This paper examines different models of disability policy in European welfare regimes on the basis of secondary data. OECD data measuring social protection and labour-market integration is complemented with an index which measures the outcomes of disability civil rights. Eurobarometer data is used to construct the index. The country modelling by cluster analysis indicates that an encompassing model of disability policy is mainly prevalent in Nordic countries. An activating and rehabilitating disability-policy model is predominant mainly in Central European countries, and there is evidence for a distinct Eastern European model characterized by relatively few guaranteed civil rights for disabled people. Furthermore, the Southern European model, which indicates a preference for social protection rather than activation and rehabilitation, includes countries which normally have diverse welfare traditions.  相似文献

The policy toward Israeli veterans with disabilities is based on the Invalids Law (Benefits and Rehabilitation) of 1949 . This legislation has served as the foundation for an intricate disability policy, providing benefits and psychosocial services for veterans with disabilities. Sixty two years later, in light of the emergence of a new social model and disability rights conceptualization, there is a need to reevaluate the current legislation and policy. In this article the authors present the essence of the current Israeli disability policy and explore the applications of a proposed reform aimed at adapting the disability policy and services to the new principles of the social model of disability.  相似文献

This paper is concerned with the contradictions and tensions in disability theory that have generated an uncertain professional knowledge base in relation to the education of students with disabilities. This tension has produced concern regarding the enculturation of teachers into reductionist understandings of disability that limit the development of inclusive educational environments. A critical realist lens is employed to better understand the boundaries and contributions of three disability models and their connections to education practice. This perspective asserts that the models are social constructions of a real phenomenon requiring critical reflection on their adequacy for explaining and informing real-world practices. It draws upon the work of Bhaskar and Danermark to present a framework for positioning disability theory in a manner that may prove a useful theoretical guide for practitioners.  相似文献

Abuse and neglect of older adults occurs in all Canadian communities and solutions require the coordinated efforts of society at large. Amelioration entails more than a legislative approach. Prevention of this growing problem is a social responsibility that requires networking and collaboration between different disciplines in all sectors of the community. This article will discuss elder abuse in Canada from a historical perspective, as well as current legislation, model programs, and research initiatives. It is intended to allow for comparison from the various countries presented in this volume. Hopefully, readers will find some models, or ideas, they may wish to explore or even replicate within their own jurisdictions.  相似文献

The purpose of this article is to present some recent contributions to discussions on social justice and recognition in the context of disability research. Nancy Fraser's theory of redistribution and recognition, and her endeavour to include both a materialist and a cultural perspective in a theory of justice is examined. We also discuss Honneth's Hegelian-informed model of recognition. Critical realism, emphasizing a non-reductionist perspective, is briefly presented and, finally, we put forward some ideas on how to analyse and understand disability within such a framework.  相似文献

There is a wide range of media representations of disability, but not just because of the societal stigma. They are a function of norms of journalism as well as biases among people with disabilities themselves. This article is a contribution to the issue of social representation of persons with disabilities from a Romanian perspective, which will help to witness the transformation of the general perception of persons with disabilities by seeing the evolution of the terms used to name disability in crucial years of the socio‐political development of Romania (1989, 1990 and 2003). The existence of different categories of representations will reveal the evolution of society, which switched from a culture of protection to a culture of promotion for people with disabilities.  相似文献

This article outlines a republican perspective on disability. We argue that a commitment to ensuring the republican freedom of disabled citizens offers a promising account of what disabled citizens are owed as a matter of justice. A republican perspective offers a particular diagnosis of the injustice of disability disadvantage, both in relation to individuals (dominium) and the state (imperium), that is congenial to prominent concerns voiced by the disability rights movement. This article also offers a brief outline of three republican remedies: the right of social participation, the right of opportunities for civic contribution, and the right of democratic contestation. These remedies constitute key guidelines for the robust institutional protection of disabled citizens’ republican freedom.  相似文献

The article aims at the theoretical development of the concept of disability, with particular reference to its integration with social systems theory. The concept of disability is discussed by suggesting that the predominant models within disability research cannot communicate with each other because they represent different observation points, all of them describing disability from within a specific system. It is the thesis of this article that the distinction between individual and society, which constitute the basis of the well-known scheme of observed differences between impairment, disability and 'handicap', is a distinction based on nai¨ve realism and obscures the problems within disability research. In line with a long tradition within sociology, social system theory rejects the belief that our concepts are representations of reality: the categories and concepts we use are distinctions that are system specific. It is through those distinctions that the phenomenon is observed. This implies that observations are not absolute but relative to the observer's perspective.  相似文献

