The innovativeness of the traditional construction sector, composed of construction companies or contractors, is not one of its strong points. Likewise, its poor productivity in comparison with other sectors, such as manufacturing, has historically been criticized. Similar features are found in the Spanish traditional construction sector, which it has been described as not very innovative. However, certain characteristics of the sector may explain this behavior; the companies invest in R+D less than in other sectors and release fewer patents, so traditional innovation evaluation indicators do not reflect the true extent of its innovative activity. While previous research has focused on general innovation evaluation models, limited research has been done regarding innovation evaluation in the macro-construction sector, which includes, apart from the traditional construction companies or contractors, all companies related to the infrastructure life-cycle. Therefore, in this research an innovation evaluation model has been developed for macro-construction sector companies and is applied in the Spanish case. The model may be applied to the macro-construction sector companies in other countries, requiring the adaption of the model to the specific characteristics of the sector in that country, in consultation with a panel of experts at a national level.  相似文献

It is the purpose of this article to discuss the development and application of a logic model in the context of a large scientific research program within the Commonwealth Scientific and Industrial Research Organisation (CSIRO). CSIRO is Australia's national science agency and is a publicly funded part of Australia's innovation system. It conducts mission-driven scientific research focussed on delivering results with relevance and impact for Australia, where impact is defined and measured in economic, environmental and social terms at the national level. The Australian Government has recently signalled an increasing emphasis on performance assessment and evaluation, which in the CSIRO context implies an increasing emphasis on ensuring and demonstrating the impact of its research programs. CSIRO continues to develop and improve its approaches to impact planning and evaluation, including conducting a trial of a program logic approach in the CSIRO Preventative Health National Research Flagship. During the trial, improvements were observed in clarity of the research goals and path to impact, as well as in alignment of science and support function activities with national challenge goals. Further benefits were observed in terms of communication of the goals and expected impact of CSIRO's research programs both within CSIRO and externally. The key lesson learned was that significant value was achieved through the process itself, as well as the outcome. Recommendations based on the CSIRO trial may be of interest to managers of scientific research considering developing similar logic models for their research projects. The CSIRO experience has shown that there are significant benefits to be gained, especially if the project participants have a major role in the process of developing the logic model.  相似文献

Although valuable research has been undertaken in the United States little is yet known about the processes engaged in by supported employment projects for people with mental health problems. The study reported here explored these processes using semistructured interviews with employment project clients, their project workers and workplace managers. Of five projects involved in the research, two exemplified radically different approaches, one implicitly underpinned by a clinical model of recovery and the other by a social recovery model. In this article we draw on data from the seven cases studied from these projects to describe the two approaches and to consider their strengths and limitations. We conclude that approaches based on the social recovery model hold more promise, although such approaches would be enhanced through greater liaison with mental health professionals. In addition, funding structures are required that take account of job retention rates, rather than placement rates alone.  相似文献

Payment by results is a relatively new way of giving development aid, where a recipient's performance against pre‐agreed measures determines the amount of aid they receive. Advocates for the mechanism argue it provides donors with both a ready justification for maintaining aid budgets and better results through innovation and autonomy. It has proved popular, with most bilateral aid donors having at least experimented with the mechanism and the variety of measures stretching from individual health workers being paid for each procedure, to national governments being paid for students' test scores. However, there has not been a robust assessment of whether Payment By Results (PbR) achieves its aims for greater effectiveness. I synthesize the evidence from eight projects fully or partially funded by DFID, the recognized world leader on PbR. This represents the best evidence currently available, and is critically analysed using the leading theoretical framework that breaks each agreement into its constituent parts. I find no evidence that PbR leads to fundamentally more innovation or autonomy, with the overall range of success and failure broadly similar to other aid projects. This may partly be due to the current use of Payment by Results, with no readily identifiable examples of projects that truly meet the idealized PbR designs. Advocates of PbR may thus conclude the idea is yet to be tested. I argue PbR does not deal with the fundamental constraints that donors face, and so it is unsurprising that PbR is subject to the normal pressures that affect all aid spending.  相似文献

