"This article examines the policies adopted by the former Likud government--and largely continued by the present Labour-led coalition government which took office in the second half of 1992--to absorb the 400,000 new immigrants (most from the former Soviet Union) who arrived in Israel between 1989 and 1992. As part of that examination, we will critically review the major features of current absorption policies, such as the policy of 'direct absorption', the 'basket of absorption services' provided as a right to new immigrants, and immigration-related housing policies. The recent wave of Jews emigrating from countries of the former Soviet Union to Israel has created structural conditions for immigrant entrepreneurship. The large size of the migrant population and its spatial concentration create a demand for services and products that can be provided by immigrants. This paper investigates the factors associated with intentions to open a small business in a sample of Jewish immigrants from the countries of the former Soviet Union. It was found that intentions to open a small business are related to previous business experience, education, income, and length of residence in the country. Immigrants become interested in entrepreneurship after learning that their prospects of finding a job in their profession are meager and explain their motivation to open a small business as being to increase their income. The findings seem to support the disadvantage theory that conceptualizes entrepreneurship as an adaptive mechanism to structural barriers in the primary labor market that create an occupational closure for immigrants possessing low and middle levels of education and income.  相似文献

Local governments have become increasingly important in the governance of immigration. The present study evaluates a local government sponsored dialogue on social identity and diversity aimed at promoting the civic integration of immigrant participants. Based on models for community dialogues across cultural differences and on the literature on immigrant civic integration, the researcher designed, implemented and evaluated the dialogue. The evaluation was based on an exit questionnaire completed by participants, observation notes taken by the researcher, and a follow-up interview with the program coordinator. The evaluation suggests that dialogues among newcomers about social identity and diversity that match most of the ideal conditions for positive intergroup contact stated in the literature likely facilitate immigrant civic integration. Participants reported improved feelings of mutual understanding and inclination to collaborate across cultural differences. The findings also indicate that participants developed a capacity to balance appreciation for cultural differences and group identities with proclivity to collaboration across cultural groups.  相似文献

Abstract

One hundred fifty-one Muslim Arab-Israeli women divorced within the past two years, having children, and living in Arab rural areas, Arab cities, and mixed (Jewish and Arab) cities, were interviewed using a semi-structured questionnaire. Subjects encountered emotional distress and decreased socioeconomic status. All moved back to their parents' home. Levels of unemployment were high, perceived family support was high, and perceived community support was variable. Most anticipated little or no chance of remarrying. Level of education was associated with a tendency to initiate divorce. Living in an Arab city was associated with freedom of movement outside of the home, greater family support, and higher levels of employment. Implications for professional practice and policy development are considered.  相似文献

We investigate if increased deportations under the Secure Communities (SC) program impacted the marriage patterns of immigrant women in the United States. We focus on country of origin-MSA deportation rates, arguing this is appropriate given the dominance of endogamous marriage among immigrants and large heterogeneity in removal rates. We find that rising deportations increased marriage rates and endogamous marriage, decreased exogamous marriage to immigrants from other countries, and had no impact on marriage to native-born men. This is striking because SC likely reduced same ethnicity partners in marriage markets. We find some evidence that increased network effects may explain these results.  相似文献

This paper examines changing concepts of immigration practice in the UK. Immigration control at the port of entry has extended to internal control within the UK. The burden of proof of legality of status is increasingly on the immigrant, against a background of administrative rather than criminal justice. The changing and broadening definition of illegal immigration in the UK is part of a set of policies, which are governmental responses to what is conceived of as public opinion. THE GUARDIAN suggested that the Home Office has tightened up its application of the rules as the price to the Tory Right for their silence over further changes to the immigration law, thus demonstrating the political aspects of the concept of illegality. The Home Office replied that the UK was now one of the most densely populated countries in Europe and that, in terms of services, the country simply could not support all those who would like to come there. Nor can more than a certain number of newcomers be absorbed by any host community without the risk of friction. However, the host community is now multi-ethnic, and there is a black vote. The growth of administrative justice against which there is little effective appeal, the retrospective application of the 1971 Immigration Act, the ever-widening definition of the concept of illegality along with the fact that there is no time limit under the 1971 Act for one of the most common offenses, that of over-staying, have given rise to an increasing number of campaigns in support of individuals or families. These campaigns against the deportation of "illegal" immigrants may be an indication of a change in public opinion.  相似文献

