Given the historical development of land tenure in South Africa, the aim of this article is to examine the best routes to alleviate poverty and retain sustainable agriculture in the country. First, a theoretical framework is presented that relates land tenure to sustainability, and three historical periods (pre‐colonial, colonial, and apartheid) are then considered to explain the changes in land tenure and their consequences. The progress and main limitations of post‐apartheid land reform to approach agricultural sustainability and alleviate poverty are discussed. Based on the analysis, different possibilities for future land reform are elaborated, followed by some recommendations for future land‐reform policies in South Africa.  相似文献

Employing more than one million people, domestic service is one of the largest sources of employment for black women in South Africa. In this article, we contend that, historically, the impact of apartheid has been to skew the analysis of employment relationships in domestic workspaces in South Africa so that the power asymmetry and exploitation that so characterise these relationships have been labelled an artefact of the racist apartheid regime and its legislation. By reviewing literature on domestic workers globally and drawing on a study into the impact of the Sectoral Determination for the Domestic Worker Sector, which was promulgated in 2002, we argue for a broader understanding of this relationship: one that takes into consideration its global similarities.  相似文献

ABSTRACT

South Africa’s settler-colonial past is widely acknowledged. And yet, commonplace understandings of the post-apartheid era and a focus on the end of segregation make an appraisal of settler colonialism in present-day South Africa difficult and controversial. Nonetheless, we argue that an understanding of South Africa’s “settler-colonial present” is urgent and needed. We suggest that settler colonialism as a specific mode of domination survives apartheid. In particular, we focus on the recent revival and political mobilisation of indigenous Khoisan identity and cultural heritage to show that settler colonialism and apartheid should be understood as distinct yet overlapping modes of domination. A settler-colonial mode of governance aiming at “the elimination of the native” in two interrelated domains, dispossession and transfer, characterises past and present South Africa. An understanding of this continuity offers opportunities for an original interpretation of both Khoisan revivalism and contemporary South African society.  相似文献

Piketty's propositions for arresting inequality are discussed through the lens of racism/casteism. We focus on the case of India's George Floyds—the persistence of caste and tribe oppression under economic growth in India—through the insights of our long‐term ethnographic research. We show that inequalities are intimately tied to dynamics of capitalist accumulation in which racial/ethnic/caste/tribe and gender difference is crucial. We argue for an analysis that truly integrates ideology and the dynamics of political economy. The wider implications, we argue are political; they lie in the question of what is to be done. Despite his ambitions to decenter economics, Piketty remains trapped in the logic of economics for what he proposes are essentially economic reforms within capitalism. Moreover, ideological change cannot be a matter of choice only, and cannot be challenged solely at the level of ideas around economic inequality. It will also have to be fought as a direct contest of oppressive ideologies such as racism, casteism, and patriarchy, leading to new counter‐hegemonic positions. We will argue that this takes us from a global history of ideology to a global anthropology of praxis. A first step is to genuinely center conversations with disciplines like anthropology, sociology, and subaltern history studying people and voices from below and from the margins, and the perspectives of scholars and activists from below and from the margins.  相似文献

There is increasing interest in the study of globalization on whether the emergence and consolidation of global value chains (GVCs) have exacerbated inequalities within and across nations and/or how GVCs may be leveraged to mitigate them. Although power asymmetries have been identified as a central factor shaping (un)successful GVC participation, dominant discourses still disregard the links between power and inequality or use these concepts interchangeably. In this article, we provide an analytical approach to GVC-related inequalities (within, along and through value chains) and examine how they may co-evolve with different types of power (bargaining, demonstrative, institutional and constitutive). We apply this approach to the case study of the hake value chain in South Africa to illustrate how existing inequalities are manifested, challenged, mitigated or exacerbated—and draw an agenda for future research.  相似文献

Abstract

By popularising interest in inequality, Thomas Piketty's Capital in the Twenty-First Century has made a significant contribution. It has helped to change the basic terms of debate regarding wealth and income. However, Capital exhibits several weaknesses. The overall statement of Piketty's 3 laws tends to confuse the reader by conflating capital with all forms of wealth, and capital with the current market valuation of wealth assets. The whole creates a form of empiricism by metrics or calibration. The aggregation also lends itself to data as history rather than as historically grounded explanation of evidence. Concomitantly, it lacks a theorisation of capitalism, of power, of the state, of social movements, and of social transformations. This affects the way in which possible solutions to inequality are conceived. However, it does provoke further grounds for ethical counterargument productive of more progressive solutions to the problems it highlights.  相似文献

South African policies have historically emphasized employment as the reason for immigration. In post‐apartheid South Africa, stories about how “immigrants take away our jobs” abound in the mass media, yet few empirical studies have been undertaken to examine the validity of this claim. This study looks at the relationship between migration status, nativity and labor force outcomes in the post‐apartheid labor market. Our results suggest that migrants are more likely to participate in the labor force and to be gainfully employed than the indigenous population. Foreign migrants enjoy the highest labor force participation rates and employment rates in South Africa. South African‐born internal migrants also have significantly higher labor force outcomes than do nonmigrants.  相似文献

