Years of NGO campaigning resulted in the withdrawal of consent for the Via Baltica road to be routed through Bialystok, north-east Poland. In light of the current revision of the Trans-European Transport Network and ongoing environmental campaigns against infrastructure development in Central and Eastern Europe, this profile piece reflects on the Via Baltica campaign in Poland. It identifies three factors crucial to its success: multi-level collaboration, framing of the campaign and the use of both ‘formal’ and ‘informal’ tactics. It argues that in combining these elements, NGOs were not only able to ensure success in the case of the Via Baltica but also set a precedent for future environmental campaigns in the region.  相似文献

In this article, I seek to present the spectrum of contemporary family structures in Palestinian society in Israel, focusing on those that emerge in various contexts of changes in education, employment and place of residence. To enable attention to the multiplicity of identities engendered by intersection of the positions of gender/class/nationality and to assess the family patterns that maintain them and are shaped by them, I evaluate relations between two concepts: Connectivity, as proposed by Joseph (1999) and translocational positionality conceived by Anthias (2008). The former relates to the development of a feminine identity that develops in a patriarchal gender context, while the latter refers to the constant negotiation that women conduct with the contexts of their sense of belonging and the manner in which they use various resources. Those concepts help determine whether the process that Palestinian in Israel have been undergoing are accompanied by a greater variety of family patterns.

The article will be based on a study in which I conducted semi-structured, in-depth interviews with Palestinian mothers in Israel. The data were subjected to intersectional analysis from a feminist perspective, enabling study of the group under examination families of Palestinian women –separately from its surrounding society and also revealing the various subgroups comprising this social category.  相似文献

The economic changes that began with the fall of communism in 1989 have helped Poland to establish one of the strongest economies in Eastern Europe today. Not all parts of society have benefited equally from the positive economic picture however. Those who are unemployed, living on a pension, single parents, or residents of rural communities are at risk of living in poverty in Polands new economic environment. This paper assesses the views of people in these four groups in terms of their perceived need for basic necessities (money for food, rent, and medicine) and for luxury activities (culture, relaxation, and education). The paper examines the characteristics of area-based partnerships in rural Poland. It is based on the study of partnerships created after the accession to the European Union in 2004. Partnership structures have been rapidly adopted in rural Poland due to opportunities provided by the LEADER+ Pilot Programme. However, the research showed that partnerships are frequently subject to elite domination by local authorities and hence fail to fully engage a range of community and private sector actors. Funding rules for LEADER, most notably the condition that money will only be paid on the completion of projects, has been particularly significant in perpetuating the domination of partnerships by organisations with existing access to financial and human capital. Hence funding arrangements can undermine the ability of Polish partnerships to operate in ways which harness the endogenous capacities of local communities. To date power differentials between notional ‘partners’ have been experienced to a greater extent than in advanced liberal democracies. The research found that overt domination of partnership structures by state agencies limited the possibilities for community led development initiative in rural Poland.  相似文献

This paper focuses on the development of nongovernmental organizations (NGOs) in Poland, as a case study of the sector's development in the Central and Eastern European countries of transition. It is argued that, in this situation, the development and growth of the NGO sector though shaped, as in the West, by a set of legislative, political, economic, cultural, and historical forces, nevertheless is circumscribed by the specific conditions of political transformation. The nature of and the power with which legislative, fiscal, or organizational forces condition the development of the sector varies according to the scale at which they operate (local, national, or international). Moreover, it is argued that the position of NGOs is significantly regulated by the state's political ideology, and the formative and evolving character of the latter translates into instability in states' actions vis-à-vis the nonprofit sector.  相似文献

Using a nationally representative survey (N = 4,612), we analyze whether there is a difference in the Netherlands between cohabiting and married persons with regard to the frequency of contact with one’s own family as well as the parents of the partner. Clustered regression analyses show that, as expected, cohabiting persons have less contact with family members. Results are consistent with the selection perspective, which attributes the lower levels of contact to background characteristics, influencing the orientation of the cohabiting toward family. The uncertainty perspective, which attributes the lower levels of contact with the parents of the partner to the greater uncertainty regarding the stability of cohabiting relationships, is partially supported.  相似文献

European countries show substantial variation in family policy and in the extent to which policies support more traditional male‐breadwinner or more gender egalitarian earner–carer family arrangements. Using data from the European Social Survey, the authors implemented multilevel models to analyze variation in fertility intentions of 16,000 men and women according to individual‐level characteristics and family policy across 21 European countries. Both traditional and earner–carer family support generosity were positively related to first‐birth intentions for men and women. In contrast, only earner–carer support maintains its positive relationship with second birth intentions. Family policy is not in general related to third and higher order parity intentions.  相似文献

This article argues that foreign assistance, as an external force, has played an important role in shaping the local democracy-building process in Poland. The local context, which is omitted from the transition debate, is considered, and the influence that U.S. public donors exercised at the local scale is highlighted. The article claims that the delayed commitment on the part of these donors to local democracy and to the building of self-governing capacities and participatory practices has undermined the stability and effectiveness of the reforms in Poland. It is shown how this process took place through three different constructs: initial lack of direct assistance; the form under which this assistance was provided; and the donors' selectivity of recipients, both in terms of social groups and of geographic areas. It concludes by outlining areas where changes of assistance delivery should be made both by the donors and recipient communities.  相似文献