Policy-practice is a form of social work intervention that is intended to influence social policy. It is linked to an understanding of the role of social workers which places the struggle for social justice at the forefront of social work activity. However, this form of social work intervention has remained on the sidelines of social work practice and education in most welfare states. This paper seeks to understand the role that policy-practice and social policy play, and have played, in social work and social work education in Israel. The findings indicate that, despite a growth in interest in the political role of social workers in Israel during the 1970s, policy-practice has remained a mode of practice adopted by a minority of members of the profession in Israel. An empirical study of the curriculums of the schools of social work in Israel indicates that this is the case for the study program in most of the schools. The reasons for this can be linked primarily to the overwhelming influence of American social work upon the development of the Israeli profession and to the process of liberalization and privatization of the Israeli welfare state in the last two decades.  相似文献

Training of immigrant teachers offers ample opportunities for intercultural interactions, yet it also requires unique sensitivities. On the one hand, immigrant teachers are often qualified and experienced. At the same time, immigration forces them out of their comfort zone, entailing some loss of professional status and self-esteem. The essay suggests letter writing as a method that aims to address these often-neglected aspects in the training of immigrant teachers and is based on a course given to new immigrant English teachers in Israel.  相似文献

The Organic Law on the Improvement of the National Education Quality (Ley Orgánica de Reforma de la Calidad Educativa) readdressed one of the most significant educational issues: educational policies related to immigrant students. Therefore, this is an appropriate moment to evaluate these types of policies in three singular Spanish regions: Madrid, Catalonia and Andalusia. This article presents an analysis of the measures taken in three Spanish regions: Madrid, Catalonia and Andalusia in response to students’ reception, acceptance and enrolment of immigrant students. A qualitative methodology based on the comparative method is used. Diverse similarities, but also specific characteristics and differences, can be found among the three models associated with each region. There are several significant differences that can be appreciated, such as the institutional role, as well as other specific measures. However, singular features are also identified, such as the diverse policies for the use of the vehicular language in each of the cases. Finally, the comparisons highlight various critical aspects, such as attention devoted to the students’ native language and progress towards intercultural education in school strategies and planning.  相似文献

We present our design of a digital service supporting social inclusion among immigrant women in an ethnically and socially diverse neighbourhood of a small Finnish town. The aim is to explore experiences and perceptions as well as potential barriers and challenges for using the web-based service. The case study is framed as design research having a strong user-centred design approach. We describe the design process and present the results of a mixed-method evaluation. The results are scrutinized from the perspectives of experience design. The analysis reveals a potential to facilitate social inclusion through the fulfilment of needs related to relatedness, autonomy, competence, pleasure and stimulations as well as popularity. However, some challenges in the interface design and communication of the security and purpose of the site were identified in the study. Significant differences were also found between immigrant women and local people regarding the need for this digital service.  相似文献

