Employing a 2 (accepting crisis accountability vs denying crisis accountability) x 2 (high vs low information substantiality) x 2 (high vs low participation) online experiment (N = 293), this study examines how different transparency strategies influence public anger and trust in a Chinese police crisis context, offering insights on government social media crisis communication. In general, transparency is crucial for Chinese local governments, especially police agencies, in managing crises on social media. Reporting organizational crisis accountability, delivering sufficient and evidence-based messages, and enabling public discussion on social media are three transparency strategies that can help minimize public anger and rebuild public trust. Results suggest the positive effects of delivering messages in crisis situations by using transparency. Furthermore, the study points out that police organizations in China should consider the possibility of information overload and unexpectedly low overall expectations for government transparency among Chinese publics.  相似文献

This article provides empirical insights into how one online service – Twitter – was used for political purposes during three separate election campaigns in Sweden, Denmark and Norway, specifically how Twitter users, with hyperlinks, connect with other channels for political communication. Methodologically, the study employs three large sets of data on Twitter use tagged as relevant for each of the election campaigns, covering a one-month period. The approach allows for an untangling of the complex interconnections between novel online services, mainstream media, official political party websites, public information, individual blogs and social network sites. By moving beyond a study merely of the type of websites linked to, to also include classification of the actors publishing the content linked to, the article provides insights into the actual use by politicians, interest groups as well as grassroots activists of diverse Web genres.  相似文献

Based on an online survey of 1042 Beijing residents, this study links the usage of government social media tools, including WeChat, microblogs, and apps, to public perceptions of the government’s performance. The results indicated that young people are more likely to use government microblogs. In contrast, an inverted U-shaped relationship was found between age and the utilization of government WeChat and apps. The findings also showed that people with high education, high economic status, and a local hukou were more likely to use all three government social media tools. In controlling for the demographic variables, the results showed that the most important predictor of the use of a government social media tool was the use of any other government social media tool. The general use of social media significantly influenced the use of government social media tools, whereas the direction of this influence depended on the homogeneity or heterogeneity of these behaviors. Moreover, the results revealed a linkage between government social media use and public perceptions of government performance. Functional use, especially information acquisition and participation, was a significant predictor of perceived government transparency, responsiveness, and citizen satisfaction, while the public service function significantly increased perceived government responsiveness.  相似文献

This study examined the use of online newsrooms on U.S. state tourism websites. A content analysis of 50 state tourism websites was conducted to investigate the availability of online newsrooms as well as their contents and overall usability. The social media availability on the state tourism websites was also analyzed. The results revealed that most state tourism websites provide online newsrooms to media but many of them do not meet the needs of journalists in terms of usability, content availability, and information distribution. All of the websites integrated at least one type of social media; the most commonly used were Facebook, Twitter, YouTube, and Flickr. Since professional conduct is important in the lives of many people, trust and recognition between professionals and their clients are critical. Social professionals administer public resources on behalf of the welfare state, and their approaches and methods of intervention are mostly founded in current welfare policy. Despite this mandate, social professionals receive little acknowledgement and recognition. This article investigates the level of public trust in the Norwegian social services compared to the national insurance agencies, and to what extent the providers of these welfare services experience recognition and public approval. A central question is whether these aspects of external appreciation influence the professionals' motivation and feelings of accomplishment. Findings indicate that the social services receive less public support than the social insurance agencies, owing to the discretionary services provided and the stigma related to social assistance. The variation in institutional trust is reflected by the differences in workers' subjective experiences. That result notwithstanding, the service providers reveal a split view of themselves: while they experience themselves positively with respect to involvement and pride in their work, they also see themselves through the deprecating eyes of the public.  相似文献

This study is designed to examine climate change organizations (CCO)’s online public relations. It analyzes CCOs’ communicative efforts to build and maintain relationships with key stakeholders including media, donors, volunteers, and communities by using their websites and social networks. To accomplish this, a content analysis of 60 CCO websites was conducted. The result indicates that CCOs utilize websites primarily for media relations and fund raising purposes. The function of building and maintaining relationships with communities, current donors/volunteers was not actively utilized on CCOs’ websites. The interactivity of communication with stakeholders was somewhat limited in CCO's online communication activities.  相似文献

