At present, supported employment is emerging in Spain. It must be recognised that these programmes are more effective than the traditional sheltered structures, in accounting for the number of placements achieved in the mainstream employment market. Despite this fact, recent developments arising from social welfare policies do not encourage the consolidation of supported employment. This article briefly traces the evolution of employment integration of disabled people in Spain, and gives the results of research on professional workers in supported employment programmes. This data enables us to consider proposals to extend the experience of supported employment, thereby improving the employment situation of people with disabilities in our society.  相似文献

This paper reviews some of the major themes of social policy in Britain over the past decade and examines in detail the impact on disabled people in three major areas: employment; income and social security provision; and the organisation and delivery of health and social welfare services. It will be argued that, despite some superficial similarities between the demands of disabled people and the rhetoric of the New Right for reductions in dependency and control by the state, the dominant policy themes of free market forces, privatisation and reductions in the scope of welfare state services have not served disabled people's interests well. Moreover, attempts to “protect” disabled people within a much reduced welfare state have not been effective and have in any case had the unwelcome consequence of increasing the scrutiny and control exercised by professionals and others. This stands in contrast to the alternative policy agenda articulated by disabled people themselves, which stresses autonomy, integration, an end to discrimination, and rights—to equal chances in employment, to an adequate level of income, and to services which enhance personal choice and facilitate independent living.  相似文献

This article explores the nature of disability employment policy drawing on evidence from fifteen countries. In line with earlier sociological approaches to disability it describes two ways of framing policy in the area. These two paradigms are developed and used to critically evaluate employment policy under the headings: legislative measures, open employment-financial employment support services and sheltered/supported provision. The dilemmas that may arise during implementation of policy are discussed and the consequences for the construction of an emancipatory employment policy. Finally, the article suggests some themes or dimensions that a coherent disability policy should have.  相似文献

North Korean defectors have faced significant challenges in finding and keeping jobs in the South Korean labour market due to their many differences from South Korean workers. As the number of defectors has increased, South Korea has experienced an increased need for employment support to assist defectors in overcoming challenges in their employment and leading them to stable economic status. This study aims to develop a needs‐centred educational support model for defectors' career transitions, compare the content of suggested support programmes with the content of currently provided support programmes, and suggest relevant policy implications. Based on this study's findings, the authors argue that defectors' employment needs differ from those of other groups of job seekers in Korea; thus, this population should be served differently with consistent educational support. Each stage of the developed model provides appropriate support programmes that reflect the unique employment needs of defectors.  相似文献

This article argues that strong policy frameworks are required to support the health and well-being of sex workers, disabled people, and disabled sex workers. Through an examination of the context of sex work in Canada, we articulate the flaws of sex work criminalization and the persistent barriers that criminalization creates. Our analysis of the intersection of disabled sexuality and access to sexual services identifies how the sex industry can aid in the flourishing of the erotic lives of disabled people. The article culminates in a discussion of the benefits of sex work decriminalization for sex workers, disabled people, and disabled sex workers.  相似文献

This paper presents a review of the challenges that disabled people experience in participating in the Kenyan labour market. It draws on existing literature and on a narrative of the experiences of one disabled academic in a Kenyan university to highlight some of the forms of discrimination that disabled people have to cope with in their workplaces. The goal is to further our understanding of the nature of barriers that disabled people face in the work environment in Kenya, with a view of exploring ways of addressing those barriers and developing some recommendations for improvement. It is clear from the interview with a disabled academic that, despite strides made by the Kenyan government in terms of enacting the Disability Act, which aims at boosting disabled people’s participation in employment, there is still a big gap between the law and its implementation. What is needed is constitutional change and implementation of the existing law at all levels, as well as provision of resources to support this change.  相似文献

The primary objective of Government policy for the care of the elderly is to enable old people to live independent lives in the community for as long as possible. To facilitate this, recent policies have switched the emphasis away from long-term institutional care to the provision of care within the community. An integral aspect of this has been the provision of sheltered housing, with or without additional facilities and backed up by domiciliary and community services. This paper examines the contribution made by sheltered dwellings to the accomodation of the elderly in two areas of Wales, by comparing the characteristics of those resident in sheltered schemes with those residing in non-specialist accommodation.  相似文献

This paper is concerned with explaining why in contemporary society there has been a number of changes to income maintenance and labour market policy for disabled people. Taking a regulation approach theoretical framework it engages with the debate about whether disabled people can be considered to be part of the reserve army of labour. Rejecting previous broad-brush approaches that seem to suggest that all disabled people are part of the reserve army, it argues that the policy changes have been aimed at reconstructing non-employed disabled people as an important part of the reserve army in a period when labour markets are becoming tighter. In this sense disabled people are crucial to New Labour's regulation of neo-liberal accumulation that is structured through a contradiction between economic stability and increasing participation in paid employment.  相似文献

Disability scholars have invested much in a stage theory of capitalism, which affords little scope for disabled workers and job seekers this side of Socialism. Parallel discussions of choices and empowerment rarely penetrates the world of paid employment. Mainstream policy writers meanwhile have been concerned with an atheoretical appraisal of enhancing access to and retention of employment. Neither approach has entered into an examination of the changing nature of employment and the impact of wider relationship between state and capitalism. In this way, the important shift to new social movements in progressing identity and social rights may have overlooked the monumental, but not irreversible loss of power in the enabling state and of old social movements. The article offers a starting point in our understanding of the changing nature of employment, its likely impact on disabled people, whilst asking for a reappraisal of the possible links between old and new social movements.  相似文献