The alleged shooting by Paralympian and Olympian athlete Oscar Pistorius of his girlfriend Reeva Steenkamp has led to strong reactions worldwide. Scholars in the field of disability studies have expressed shock and disappointment in response both to the death itself and to its implications for the representation of disability. In South Africa in the wake of the death of Ms Steenkamp, much has been made both by critics of Pistorius and by his defenders about his status as a white South African man, but little has been said about disability issues. This silence in South Africa about disability as a possible identity factor in this case draws attention to the extent to which disability questions remain profoundly raced and gendered, and influenced by the colonial and apartheid past. The tragic alleged shooting by Oscar Pistorius draws attention back to how important intersectionality is to understanding disability in South Africa and other unequal societies.  相似文献

ABSTRACT

We present the life histories of two environmentally engaged unionists in South Africa, who were decisive for formulating the environmental programmes of their respective trade unions. Their experiences of participating in the resistance against apartheid in universities and factories taught them the necessity to connect different struggles and equipped them with the knowledge and ability to connect the fight for workers’ rights with the fight against environmental degradation. Both activists experienced the difficulty of integrating ‘the environment’ politically and practically into a trade union agenda. The labour movement has traditionally experienced nature as a place outside of work to be enjoyed for recreation. While nature constitutes an indispensable condition for labour, it has been privately appropriated by Capital. For environmental policies to form an integral part of union agendas, nature needs to be wrestled away from its appropriation by Capital and understood as an inseparable ally of labour.  相似文献

Between 1916 and 1981, 17.25 million black South Africans were arrested for pass-law infringements. Though passbooks were pivotal texts in the lives of many South Africans, scholarship has focused mostly on their role in administering labour influxes. Thus the implications of having books facilitate state power have been largely unexplored. This article considers passbooks as books to examine how they narrated lives and conditioned various political and racial modes of subjectivity. It argues that despite passbooks’ unparalleled control over South Africans’ everyday lives, passbooks failed to mould all life stories into the rigid forms promulgated by apartheid doxa. Counter-narratives in black and ‘coloured’ writing of the period provide a useful framework for re-evaluating the role of reading and writing in the production of power. As interventions in the apartheid state’s monopoly of public discourse, such writing insisted that there be alternative ways of writing the apartheid subject into the archive.  相似文献

While objective class dynamics have received much attention in South Africa, less is known about the subjective social positions individuals place themselves in. For example, in a highly unequal society like South Africa, some individuals would overestimate (inflate) or underestimate (deflate) their social position compared to their objective class position. This paper aims to provide further information on status inconsistency in South Africa by assessing some of the socioeconomic determinants of bias perceptions. Using International Social Survey Programme (ISSP) data and a multinomial probit model, the results show that education and race play a significant role in influencing the biased perceptions of individuals in South Africa. For example, individuals with higher education levels have a stronger tendency to deflate their social position, while Coloreds, Indians/Asians, and whites tend to inflate their social positions more than Africans. The results indicate the vital role of race and education in determining status inconsistencies in a society that is still suffering from high levels of racial and education inequality due to the lingering legacy of apartheid. The results provide a better understanding to policymakers and government on the dynamics behind social status perceptions in South Africa.  相似文献

Africa South was an anti‐apartheid journal edited by Ronald Segal which was published in South Africa in the late 1950s and early 1960s. This article explores the historical and political significance of Africa South and considers its implications for an understanding of ‘oppositionality’ in the post‐apartheid present. The central challenge which Africa South offered to its own context was its transnational perspective. Africa South was an important meeting place in the global routes of the developing pan‐African movement. It is also noteworthy for its effort to bring disparate areas of history and experience – both within the African continent and across the African diaspora – into revealing alignment with one another. The principle of conjuncture, I argue, initiated an important analytical move: the opportunity for illuminating comparison, the re‐conceptualisation of an often fragmented political and social landscape and an unusual glimpse of the whole. In tension with this totalising vision is the journal’s generic eclecticism, its flexible political identity and its collaborative construction. In both its unity and its fragmentation, Africa South offers an important point of departure for activist journalism and oppositional intellectual endeavours in the present.  相似文献