Public participation in science and technology, is currently being encouraged in order to fulfil the calls for a more engaging, transparent, and ethical way of governing technoscientific innovation. Several institutional documents argue for the need to enrol non-scientists into research programs; funding schemes devoted to public engagement seem to be paving the way for new baselines for knowledge creation and innovation paths that include the contributions of citizens. Citizen Science stands out as an opportune movement to lead non-scientists to contribute to scientific research projects and technological innovation, and it has given rise to a broad debate intersecting many sociological aspects linked to participation and community empowerment. However, the participation of non-scientists in data collection, analysis, and interpretation is not totally new; yet it has not had the same value across time, nor has it always been considered desirable. Indeed, volunteers' engagement and amateurs' contributions have been regulated differently compared to the current rhetoric of participation. This paper gives an account of the evolution of participation of non-experts through the lens of Science and Technology Studies, investigating its desirability, how it is governed, and whether it matches the promises of Citizen Science practitioners.  相似文献

In this paper I argue against the widespread assumption that the English language in its role as lingua franca is a serious threat to national languages and to multilingualism. I support this argument by making a distinction between 'languages for communication' and 'languages for identification'. Further support for the stance against one-sidedly attacking English as a killer language will be drawn from the findings of three research projects currently being carried out at Hamburg University, one on the impact English has on discourse norms in influential genres in other languages; the second one on the nature of interactions in English as a lingua franca; and the third one on so-called 'international degree programmes', in which English is the language of instruction. Finally, I make some tentative suggestions for a new research paradigm for English as a lingua franca.  相似文献

Empirical research has found positive correlationsbetween Protestant ethic values and internal locus of control (self-discipline), hard work,honesty, and belief in a just world. Findings withregard to the use of time and money are inconclusive.The relationship with creative innovation has not been examined. ABSTRACT

Existing literatures have discussed both ethical issues in visual research with young people, and the problems associated with applying ‘universal’ ethical guidelines across varied cultural contexts. There has been little consideration, however, of specific issues raised in projects where visual research is being conducted with young people simultaneously in multiple national contexts. This paper contributes to knowledge in this area. We reflect on our experiences of planning and conducting the International CYCLES project involving photo elicitation with young people in Bangladesh, Brazil, India, Japan, New Zealand, South Africa and the UK. While some issues such as varying access to technology for taking and sharing photos and diverse cultural sensitivities around the use of photography were anticipated in advance, others were more unexpected. Balancing the need for methods to be appropriate, ethical and feasible within each setting with the desire for sufficient consistency across the project is challenging. We argue that an ‘ethics in context’ approach and an attitude of ‘methodological immaturity’ is critical in international visual research projects with young people.  相似文献

The author has reflected on her experience in facilitating three participatory research (PR) projects to identify key issues surrounding participation, method and power. The three PR projects in health, all undertaken in the same region in southeast Australia, assessed the needs of women who have experienced breast cancer, evaluated an Indigenous healthy lifestyle programme and developed and documented a model of coordinated care by a consumer group. In particular, the three participatory projects suggested that participants do not always want to maximise their own participation and may prefer external researcher involvement – relationships, confidentiality, anonymity and time‐impacted perspectives of participation. In one study, quantitative methods were selected and time and previous knowledge of research shaped participants' selection of method. In the projects, power relations were complex and issues of negotiation, inclusion, quality of research, agendas, roles and integrity are discussed. The lessons learned here are that participatory researchers can be open to differing levels of participation and methods while also comfortable with sharing decision‐making in research, even if it alters the research outcome.  相似文献

