Recent literature on migration, international relations, and foreign policy is reviewed in this article, stressing applications of global systems paradigms, studies of state entry and exit rules, and anatomies of domestic policy-setting processes on migration. After a concise assessment of the contemporary theory of global political economy, the paper argues for seeking mid-range generalizations on the international relations of migration. It also suggests that analysis begin with the policy-setting processes of the state. Especially through the use of comparative perspectives available from domestic policy making studies and from the field of international comparative public policy, this approach offers the opportunity to fix empirically the political roles of transnational social forces, which often present themselves as participants in domestic policy contests. Promising future directions in the study of state-to-state relations are also evaluated, with the anticipation that verifying regional or other intermediate patterns of world migration politics may contribute to more general theories of international political economy.  相似文献

This article examines development in school-based drug prevention policy and programming since the Anti-Drug Abuse Act of 1986. Using data from national surveys and evaluations of school-based programs, it argues, first, that there was really no need for a massive infusion of money into school-based drug prevention in the late 1980s, and, second, that there was little or no evidence to indicate that a "new generation" of effective programs, based on the so-called social influence model, was emerging at this time. Despite the infusion of resources into school-based prevention efforts, adolescent drug use has risen in recent years. Moreover, evaluations continue to show that the effectiveness of social influence programs is very much in the eye of the beholder. Fundamental questions need to be asked of school-based drug prevention--just as they should be asked of other key components of our current drug control policy.  相似文献

In urban China, the recipients' experiences living with social assistance are neglected. This article examines social assistance for poor children in urban China, mainly by interviewing parents and children from urban Dibao households in Tianjin and Chengdu. It finds that the recipients' feelings included gratitude, helplessness, shame and exclusion which reflected limited policy effect on material support and social exclusion prevention. It argues that the recipients are under-served and current social assistance policy for poor children which only includes differentiated aid and education aid is inadequate and should be further improved.  相似文献

A commendable degree of success has been achieved in relocating people with learning disabilities from residential institutions into ordinary community settings. Nevertheless, a challenging task remains if people with all levels of learning disabilities are to be enabled to become meaningfully involved in ordinary community activities. The author argues that a structured day service has a vital role to play in this process, but that, unless the underlying problems that have continued to frustrate the development of a coherent national day care strategy are objectively reappraised and addressed, the true potential of the 'care in the community' policy will not only never be realised, but could actually become imperilled. This paper offers evidence to support the view that current policy trends are based on normalisation theories that, although sound and commendable in principle, have been misunderstood and misused. Consequently, the premises upon which these policy trends are based are fundamentally flawed.  相似文献

Kritz reviews national concepts and policies of migration. She examines how nation-states approach migration and how they define who is a migrant. Policies for permanent, temporary, and illegal migrants are examined for selected countries. While the traditional permanent immigration countries--Australia, Canada, New Zealand, and the US--continue to admit large numbers of permanent migrants, they are also admitting growing numbers of temporary migrants. Other countries, in Europe and the developing world, have different migration histories and use other approaches to admit foreigners--migrants are generally admitted on a temporary basis for work or other purposes. Growing numbers of these temporary migrants, however, do become long-term or permanent settlers, and the distinction between permanent and temporary migration policies becomes a short-term legal one rather than a long-term sociological one. Governments have been seeking those policy instruments that would allow them to improve control over who enters and settles in their territories, and temporary migration policies are the measures to which they are turning. While increasing restriction characterizes the policy stance of most countries toward international migration, this does not necessarily mean that the number of migrants entering is declining. Kritz argues that the concepts employed by countries in their immigration policies frequently do not correspond to the reality, making it necessary to examine the actual context.  相似文献

This article examines three issues raised by three primary‐aged siblings experiencing a post‐divorce shared parenting arrangement. It argues that the conceptualisation of shared parenting in academic and policy discourse concentrates on parent–child relationships, overlooks children's relationships with siblings and fails to fully recognise the social and material resources necessary for shared parenting arrangements to work. It suggests that current policy discourse takes for granted that shared parenting promotes gender equality for fathers and mothers, despite the existing and ingrained gendered parenting practices produced and maintained in this UK context.  相似文献

