An overview is given of some salient demographic characteristics in the dramatically changing socio-economic environment of France. Examination of social security and medical insurance provision shows how social welfare benefits have become more or less vital in the French family's maintenance of improved living standards. It is concluded that French social security services now compare favourably with provisions in other countries, but that birth-rate problems and other social effects of rapid developmental change remain to be overcome.  相似文献

Cash benefit provisions have been at the core of many recent reforms in the long-term care sector in Europe. The respective schemes, however, vary widely in terms of the definition of entitlements, the level of benefits, and the ways in which benefits can be used by recipients. This article investigates cash-for-care schemes in three European social insurance countries. It asks whether the diversity of these schemes indicates different paths or just differences in the pace with which the respective policies address the risk of dependency. A characterization of the three schemes and a discussion of the implications for care work arrangements lead to the conclusion that the context and timing of long-term care reform processes are in fact quite variegated. All three countries have histories of cash schemes and of applying the cash approach to support – and to some extent relieve – traditionally strong family obligations. Differences predominate in terms of linking cash to employment, although some convergence is apparent in the effects on qualifications, working conditions and wages in care work.  相似文献

Individual and collective welfare lies at the heart of deliberations about contemporary welfare states. It is not always recognized that social security provisions interact closely with systems for the support of families and for labour market participation. This paper focuses on the interaction of institutional arrangements providing social security for families with children. The analytic framework incorporates family and marital law and social security provisions. Three European welfare states, Belgium Germany and the United Kingdom — with divergent systems of family support — are compared in detail. Among the questions to be posed are: How do these societies organize their support and family-related activities? And what are the rights for individual women, men and children? Among the indicators to be considered are whether the basis for entitlement to social security is individualized or based on a collective unit such as the couple or the household; the extent to which access relates to marriage status or the legitimacy of the children; and the employment-related or universal nature of benefit. The different family models underlying institutions are analysed.  相似文献

The developing economies have been advocating the indexation of the prices for their primary commodity exports by tying such prices to other relevant international prices, such as the prices of imports to the less-developed countries. We have used econometric models to simulate a program of indexation of the prices of the ten UNCTAD core commodities at their 1963 levels for 1963–1975. The results suggest definite difficulties in such a program. Most notably the order of magnitude of the costs of buffer stock operations and financing is likely to be prohibitive. Also the distribution of benefits and losses among the less-developed countries is quite arbitrary. Therefore we are very skeptical about indexation by buffer stock operations.  相似文献

In all former centrally planned economies, the question of how to restructure old-age income provisions and open the way to non-governmental, complementary pension schemes is being posed. This paper deals with four main areas of that problem. First, the various objectives of public and complementary schemes are discussed. The paper argues that without a broad consensus among the major interested parties there is a considerable danger that envisaged objectives will not be achieved. The second section reviews the main forms of complementary pension scheme and discusses the central characteristics of occupational and personal schemes. The third section addresses two critical policy areas: the kind of regulations that may be required in order to enforce the social and economic objectives; and the likely social and economic implications. On the basis of experience in OECD countries and the specific situation in countries in transition, the final section offers some tentative conclusions for Czechoslovakia, the main one being that during the initial phase of economic transition preference should be given to a simple defined contribution plan. Such a complementary scheme would be consistent with the lack of developed financial markets and the privatization plan of the government and require neither a great number of highly trained accountants and actuaries nor the comprehensive set of regulations a defined benefit plan is likely to dictate.  相似文献

This paper is about the most recent reforms of cash benefit systems and the sociopolitical debate in eight European countries. The welfare state and the social security system rank high on the political agenda. After many years of economic crisis, with increasingly widespread unemployment and changed family patterns, the welfare system that developed in most western European countries since the end of the Second World War is the focus of attention. In a world of increasing international trade, with competition from countries — in eastern Europe and Asia as well as the United States — which have not developed such comprehensive systems of social security, one of the main issues in the debate is whether western Europe can afford to maintain welfare at the existing level, or whether it is necessary to make fundamental changes. But the discussion also centres on what can be called the welfare state's own internal problems.  相似文献

