Concern about the increasing welfare bill for supporting parents and the growing number of mothers and children living in poverty after divorce or separation has recently led Governments to seek new strategies to enforce maintenance payments. A major emphasis in these arguments has been that noncustodial parents (usually fathers) have a responsibility to provide economic support for their children, and that children, mothers and the community have a right to expect this support. At the same time, there has been an increased concern by fathers for their rights to custody and access to their children after divorce or separation. These two concerns, however, have tended to be treated as separate issues, and little attempt has been made to examine the possible interaction between the two, or to examine systematically the respective rights and responsibilities of mothers, fathers, children and the community. These issues are examined here in the context of an analysis of interpersonal rights and responsibilities for financial support and child care.  相似文献

From the research available in America and Britain it would appear that the men who father children by teenage mothers tend to be a few years older than their teenage partners, although a minority may be significantly older. With regard to the factors associated with fatherhood there are striking similarities to the literature on teenage mothers. Like teenage mothers young fathers tend to be from low socio‐economic backgrounds, experience lower educational attainment and fewer employment opportunities than their childless peers. Similarly they tend to experience greater psychological and emotional difficulties and may have a history of delinquent behaviour. These young fathers are involved in a variety of relationships with teenage mothers, few of which result in marriage and many of which result in the breakdown of cohabitation or the termination of the relationship. This pattern of increasing relationship breakdown over time is related to decreasing paternal contact with children in both America and Britain. Often conflictual relationships with teenage mothers or maternal grandparents and a lack of financial resources are cited by young fathers as barriers to their continued involvement and contact with their children. However, the mothers are much more likely to cite paternal disinterest as the reason for a lack of paternal involvement and there is some indication that mothers and fathers have different views on the level of practical involvement expected from fathers. While most of quantitative data on the subject provides a rather negative picture of paternal involvement, qualitative research highlights how many young fathers genuinely want to be involved with their children and would have more contact and input if they could. While much less is known about the support provided to young fathers in comparison with their female counterparts, there is some suggestion that the support and role expectations provided by the paternal grandmother may influence how involved young fathers are. There is also some indication that a sizeable minority of young men may receive no such support from their family and may also be treated with hostility or ignored by the maternal grandparents. Young fathers also report limited or no contact with midwives, health visitors and social workers.  相似文献

Caminada K, Goudswaard K, Koster F. Social income transfers and poverty: a cross‐country analysis for OECD countries Poverty alleviation is an important policy objective in developed welfare states. This article reports on a study of the association between social transfer policies and poverty. It has been claimed in several studies that based on a simple bivariate approach, high social effort goes along with low poverty levels. Empirical studies have also found that factors such as demographic and economic conditions may also have an influence on poverty, affecting the relationship between social spending and poverty. In the present study, we empirically analysed the impact of social expenditure on poverty for the period 1985–2005, and in contrast to previous research, demographic and macroeconomic differences across countries were controlled for. Quite a strong negative relationship was still found between the level of social expenditure and poverty. Ageing and unemployment rates were found to have some explanatory power but without affecting the association between social transfers and poverty. Thus, the multivariate approach chosen in this study confirms the results of earlier research.  相似文献

We examined whether fathers’ residency modified the associations among mothers’ supportiveness, father involvement, children’s negative emotionality during toddlerhood and children’s academic skills in pre‐kindergarten via children’s self‐regulation. Participants were 2,291 mothers (Mage = 23.24 years) and children (Mage = 14.99 months at Wave 1; 50.7% girls) in the Early Head Start Research and Evaluation Project. Results revealed distinctive associations by fathers’ residency: self‐regulation mediated the association between mothers’ supportiveness and academic skills only in resident‐father‐families. Self‐regulation mediated the association between negative emotionality and academic skills only in nonresident‐father‐families. The findings highlight the family processes of mothers, fathers, and children in low‐income family contexts that contribute to children’s academic skills, and how those family processes may vary by fathers’ residency status.  相似文献

A household is considered asset poor if its assets (financial assets or net worth, taken separately) are insufficient to maintain well‐being at a low‐income threshold for 3 months. We provide the first national‐level estimates of asset poverty for Canada, using the 1999, 2005, and 2012 cycles of the Survey of Financial Security, and juxtapose these estimates with income poverty. The analysis provides new insight into economic insecurity by showing that asset poverty rates are consistently two to three times higher than income poverty rates. In addition to the prevalence of asset poverty across socio‐demographic groups, we analyzed how the composition of the poor change over time. Age and geography shape the risk for asset poverty in distinct ways. We found that while education appears to play a comparable role in shaping both income poverty and asset poverty, immigration places Canadians at a relatively higher risk of income poverty but not asset poverty. In many developed countries or regions, wide income disparities increase the difficulty in reducing poverty. In their day‐to‐day lives, poor people often feel less accepted by the society. The failures in communicating with social groups and receiving social support lead to negative consequences on individual well‐being and higher level of social exclusion. Based on the debate upon alternative approaches to conceptualizing and operationalizing poverty, this study attempts to verify a mediation model with data from a household survey (N = 1,202) in Hong Kong. The results of structural equation modelling reveal that deprivation is a more powerful indicator than income poverty for specifying the negative relations of poverty with interpersonal communication, social support, and social acceptance; the negative impact of deprivation on social acceptance can be reduced by two significant mediators of interpersonal communication and social support. The results are discussed in terms of directions for future research and policy and welfare intervention.  相似文献

