There are moves across many countries away from state-led provision of services for disabled people towards cash-based systems, which have been welcomed by disabled people as increasing choice and control over services and support, and increasing independence and social participation. However, feminist scholars have long warned about the implications of commodifying care for women, and the possible consequences of substituting cash for services for social citizenship have remained underexplored, for both disabled people generally, disabled women and mothers more particularly, and for personal assistants/care workers. This article will attempt to address that gap by carrying out a comparative literature review and policy analysis of the role of policy development and outcomes in cash-for-care schemes, looking comparatively across policy developments in several countries, as well as developed welfare states beyond Europe to examine: (a) the impact of the tensions between various governance levels, particularly local and national government; (b) the gendered impact of such policies on (for example) gendered divisions of paid and unpaid work, citizenship and social participation; (c) the impact such policies have, or are likely to have, on different groups of men and women across the life course and across different social and economic groups; and (d) how such policies can contribute to the well-being and/or detriment of different groups of women (and men) within different social, political, economic and historical contexts.  相似文献

‘Care’ is a source of critical tension in current social theory, and the policy and practice implications of that tension are evidenced in its current prominence on the political agenda of developed welfare states. This article critically appraises current developments in the theory, policy and practice of care, drawing on interdisciplinary developments in political theory, sociology and social policy. Developing feminist and disability‐rights theories, it explores a critical synthesis of conflicting normative and theoretical positions regarding the giving and receiving of care, and of the ethics and justice of care. It examines case studies of current comparative policy developments across a range of different welfare regimes, including the marketization/commodification and de/re‐familiaization of care, exploring ideological and normative trends in the design of contemporary policies. It discusses the impact of theory and policy on the practice of care, looking particularly at the issue of long‐term care for disabled and older adults. Finally, the authors argue for the development of a citizenship‐based approach to care that decouples it from individualistic and paternalistic paradigms that disempower those who give and receive care.  相似文献

This article examines the relationship between social security policies and the trend toward greater equality in family life. The declining birth rate and increasing labour-force participation of women, among other factors, have altered the traditional division of labour in family life on which many social security policies were originally predicated. As the traditional guidelines dissolve, two schools of feminist thought suggest alternative ways that husbands and wives should divide their labour to fulfil domestic responsibilities. These perspectives on gender equality in family life are analysed in terms of their implications for social security policies. The merits of these approaches to policy are assessed in light of their impact on social choice, independence, self-realization, and family stability.  相似文献

In Australia, microfinance is gaining visibility as a distinct poverty alleviation strategy. Within the Australian microfinance policy and program discourses, the microfinance sector is framed as targeting both men and women equally. Yet at the practice level, the majority of loan recipients are women. Such a gender neutral framing is in stark contrast to microfinance policy and practices developed elsewhere. This paper explores how gender is represented in microfinance policy and practice in Australia, drawing on an analysis of the policy and practice statements of Australian microfinance programs. It is argued that the robust feminist assessments of the relationship between microfinance and gender equality that have emerged in developing countries could usefully inform Australian developments in this area of social policy, but that this shift requires acknowledging gender in the framing of the problem Australian microfinance seeks to address.  相似文献

This paper critically examines the ways in which social policy is said to be affected by globalization. The prevailing approach has been framed in terms of the impact of "external" economic forces on national welfare states. Globalization is said to undermine the economic and political conditions on which welfare states were built, erode national policy autonomy and force the marketization and residualization of welfare states. These predictions are found wanting on the grounds that they share many of the assumptions, and therefore also the faults, of "strong" globalization theory. A more nuanced account of the way in which social politics and social policy are affected by globalization is needed and a global governance perspective is outlined. This, it is argued, better captures the political and institutional environment in which social policy is formulated and implemented. It also recognizes the importance of "local" factors and their interaction with global ones in shaping political responses, including social policy, to globalization. The discussion highlights the enduring power of "local" forces—those which are at the level of and internal to states—and of politics and ideology in shaping the process of globalization and ultimately its implications for welfare states and social policies.  相似文献

In recent years, governments in many post-industrial nations have re-discovered 'community'. Social capital and neighbourhood renewal are key concepts underpinning policies aimed at building the capacities of communities to respond to the problems facing them. Despite the apparent consensus amongst Anglo-American governments about the use of social capital, and related concepts, as a guide for policy formulation these ideas remain hotly contested amongst social policy commentators. Against a general backdrop of disquiet about the application of social capital initiatives to communities facing significant social and economic challenges, some commentators highlight the curious inattention to gender in debates about social capital. This is all the more troubling given the apparent reliance of social capital initiatives on the informal network-building activities often undertaken by women. In this article we present findings from an empirical study of social capital creation across four geographically diverse communities. We show that the relationship between gender and social capital is complex. We argue that the 'one-size-fits-all' approach to social capital formulation fails to recognise gendered patterns of social capital formulation, but so, too, do analyses of gender that neglect the complex interactions between gender and other factors, particularly location, age and income. We argue for approaches to policy formulation that recognise local differences, including differences between and amongst men and women in social capital creation.  相似文献