Since the rise of a “scientific” historiography in the nineteenth century, the role of ideas in history versus that of material forces has been a key philosophical problem. Thomas Piketty's Capital and Ideology (2019), read as a work of global history, offers a provocative rehearsal of this question. On the one hand, the book is an attempt to provide a narrative historical frame for the hard data of the World Inequality Database. On the other, paradoxically, it offers a defiant conclusion that ideology is, or at least could be, the key driver in social and institutional change towards universal progress. St Simon, Comte and Spencer have found their twenty‐first century heir. How can we historicize Piketty's impetus, both understanding its provenance and making sense of its limitations? One key issue is its roots in the traditions of National Accounts, which leads to an approach to the global which is stresses comparison over connection, and to an uncritical reproduction of the portrait of an egalitarian non‐capitalist Twentieth century painted by Kuznets during the Cold War. Another is its presentism, with the historical argument driven by an attempt to understand the c.1980–2020 conjuncture and its alternatives, and a connected overdependence on the support of a few historians. A third, a consequence in part of the inequalities between the quality of data we have for different parts of the world, and of Piketty's provenance and imagined audience, is a Eurocentric, even Gallocentric approach. A fourth is a very French republican refusal to address how class is complicated by identities of race and nation so that neither egalitarian policies nor ideologies provide remedies for the populist politics of right. None of these criticisms are in contradiction with our view that Capital and Ideology is a work of social theory of world historical importance.  相似文献

The first four years of P.W. Botha's premiership in apartheid South Africa were plagued by intra‐party politicking, renewed anti‐apartheid resistance, economic instability, and Satan. Between 1978 and 1982, the heavy political rhetoric of “total onslaught” inflected perceived “moral onslaught” in a virulent moral panic over Satanism in white, and particularly Afrikaner, South Africa. With attention to its discursive and socio‐political context, this paper seeks to explore the emergence of this distinct satanic moral panic in white South African history, arguing that it reflects the intense political and moral ambiguity of white society as the edifices of apartheid began to fracture.  相似文献

Since the end of apartheid, South Africa has been characterized by a dualistic economic structure. It is a developed country compared to the African context, but it is still developing for many problems such as high unemployment rates, low levels of foreign direct investments and saving, inflation, and the general levels of poverty and inequality. In this sense, the recent national election, held on 22 April 2009, has a crucial role. The high percentage of voters shows that there is a common sense of revenge. People want to believe that a new beginning is possible. The ANC victory and the election of Jacob Zuma as president appear to be the first steps in order to realize this change. Nevertheless, this national support clashes with international concerns. The background of J. Zuma, the increasingly close cooperation between South Africa and China, as well as the proximity and politic instability of Zimbabwe make international observers skeptical about Zuma’s actions. In the light of the economic and social problems of South Africa, the aim of this paper is to analyze these aspects in order to imagine what the future holds for South Africa.  相似文献

ABSTRACT

In this article I explore the attempts by the states in South Africa and Kerala to create spaces for public participation by specifically focusing on women’s involvement in local spaces. Democracy is a crucial part of any emancipatory future that seeks to challenge and overcome inequality. I show that both states have ‘invited’ participation by women in various ways, but that the transformative potential of this participation is limited by national political economy, bureaucratization, and the lack of political will. In South Africa, the invited spaces eventually transformed into avenues for delivery and in response the women in this study shifted to inventing ways to engage in development in their personal lives. By using a double comparison – South Africa over time and South Africa compared to India – I argue that transformative politics requires a combination of invented and invited spaces.  相似文献

ABSTRACT

This article focuses on climate and food inequalities while highlighting food sovereignty responses. It provides an analysis of climate inequalities ramifying through the world today. At the same time, food inequality is conceptually clarified as a counter approach to food security. It is argued that food inequality is consistent with the case for food sovereignty. Moreover, the combination of climate and food inequalities also highlight the complexity of climate crises and the challenges they pose for food regimes. The article further highlights the emergence of the food sovereignty response and systemic alternative. Taking this further is a case study of the transformative politics of the South African Food Sovereignty Campaign and its constitutive approach to various forms of power from below.  相似文献

Constellation work is a therapeutic and counselling intervention recognised in Germany and other European countries since the 1970s. Various scientists and practitioners have contributed to its theoretical and practical development, and research on the subject has increased over the past few years. However culture in constellation work has received little research attention and has not been empirically studied in African contexts. The aim of this article is to reflect on culture and its influence on constellation work in multicultural, post‐apartheid South Africa. An empirical qualitative research approach within the phenomenological paradigm was adopted. Six constellation facilitators were interviewed with in‐depth and field notes taken during participative observations of constellation workshops. The findings provide insight into culture in constellation work in the South African context. Theoretical and practical recommendations for scientists and therapy practitioners working with systemic interventions like constellation work are provided.  相似文献

Piketty’s call for a historically informed, global analysis of inequality is timely, as is the need for a corresponding transformation of our current politics. However, I believe there to be a fundamental flaw in his analysis which reproduces a Eurocentric approach to understanding global inequality. The key issue is that Piketty organizes his historical comparative analysis in terms of inequality within nations. Yet, the polities he is discussing were rarely just nations over the long durée. Rather, they were imperial formations constituted by a colonizing state and the territories and populations that were incorporated. His approach separates the logic of what he calls the modern proprietarian regime of inequality from enslavement and colonialism when both were integral to it. In contrast, I argue for them to be seen as necessarily interconnected with a lasting legacy in contemporary configurations of global inequality.  相似文献