当前,发展中国家地位问题受到国际社会的高度关注,已成为世界贸易组织改革中的主要讨论议题。然而,现行世界贸易组织多边规则体系中并没有关于“发展中国家地位”的清晰界定,“自我认定”的方式正遭受一些国家的挑战。发展中国家地位和特殊与差别待遇条款密切相关,世界贸易组织规则体系中涵盖的155项特殊与差别待遇条款为发展中国家的国内政策提供了一定的灵活性,尽管多数为“最佳努力条款”。中国的发展中国家地位兼具身份和契约的双重属性,部分发达国家迫使中国放弃发展中国家地位,本质上旨在继续维持其在国际经济秩序中的主导地位。虽然中国的发展正处于“强起来”的第三阶段,但仍须坚持发展中国家地位不动摇。放弃发展中国家地位并不等于将获得发达国家的自动接纳,相反,还会影响到在其他国际组织和国际事务中的角色扮演,中国的发展离不开广大发展中国家的支持。当然,坚持发展中国家地位并不等于需要和其他发展中成员享受完全一致的差别待遇,在后续谈判中,中国可以保持一定的灵活性。在国际治理中,中国也将继续为国际社会的发展提供解决方案,树立负责任大国形象。  相似文献

The provision of childcare in Korea and Japan has traditionally been intensively conducted within the family. Recent social and demographic transformations have been profound and these have resulted in significant policy changes in both countries. This study examines the institutional configurations of the provisions of childcare among the state, market, and family and how they have changed in Korea and Japan over time. The institutional configurations were quantitatively evaluated based on an estimation of care time. Our findings suggest that care time provided in market and state facilities has become much larger in Japan than in Korea. In both countries, the care time provided by market facilities is much larger than in state facilities. Over the years, both market and state provisions of care have increased in Korea whereas state care provisions have decreased and market provisions have increased in Japan. However, this does not mean that the centralization of the family in the provision of childcare has shifted. In fact, the care time within the family has increased in both countries, suggesting that Korea and Japan have become more caring welfare states.  相似文献

Nordic welfare states have usually been characterized by encompassing or institutional systems of public provisions, both in general and for people with impairment in particular. Provisions have been perceived as being more universalistic in coverage, more generous in terms of benefit levels and availability of services, and with a greater emphasis on prevention and coordination, than provisions in other Western countries. Yet the success of the Nordic system of disability protection has recently been questioned on various grounds. These criticisms have resulted in a number of reforms recently introduced or about to be implemented. This reorientation is likely to reduce the prominence of some characteristics of the Nordic model in this particular area. Under the ongoing influence of European integration, we will probably see a shift of emphasis away from redistributive provisions—especially income transfers—to regulative provisions, meant to ensure accessibility and combat discrimination.  相似文献

In this article we analyse the dynamics of the welfare state, focusing on the Netherlands and Sweden. The basic question is whether the different social systems of these countries result in differences in persistency of benefit dependency. We conclude that although benefit dependency at a macroeconomic level is more or less the same, patterns of mobility of individuals between benefits and jobs are different. These different patterns are partly explained by overrepresentation of benefits with a high degree of persistency in the Netherlands. This overrepresentation is, however, not sufficient to account for the large differences observed in dynamics. Characteristics of the welfare state account for that.  相似文献

