China launched a pension program for rural residents in 2009, now covering more than 300 million Chinese. This program offers a unique setting for studying the ageing population, given the rapidity of China’s population ageing, traditions of filial piety and co-residence, decreasing number of children, and dearth of formal social security, at a relatively low income level. This paper examines whether receipt of the old-age pension payment equips elderly parents and their adult children to live apart and whether parents substitute children’s time involved in instrumental support to them with service consumption. Employing a regression discontinuity design to a primary longitudinal survey conducted in Guizhou province of China, this paper overcomes challenges in the literature that households eligible for pension payment might be systematically different from ineligible households and that it is difficult to separate the effect of pension from that of age or cohort heterogeneity. Around the pension eligibility age cut-off, results reveal large and significant reduction in intergenerational co-residence of the extended family and increase in service consumption among elderly parents.  相似文献

Using a long panel of youths, we establish a causal link between parental expectations regarding education and educational attainment. In particular, we use an instrumental variables approach to find that the child’s chances of obtaining a high school or college degree are increasing in the parent’s expectations of the likelihood of these events. We then use differences between the objective likelihood of a child’s educational attainment and the parents’ subjective probabilities to consider the hypothesis that lower educational outcomes among certain groups are driven by a “culture of despair,” where children are low-achieving because they are expected to underachieve. While we do find that children from households with lower levels of income, wealth, and parental education are less likely to attain high school and college degrees, we reject the hypothesis that this is driven by low subjective expectations of educational success. Rather, we find that parents from disadvantaged groups have expectations for the educational outcomes of their children that differ more from the statistical likelihood of these outcomes than do parents of children from advantaged households. That is, we find that parents in more disadvantaged households are more optimistic about the educational outcomes of their children than those from more advantaged households.  相似文献

This article discusses what in international literature has commonly been termed the ‘vicious circle’ of poverty and disability. Our aim is to shed light on recent policies that attempt to break the vicious circle in rural areas in the People’s Republic of China. Drawing on data produced from fieldwork conducted in the Inner Mongolia Autonomous Region, People’s Republic of China, our approach is to explore experiences that households with people with disabilities have had with a newly implemented rural health insurance reform. The introduction of this reform is significant as lack of insurance and high healthcare expenses are currently perceived as crucial to causing poverty in rural China. We show that people with disabilities have been able to access this new insurance. At the same time, as currently practised, the new insurance does not prevent poor households from sinking deeper into poverty when using healthcare services as healthcare expenses increase.  相似文献

This paper uses individual-level data from the China Health and Nutrition Survey and examines the impact of the one-child policy on gender equality in education in China. The results showed children in one-child households enjoyed significantly improved opportunities for education compared to children inside multiple-child households. The improvement for girls was larger than that of boys. In addition, we found no difference in years of schooling between only-child boys and only-child girls, whereas the gap between boys and girls inside multiple-child households remained significant. In particular, years of schooling for girls having male sibling(s) were 0.62 years lower than that of girls having female sibling(s). These findings suggest the one-child policy inadvertently contributed to greater educational gender equality in China.  相似文献

Microcredit has gained worldwide acceptance in recent years as a flexible mechanism to expand individuals’ (especially the poor's) access to financial services, which is considered as an efficient way to achieve poverty reduction and other social development. A large number of empirical studies have been done to examine the welfare effects of microcredit on the borrowers and such effects are well documented in many other countries such as Bangladesh. However, the impacts of microcredit on China rural households’ livelihood are not well documented. This paper attempts to empirically evaluate the impact of microcredit on household welfare outcomes such as income and consumption in rural China. The estimation is based on the difference-in-difference approach which is an increasingly popular method of tackling the selection bias issue in assessing the impacts of microcredit. The study uses a two-year panel dataset, including both primary and secondary data collected through a household survey in rural China. Our empirical results favour the wide belief in the literature that joining microcredit programme helps improve households’ welfare such as income and consumption. Despite the optimistic findings on how microcredit has changed the rural households’ living conditions, our results show that the vast majority of the programme participants are non-poor, which casts some doubts on the social potential (such as poverty reduction) of China's microcredit programmes.  相似文献

