One of sociological human ecology's classic hypotheses posits the existence of a positive relationship between social status and residence. The more similar the social characteristics of two populations, the greater their degree of residential propinquity. This study examines that hypothesis with data for the Han majority and each of the fifty-five minority nationalities enumerated in the 1982 Census of the People's Republic of China. We find support for the hypothesis when we use a segregation measure that reflects the degree of unevenness of the residential distribution of a minority population from the Han. The paper also addresses the implications of these findings for the social and economic development of the Chinese minorities.  相似文献

There is a close correspondence between war and collective racial violence in the twentieth century United States. War stimulates minority group migration and often heightens the assertiveness of minorities. Both of these conditions may act to precipitate ethnic violence, though the form of that violence varies depending on social conditions. In popular wars following periods of economic scarcity and competition (e.g., World Wars I and II), minority population growth and heightened minority assertiveness may lead majority groups to feel threatened and act aggressively to protect their advantages. The result is often ethnic attack by the dominant group against minorities. Popular wars may also precipitate violence by creating a desire on the homefront for vicarious participation in overseas wars. The results of minority population growth and heightened assertiveness may be different in an unpopular war following a period of economic growth, especially if social upheaval is already occurring before the war (e.g., Vietnam). Under these conditions, minority population growth and minority assertiveness more often lead to minority group rebellions, and there may be little attempt at repression by dominant group civilians. Ethnic attack or collective repressive actions against minorities associated with “the enemy” are also common, especially in popular wars, but they are more likely to be directed at minorities who are already targets of prejudice and discrimination.  相似文献

The U.S. Department of Health and Human Services’ (HHS) Healthy People 2020 goals sought to improve health outcomes among sexual minorities; HHS acknowledged that a dearth of sexual orientation items in federal and state health surveys obscured a broad understanding of sexual minority–related health disparities. The HHS 2011 data progression plan aimed to advance sexual orientation data collection efforts at the national level. Sexual orientation is a complex, multidimensional construct often composed of sexual identity, sexual attraction, and sexual behavior, thus posing challenges to its quantitative and practical measurement and analysis. In this review, we (a) present existing sexual orientation constructs; (b) evaluate current HHS sexual orientation data collection efforts; (c) review post-2011 data progression plan research on sexual minority health disparities, drawing on HHS survey data; (d) highlight the importance of and (e) identify obstacles to multidimensional sexual orientation measurement and analysis; and (f) discuss methods for multidimensional sexual orientation analysis and propose a matrix for addressing discordance/branchedness within these analyses. Multidimensional sexual orientation data collection and analysis would elucidate sexual minority–related health disparities, guide related health policies, and enhance population-based estimates of sexual minority individuals to steer health care practices.  相似文献

This article presents an historical analysis of policy in postwar Netherlands concerning ethnic minorities. Between 1946-62, 250,000-300,000 repatriates, largely of Indonesian-Dutch descent, settled in the Netherlands. By 1983, 326,000 people were living in the Netherlands who were nationals of the 9 Mediterranean countries, with the largest groupings comprised by Turks (152,000) and Moroccans (100,500). Between 1960-83, the number of non-Dutch residents increased from 117,600 (1% of the population) to 542,600 (3.8%). It became apparent that government policy in this area was inadequate and that immigration was contributing to social problems. Members of minority groups who have immigrated to the Netherlands are staying in the country permanently and are at risk of sociocultural isolation. Since 1980, policy in this area has sought to create the conditions necessary to enable minority groups to participate in society, decrease their social and economic deprivation, and prevent discrimination through legal remedies. The Dutch minorities policy is not an immigrants policy, but rather a policy aimed at particular deprived groups with a separate culture who are at risk of stigmatization. Research has played an important role in the formulation of minorities policy and has focused on the supply side of the labor market process, housing, education, medical care, and social welfare. Research has aimed to contribute a solid theoretical foundation for the absorption process. Current government policies aimed at promoting the emancipation of minorities include stimulation of minorities' organizations, creation of opportunities to practice minority religions, mass media programs by and for minorities, the provision of education in the native language, and stimulation of minority representation of government bodies.  相似文献