Over its 40-year history, On Lok has evolved into a $70 million nonprofit human service organization with a national reputation for innovation as a leading provider of care to frail elderly. The agency has developed its own model of care that has been replicated in cities around the country. A recent shift has been noticeable in foreign language education theory. Previously, foreign languages were taught as a linguistic code. This then shifted to teaching that code against the sociocultural background of, primarily, one country in which the foreign language is spoken as a national language. More recently, teaching has reflected on language and culture in an integrated way with a view to preparing learners to use the foreign language in intercultural contact situations. Though in many countries national curricula for the teaching of foreign languages have been slow in the uptake of this shift in thinking, recent curricular guidelines tend to focus more explicitly on the sociocultural dimension of foreign language education, distinguishing between cognitive, attitudinal and behavioural objectives to be attained in the area of language‐and‐culture teaching. This change in focus in curricular guidelines entails a change in the expectations voiced towards foreign language teachers. Research on innovation in education has shown that teachers' perceptions of the innovation to a large extent determine the success of that innovation. This paper reports on an investigation among Spanish secondary school EFL teachers, focusing on the extent to which teachers support the new culture‐and‐language teaching objectives. Our findings suggest that teachers are willing to support the new objectives, but that they experience conflicts when having to prioritize language teaching and culture teaching objectives.  相似文献

The organized camp experience has been an important part of the lives of children, youth, and adults for over 150 years. The camp experience is a way for young people to explore and search for an authenticity often missing in other parts of their lives that contributes to their healthy transition into adulthood. Over the past decade, tremendous growth in the volume and rigor of camp-related research has occurred, facilitated by a targeted research agenda conducted by the American Camp Association. This agenda was founded on three national research projects conducted between 2003 and 2007: a study to identify the developmental outcomes of the camp experience, a benchmarking study of the youth development supports and opportunities provided through camp experiences, and a program improvement project directed toward enhancing supports and opportunities provided by camps. The findings from these research projects suggest that camp experiences promote developmental outcomes in both campers and staff and that camps provide the supports and opportunities needed for positive youth development. This article explores the developmental outcomes of the camp experience and the characteristics of the supports and opportunities afforded by camp experiences, including settings, structures, and programs and activities, as a way to provide a clearer understanding of camp as a positive youth development setting. Innovations and opportunities in research related to the provision of quality camp experiences are also considered.  相似文献

The price of a university education has increased over the years. As a result, students often graduate with thousands of dollars of debt. Conducting research or developing class projects that require personal expenditures can be overwhelming, if not impossible. Participation in research and in developing projects can enhance a student's educational experience. In an effort to address cost issues and provide an optimal learning experience for all students through participation in projects and research, the College of Health Sciences at the University of Texas at El Paso (UTEP) collaborated with a regional foundation to fund health-oriented students' projects and research. Approximately 100 projects have been funded in amounts from 200 dollars to 10,000 dollars at UTEP. Similar programs can be replicated at other US universities. Establishing a general fund and identifying contributors may be a viable option, although finding a foundation or agency to fund the project poses a challenge.  相似文献

Urban biodiversity conservation needs a firm scientific foundation, one that draws upon active and regionally calibrated research programs. Until recently this foundation has not existed. In this paper we examine the way in which the emerging discipline of restoration ecology in an urban context can learn from the experiences of ongoing restoration projects and in turn how novel insights from research of urban soils can help these projects define and reach their goals. Limitations on collaboration between academic researchers and practitioners continues be problematic. We discuss a model whereby this impediment may be removed. A case study of Rhamnus cathartica, an invader of Midwestern woodlands which modifies some important soil ecosystem properties will be used to illustrate the potential for engagement between research and practice.  相似文献

Vienna's role as Austria's largest innovative city-region depends upon many factors, of which a vibrant regional innovation system driven by joint research ventures is a key component. Between 1994 and 2002, various research groups located in the Vienna region participated in 7,334 research projects funded by the EU during the 4th and 5th Framework Programs. Organizations from this region were more likely than elsewhere in Austria to assume scientific leadership positions as project coordinators. The region specialized heavily in research concerning environment, information and communication technology, bio-technology, traffic, and general research topics. The region's most active organizations were concentrated in the city itself: universities, research organizations, small firms, and large firms were represented in a ratio of approximately 4:2:1:1. Among firms that participated, the largest ones dominated during the course of this period, although research participation by firms continually shifted more to small- and medium-sized enterprises. In terms of Austria, most research is concentrated in the about 30 most active postal-code zones, which in turn are dominated by the Vienna region. Over the full period, there is no evidence that Austrian research projects concentrated further and some types of research decentralized slightly. At the same time, the research participation of small- and medium-sized enterprises became more centralized within the Vienna region. The singular importance of stimulating further and more effective research in the Vienna region and its innovation system is obvious and these findings may be helpful in establishing policies that support key organizations, improve research infrastructure, and further stimulate the city's knowledge-generating system to ensure long-term innovation possibilities.  相似文献