This study examined associations between parents' emotion coaching and emotional expressiveness, and adolescents' internalizing and externalizing symptoms. The sample included 131 16‐year‐olds and their mothers and fathers. Adolescents completed an open‐ended interview about their parents' emotion coaching. Adolescents rated parents' negative emotional expressiveness, and parents and adolescents reported on adolescents' adjustment. Results indicated that mothers were more accepting and supportive of their children's expression of negative emotions than were fathers. Parents' coaching of emotions was associated with fewer adolescents' internalizing symptoms and was unrelated to their externalizing symptoms. Parents' negative emotional expressiveness was positively linked to adolescents' internalizing and externalizing symptoms. Parents' emotion coaching and negative emotional expressiveness explained unique variance in adolescents' internalizing symptoms. Results highlight the importance of the family's emotional climate for adolescents' well‐being.  相似文献

Attachment relationships of first, third, and fifth graders with their mothers and fathers, and their associations with self‐perceived and teacher‐rated competence, were investigated. Children rated their attachment security with mothers and fathers using the Kerns security scale. Children's perceptions of academic and peer competence were measured using Harter's self‐perception profile, and teachers also rated children's competence. Girls felt greater attachment security to their mothers than to their fathers, and boys felt greater attachment security to their fathers than did girls. Greater attachment security with both mothers and fathers was associated with children's perceptions of greater peer and academic competence, and this association was stronger for older children. A greater sense of attachment security with both parents was associated with greater competence than a sense of attachment security with only one parent. Teacher‐rated competence was significantly related to attachment security with mothers but not fathers.  相似文献

From a traditional viewpoint, fathers are seen as the main disciplinarian in the family. However, recent studies suggest that these traditional family role patterns may have changed. In this study, we observed discipline strategies of mothers and fathers toward their sons and daughters. Participants included 242 families with two children (1 and 3 years of age). Findings revealed that parental discipline varied by the age of the children, but that mothers disciplined their children more often than fathers. Fathers, conversely, showed more laxness in response to child non‐compliance. Gender of the children was only related to physical interference, with mothers using more physical interference with boys than fathers, irrespective of birth order. Taken together, these findings highlight the importance of parent gender for parent–child interactions in early childhood, but also suggest that child age should be taken into account as important explanatory factors.  相似文献

This introduction to the Social Development Quartet summarizes four articles that examine age‐related and contextual shifts in the utility of parents' emotion socialization responses for children's social‐emotional development. The first two articles present evidence for age‐related changes in the benefits of parents' supportive responses and consequences of parents' nonsupportive responses to children's negative emotions between early and middle childhood. The next two articles consider contextual variations in this developmental shift by examining teacher reports of children's competence and family patterns of response among mothers and fathers. Together, these studies question the unilateral assumption that parental support of children's negative emotions is always a good thing, and provide a more nuanced understanding of when and in what contexts parents' responses are adaptive for children.  相似文献

The legislative framework of social work practice has consistently highlighted the need to work in partnership with parents, with far‐reaching implications for families. However, the importance of engaging fathers in social work practice is an issue that has received limited attention within academic debate and research. A research study undertaken across six family centres, investigated paternal involvement in family centre social work in Northern Ireland. The study involved 46 semi‐structured interviews with social workers, fathers and mothers. This paper presents the views of 22 social workers on the barriers to paternal involvement in family centre interventions. A range of factors were identified which served to inhibit or promote engagement of fathers. There were substantially more deterrents than promoters, a clear indicator of the problematic nature of paternal involvement. The findings highlight that both attitudes and practices of social workers influence the engagement of fathers. Recommendations drawn from the findings are presented for the development of father – inclusive social work practices and research.  相似文献

ABSTRACT

Using data from two waves of a short-term longitudinal study, the influences of mothers’ social support with respect to parenting from nonresident fathers and significant others on behavioral outcomes among poor and near-poor preschool-aged Black children were examined. The sample consisted of 99 single Black mothers—each with a preschool-aged child (ages 3 and 5 years old, respectively, at Time 1 and Time 2)—who were current and former welfare recipients. Results revealed protective effects of nonresident fathers’ presence in the context of mothers’ parenting stress and depressive symptoms at Time 1 that appeared to operate through decreases in the negative influences of these variables on the children's development of behavior problems 1.5 to 2 years later. Greater availability of instrumental support from significant others, including nonresident fathers, was associated with more adequate parenting at Time 1, and through the latter, with fewer child behavior problems at Time 2. The United States is at a crossroads in its policies for families and women. Currently, the United States provides basic support for children, fathers, and mothers in the form of unpaid parental leave, child‐related tax breaks, and limited public child care. In contrast, the other member states of the Organisation for Economic Co‐operation and Development (OECD) empower families through paid parental leave and comprehensive investments in infants and children. The potential gains from strengthening these policies in the United States are enormous. Paid parental leave and subsidized child‐care help to get and keep more women in the workforce, contribute to economic growth, offer cognitive and health benefits to children, and give parents options in defining their preferred work‐life strategy. Indeed, the United States has been falling behind the rest of the OECD in many social and economic indicators by not adequately investing in children, fathers and mothers. Given the significant payoffs to these family supports, this article focuses on issues of reconciling work and care commitments for families with young children, and, in particular, on paid parental leave policies within the OECD and the United States.  相似文献

