Social welfare policies are crucial in advancing the well-being of individuals, yet they recreate the social disadvantage they attempt to ameliorate. Notably, these policies have perpetuated racial inequality in our society by implicitly or explicitly disadvantaging certain groups. This paper presents a review of the biases of social welfare policies. Using components of social construction and critical race theories, this paper highlights the ways the design and implementation of policies are racially bias. Among the policies it examines are mothers' pension, Social Security Act, and the Personal Responsibility and Work Opportunity Reconciliation Act. 相似文献

A review of empirical literature reveals improvements in service utilization and outcomes for women when substance abuse and child welfare services are integrated. The increased use of substances by women involved in the child welfare system has resulted in a call for integrated, coordinated, evidence-based practices. Since the late 1990s, specific system- and service-level strategies have been developed to coordinate and integrate the provision of substance abuse and child welfare services such that women are remaining in treatment longer and are more likely to reduce substance use and be reunited with their children. The strategies reviewed provide useful guidelines for developing components of effective, evidence-based programs for substance-involved women in the child welfare system. 相似文献

Using data from 8 random assignment studies and employing meta‐analytic techniques, this article provides systematic evidence that welfare and work policies targeted at low‐income parents have small adverse effects on some school outcomes among adolescents ages 12 to 18 years at follow‐up. These adverse effects were observed mostly for school performance outcomes and occurred in programs that required mothers to work or participate in employment‐related activities and those that encouraged mothers to work voluntarily. The most pronounced negative effects on school outcomes occurred for the group of adolescents who had a younger sibling, possibly because of the increased home and sibling care responsibilities they assumed as their mothers increased their employment. 相似文献

Human, financial, and social capital from several contexts affects child and adolescent well‐being. Families and schools are among the most important, and research is increasingly studying how effects of capital across such contexts affect child and adolescent academic and social outcomes. Some research suggests that families may be more powerful than schools in promoting child and adolescent well‐being. Additional research is needed to more fully understand how capital across institutions interacts in producing child well‐being, when and why multiple institutions or levels of analysis are relevant, and how several contexts can form chains of causation. Theories of social capital may promote increased conversation among researchers who study the same outcomes yet focus their analyses on different contexts. 相似文献

This paper provides a brief history of Catholic social services in Australia. The underlying theological base has been Catholic Social Teachings. The paper outlines Catholic Social Teachings and its impact on the development of distinctive Catholic social services. Catholic social services is an umbrella term, which includes the diocesan based services - Centacares, religious orders and lay associations such as St Vincent de Paul Society. A condensed history is presented, which highlights the various stages of the development of Catholic social services. SUMMARY. Interviewing children and parents has been the subject of much controversy in recent years, with particular concern about techniques used. In this paper, the author takes a fundamental look at the philosophies and psychological assumptions which underlay much current interviewing practice. He identifies this as being primarily based on a cognitive neutral stance from the interviewer. These assumptions are questioned, particularly in relation to working with people from different cultures where different assumptions prevail. We argue for analyzing school and family social capital, human capital, and financial capital as parallel concepts and investigate their effects on child social adjustment. We use the National Longitudinal Survey of Youth (NLSY) merged Child‐Mother Data, to which we add indicators of capital in the children's schools. Findings suggest that although school capital effects are present, family social capital and maternal and child human capital effects are more prevalent. Interactions between family and school capital refine these findings. We derive inferences regarding how investment at home and at school can work together to promote child social adjustment. 相似文献

Access to social services is important for the safety of children and ultimately for reunification of families involved in the child welfare system. The process of linking families to services, however, varies by caseworker and can be cumbersome and time consuming. The Department of Children and Family Services (DCFS) Needs Portal is an Internet-based intervention to improve the timing and quality of social service referrals in Los Angeles County We used a case study approach including in-depth interviews, direct observations, and user feedback obtained from the Needs Portal to (a) determine perceived benefits and barriers to adopting the Needs Portal, and (b) report how the flow of information between users and developers was used to adapt to user needs. Our analyses revealed four major barriers: (a) caseworker apprehension regarding new technology, (b) variation in communication styles by user type, (c) lack of technological infrastructure, and (d) competing workplace demands. Information sharing between developers and users has the potential to better meet the needs of users and ultimately maximize utilization of new technology. Although Internet-based interventions are designed to inexpensively and effectively coordinate services, emerging interventions may require in-person assistance and modifications in order to succeed. 相似文献

This article examines the experiences of fathers involved in the child welfare system. Fathers who were interviewed as part of a multiyear Canadian project were atypical in that they were actively engaged with the child welfare system. Their stories show how, although not always physically present, child welfare's ghostly form is still very much a part of the daily lives of fathers and their families. These fathers had to be resourceful and resilient as they endeavored to look “promising” to the child welfare system. The critical analysis offers insights into a more father-inclusive approach to child welfare that has implications for policy and practice development. 相似文献

Summary Administrators in public human services are constantly involved in the exhausting challenge of recruiting and training staff in the child welfare arena. This article describes a program that the Commonwealth of Kentucky developed in order to address the recruitment and retention issue. The Public Child Welfare Certification Program is a special multi-university preparation program designed to recruit excellent workers from BSW programs who are prepared to take on complex cases with normal supervision within weeks of employment and to sustain those workers over time. Evaluation of the pilot indicates that the program is a great success in preparing students for child welfare work. Implications are discussed. 相似文献

SUMMARY This chapter describes the development of a Web-based undergraduate child welfare course for Aboriginal and non-Aboriginal learners. Rather than simply incorporate an Aboriginal perspective into Eurocentric pedagogies and course structures, the authors disrupt the dominance of Western ways of knowing in education by designing the course to situate Western knowledge as a way of knowing rather than the way of knowing and the frame from which all other perspectives are understood. In this research the authors describe the differences between Aboriginal and European thought and reveal how Web-based courses can be designed in ways that do not perpetuate Eurocentrism. 相似文献

In light of the poor prospects facing many former foster youths during the transition to adulthood, it is surprising that so little attention has been given to substitute care contexts during child welfare system involvement. A review of child welfare research finds that many former foster youths go through an alarming number of placement changes and report a high rate of placement into congregate care settings and other unplanned events. Future research should take explicit account of substitute care contexts in designing and carrying out studies examining the adult outcomes of aging out foster care populations. Interventions intended to circumvent high rates of movement in foster care should also be broadened to target multiple aspects of substitute care contexts. 相似文献