We examine effects of Child Development Accounts on savings for postsecondary education in a statewide experiment (N = 2,677), which automatically opened state-owned college savings accounts for treatment-group children, and encouraged their caregivers to open and save in participant-owned college savings accounts. The experiment achieves universal participation for children in the treatment group; almost all treatment-group children hold an account with more than $1,000 in college assets. Treatment participants we expect would hold their own participant-owned accounts without the intervention have $395 more in savings than their counterparts in the control group; those who are motivated by the intervention to hold a participant-owned account have mean deposits of $888. Those who are motivated by the intervention to save have mean deposits of $1,826. The intervention reduces the socioeconomic disparity in asset accumulation for children. The program has the potential to promote asset building for children’s education.  相似文献

There are increasing concerns about whether Americans are saving enough for retirement. Recent research has called for improved understanding of the relationship between family structure and economic preparation for retirement at earlier stages of the life course. Using multiple years of the Federal Reserve Board’s Survey of Consumer Finances, we examined how number of children and marital status were associated with women’s household retirement savings at young and mid-adulthood. Several household-level indicators of retirement preparation were considered: desire to save for retirement, retirement account ownership, eligibility to participate in a defined-contribution plan, participation in defined-contribution plans, and retirement account wealth. Results from regression analyses revealed variation in women’s household financial preparation for retirement at young and mid-adulthood by family context. Additional children were negatively associated with several measures of retirement preparation among single-female households but not for couple households. Overall, we found that low economic preparation for retirement is an additional economic disadvantage facing single mothers at young and mid-adulthood, with potentially long-term implications for their financial security. The results shed light on linkages between family structure and women’s economic status.  相似文献

Understanding the effects of power distribution, particularly women’s decision making, on human development is important. This study used a set of direct measures of decision-making power from the Pakistan Social and Living Standard Measurement Survey and examined the relationship between women’s decision-making power and the food budget share, nutrition and child schooling. It found that in Pakistan, the relationship between women’s decision-making power and nutrition was not linear and varied depending on rural or urban residence. There was no clear evidence that higher women’s decision-making power would lead to better nutrition availability in Pakistan, but overall households were more likely to consume less grain and more vegetables. When women had higher decision-making power, children, particularly rural girls, were more likely to be enrolled in school.  相似文献

Abstract The objective of this study is to examine female labor force participation and its determinants in rural and urban China. The sociological literature has demonstrated that participation tends to increase in urban and industrialized places where women have higher levels of education and fewer children, where more workers are engaged in service pursuits, and where family structure is less traditional. With the use of data on counties and cities (N = 2,377) from the I-percent sample of the 1982 census of the People's Republic of China, it was found that female labor force participation is likely to rise in areas with increased agricultural employment, educational levels, proportion of female-headed households, and higher male-to-female sex ratios. Both the size of the service sector and the fertility rate had negligible effects on female labor force participation. Although, on average, rural places have slightly higher levels of female labor force participation, when other variables are controlled, urban places have a higher rate of female participation. In addition, the findings suggest that market factors (i.e., education) are more likely to determine the rate of female labor force participation in urban areas; whereas demographic and social factors (i.e., sex ratio and household structure) play a more important role in explaining the female labor force participation in rural counties.  相似文献

This exploratory study analyzed factors that influenced parental decision to enroll in a child development accounts program for their pre-school children’s college education. Data used is from a savings demonstration program in a Midwestern U.S. state. Of the individual, household and service-level variables, only the level of parent’s education and the program orientation about the accounts offered to parents were significantly associated with enrollment decision. Analyzed variables explained 79.0% of the decision to enroll. Results provide limited support for an institutional mechanism to help low-income families participate in child development savings accounts program. Implications are directed towards program and policy implementation of similar programs.  相似文献

This study investigates how growing up as a left-behind child due to parents’ labor migration in China is associated with adolescents’ cognitive and socioemotional development, based on data from the China Family Panel Studies. We find that adolescents do worst when both parents are absent in all developmental indicators we examined: short-term and long-term word recall tests, numeracy test, self-concept, and self-expectation of educational attainment. However, the differences between left-behind children and those in rural two-parent families are not statistically significant. Left-behind adolescents do have significantly lower well-being than those in urban two-parent families. These differences can largely be accounted for by father's education, family spending on the adolescent's education, quality of parenting, and the social support available to an adolescent. The gap in Chinese adolescents' development is, thus, not so much related directly to how many parents one grows up with as it is to whether one grows up in a rural or urban environment.  相似文献