The purpose of this study was to examine the possible formation of surrogate families within Ugandan schools, especially among orphans who lack positive development opportunities typically provided by parents. This qualitative study sample of 66 Ugandan secondary school students were selected from eight schools in the Mukono district of Uganda. Findings suggest a potentially widespread family formation pattern between students and their teachers. More than 75% of students interviewed self-identified their teacher as family. Some teachers were able to offer orphans and vulnerable children positive developmental assets and were, therefore, identified as family.  相似文献

This article examines the response of Roma activists to the Italian Roma crisis in 2007 and 2008. The Roma community has become targets of discriminatory policies in Italy, such as forced evictions and ethnic profiling by the authorities, which construct Roma as distinct from the Italian nation. Roma activists increasingly circumvent national political structures and instead regard the European Union (EU) as an ally in redressing discriminatory policies in member states. In the absence of a kin state to lobby and advocate on their behalf, Roma activists, working in the transnational political context, articulate their voice and demands to the institutions of the EU. In doing so, they construct a transnational identity which on the one hand reifies Roma to a homogeneous group, whilst on the other hand contributes to the idea that Roma are not a constitutive component of the dominant nation. This article uses the Italian Roma crisis as a particular episode in which transnational Roma activists responded to a nationally based crisis and explores the impact of this on issues of national belonging.  相似文献

The paper begins with a brief illustration of the problems related to the protection of rights and constitutionalism in the context of European integration. The present-day challenges to European constitutionalism and the protection of rights through an analysis of the sources of law, the concepts of Constitution and sovereignty are then examined. The paper then points out the circularity that exists between State and Community legal systems and the dualism between the various bodies of guarantee. Finally it underlines how fundamental rights and the protection of those rights should operate as an element of intersection and consolidation between the two levels: in particular, on one hand, as a guarantee of harmonisation of the Community's social tissue and, on the other, as a guarantee for the different identities that exist therein  相似文献

Usually the concept of Europeanization refers to processes that download the European Union (the EU) regulations and institutional structures to the domestic level. Moreover, in the last few years the specialized literature has become increasingly preoccupied by the development of national patterns of government through the impact of European policies, processes and institutions. The developments and changes in domestic systems—much more visible in the new member states—suggest that the EU has enormous political and institutional influence. In line with this view, the paper examines the different degrees in which Europeanization has become a transforming political process, particularly in two new post-Communist democracies: Slovakia and Romania. More specifically, the interest is to survey the impact and the way in which Europeanization was incorporated in the rationale of party discourse, identity and policies in the Central-Eastern countries in the pre-accession period.   相似文献

Since the publication of the White Paper on European governance, COM (2001) 428, the Commission has stressed that ‘people increasingly distrust institutions and politics or are simply not interested in them’, registering the growing gap between the EU and European citizens. In this context, the European institutions have been promoting several initiatives with the aim of facilitating participation in the European decision-making process. The paper will focus on: (1) the relationship between local governance and participation in the European Union; in this frame, the European institutions tried to start a dialogue with local authorities (see the role of the CoR) and the actors of civil society (through both the European Economic and Social Committee and the Transparency Policy); (2) the consequences either in the theoretical field or in practice. On one hand, the initiatives carried out have created the basis for a new model of multi-level governance and ‘participative democracy’; on the other hand the demand for wider participation produces a continuous growth of lobbying by the actors of civil society, whose regulation appears rather difficult notwithstanding the important efforts made through the European Transparency Initiative.  相似文献

The international (financial) organisations had a leading role in the transformation process of Central and Eastern Europe, although most of them were not designed for this task. They learnt some valuable lessons out of more than 15 years of transition and were trying to adapt their strategies to the consequences of the reforms in this transformation process. Nevertheless, there could have been a better way of transformation in Eastern Europe which could have avoided the strong GDP fall in the 1990s.  相似文献

This study aims to analyse the Portuguese economic policy of disinflation through a nominal stabilization policy of the Portuguese escudo. We study the pegging of the Portuguese escudo to the deutschmark knowing the reputation of the Bundesbank for its anti-inflationary record. The acceptance of German monetary policy allowed the Portuguese economy to achieve its primary goal of price stability. The nominal stability policy of the escudo may serve as an example for other small economies that may be presently involved in the European integration process such as the Czech Republic, Estonia, Hungary, Poland and Slovenia.

Abstract

The right to education of children and youth from asylum seeker and refugee families is currently being threatened in Europe. Two factors explain this: the sudden and disorganised arrival of large numbers of asylum seeker families, and the inconsistent integration of those seeking refugee status and those who have gained such status. The actual implementation of the right to education for asylum seekers and refugees is a result of a complex combination of factors related to the asylum seeking process: demographic, psychological, economic, legal and sociological. Asylum seeker and refugee education are impacted significantly by these factors. This paper tries to explore whether EU Member States are coping successfully with such dimensions. We provide information on the current situation in Europe, as well as a summary of the latest policy recommendations aimed at improving the present situation.  相似文献

Poland and Ukraine jointly hosted the European Football Championship in 2012. The Polish media and government portrayed Euro 2012 as the culmination of the post-communist transformation that started in 1989, a great national celebration and proof that Poland belonged to the family of ‘modern’ nations. Drawing on ethnographic research, we look beyond the official discourse and analyse Euro 2012 ‘from below’ in our paper. We focus on analysing the different meanings attributed to Euro 2012 in Poland in the context of the dominant discourse. Referring to Stuart Hall, we distinguish and analyse three readings of Euro 2012, namely the dominant (‘celebrators’), negotiated (‘indifferentists’, ‘modernisers’) and oppositional (‘radical nationalist’, ‘rebels’) readings.  相似文献