Studies have consistently shown race and ethnicity to be important determinants of health. The specific nature of this influence, however, is still a mystery. In the new millennium, racial and ethnic differentials in health are bound to become a major focus in medical sociology not only because of their persistence but also because of the demographic changes taking place in the United States. It is estimated that racial and ethnic minorities are expected to increase from the current level of 25 % of all Americans to 40 % by 2030 and that minority groups will make up more than half of the U.S. population by 2050. Thus, overcoming health disparities attributable to race and ethnicity has become more urgent in ensuring good health for the nation. This article suggests that analyses of the health status of Latinos, the second largest minority group in the country, must attend to cultural factors. The need for a culture-specific approach to Latino health is indispensable to such discourses in medical sociology.  相似文献

How can we account for the targeted pattern of violence in Xinjiang, in which Uyghur secessionist groups attack some second-order minorities such as the Han Chinese and the Hui, but not the sizeable populations of Kazak, Kyrgyz, and Mongol minorities? Based on a variety of primary and secondary sources, I argue that members of the Han minority, being the national majority in China but a ‘nested minority’ in Xinjiang, are doomed to become a primary target of secessionist attacks as they represent, in and of themselves, the state from which Uyghur nationalists are trying to secede. Han Chinese’s – and to a lesser extent the Hui’s – economic and political dominance over the Uyghurs, along with their lack of historical ties to Xinjiang, also motivates their targeting while reinforcing the bond between other indigenous and comparatively disadvantaged minorities.  相似文献

Ethnic Koreans in China have been widely recognized as a ‘model minority’ primarily for academic success. Using the data collected as part of a larger ethnographic research on Korean elementary school students, this paper examines how 27 Korean families construct meaning out of the model minority stereotype in the context of their lived experience in Northeast China. Research results indicate that Koreans constructed the multi-faceted nature of ‘model minority’ as a matter of cultural superiority and dual economic marginalization in the Chinese and South Korean mainstream societies, and valued education as a practical means to achieve economic upward mobility into the Chinese mainstream. This paper argues that the model minority stereotype with the cultural explanations for Korean success may reinforce the cultural deficiency argument about the academic failure of ‘backward’ minorities, silence the disadvantages suffered by Koreans in China's reform period and lead to no active intervention to remedy them.  相似文献

Spontaneous and organized population movements have long been used as a means of promoting a country's goals of development and national integration. At the local level, on the other hand, these movements have frequently done the opposite, fueling local grievances, sharpening group distinctions, and at times creating ‘sons-of-the-soil’ conflicts. In this paper, I explore this apparent tension between the national political rationale for internal migration and the political impact such migration has had locally, in four minority regions of China and Indonesia. I argue that the specific manner in which migration affects local politics is influenced by a country's political regime. In Indonesia, the impact of migration is observed in electoral politics, where ‘politics of place’ have been allowed to emerge. In China, it is perceived in the curbing of national minorities’ territorial autonomy. The role played by local elites and group competition between indigenous people and migrants are also reviewed.  相似文献

Studies have linked the experience of child abuse or adversity to health problems in adulthood, and researchers have long documented health problems affecting children in foster care. Yet, the adult health outcomes of maltreated children placed in foster care have not been sufficiently isolated. Although information on transitioning youth and young adults is now beginning to emerge, the impact of ethnicity on adult health outcomes has been largely ignored. Given the overrepresentation of ethnic minority children in foster care and the national disparities in the health of ethnic minorities, this study examined the relationship between ethnicity and physical health outcomes for African American, Hispanic, and White adults who experienced family foster care as children. Logistic regression models indicated that ethnicity was not a significant predictor of physical health (p > .05). However, gender and age were associated significantly with their physical health outcomes.  相似文献

The author reviews the role of college health programs as public health agencies for campus communities, and describes contemporary public health challenges facing college campuses. She shows how the history of college health is intertwined with the history of diversity in higher education. Increasingly, attention is being given to institutional contexts to explain differential demographic and health outcomes. Regional inequality in terms of economic development, social institutions, and health services leads to regional disparities in health outcomes, especially infant mortality. The author uses linked data from population and economic censuses, government agencies, and health surveys on 24 Peruvian provinces to explore how differential economic development and institutional contexts influence health outcomes. Regional inequities based on rural population, subsistence activity, women's illiteracy, monthly income, gross domestic product, medical care, and health facilities are compared, with a cluster analysis identifying institutional contexts which have internal similarities. These contexts are able to discriminate differences in infant mortality. The analysis demonstrates that infant mortality in Peru varies systematically with social, economic, and medical contexts. Economic development, income and subsistence levels, women's literacy, and the amount of medical care and public health services influence health outcomes. It is clear that understanding such regional inequities can help explain disparities in health outcomes.  相似文献