The influence of parents’ savings behaviour on that of their children has often been remarked. This paper attempts to explain this “poids d’Anchise” via a unique French dataset collected by DELTA and TNS-Sofres in 2002 (Pat€r survey), which contains both savings and subjective information for two or three generations of the same family. Parents’ and children’s risk and discounting preferences are significantly positively intergenerationally correlated. The correlation coefficients are around 0.25, so that the two preferences are nonetheless far from identical. In addition, the elasticity of children’s wealth with respect to that of their parents is around 0.22. This correlation is corrected for the influence of age on wealth, and concerns only co-existing generations, that is before the most significant intergenerational transfers have taken place. The analysis of the raw correlations with a series of explanatory variables reveals that over 40 % of this elasticity can be explained by the permanent incomes of the two generations. Each of education and preferences separately account for about 20 %, and previous intergenerational transfers for about 13 %. When permanent income is controlled for, the contribution of savings preferences is around 13 %. The transmission of preferences therefore plays a non-negligible role in the intergenerational transmission of wealth inequalities, but is far from being the most important factor.  相似文献

Rural poverty affects 2.5 million U.S. children annually. The implementation of Child/Parent Individual Development Account (IDA) policies and programs may reflect a “best practices” strategy for reducing the incidence and impact of rural poverty. IDAs are dedicated savings accounts designed to help low-income individuals save for home ownership, postsecondary education, and small business development purposes. A brief policy analysis and feasibility study indicates Child/Parent IDA programs are a feasible way to address long-term social, psychological, and economic development for rural adults and children. Social work's continued involvement in evaluating IDA policy is paramount for improving the well-being of rural families.  相似文献

Despite China's substantial internal migration, long‐standing rural–urban bifurcation has prompted many migrants to leave their children behind in rural areas. This study examined the consequences of out‐migration for children's education using longitudinal data from the China Health and Nutrition Survey (N = 885). This study took into account the complex family migration strategies and distinguished various types of migration in China, including different forms of parental migration as well as sibling migration. The results showed that migration of siblings generates benefits for children's education, which is particularly pronounced for girls and children at middle‐school levels. But parental migration has not given children left behind a significant advantage in educational prospects as their parents had hoped. Younger children seem to be especially susceptible to the disruptive effect of parental out‐migration.  相似文献

The schooling repayment hypothesis for private transfers predicts a positive relationship between the amount of parental investment in children’s education and the amount that adult children transfer to their parents. We provide evidence on the repayment motive using data from the Mexican conditional cash transfer program PROGRESA/Oportunidades (PO). PO pays a transfer to parents for sending their children to school. Thus, if private transfers from adult children to parents are in part repayment for parental schooling investments made in the past, then PO should decrease these transfers—parents were already exogenously compensated by the government for sending their kids to school and not to work. Exploiting the exogenous variation in the amount of cash transfers a household receives from PO for sending its children to school, we compare the private transfers received in 2007 by parental households who had children 0–16 in 1997 and started receiving the programs’ benefits in 1998 with the transfers received by similar parental households who started receiving benefits in 1999. Results suggest a repayment motive exists. That is, PO is causing adult children to transfer less resources to their parents.  相似文献

Understanding the dimensions of ‘women's empowerment’ that influence food security among rural households is crucial to inform policy. This study uses the Household Food Insecurity Access Scale (HFIAS) to identify the food security status of 300 primary female‐headed households in Msinga, South Africa. Principal Component Analysis was then used to identify the various dimensions along which the rural women sampled were empowered. Finally, the Ordered Logit model was used to identify the dimensions of women's empowerment that influence their household food security status. It was found that households headed by women with higher levels of economic agency, physical capital empowerment, psychological empowerment and farm financial management skills empowerment were more likely to be food secure.  相似文献

Every child deserves a fair chance in life. However, migrant children are at higher risk of developing mental health problems. The problem of migrant children who have left their hukou registration place for 6 months or longer with their parents from rural areas to cities in China has become a unique social issue in the social transformation of China. However, even up to this day, little is known about life satisfaction of migrant children in small and medium-sized cities. To investigate the current situation of migrant children’s life satisfaction, several scales including Chinese Adolescent Students’ Life Satisfaction Questionnaire, Social Economic Status Scale, Social Support Rating Scale and big five inventory were used to obtain data on 142 migrant children and 165 local primary school students. Results showed that migrant children’s life satisfaction was significantly lower when compared to local non-migrant students. The study also highlighted that subjective and objective support, utilization of support, conscientiousness and parent’s educational level were predictive factors of life satisfaction. Migrant children’ life satisfaction was not optimistic and social support was significantly influencing factors of migrant children’s life satisfaction, so they need a support system of government, school, community, family to help them through difficulties.  相似文献