Until recently social work education in Australia has either marginalised or neglected disability by omission. Given the increasing number of disabled people in the community, the teaching of social work within a disability studies emancipatory paradigm as an essential part of the curriculum is long overdue. As many social work educators have suggested, we are at a critical moment in Australia, where the policy environment in which social work is embedded has largely been reframed in line with neoliberal trends. For disabled people, this has meant an ongoing state campaign to diminish disability entitlements, from decreasing disability social security regimes through to the rationalisation of adult disability support and care schemes. Social workers are negotiating the competing demands of these policy constraints alongside the needs of the disabled people they work with. New moral dilemmas have emerged where they are actively faced with the question of ‘who to serve?’.  相似文献

The recent federal policy initiative placing a national priority on the transition of individuals with disabilities from school to working life has focused a great deal of attention on issues of employment of the disabled. However, most of the discussion and activities have concentrated on the supply side of the equation: training for employment, job design, and the social and economic value of work. Relatively little attention has been paid to the question of demand for workers with disabilities or the nature of the labor market they face. This paper examines the question of employment for one group of disabled, those with mental retardation. We analyze the factors influencing the ability of the economy to absorb these new workers and make a series of recommendations for policy research needed to facilitate the success of the transition policy.  相似文献

Social firms and related enterprises are developing rapidly in the UK as a means of providing employment for disabled people. This study examined the kind of enterprise that will best meet the aspirations of disabled people. A telephone survey identified the range of enterprises describing themselves as social firms, and examined their develop ment and operation. Alongside the survey, focus groups with disabled people and interviews with carers explored perspectives on the values that should underpin social firms. The results suggest that indicators of good practice include: user/worker participation in the firm's development and operation; the availability of expert advice to enable informed choice about payment, with payment at the minimum wage rates or higher for those who choose this; opportunities for workers to develop to their full potential; a workforce comprising disabled and non-disabled workers; the involvement of carers and local socio-economic agencies in developing the social firm.  相似文献

This paper investigates notions of transition and independence, as well as the current circumstances that detain countless disabled people in employment endeavors that not only pay meager wages but also cement a lifelong servitude to the workshop. Sheltered workshops exist on the basis and replication of a structure that incarcerates disabled people within vocational-like settings. This paper begins a discussion of the social contract that occurs between the disabled person in the workshop. The workshop is no longer a place of societal liberation that affords the individual the opportunity to learn vocational skills, but rather it has become an institution that creates its own army of workers that will forever be subjected to a life in the workshop because of their disability status.  相似文献

Public policies stress greater inclusion of disabled people in the labour market and suggest ways to implement accommodative measures to these ends. Often missing from this literature is the experiences of disabled people in labour markets. This article reports results from a qualitative study conducted in 2005 and 2006 consisting of one‐to‐one and focus group interviews with 56 disabled individuals participating in employment training programmes in Calgary and Regina, Canada. Findings suggest the presence of workplace and employer discrimination and labelling as primary factors impeding respondents’ success in securing and maintaining employment in the labour market. The 56 respondents provide strong evidence that perceptions of disability have a greater impact on their inability to maintain and secure employment than does the lack of accommodative practices and measures in the workplace.  相似文献

Summary

Welfare to work policies have developed partly from policy rhetoric that argues employment as the best way of ensuring social inclusion for marginalised groups. In the United Kingdom, welfare to work policies for disabled people have developed within an enabling rather than a mandatory system, although organisation and practice have lagged behind. This article explores policies that provide this enabling context for facilitating the transition of people with learning difficulties from benefits to paid employment. It also explores the role of social workers, examining the degree to which their practice reflects the empowering rhetoric of the policy framework and of contemporary social work values.  相似文献

This article explores the position, potential and scope for self-employment and microenterprise for disabled South Koreans. The chronic barriers experienced in disabled people gaining paid work suggest that self-employment and enterprise might offer a good alternative to paid work. The self-determined nature of running a microenterprise has been shown to connect with disabled people who may not conform to standardised notions of body and brain that underpin many mainstream work contexts. Despite this promise, several barriers continue to beset disabled people’s access to micro-enterprise activity; barriers ranging from Confucian precepts, to employment protections that are geared largely towards paid employment and to the lack of training, finance and business support for disabled people starting up and sustaining microenterprise in Korea. The extension of legal protections, meaningful start-up subsidies, better business support and bridges between paid work and microenterprise are all seen as important policy correctives that would better support disabled people.  相似文献

Positive You is an inclusive arts project supporting learning disabled people to explore self-esteem through art-making. The project was developed by self-advocate Leah Jones who observed a gap in service provision after struggling with her own confidence and self-esteem for many years. This article has been co-written by Leah and her support Jade French using a life-story approach. Leah hopes that by sharing her story, this article will not only demonstrate the value of art-making in developing self-esteem, but also that learning disabled people can develop their own employment opportunities with the right support.  相似文献

Supported employment in its original form represents a new service paradigm, where services are organised as individualised supports aimed at securing the presence of disabled people in their local communities. Using Finland as an example, this article analyses difficulties that arise when a new service paradigm is introduced that is incompatible with the old forms of service. In this case, the accession of Finland to the European Union brought with it an active employment policy of a marginalised workforce. Along with this development, funding for supported employment projects threatened to produce a legitimation crisis in old service organisations. The crisis was managed in two ways. First, the concept of supported employment was redefined to more accurately fit into old forms of service. Secondly the project activity was ceremonialised and its goals were made ambiguous.  相似文献