This study considers the official media's portrayal of minority groups in the People's Republic of China. Based on a content analysis of minority-centered articles appearing in the People's Daily newspaper between the years 1950 and 2001, it is found that minorities are most frequently depicted as representatives of primitive cultures. How the government presents this image of primitive minorities, however, has been subject to significant refinement over the years. The government has stepped away from its earlier practice of characterizing ‘primitive’ minority cultures as pathologies detrimental to the political and economic development of the state in favor of a more recent emphasis on the virtues associated with minority lives. The authors suggest that this transformation in government rhetoric is attributable to changes in both Chinese politics and society.  相似文献

The dissolution of the USSR resulted in massive depopulation of the republics and unprecedented migration flows, including national minorities. Citizens of a once indivisible country were suddenly divided into “those of our kind” (natives) and “outsiders” (national minorities/ immigrants). The latter were often not guaranteed citizenship and were denied basic rights. Many national minorities became forced migrants and refugees, leaving neighbouring states because of discrimination or fearing violence. This article focuses primarily on the interconnection of minority and migration issues, two topics which are often discussed separately. It investigates the interrelation between migration and the minority regimes adopted by Armenia and Belarus, and the extent to which certain policies and rights for national minorities can be meaningfully extended to new migrant minorities. It also asks what lessons can be learnt from the treatment of national minorities as far as future migration legislation is concerned.

Policy Implications

  • Migrants' participation policy is always based on implicit political models of participation that should always be made explicit and examined before implementation.
  • There is always a plurality of political preferences, for different models of participation in the migrant population, that should be explored and accommodated.
  • The number of associations in existence should not be used as an indicator of a strong civil society as much as it is at present.

This paper analyzes the changes in Shanghai's population structure over the last 30 years in the 4 aspects of age structure, sex composition, urban and rural composition, and labor and employment structure. In 1953 those of the 0 to 6 age group accounted for 21.2% of the total population; in 1957 the group represented a proportion of 24.6%. Since the 1960s, especially after the 1970s, the family planning program gradually took effect, and the birthrate of the entire municipality fell drastically. The number of school-age children in 1979 was 1 1/2 times more than the same age group in 1953; there should be no worry that population control may result in a shortage of manpower to meet the needs of the work force and the armed forces either toward the end of this century or at the beginning of the next. The economy in China is underdeveloped, production and technology remain at a low level, average wages for employees are low, and for a long time the low living standard of the people has shown little sign of improvement. The problem is mainly manifest in the following areas: 1) distribution of the work force in heavy and light industries is not sufficiently rational, 2) the distribution of the work force between captial construction and transport and communications on the 1 hand and the national economy on the other is out of proportion, 3) the distribution of the work force between commerce, service trades, and public utilities on the 1 hand and the national economy on the other is disproportionated, and 4) the distribution of the work force between undertakings of culture, education, scientific research, health, and medical care on the 1 hand and economic construction on the other is improper. How to control population growth and adjust parts of the population structure to suit the national economic development poses a problem that calls for further in-depth study and analysis to resolve it step by step.  相似文献

China’s market-oriented reform has had great success in the past few decades. Along with the rapid economic growth of the country, the economic development also influenced various aspects of China’s social, economical, and political life. Recent debate has criticized the overheated market reform in social provision, thus arguing for the return of government interventions. However, in the health care sector, it is inappropriate to attribute all distortions to market imperfection. It is rather the design of the health care system and the lack of government interventions in regulating the health care market that obstruct the functions of health care provision. To examine the proposed hypotheses, the paper focuses on China’s medical care provision, evaluating the actual performance of China’s medical care provision in the environment of economic transition from a multidimensional analysis, hence providing forward-looking suggestions for the design of China’s health care provision. Findings from this study indicate that government interventions are indispensable in regulating the health care market as well as ensuring health care delivery.   相似文献