This paper examines the institutional logics of migration policy making at local city level, comparing four Danish municipal approaches. Using a theoretical framework on political opportunity structures, policy frames, and institutional logics, the paper argues that divergences between national and local level can be explained not only as an unsuccessful transposition of nationally formulated policies, but also as an outcome of divergence in alternative and competing policy frames, political rationales, and institutional logics. Investigating factors such as size, economy, and organizational structure, the paper offers three interrelated explanations for divergences between national and local level and between different local approaches. The paper argues that the difference in national and local level political opportunity structures makes a difference; that ideas diffused from outside the national context can inform local‐level policy making; and that policies are situated within and adjusted to the broader cultural economy and city branding as part of competition between cities.  相似文献

Increasingly, policy measures are emerging at national or agency level in different countries to improve the lot of children in state care. Most of these rely heavily on social workers for their implementation. Yet the capacity of social workers to carry out such an ever increasing range of complex tasks seems never to be properly recognised as an issue. This paper argues, from an international perspective, that the continuing central role of social work in the lives of children in care merits much more emphasis in policy and service delivery. The nature of the increasing demands on social workers in this area of work are explored. Possible strategies to help build the capacity of social workers to respond to the needs of children in state care in the new millennium are discussed. Such capacity building necessitates government and agency initiatives to ensure realistic staffing levels, renewed training, and adequate support for social work services to children in state care. Brazil has entered the world of development assistance, but with its own twist. This article argues that Brazil is taking a cross‐government policy approach to the provision of development assistance, and which includes recruitment of business interests. There is a genuine concern with global poverty alleviation in Brazil, but this does not preclude policy‐makers from using aid and development‐related activities to advance national interests. The added quirk that sets Brazil apart from Northern counterparts is that the provision of development assistance offers significant benefits in terms of building up international bureaucratic experience inside the country and helping national firms internationalise their market activities.  相似文献

Concern about the effectiveness of Serious Case Reviews for generating improvements in child protection in England led to proposals in the Wood review to replace the current system with rapid local learning inquiries and a national system of learning from significant incidents. This article challenges both the analysis in the Wood review and the proposals themselves. Whilst not uncritical of Serious Case Reviews, this article addresses five criticisms of the current review system. It explores how systemic the focus of reviews has been, and argues that findings and recommendations have become repetitive and lessons not fully appreciated because of an overly simplistic approach to change management. It suggests that there are methodologies that can effectively engage practitioners and managers in case reviews and that criticism of the review process itself can be addressed with refinements rather than wholesale change. The article concludes by questioning the assumptions upon which proposals for changing the current Serious Case Review are based. Copyright © 2017 John Wiley & Sons, Ltd.

In recent decades, corruption has emerged as a major cause of global inequality and an important subject of social scientific research. This article argues that social psychologists have not taken full advantage of analytical tools at their disposal to generate explanatory accounts of corruption in non‐Western contexts. In the first part of the article, the author maintains that the lack of social psychological research on why people engage in corruption is due to the dearth of empirical data on corruption, the theoretical complexity of this phenomenon, and current popularity of neoliberalism in politics and academic research. In the second part of the article, the author argues that the symbolic interactionism school of social psychology has a number of tools that could be more helpful in exploring the causes of corruption in non‐Western settings than rational‐choice approaches that are currently en vogue. The article concludes with an argument that such analyses could generate culturally sensitive as well as policy‐relevant theories of corruption.  相似文献

This paper presents an innovative approach to the teaching of policy skills across the two years of an Australian Social Work degree programme. It argues that placing policy back into practice and teaching the skills involved provides social work practitioners with a better capacity to effect change. Australian Catholic University, School of Social Work is located in Australia's capital city. The policy units have a clear framework within which to understand policy development and provide students with real hands‐on policy experience combining an experiential based learning approach with traditional teaching methods. The second year subject is structured around a number of policy workshops. Each workshop deals with a current policy problem and examines a different stage of policy development. It has as a consultant to the process a social worker who works as a policy practitioner providing a role model of practice in a policy area. Feedback from students has been extremely positive reporting increased confidence in policy skills and a recognition of the importance of these skills in social work. This teaching experience reinforces the need to focus on the educational considerations in teaching a subject where conceptual, theoretical and skill components are equally important if policy practice is to effect change.  相似文献