Some theories of globalization argue that it is producing a uniform reduction in social spending, while others claim that global influences are mediated by specific national factors. This article argues that the emergence of support for young people leaving state out-of-home care in almost all developed countries provides further evidence for the mediation thesis. Using Australia as a case study, attention is drawn to the commonality of poor outcomes for many care leavers, the different legislative and policy responses to these needs in a range of welfare states, and the role played by local and global researchers and policy advocates in bringing these needs to public and political attention.  相似文献

Given global demographic and social trends, the need for new policy and program responses is essential. This article identifies and describes new and traditional social risks affecting children and their families in both industrialized and developing countries by region. Traditional risks continue in the developing as well as the industrialized countries but the extent and scale are very different and the problems are far more severe in developing countries. In addition, new risks are now evident and new policy responses are emerging. Attention to the new risks is increasing, with growing investment in services and policies facilitating the reconciliation of work and family life and non-traditional families. The citizens of many developing countries experience new risks as well, but their capacity to confront and address these risks is also more limited.  相似文献

Quantitative research has tended to explain attitudinal divergence towards welfare and redistribution through self‐interested rationalities. However, such an approach risks abstracting individuals from the structural determinants of resource allocation and biographical experience. With that in mind, this article draws on a qualitative study of 50 individuals experiencing relative deprivation and affluence in the United Kingdom and New Zealand to examine how lived experiences of inequality affect attitude formation towards welfare and redistribution. Scenario‐driven vignettes were used to stimulate an applied discussion of abstract principles pertaining to welfare and inequality. Use of this methodological device proffered novel insight into the phenomenological effects of material position on public attitudes and policy preferences in a comparative context. The findings suggest that affluent individuals are less likely to acknowledge systemic features shaping socioeconomic life. As a result, they exhibit a poor sociological imagination that is deployed in distinct and patterned ways to make sense of, and at times justify, economic restructuring. By contrast, those living in relative deprivation are more likely to advance accounts of intergroup relations and social location that emphasize the structuration of (dis‐)advantage. Based on the findings, policy and political implications are considered for welfare and redistribution amidst rising structural inequality.  相似文献

Market‐oriented restructurings of long‐term care policies contribute significantly to the aggravation of care workers’ situations. This article focuses on the effects of broader long‐term care policy developments on market‐oriented reforms. Germany, Japan and Sweden are three countries that have introduced market‐oriented reforms into home‐based care provision embedded in distinct long‐term care policy developments. Conceptually, this article draws on comparative research on care to define the institutional dimensions of long‐term care policies. Empirically, the research is based on policy analyses, as well as on national statistics and a comparative research project on home‐care workers in the aforementioned countries. The findings reveal the mediating impact of the extension and decline of long‐term public care support and the corresponding development of the care infrastructure on both the restructuring of care work and the assessments of the care workers themselves.  相似文献

In the Southwestern United States, Hispanas and American Indian women are increasingly adopting policymaking roles in state, local, and tribal politics. This study examines the influence of gender and ethnic identity on the policy agendas of 30 women who hold public office in New Mexico. Although the findings reveal a distinct pattern of advocacy for a feminist agenda, the majority of these indigenous leaders do not identify themselves or their goals as feminist. This research indicates that women’s policy concerns transcend ethnic/race boundaries. Furthermore, to understand Hispanas’ and Indian women’s politics, and to effectively apply feminist theory to praxis, new models incorporating their practical application of feminism are needed.  相似文献

A transnational feminist policy analysis of the Trafficking Victims Protection Act Although originally the Trafficking Victims Protection Act (TVPA) sought to prosecute traffickers, protect victims, and prevent trafficking, the most essential aim of the act involving prevention, especially in victims’ countries of origin, has not been dominant in combating trafficking. The authors used a transnational feminist framework of policy analysis to reveal the TVPA's limitations in addressing the diminished status of poor women in the developing world. Using five key questions emanating from transnational feminism, the authors illuminate the extent to which the act is unresponsive to the economic realities that make women in developing countries vulnerable to human trafficking. Based on their analysis, the authors offer considerations for the future re‐authorization of the Act, emphasizing a shift from a paradigm involving the criminalization of victims to one embodying prevention.  相似文献