Comparative studies of social security systems have increasingly turned towards the use of replacement rates as measures of the level of benefits in different countries and therefore of the degree of social protection afforded by different welfare systems. The rationale for this is that replacement rates provide consistent measures of the relative generosity of payments and therefore indicate the "quality" of social security systems. This article reviews the use of replacement rates in comparisons of the generosity of retirement pensions and argues that they are not necessarily reliable as such measures. This reflects a number of factors, including incomplete measurement of benefit packages and differences in what must be bought out of disposable incomes. Most importantly, the article suggests that the levels of earnings in different countries are not independent of the processes of redistribution. In particular, countries which rely on social security contributions from employers appear to provide more generous benefits than those which rely on income taxes or employee contributions. This is a consequence of the fact that employer contributions do not figure specifically in the calculation of replacement rates. The relative generosity of benefit systems is overstated in countries which rely on employer social security contributions to fund benefits. The article concludes that a range of complementary indicators of social security systems should be used in future analysis of these issues.  相似文献

Disability policy in European countries is displaying a shift towards social investment: increasing human capital and access to the labour market. The reasoning that underlies this transition is that disabled persons would benefit from mainstream employment, but are impeded in traditional policy by deficiencies in labour supply and demand. However, the shift towards more activating policies in many countries is accompanied by a decline in social protection. It is unclear whether social investment may effectively promote the employment chances of disabled persons within this context. The present research examines this question through a quantitative, cross-sectional, multilevel analysis on microdata from 22 EU countries. Our findings suggest greater activation to predict lower employment chances, while reducing passive support shows mixed effects. Conversely, measures for facilitation in daily life predict greater employment chances, as do measures for sheltered work. These findings raise questions over the value of social investment for disabled persons—and underline the need to overcome broader barriers in the labour market and in society.  相似文献

The third wave of the European Community Household Panel Survey (ECHP) shows that 12 per cent of European families were lone-parent families in 1996. Nine single parents out of ten are women, usually divorced or separated. The proportion of lone parents under 30 varies from 3 per cent in Italy to 20 per cent in the United Kingdom. Most lone parents are in work, and very often occupy a full-time job, but the employment rate ranges from only 40 per cent in Ireland and the United Kingdom to 75 per cent in France and Denmark. Lone-parent families benefit from social transfers more often than other families, and for higher amounts, but poverty is more common than in other households, except in Denmark, Greece and Portugal. The housing circumstances of lone-parent families vary widely from country to country. In the south of Europe, 25 to 40 per cent are lodging in a larger household, suggesting solidarity within the extended families. This paper classifies the nations of Europe into five groups in terms of the overall circumstances of lone-parent families. Anglo-Saxon countries have the highest proportion of lone parents, with the least labour market participation and lower incomes. In contrast, lone parents in Scandinavian countries are more often at work and no more affected by poverty than other types of households.  相似文献

This article compares 11 Western European countries with respect to public policies that promote the employment of mothers: maternity and parental leave, childcare provisions and family-related tax credits and allowances. The goal of this analysis is to characterise trends in the development of these policies from the mid-1980s to the present and identify the degree of policy convergence in this area of social policy. The process of convergence is analysed along two sets of criteria: the amount and forms of provisions, and the coherence of policies (eligibility, funding mechanisms, locus of regulation and quality control). The analysis is informed by theories of welfare regimes that identify distinctive patterns in which national policies shape the employment of women: general family support, dual-earner families and market-oriented families. Findings of the study reveal limited development towards harmonisation of national social policies. Such resilience of national welfare regimes can be attributed to institutional path dependence, on the one hand, and to minimal EU efforts to harmonise social policies, on the other. The article suggests that integrating markets have so far had a limited effect on social policy development, but that there are positive signs that convergence is possible in the future.  相似文献

In this article, social assistance developments are analysed in a large number of European Union (EU) member states, including European transition countries and the new democracies of southern Europe. The empirical analysis is based on the unique and recently established SaMip Dataset, which provides social assistance benefit levels for 27 countries from 1990 to 2005. It is shown that social assistance benefits have had a less favourable development than that of unemployment provision. Hardly any of the investigated countries provide social assistance benefits above the EU near‐poverty threshold. Social assistance benefit levels have not converged in Europe. Instead, divergence can be observed, which is due mainly to lagging developments in eastern and southern Europe.  相似文献