The purposes of this study are (a) to suggest a model of public segmentation and (b) to examine each segment's level of trust in government. By using individuals’ cognitive perceptions of government and participation in social organizations, as well as media use and demographic characteristics, as public segmentation criteria, a cluster analysis of international survey datasets of the United States and 19 European countries generated 3 public segments in each country. The largest cluster, named the underserved inactive majority, and representing a low level of income and education, low interest in politics, low trust in others, low citizenship standards, and minimal social participation, contrasted with the smallest cluster, named the satisfied active public. The identified segments differed in trust in governmental institutions, which is a key indicator of the quality of government–public relationships. Overall, the underserved inactive majority reported the lowest trust in governmental institutions, whereas citizen trust among the satisfied active public was the highest. This study highlights the theoretical and practical values of broad-based public segmentation in government public relations from the relationship-building perspective of public relations, rather than from a problem-solving perspective. Additionally, some targeted strategies for government communicators to enhance each segment's public trust in government are proposed based on the findings of this study.  相似文献

Abstract

Addressing the relationship between housing tenure and social disadvantage, this research examines social capital among public tenants in Australia, concentrating on their level of interpersonal trust and confidence in a range of public institutions. Through multivariate analyses of national survey data it also profiles the social and political background of public housing tenants. As expected, public tenants tend to have lower incomes, lower levels of education, and working-class backgrounds, or do not identify with any class location at all. They are less likely to be married or in de facto relationships than people in other housing tenures, but are more likely to identify with the Australian Labor Party than with the Coalition parties. Although public housing tenants have access to secure and affordable housing, they appear to be generally less trusting than private renters or homeowners and exhibit less confidence in government institutions such as the Australian parliament. Public housing tenants express lower levels of interpersonal trust even controlling for a range of social background factors, suggesting that as a form of tenure, public housing in some ways exacerbates the disadvantage of tenants.  相似文献

Parents have accessed websites, online discussion forums and blogs for advice, information and support since the early days of the World Wide Web. In this article, we review the literature in sociology and related social research addressing the ways in which digital media have been used for parenting‐related purposes. We begin with the longer‐established media of parenting websites, online discussion forums, blogs, email, mobile phones and message and video services and then move on to the newer technologies of social media and apps. This is followed by a section on data privacy and security issues. The concluding section summarises some major issues arising from the review and points to directions for further research.  相似文献

This article examines the relationship between online alternative media consumption and public support for radical social movement goals and tactics. Theoretically, online alternative media use could relate to the holding of more radical views either because such views are propagated by the alternative media or because of the breeding of extreme views through communications among like-minded people. At the same time, this relationship is expected to be particularly strong when online alternative media use is coupled with specific types of movement experiences. Analysis of a representative survey (N = 1012) in Hong Kong shows that both online alternative media use and participation in the Umbrella Movement in 2014 related positively to the attitude toward violent protests and toward Hong Kong independence, and the relationship between online alternative media use and radical views was particularly strong among the Umbrella Movement participants. The analysis also shows a distinction between the implications of consumption of alternative media belonging to different political factions.  相似文献

This study documents the extensive online anti-Muslim sentiment in China as well as the use of social media by Chinese Muslims from various backgrounds to engage with the online public sphere and respond to this hostile discourse. We analyzed more than 10,000 social media posts on Weibo relating to Muslims and Islam and conducted in-depth interviews with 34 Chinese Muslims who were active users of social media. Our findings reveal an anti-Muslim online frame, and we detail the ways in which Chinese Muslims have sought to influence public policy in order to protect their rights. The participants in this study responded to hateful posts and worked to increase the understanding of their religion and culture by providing glimpses of their daily lives and by discussing Islam. Nevertheless, owing to government censorship and to the prevailing Han-centric discourse, Chinese Muslims continue to face numerous risks and challenges, particularly in coping with the ideological conflict between their religion and the atheistic ruling party.  相似文献

This study applied a cultural divergence approach to examine online marketing interactivity and corporate public image on corporate websites. It analyzed different online strategic communication of corporate websites from two different nations—the United States and China. Results indicated that U.S. corporations were more likely to highlight online marketing interactivity and social responsibility, which integrated marketing and public relations as their online communication strategy. Chinese corporations provided more online spaces for the consumer–consumer interactions and emphasized corporation-oriented information.  相似文献

New technology has dramatically expanded over the past decade. New features on websites, powerful mobile devices, and the subsequent restructuring of news services have dramatically changed the profession. This study sought to learn about the broader issues of technology, and forecast trends in online communication technologies. In an effort to learn what technology professionals outside of public relations know about new technology and social media, this study used a Delphi methodology and solicited the participation of technology professionals from computer science, professional writing, communication studies, art, business, music and other areas. The first two rounds of the Delphi findings are reported and suggest that public relations professionals need to broaden their understanding of new technology to consider social and relational issues, rather than the current focus on practice.  相似文献