Despite decades of efforts to achieve gender equality in research and innovation (R&I), all EU member states still face remarkable difficulties in driving forward the development of their innovation system while at the same time improving gender equality by using all the available research potential. In this paper we focus on the development of the share of women researchers in four national innovation systems, i.e. in Austria, Denmark, Hungary and Spain in the time period 2005-2015. The four selected cases represent countries with significant differences in their innovation capacity, gender regimes and progress of gender equality in R&I. A qualitative comparative analysis (QCA) is carried out to conduct a sector program evaluation based on statistical data and qualitative studies to understand the dynamic development of the proportion of women researchers. The study aims to provide insights into the aggregated gender equality interventions and policies implemented in the four countries studied and their contributions to the development of the proportion of women scientists at the structural level. The analysis reveals that the development of the share of women researchers during the studied period has been particularly influenced by contextual factors, namely the relative size of the business enterprise sector and the share of women among holders of tertiary education. While this is the case, it is found that gender equality interventions need to be more widespread and more effectively designed to be a strong contributing factor to an increasing representation of women in R&I.  相似文献

The sociological study of intellectual innovation has long been polarized between romantic notions of the creative marginal intellectual and competing accounts stressing the benefits of national, organizational and network centrality in the production of knowledge. I offer the concept of “optimal marginality’ as an attempt to move beyond this longstanding but increasingly stale debate. The relationship between a certain type of marginality and intellectual creativity is discussed in the context of a case study on innovation within psychoanalysis. German psychoanalyst Erich Fromm's contributions to the modern revision of Freudian theory is highlighted to illustrate the conditions under which marginality is likely to lead to innovations within theoretical systems and intellectual organizations. What types of marginality lead to innovation? Under what conditions does marginality lead to insight, and when does it lead to marginal ideas? Four ideal types are outlined and a research agenda is called for that operationalizes and tests these theoretical ideas in the context of comparative sociological analysis of intellectual creativity.  相似文献

The combination of life course and biographical research can only be done within the framework of mixed-method-approaches. As there is no established research program for this, good practice examples of existing projects in which methods have been combined have to be reflected. In this sense, this article discusses three case studies regarding the complementarity of life course and biographical perspectives and possible synergies emerging from the combination. The discussion is based on three sequential mixed methods projects investigating identity-related questions: identity work and employment, family foundations and the construction of national belonging. Four different forms of synergies can be analyzed: a) Complementary understanding of process dynamics, b) complementary understanding of different types, c) complementarity to avoid one-sided misinterpretations and to understand the role of ambivalences for the course of life, and d) expanded possibilities for the evaluation of theoretical models. Finally, the position is justified that the combination of life course and biographical research doesn’t have necessarily to be linked to a paradigmatic standpoint when setting up the study. Qualitative and quantitative studies may be considered of equal importance without the necessity to decide which method is core and which is supplementary.  相似文献

It is often claimed that a main reason public authorities and others use nonprofit organizations is that nonprofit organizations are innovative. But very little research has been conducted into innovative behavior by nonprofit organizations. How, then, does a funder formulate a policy with which to select innovative organizations? This article develops a classification matrix for types of innovations, sets out the elements of an innovation policy for a funder, and uses a review of the main theories of the spurs and inhibitions to innovation to consider how this ordering can be used in the construction of an innovation policy and as a framework for research.  相似文献

The need for multilevel, comprehensive health promotion programmeshas become widely accepted, as has the importance of communityapproaches. However, many health promotion programmes focuson change at the individual level, no doubt partly due to thedifficulty of implementing all-inclusive health promotion. Thispaper discusses two strategies for guiding multilevel projects:multiple methods for community assessment and charting projectactivities by level of change (a possibility framework). Thesestrategies help ensure a multilevel focus and provide valuableinformation that can assist with the implementation of multilevelhealth promotion research projects in specific community contexts.Our primary purpose, therefore, is not to focus on theory orresearch findings.
