurses can assist women to experience a paradigm shift: from the belief that "others are responsible for meeting women's needs" to the belief that "women are personally responsible for meeting their own needs." By teaching women assertive communication, nurses can provide women with effective tools to regain control of their life experiences. The "Exercise Application" presents an example of a paradigm shift for the experience of anger.  相似文献

Two approaches have been adopted to study Chinese overseas. The first one stresses homeland ties and sojourning mentality; the second one focuses on host society conditions and the social construction of Chinese. This paper analyzes the population of Chinese overseas after the Second World War, which has increased steadily over time but unevenly by region from 11 million in 1955 to 39 million in 2007. Certain historical factors and contemporary forces explain the uneven growth. The paper argues that undue emphasis on homeland influence is unwarranted in view of the importance of how receiving society and its policy of accommodation have shaped the growth and development of Chinese overseas communities after the Second World War.  相似文献