This Issue Brief discusses factors that contribute to the growth of health care expenditures and the reasons that many individuals, employers, and policymakers consider health expenditures too high. In addition, it describes various industries that make up the health care delivery system and their role in the U.S. economy as employers, producers, exporters, and suppliers of research and development. The report also discusses the economic implications of rising health care expenditures for individuals, employers, and the federal government and the potential impact of proposed health care reform on the health care sector and the U.S. economy as a whole. Health care delivery industries such as pharmaceuticals and medical equipment suppliers have higher than average research and development levels, in addition to a positive balance of trade. Moreover, while the total number of jobs in the private sector declined between 1990 and 1993, the number of jobs in the relatively high paid health services sector continued to grow. In aggregate, employer spending on health care represents only 6.6 percent of total labor costs. In comparison, wages and salaries represent 83 percent of total labor costs. Consequently, the growth rate of health care expenditures has a smaller impact on the growth rate of total compensation than does the growth rate in wages and salaries. Using job multipliers developed by the U.S. Department of Commerce, it is estimated that the 18,600 health care services jobs in Rochester, Minnesota in 1993 created another 32,000 jobs in the area. Any contraction of the health care sector in cities that have a large concentration of employment in health services would result in reduced employment in restaurants, retail stores, janitorial services, and other local businesses. EBRI's simulations estimated that between 200,000 and 1.2 million workers could become unemployed as a direct result of a mandate that employers provide health benefits to their employees, assuming that wages and salaries did not adjust at all. Others find that approximately 50,000 individuals would lost their jobs, assuming that wages and other labor costs adjust downward to completely account for increased costs. As is apparent, the estimates of job loss (and of the total costs of the policy) are extremely sensitive to the assumptions used in the simulation.  相似文献

我国少数民族学生的高等教育入学机会存在显著的城乡差异,农村少数民族学生高等教育机会获得的数量和质量都要低于城市少数民族学生:较之汉族,少数民族高等教育入学机会的城乡差异程度更为明显,反映了少数民族群体内部入学机会的城乡分化甚于汉族群体。分析我国少数民族群体内部高等教育入学机会的城乡分化状况及其成因发现,城乡教育机会的差异不是单纯的教育问题,其背后隐藏的是我国城乡二元分割的社会结构以及与此相关的一系列政治、经济、文化、教育等制度性和现实性的分离。农村少数民族学生受经济、文化、教育等多方面因素的制约,成为我国实现高等教育机会均等的最薄弱环节之一,亟待引起重视。  相似文献

This study provides estimates of the economic cost of intimate partner violence perpetrated against women in the US, including expenditures for medical care and mental health services, and lost productivity from injury and premature death. The analysis uses national survey data, including the National Violence Against Women Survey and the Medical Expenditure Panel Survey, to estimate costs for 1995. Intimate partner violence against women cost $5.8 billion dollars (95% confidence interval: $3.9 to $7.7 billion) in 1995, including $320 million ($136 to $503 million) for rapes, $4.2 billion ($2.4 to $6.1 billion) for physical assault, $342 million ($235 to $449 million) for stalking, and $893 million ($840 to $946 million) for murders. Updated to 2003 dollars, costs would total over $8.3 billion. Intimate partner violence is costly in the US. The potential savings from efforts to reduce this violence are substantial. More comprehensive data are needed to refine cost estimates and monitor costs over time.  相似文献

It is argued that despite a Chinese national urban policy large cities are still growing rapidly. Policy implementation is considered weak. It is suggested that a better strategy for increased urbanization in large Chinese cities would include integrating urban with economic policy, improving urban facilities, and planning and managing large cities. A short review is given of theories on city size and development in developing countries. Chinese economic reforms and their impact on urban growth are described. During 1978-90 the level of urbanization rose from 17.9% to 26.4%. Five periods during 1949 to present are identified as exhibiting distinct development profiles. Over the 40 year period, policies pertaining to cities of a particular population size changed constantly. During the early 1950s, development focused on major coastal cities and newly expanding industrial centers. After the 1950s and the Great Leap Forward (1958-60), rural areas and small urban places were the focus of Maoist development. Large cities were de-emphasized. The early 1970s emphasized the development of rural industries and small urban places in order to reduce rural-urban inequalities. A national urban policy was prepared in the early 1980s. The aim was to control the size of large cities, to develop medium sized cities, and to develop small cities. This policy was amended later and is now China's Urban Planning Law. However, the percentage of the nonagricultural population (NAP) living in cities of a million or more persons increased from 37.5% in 1978 to 41.6% in 1990. The share of NAP living in small cities increased to 21.5% in 1990. Temporary migrants were an estimated 5-15% of large city populations. Most cities were beyond their population control limit. Large cities had served important roles in development: greater efficiency in the industrial labor force and more profits; centers for culture, education, politics, and transportation; and links to foreign countries. Economic reforms fueled growth. At present controlled growth is an obstacle to economic development in large cities. Improvement is needed in urban management.  相似文献