The counterpart city represents an attempt to conceptualize the hidden spaces inhabited by social problems and ‘problem’ people who are counter to the mainstream, or included, modes of contemporary urban social life. This ‘opposite’, or negative, space comprises the spatially withdrawn and socially excluded who are largely outside the purview of the comfortable classes of the same cities. Not only has residential segregation been sustained over recent decades, so too have mobile circuits of mutual exclusion been created, which enable higher‐income groups to avoid the associated negative externalities of poverty (visibility, disorder, aggression and so on). As responsibility for dealing with social risks has become devolved to the level of the household, the desire for social evasion, as politicians, media systems and welfare patterns mark out threatening territories, has become more evident. The counterpart city is shunned in ever more elaborate ways and with the support of public policies. As the ‘spatial’ social policies, housing and urban, have become increasingly criminalized in the focus of their agendas, such interventions expend energy to facilitate this separation between affluent and poor. Traditional imperatives for public intervention are diminished as poverty has become more concealed from affluence – its costs and impacts evaded by technologies, socio‐spatial circuits and policies that skirt those who are locked into places of poverty and abject marginality, a constellation of social forces and effects I term the great cut.  相似文献

It has long been claimed that social welfare programmes harm economic development. These programmes, it is alleged, depress work incentives, divert scarce investment resources to 'unproductive' social services and create a large underclass of dependent individuals. Welfare reform in the United States intends to reverse these allegedly negative economic effects by requiring welfare clients to work. It also hopes to reduce poverty. This article examines these claims. It discusses the welfare reform programme and concludes that its impact on both economic development and poverty has been minimal. Policies that transcend the current obsession with work, promote sustained economic development and invest in human capabilities are more likely to succeed.  相似文献

The current study examines the relations among parent and child social information processing components and their links to children's social competence. Ninety‐seven kindergarten children and their mothers and fathers responded to open‐ended vignettes that involved conflict with a peer. Goals and strategies for both parents and children were assessed. Results show that there is some consistency between parents and children in the types of goals and strategies that are provided. Further, fathers’ and children's goals and strategies were related to children's social competence but only limited support for children's cognitions as a mediator between parental cognitions and peer competence was found. The implications for the role of social information processing in the development of children's social competence are noted.  相似文献

This study examined how academic and peer problems at school are linked to family interactions at home on the same day, using eight consecutive weeks of daily diary data collected from early adolescents (60% female; M age = 11.28, SD = 1.50), mothers and fathers in 47 families. On days when children reported more academic problems at school, they, but not their parents, reported less warmth and more conflict with mothers, and more conflict and less time spent around fathers. These effects were partially explained by same‐day child reports of higher negative mood. Peer problems were less consistently associated with parent‐child interactions over and above the effects of academic problems that day. A one‐time measure of parent‐child relationship quality moderated several daily associations, such that the same‐day link between school problems and child‐report of family interactions was stronger among children who were closer to their parents.  相似文献

This paper reports the results of an exploratory study that (i) identified parental stress and competence, parents’ perception of their children's attention deficit hyperactivity disorder (ADHD) symptoms, and the parent‐child relationship in caring for children with ADHD; (ii) compared paternal and maternal experiences in these areas; and (iii) examined the effect of children's ADHD behavior on paternal and maternal experiences in Hong Kong Chinese parents. Seventy‐two (59.5%) mothers and 49 (40.5%) fathers participated in the study, in which data were collected using a structured questionnaire. The results showed that: (i) mothers’ level of parental stress was higher than fathers’, but paternal and maternal competence in child‐rearing did not significantly vary; (ii) mothers perceived the child's ADHD behavior more seriously than fathers; (iii) both mothers and fathers had positive perceptions of their parent‐child relationship; and (iv) gender, employment, ADHD symptoms, and parental satisfaction explained the significant variance in parental stress but did not explain the significant variance in parental competence. Implications for social work practice and service development are discussed.  相似文献

Using Fragile Families and Child Wellbeing data (N = 3259), the current study examined Black and Latinx mothers’ and fathers’ trajectories of engagement in learning activities (e.g., storytelling) from infancy to age 5, and whether those trajectories predicted socioemotional skills at age 9, predictors of the trajectories (poverty, mother-father nonresidence, temperament, race/ethnicity), and moderators of the trajectories. Mothers’ and fathers’ learning activities decreased significantly over time as children got older. Higher rates of decline in fathers’ engagement in learning activities over time significantly predicted lower socioemotional skills. Mother-father nonresidence during infancy was associated significantly with higher rates of decline in mothers’ and fathers’ learning activities. Difficult temperament moderated the association between fathers’ trajectories and child outcomes.  相似文献