The authors review the literature that calls for the incorporation of relational theory into social work practice. Two strands of relational theory are important to developing a relational social work perspective: the psychoanalytic and the feminist. Based on a feminist understanding of relationality, Dorothy Smith has provided an alternative sociological perspective that can inform social work practice on the macro level, which she has termed institutional ethnography. In looking at ways that relational theory can inform macro practice in social work we can begin to formulate a more general relational perspective—beyond the clinical—in social work.  相似文献

This paper reports the results of a study of sixty selected British and Australian academic texts on social policy and the welfare state. The purpose of the study was to investigate changes over the last fifteen years in the ways in which the position of women and gender-related issues are dealt with by feminist and non-feminist writers in the social policy field. Differences in the levels of feminist awareness in the various texts are found to be associated with the sex of the author, the type of book, the date of publication, the country of publication, and the socio-political and intellectual context in which the various texts were produced.  相似文献

The growing literature on social protection in low income developing countries has tended to focus on definitional debates, policy design and impact evaluations, with relatively little consideration of the ways in which politics shape policy. This article argues that politics needs to be at the centre of efforts to understand social protection and outlines a new conceptual framework for investigating this, with a particular focus on explaining the variation in progress made by low income countries in adopting and implementing social protection. We propose that an adapted ‘political settlements’ framework that incorporates insights from the literatures on welfare state development – notably ‘power constellations’ theory, discursive institutionalism and global policy networks – can help frame political commitment to social protection as flowing from the interaction of domestic political economy and transnational ideas. Importantly, this approach situates social protection within a broader political and policy context, and highlights the influence of underlying power relations at multiple levels.  相似文献

Substantial literature exists around the variation of welfare policy development in liberal democracies. The contrast of the American welfare state to those in Europe has sparked significant analytical literature about which factors are most significant in the variation. The literature extensively examines many of these factors but has neglected the significance of social values. This article discusses values and policy development as a foundation for further studies linking specific values to policy and institutional development. First, I discuss theorists who have identified value orientation as significant to welfare state variation; second, I review the major comparative welfare state literature. Finally, I discuss the major variation categories through the lens of social values by identifying the significant value orientation of sample policy structures. Comparative welfare state literature benefits from elucidating the values orientation of welfare policies that define the welfare state typological categories. Including the role of social values in welfare state comparisons promotes greater understanding of the origins and trajectory of current policy. During the decade of the 1980s Nebraska restructured its social service (welfare) delivery system. Prior to the change, administrative responsibility for many social service programs was shared between the state and county governments. The restructuring brought the entire program under state administration. A primary reason for this policy change was to eliminate administrative inconsistencies evident in the decentralized structure. This article utilizes 1980 and 1990 data on the distribution of Food Stamp and AFDC program expenditures in Nebraska to analyze the impact of the restructuring on expenditure distribution. The results indicate that expenditures were more equally distributed and that arbitrary decision making was reduced when social service administration was centralized.  相似文献

Two main themes are considered: first, commonalityin feminist social worker/woman service user relationships;secondly, diversity amongst women service users. Issues forfuture work are drawn out of the discussion of these themes:the problematic nature of feminist social worker/woman serviceuser commonality; the impact of social divisions other thangender on women service users' lives; the importance of unpackinggeneralizations about both women service users and feministsocial workers; the need to explore the intersections of thestatutory context and feminist social work identities. An understanding of policy implementation issues in many of the core fields of social policy requires attention to the mode of service delivery that is characteristic of those fields: face‐to‐face interaction between frontline service staff and service users. A focus on implementation as interaction between these groups reveals the significance of ‘agency’ to the analysis of why and how certain social policy outcomes occur – and in particular why outcomes may sometimes be different from those anticipated by formal policy objectives. This article considers how the agency of workers and users shapes the processes of mediation, negotiation and adaptation that occur in different service delivery contexts, and identifies ways in which resistance to intended policy outcomes, and to the practices expected to deliver them, is formed and expressed. Drawing on a wide range of empirical research material, the article shows how agencies of resistance produce outcomes that are uncertain, fragile and contested, and whose effect can be the subversion of formal policy intentions.  相似文献

A number of scholars have recently shown that key social policy concepts like ‘welfare state’ are both vague and problematic. Drawing on the international literature on the role of ideas in social policy, this article compares the development of two major policy concepts in two countries where the language of social policy is openly contentious: the USA and France. Focusing on the last three decades, the article discusses the meaning and development of the concepts of ‘social security’/‘sécurité sociale’ and ‘welfare state’/‘État‐providence’ in both countries. As suggested, these two concepts have long been controversial, in part because they are typically involved in the inherently political drawing and redrawing of the contested boundaries of state action. Overall, the article explains how the comparative analysis of social policy language can help scholars adopt a more reflexive approach.  相似文献
