In Canada, disparate social policies--to do with health, family, income security, housing, and so forth--influence caregiving to elders. They are contradictory policies because of their different objectives, histories, and jurisdictions. The wider context of societal and socio-demographic changes highlight additional contradictions in the principles on which social policies regarding caregiving rest. Some of these contradictions are discussed in terms of policies, their consequences, whether intended or not, and what the future might hold for Canadian policies and programs with implications for caregiving to elders.  相似文献

The paper describes how the involvement of non-profit organisations (NPOs) in welfare politics in Italy has historically developed in a mutual accommodation with the state, which has prevented the growth and the public recognition of an independent third sector. Using data from official statistics and recent research on non-profits, three analytical dimensions of the relationship between State and the third sector are considered: the resource exchange; the division of responsibility for delivering public services; and the dynamics of social policy making. The study indicates that distinctive features of the ‘welfare mix’ in Italy have been: the attribution of public status to many NPOs as a consequence of an arrangement between Church and state; the weakness of state guidance, in spite of the generous economic assistance provided to NPOs by the state; the substitutive role of NPOs in providing basic public services; and the emergence of informal arrangements between public authorities and NPOs mediated by political patronage. The migration problem has acquired a new dimension with the breakdown of State‐Communism which has induced new and variable waves of migration out of Eastern Europe. The response of the West to these waves, as well as to the ever‐increasing likelihood of emigration from countries of the Third World has been one of mounting regulation. The present article critically juxtaposes the underlying, albeit short‐term, logic of regulation with that of East‐West migration — itself a highly variated and differentiated process — in an attempt to demarcate a more comprehensive approach to the East‐West migration subject.  相似文献

Kritz reviews national concepts and policies of migration. She examines how nation-states approach migration and how they define who is a migrant. Policies for permanent, temporary, and illegal migrants are examined for selected countries. While the traditional permanent immigration countries--Australia, Canada, New Zealand, and the US--continue to admit large numbers of permanent migrants, they are also admitting growing numbers of temporary migrants. Other countries, in Europe and the developing world, have different migration histories and use other approaches to admit foreigners--migrants are generally admitted on a temporary basis for work or other purposes. Growing numbers of these temporary migrants, however, do become long-term or permanent settlers, and the distinction between permanent and temporary migration policies becomes a short-term legal one rather than a long-term sociological one. Governments have been seeking those policy instruments that would allow them to improve control over who enters and settles in their territories, and temporary migration policies are the measures to which they are turning. While increasing restriction characterizes the policy stance of most countries toward international migration, this does not necessarily mean that the number of migrants entering is declining. Kritz argues that the concepts employed by countries in their immigration policies frequently do not correspond to the reality, making it necessary to examine the actual context.  相似文献

In this article, we contribute to the growing and diverse literature on the lived experiences of children and their agency in the context of migration. Drawing on in‐depth interviews with children whose migrant parents have left them behind, as well as with those who care for them in Vietnam, we demonstrate that the various ways in which they affect migration decision‐making and transnational communication shape the children's imaginations of migration. The context‐specific social construction of childhood, or more specifically adult perceptions of children's agency and needs, in turn structures these processes. We emphasize the need for debates on children's agency to take into account both broader socio‐economic processes at the macro level and the concrete and local scale at which children's lives unfold. By outlining how children's experiences of parental migration are constitutive of their attitudes toward this livelihood strategy, we also argue that the ability of those ‘left‐behind’ to exercise agency is closely intertwined with processes of social becoming and navigation in the transnational social fields constructed for them by adults.  相似文献

The aim of the paper is to investigate the relation between Non-Profit Organizations (NP) and immigration. In particular, we examine the services offered to immigrants in Italy and Spain, both noted for their similar patterns of migration. In these countries immigration is characterised by a lack of the so-called “real” (not just legislative) measures that take the needs of immigrants into consideration. Even though emergency policies exist to meet various contingencies, lack of awareness of population movements is probably behind the “absence” of the state.The hypothetic and causal connection between the NP sector and immigration will be studied using selected data. The positive results of the analysis are the first stage in considering the possible substitution of state institutions by the NP sector, with regard to immigrants.  相似文献

The United Nations Conference on Environment and Development (UNCED) meeting in Rio de Janeiro in 1992 illustrated the enormous rift that has appeared between North and South. Not only is the agenda of the North different from that of the South, but the language, the discourse, is different. The paper, which was conceived as a contribution to the new discourse surrounding development and the environment explores the divergence between North and South in terms of the limited Northern perspective represented by ‘environmental managerialism’. The failure to grasp the global nature of environmental issues lies at the heart of the problem for radical scholarship. It is the central question to which, as sociologists, we should direct our energies.  相似文献

This paper explores the empirical, conceptual and theoretical gains that can be made using cosmopolitan social theory to think through the urban transformations that scholars have in recent years termed planetary urbanization. Recognizing the global spread of urbanization makes the need for a cosmopolitan urban sociology more pressing than ever. Here, it is suggested that critical urban sociology can be invigorated by focusing upon the disconnect that Henri Lefebvre posits between the planetarization of the urban – which he views as economically and technologically driven – and his dis‐alienated notion of a global urban society. The first aim of this paper is to highlight the benefits of using ‘cosmopolitan’ social theory to understand Lefebvre's urban problematic (and to establish why this is also a cosmopolitan problematic); the second is to identify the core cosmopolitan contradictions of planetary urbanization, tensions that are both actually existing and reproduced in scholarly accounts. The article begins by examining the challenges presented to urban sociology by planetary urbanization, before considering how cosmopolitan sociological theory helps provide an analytical ‘grip’ on the deep lying social realities of contemporary urbanization, especially in relation to questions about difference, culture and history. These insights are used to identify three cosmopolitan contradictions that exist within urbanized (and urbanizing) space; tensions that provide a basis for a thoroughgoing cosmopolitan investigation of planetary urbanization.  相似文献