Against the criticism of extreme specialization in sociology, it is argued that such specialization can prove insightful to the implications that social policy in one area may have for social policy in other areas. Such insight derives from sociologists straddling two or more areas of specialization. The example of the implications that the Immigration Act of 1990 has for education policy, in relation to social class and race, is used to illustrate the argument. As envisioned by T.H. Marshall, social citizenship was a corrective to the injustices caused by the capitalist market. Entitlements and protections guaranteed by the welfare state would prevent social and economic exclusions that civil and political rights, on their own, simply could not. Such protections consequently would ensure social cohesion and solidarity, as well as a productive economy and market. European welfare states successfully followed this formula for the most part of the post-World War II period, however the last couple of decades witnessed significant changes. For one, the very meaning of 'work' and 'worker' on which the welfare state is based has changed - flexibility, risk, and precariousness have become defining elements of working life. The welfare state itself has gone through a transformation as well, increasingly moving away from a system of 'passive benefits' to 'social investment' in human capital. These developments are coupled with an emphasis on education in 'active citizenship', which envisions participatory individuals who are adaptable in an increasingly globalized society, and ready to contribute at local, national and transnational levels. The emergent European social project draws on a re-alignment between these strands: work, social investment, and active participation. In this article, I consider the implications of this project for immigrant populations in Europe in particular and for the conceptions of citizenship and human rights in general. In contrast to the recent commentary on the neoliberal turn and the return of nation-state centered citizenship projects in Europe, I emphasize the broader trends in the post-World War II period that indicate a significant shift in the very foundations of good citizenship and social justice. The new social project transpires a citizenship model that privileges individuality and its transformative capacity as a collective good. Thus, while expanding the boundaries and forms of participation in society, this project at the same time burdens the individual, rather than the state, with the obligation of ensuring social cohesion and solidarity, disadvantaging not only non-European migrants but also the 'lesser' Europeans. The new social project brings into focus the relationship between universalistic individual rights and their effective exercise. I conclude that rather than treating human rights and citizenship as a dichotomy we should pay attention to their entangled practice in order to understand the contingent accomplishments and possible expansions of citizenship in Europe.  相似文献

The Netherlands’ recent history of dealing with immigrant integration provides an excellent example of the dangers of thinking in terms of fixed ‘national’ integration models. When first confronted with large-scale immigration, the Netherlands embarked on a policy of multiculturalism. Its current approach is one of the most assimilationist in Western Europe: several in-between forms have also been tried out. This article describes the evolution of Dutch thinking and Dutch policy-making on immigrant integration over the past few decades, and it analyses why the country has switched so frequently from one model to another. The harsher approach of this moment can be explained neither by major shifts that might have occurred in public opinion, nor by the actual course of the immigrant integration process, which has been advancing steadily. The root causes of the growing gap between facts and discourse lie in popular anxiety provoked by profound changes in Dutch society.  相似文献

This study examined the role of three spiritual responses to divorce for psychological adjustment: appraising the event as a sacred loss/desecration, engaging in adaptive spiritual coping, and experiencing spiritual struggles. A sample of 100 adults (55% female) was recruited through public divorce records. Most appraised their divorce as a sacred loss/desecration (74%), experienced spiritual struggles (78%), and engaged in adaptive spiritual coping (88%). Appraisals of sacred loss/desecration and spiritual struggles were tied to higher levels of depression. Adaptive spiritual coping was tied to greater posttraumatic growth. Spiritual coping and struggles each contributed uniquely to adjustment beyond parallel forms of nonspiritual coping and struggles and mediated links between viewing the divorce as a sacred loss/desecration and depression.  相似文献

Immigration to the US has given rise to a population of older people who migrate here to be close to their children. Although highly integrated into their intergenerational families, these seniors voice dissatisfaction with their lives in the US. Intensive interviews with 28 transnational seniors demonstrate that their dissatisfaction stems from the contradictions between high cultural expectations for family sociability and structural constraints on kin interaction in the US. Their dissatisfaction is exacerbated by factors isolating them from social contacts outside the family. Although mobility limitations and not speaking English contribute to their isolation, immigrant families play a role. Older people are sometimes isolated by heavy domestic responsibilities in their child's household, solicitous offspring who insulate parents from practical aspects of daily life, and by a collective family ethos that calls on aging parents to subordinate their needs to those of other family members.  相似文献

This study examines the main determining factors in the decision to divorce among 100 kibbutz members. The data and the conclusions are based on extensive open-ended and structured interviews. It is suggested that analysis of the reasons of divorce in the Israeli commune will contribute towards a better understanding of the intrinsic causes of divorce in modern society, since in the kibbutz the decision to terminate a marriage is based on the quality of the marital relationship per se, markedly unhindered by economic, legal or religious considerations. Following divorce, both husband and wife are assured full economic security, with equal rights as to the continued co-parenting of the children.  相似文献