Tens of millions of small businesses, including countless individually run businesses, are operating in China. Hampered by their scale and limited job creation capacity, China’s small businesses need a more flexible approach to employment. In fact, their small size and their lack of technical expertise and standardized management mean that these small businesses find it hard to operate in strict compliance with labor laws in the way larger businesses do. Some other countries and regions tend to give preferential treatment to small businesses, exempting them from some of the provisions of labor law. China could consider changing the “one size fits all” provisions of its labor law to give preferential treatment to small businesses with regard to terminating employment contracts, drawing up regulations, signing contracts, and anti-discrimination in employment requirements.  相似文献

At present, Chinese labor relations operate under a unitary model of legal regulation in which labor law is applied to workers “as a whole, with everyone treated equally.” This causes a number of problems. In reality, due to constantly changing modes of employment and the flexibility of workers’ “affiliation,” forms of employment are highly diverse. In addition to regular employees, there are also “quasi-employees” (employee-like persons) whose affiliation is quite weak, and other special employees. This necessitates the updating of the legislative thinking behind labor laws. While holding fast to the assumption that workers are a vulnerable group, we should review the differences between different types of employee and draw up the corresponding regulations on the basis of specific situations. Where legislative technique is concerned, we should do away with the traditional one-size-fits-all legislative model in favor of a dedicated model that targets particular types of subject and particular circumstances. We should abandon the traditional old-fashioned model in which “all labor law provisions apply” or “no labor law provisions apply” and categorize employees in such a way as to provide special rules for quasi-employees, special employees and employees of special employers. The legal regulation of labor relations should be based on categorization and differential treatment.  相似文献

In most Member countries of the Organisation for Economic Co‐operation Development (OECD), the income gap between rich and poor has widened over the past decades. This article analyses whether and to what extent income taxes and social transfers have contributed to this trend. Has the redistributive impact of different social programmes changed over time? We use microdata from the LIS Cross National Data Center in Luxembourg for the period 1982–2014 and study both the total population and the working‐age population. In contrast to the results of some other studies, especially by the OECD, we do not find that redistribution has declined. Tax‐benefit systems around 2013 are more effective at reducing income inequality compared to the mid‐1980s and the mid‐1990s, especially among the total population. Changes in social programmes are not a driver of greater income inequality across the countries included in this study.  相似文献

We investigate population groups' attitude regarding inequality reduction in post‐Soviet transitional countries of the Baltic, Central Asia and the Caucasus, as well as the Slavic countries and Moldova. Empirical evidence presented in this article demonstrates that despite skyrocketing inequality, erosion of social provisions and efforts to introduce an individualistic market economy ideology during the last 15 years, overall support for redistribution and welfare state efforts to counterbalance rising inequality remained strongly legitimized among citizens in all post‐Soviet countries. Nevertheless, there are differences between population groups in attitude: the older, the less educated, the poor and women express more support for redistribution; while the younger, the better educated, the rich and men tend to not support redistribution. Populations in transitional countries of the Caucasus and Central Asia that face higher inequality and less effective redistribution policies expressed a strong desire for more redistribution and more active social welfare policies.  相似文献

Summary The political and economic changes presently taking place inthe Central and Eastern European countries are accompanied byprofound social changes for which, in terms of personal well-being,older and disabled people pay the highest price. Having lostthe security of a minimum standard of living, many are exposedto poverty in its broadest sense. The collapse of governmentalarrangements to provide for the minimum needs of this populationled to the establishment of non-governmental voluntary socialagencies. Unfortunately, these are characterized by limitedresources on the one hand, and lack of trained and skilled socialwork staff on the other. Based on the experience of a Hungariannon-governmental social agency, a model for eligibility criteriafor cash assistance under these circumstances, taking vulnerabilityas a key concept, is suggested for the benefit and dignity ofthose most in need.  相似文献