On the basis of the working papers presented at t conference, new information on the subject of return migration in Europe and conclusions on the effectiveness of policies to promote remigration were discussed aiming to stimulate further research on this subject. Mainly 3 findings resulted from the discussions. 1) On the subject of promoting remigration, the effects of the law to encourage voluntary return to home countries from the Federal Republic of Germany have remained far below expectations. 2) Concerning effects of the migration policies on the foreign residents in the host countries, it was stated that these prevent a clear definition of their status by the foreigners themselves, because they obscure the decision whether to stay or leave the host country. Especially regarding the increasingly critical attitude of the population of the host country towards the guest workers, a growing insecurity of the foreigners must be noted, which has led recently to overhasty emigration decisions with alarming economic and social results for those affected. 3) Concerning possibilities for international cooperation on return migration, it was stated that the indirect instruments of promoting return have shown little success. On the other hand, direct promotion by means of financial incentives is to be rejected because of its mainly negative side effects on the expectations of the labor migrants and also on those of the indigenous population. New and promising approaches to remigration policy must consider the economic and social interests of the countries of origin and improve their economic, political, and administrative capacities.  相似文献

Services and resources for migrants returning to Mexico are necessary to ease their transition and “re-integration” into home communities. Policies that do not have a holistic approach can result in serious implications for the social, political, cultural, and health of returnees, receiving families, and communities. This research critically analyses return migration policies in Mexico drawing from the intersectionality-based policy analysis framework and a multi-scalar approach to critically study return migration policies in Mexico. We analysed 20 return migration policies using the principles of the intersectionality-based policy analysis framework. In 2021, we interviewed those impacted by return migration policies in Veracruz, Mexico to gain deeper insights into return migration policies. Women who stayed behind, return migrants, community leaders, and health-care providers were interviewed via phone or face-to-face in Spanish. Information was transcribed verbatim and analysed with the aid of computer-assisted data analysis software and quotes were translated into English. They shed light on two major inequities in policies: (1) the lack of acknowledgement of diversity or return migrants and (2) the exclusion of receiving families and communities from the “re-integration” process of return migrants. Based on the multi-scalar critical policy analysis, return migration policies in Mexico would benefit from a more comprehensive and inclusive approach where the needs of return migrants and community members are protected based on their diversity.  相似文献

International and domestic labor migrations are changing the face of many countries. Those economic and demographic transitions collide with cultural expectations and ways of conducting intergenerational relations. This paper is a narrative analysis of some of those changes from the perspective of the elderly who remain behind in a small village in central Turkey. In particular, their narratives focus on filial expectations of sons and daughters, the status of mothers-in-law, health and economic well-being, and the future of village life. While these “left behind” elderly feel a loss of status and control and fear for their futures as their children pursue lifestyles unfamiliar and threatening to them, they are nevertheless gradually negotiating these changes and redefining late life to adapt to new circumstances and maintain their family relations.  相似文献

"This article focuses on value inputs at various junctures of the immigrant-absorption process in Israel and their possible implications for the future of the immigrants.... The model of value inputs of the 1990s suggests several directions in which absorption policy may head....One such direction is dominant in other immigration countries: the integration of the stronger immigrants--those whose ability to function in modern Western society is high--is left to market forces.... Another possible paradigm of absorption is one in which the government intervenes selectively to help especially disadvantaged groups....A third orientation depends on the immigration trend. If immigration tapers off, the government will intervene more intensively and extensively in the integration of the 1990s immigrants, particularly at the municipal level." This article reviews the question of childhood in the context of conflicting social trends, namely the simultaneous globalisation and atomisation of social life. The experience of childhood is discussed in relation to three distinct ‘levels’; children as consumers, children as interpreters, and children as actors. It is suggested that understanding the changing social context in relation to each of these levels helps to explain some of the tensions and disruptions that characterise the lives of some children, especially those at the margins. In conclusion, it is argued that this analysis is not only of theoretical interest, but indicates specific requirements for the formulation of coherent social policies to meet the needs of all children. The changed international climate of the 1990s...has shifted the focus from the asylum and resettlement countries to the countries of origin: there is today a greater willingness to intervene in other countries' affairs either to avert the creation of new flows of focused migrants or to assist internally displaced populations, and there is the expectation of large-scale voluntary returns of refugees in asylum. During the 1940s and 1950s Venezuela was an important destination for migrants from Southern Europe, a flow that disappeared almost entirely during the 1960s, to be replaced by border movements and the largely illegal migration of Colombians. The oil boom of the 1970s saw an increase of the latter, which may have subsided during the 1980s due to the more difficult economic conditions that have also led to significant emigration levels of Venezuelans and former immigrants. Methods of data collection systems that provide information on migrants include the National Population and Housing Census, the National Household Survey, migration surveys, arrival and departure statistics, registration systems operated by the Direccion General Sectorial de identificacion y Control de Extranjeros, the 1980 regularization drive, statistics gathered by the Ministry of Labor, and vital and civil registration statistics. The lack of effective coordination among the different government agencies gathering information and the administrative nature of the data collected give rise to problems of comparability. Mechanisms to publish and disseminate the data available are not well developed, so that researchers often have no access to potentially useful sources of information. Problems of timeliness in the publication of the most widely used information are also present, as is the large gap existing in data pertaining to emigration, be it of Venezuelan nationals or of immigrants leaving the country.  相似文献