This article analyses the importance of apprenticeship systems in the current contexts of the UK and Germany. It discusses the policy and practice of apprenticeship in connection with skills formation and vocational learning. It argues that despite its declining popularity, apprenticeship continues to play a role in contemporary education policy with possibilities for progress and improvement. However, its practicality and feasibility is dependent on policies which are influenced by the different national socio-political, economic and educational contexts. Indeed, the reason why the UK’s attempts to revitalise its apprenticeship system has not been successful is not because apprenticeship is becoming irrelevant, but rather because policy objectives are not consistent with national capacities. If an apprenticeship system is based on strong institutional arrangements and is adaptable to the labour market and its evolving demands, it has enormous potential to produce different types of intermediate-level skills.   相似文献

Older people are facing a changed set of expectations regarding work and retirement. Until quite recently early retirement was being encouraged. Today's older workers, however, are contemplating longer working lives amid policy concerns about the costs of social welfare associated with an aging population. While working longer is, almost universally, being promoted as a social and individual good this article argues that this policy shift is unlikely to change the situation of many older workers who would have needed to continue working anyway. It also argues that the emphasis on prolonged employment undervalues engagement in activities beyond employment. As well, it argues that the emphasis on prolonging employment neglects to account for the attendant risks for many of continuing to work or having to seek work and the potential health- and well-being-enhancing effects of retirement.  相似文献

Over the past 20 years, organizations to provide commercial nursing services, mainly to the sick and debilitated elderly, have sprung up in Accra, Ghana. This article assesses the degree to which transnational migration has generated social changes in ageing at the level of everyday practices. It argues that a range of social actors differently involved in transnational migration has created and sustained a market for home nursing agencies in Ghana through diverse processes involving the imagination of care work abroad, complex negotiations between the elderly at home and their anxious children abroad, increased financial resources among the middle class and the evaluations of western eldercare services by return and current migrants. These dynamics illustrate the complexity of the role of transnational migration in generating social change and highlight the significance of the needs of local families and the role of the imagination in shaping social remittances from abroad.  相似文献

Within the European Union, promotion of ‘policy coherence’ is intended to improve co‐ordination across sectors and groups of professionals, who make competing claims for agricultural development in low‐income countries. This article examines the prospects for stakeholders in Sweden to implement such a policy, drawing on experiences from the launch of a national multi‐stakeholder platform with the participation of 99 organisations. Its findings demonstrate institutional fragmentation and struggles for legitimacy, with the internationally heralded Swedish Policy for Global Development operated largely as a tokenistic instrument, legitimised by the pretence of stakeholder engagement. It argues for improved institutional support to facilitate cross‐sectoral dialogues to deconstruct social boundaries which are no longer relevant.  相似文献

Care has come to dominate much feminist research on globalized migrations and the transfer of labor from the South to the North, while the older concept of reproduction had been pushed into the background but is now becoming the subject of debates on the commodification of care in the household and changes in welfare state policies. This article argues that we could achieve a better understanding of the different modalities and trajectories of care in the reproduction of individuals, families, and communities, both of migrant and nonmigrant populations by articulating the diverse circuits of migration, in particular that of labor and the family. In doing this, I go back to the earlier North American writing on racialized minorities and migrants and stratified social reproduction. I also explore insights from current Asian studies of gendered circuits of migration connecting labor and marriage migrations as well as the notion of global householding that highlights the gender politics of social reproduction operating within and beyond households in institutional and welfare architectures. In contrast to Asia, there has relatively been little exploration in European studies of the articulation of labor and family migrations through the lens of social reproduction. However, connecting the different types of migration enables us to achieve a more complex understanding of care trajectories and their contribution to social reproduction.  相似文献

Self-Help Support Groups (SHSGs) for substance use issues are recognized in current policies for their role in reducing substance use. However, these policies recognize only their therapeutic value. This article argues that SHSGs can offer more than therapeutic advantage. This contention follows a study involving young people who were involved in a 12 Step fellowship. They valued group involvement for the connectedness, support, and opportunities to learn. These findings have important policy implications, highlighting a need to broaden the scope of current policies so they reflect the array of potential benefit associated with SHSGs. For clinicians and practitioners who are guided by social policy, this would offer an enhanced understanding of these groups, given that they are in prime position to advise clients about available options.  相似文献

“New” social welfare policies are often actually policies borrowed from other states or nations. This paper reviews the recent theoretical developments in understanding the processes of policy transfer and presents a “policy transfer” model that can be a useful heuristic tool for social workers engaged in policy making. It discusses how the field of social work can benefit from understanding the factors underlying successful and unsuccessful policy transfer, and argues for the inclusion of the study of policy transfer in social welfare policy courses.  相似文献