Information about UK citizens’ use of digital technologies is often expressed in statistics – x% lack Internet access; y% get online to engage in online banking, update social media sites, or participate in online auctions. There are many social implications to digital technology use, however – individuals may communicate online as a major way to stay in touch with friends and family, and as Internet access rises and government and public sector budgets shrink, online services become an increasingly attractive way for government and public sector service providers to communicate with citizens. This paper presents selected results of an exploratory study designed to investigate the digital personhood of UK citizens through interviews with participants at three life transitions: leaving secondary school, becoming a parent, and retiring from work. Digital personhood in this paper implies identity information online, and some interaction with others around that information. We then report on our presentation of a selection of these results to thirteen stakeholders who represented UK government departments, public sector organisations, and industry. We found that citizen and stakeholder concerns were quite different, especially at the new parent life transition, and that stakeholders tended to underestimate the willingness and ability of citizens to become involved online with the government and public sector, and overestimate citizens’ vulnerability online. Future research should investigate practical strategies for increasing communication between stakeholders and citizens, and also how to encourage stakeholders to work together to benefit their common clientele – the citizens.  相似文献

The study examines the role of social media during the Umbrella Movement in Hong Kong that lasted from September to December 2014. By interviewing a random sample of 1011 respondents over the telephone before the end of the Umbrella Movement, it was found that social media had become an insurgent public sphere (IPS) in the protest movement. Data showed that acquisition of political news through social media was related positively to support for the Umbrella Movement and adversely with satisfaction and trust of established political authorities, including the Hong Kong Special Administrative Region government, the Hong Kong police, and the Chinese central government. The insurgent public sphere role of social media, its implications, and likely development vis-à-vis the state and the market are discussed.  相似文献

Do citizens living in linguistically diverse countries without benefit of diverse media outlets find this to be a barrier to civic engagement? This study considers the interrelated effects of media access and social capital on political engagement in 15 Eurasian countries as that region continues to transition to an open economy and democracy. Drawing upon individual-level survey data, and controlling for relevant political and socioeconomic factors, regression analyses suggest a significant impact of media plurality, interpersonal trust, and government confidence on both voting turnout and unconventional political participation. The effect of social capital is mixed. Results indicate that higher levels of trust contribute to participation, while greater confidence in government is associated with less participation. These preliminary tests also show that collective action is generally lower in countries having greater linguistic diversity, but suggest that having access to political news in one’s own language can indeed contribute to more activism.  相似文献

ABSTRACT

Debate has arisen in social work about the value of online education, with proponents providing examples of innovative approaches to online teaching and those against it citing the need for face-to-face interactions to suitably teach and assess social work skills. At the same time, social workers are increasingly making use of social media, websites, online databases, email, and text messaging services for work with clients. Consequently, social workers must be adequately prepared to make use of online technologies in their practice. Drawing on examples of online interactive activities used at two regional universities and informed by Chi’s conceptual framework of cognitive processes of learning, this article argues that learning via information and communications technology (ICT) helps prepare graduates for emerging digital practice and should be an integral part of social work education. Further, ICT enables educators to monitor the levels and quality of student rehearsal of practice skills and knowledge in interactive learning experiences helping promote competent practice, grounded in social work values.  相似文献

Young adults’ increasing disconnection with public affairs and heavy reliance on social media for political communication suggest a strategic use of social network sites (SNS) by the government to foster relationships with young citizens and to improve their citizenship. However, scholars and practitioners have not reached consensus about the exact influence of individuals’ experience with government SNS. Focusing on young eligible voters, this study proposes and tests a conceptual model that measures the perceptual, relational, and behavioral outcomes of public engagement with government agencies on SNS. Specifically, the findings revealed a positive influence of government SNS engagement on perceived government transparency, perceived political efficacy, and public participation but to varying degrees depending on the government level (e.g., federal, state, and local). This study suggests that there is limited influence of public engagement on the perceived government-citizen relationship quality through SNS. This empirical research demonstrates how a contextualized investigation of public engagement and relationship management provides insights into the role that SNS can play in connecting young adults to democracy.  相似文献

In Japan, a nonprofit organization system enacted in the late 1990s and the later introduction of privatization policies in human services were expected to overturn government dominance of nonprofit organization activities. By focusing on the long-term care insurance (LTCI) system, which privatized public human services for the first time in the country, this study empirically examines whether, and to what extent, nonprofit–government relationships in Japan have actually changed as a result of this new system. In addition, because LTCI newly allows for-profit organizations to provide services, the influence of such organizations were incorporated into the analysis. The outcomes of this study demonstrate that the government continues to extend its sphere of influence over nonprofit and for-profit organizations through LTCI. In addition, for-profit organizations appear to be more successful than nonprofit organizations, in that the former organizations have overcome their lack of experience as public service providers by taking over the roles that nonprofit organizations have traditionally occupied.  相似文献