This article analyses the reforms to Romanias child care legislation introduced in 1997. It uses two perspectives on childrens rights to link the changes to the United Nations Convention on the Rights of the Child. The first perspective reviews the new legislation in terms of childrens rights to provision, protection, and participation, paying particular regard to the wider economic and social policy context of the reforms; the second looks at the new laws in terms of the implications of childrens rights for the family, the community, the state, and the international community. Throughout the discussion, attention is drawn to changes in social work management and practice which will be required to make a reality of the new legislation. The article then considers the way in which the discourse of childrens rights has been used to justify changes to the law on inter-country adoption. It is argued that the new legislation has actually secured the place of inter-country adoption in Romania whilst professing to give priority to domestic alternatives, and that reference to childrens rights has been used to justify and disguise this outcome. The discussion thereby highlights the vulnerability of the childrens rights discourse to the demands of international politics.  相似文献

Refugee Women in Europe: Some Aspects of the Legal and Policy Dimensions   总被引:1,自引:0,他引:1  
This article presents an overview of the legal and policy issues affecting refugee and asylum-seeking women in European host societies. First, it explores the unique types of persecution experienced by women and shows that the asylum determination process, along with the status of women relative to men, mitigates against the effective protection of women. The legal basis for asylum, the evidential requirements and the procedural norms all reduce the protection which is likely to be conferred upon asylum-seeking women. Second, the article provides an overview of responses to female refugees and asylum-seekers in European countries of asylum. Although there are differences between countries, there is also a large degree of uniformity. For example, there is a lack of recognition and understanding of the diversity and the range of experiences which refugees bring with them, including different social and cultural norms. Moreover, European policies do not provide special provisions to facilitate the settlement of refugee women and instead place barriers to their social and economic participation. Third, the article examines policies for family reunion in different countries and shows that such unfavourable and unsympathetic policies mitigate against the settlement of refugee women. Finally, the article argues that if refugee and asylum-seeking women are to have their cases recognized and to be successfully settled, then there needs to be a complete rethink of legislation and policy in Europe.  相似文献

This article is about the disability movement in the Netherlands and its strategies for empowerment of disabled people. Only since the end of 2003 has the Netherlands enjoyed anti‐discrimination legislation for disabled people. But, how important actually is legislation for the empowerment of disabled people? To answer this question, we take a closer look at social movements and their involvement in empowerment and active citizenship. We criticise the disregard of differences and care in notions of active citizenship and propose instead the idea of a ‘varied society’ based on the notions of diverse and ‘careful citizenship’. One of our main arguments is that empowerment strategies necessary to create this kind of society are above all bottom‐up strategies. However, the highly organised disability movement in the Netherlands is confronted with strategic paradoxes that have ‘de‐powering’ consequences. Based on these paradoxes, five recommendations for the disability movement in the Netherlands are presented.  相似文献

This article explores the significance of disability for social justice, using Nancy Fraser’s theory of justice as a guideline. The article argues that the disability perspective is essential for understanding and promoting social justice, although it is often disregarded by critical thinkers and social activists. The article looks at three prominent strategies for achieving social justice under conditions of capitalism: economically, by decommodifying labour; culturally, by deconstructing self-sufficiency; and politically, by transnationalising democracy. The disability perspective reveals that decommodification of labour requires enhancement of disability support, deconstruction of self-sufficiency requires valorisation of disability-illuminated interdependence, and transnationalisation of democracy requires scrutiny of the transnational production of impairments. The article discusses each of these strategies in theoretical and practical terms by drawing on disability studies and Fraser’s analyses.  相似文献

This article considers the significance of a model of disability in relation to the child with profound impairment and examines the individual and social models of disability in connection with this. It is argued that although these two models cannot be completely dismissed, the models largely ignore the experience and perspective of the profoundly impaired child, their parent(s) and family. Following in-depth interviews with four parents I attempted to elicit the experience of disability from this perspective. I invited the parents to tell me the ways in which they experience disability, how they viewed the nature and cause of disability in their lives and the relationship between themselves and the various professionals involved in the care of their child. This article endeavours to implement the interview 'findings' to inform an alternative model of disability, the 'Alliance' model, which is briefly discussed and critiqued.  相似文献

Two case examples will focus on the adaptations/life choices that are necessary to adequately meet psycho/social/developmental needs and enhance individual self esteem. The case of Rita, a woman who lost her hearing at age two, highlights the importance of integrating a biopsychosocial approach to understand the multiple challenges and adaptations of individuals who are disabled at an early age. Laureen, a woman who acquired a spinal cord injury during her late teen years, described her struggles as a young adult adapting to a physical disability. Both cases highlight the importance of integrating an ecological/systems framework focusing on a biopsychosocial perspective, emphasizing the interrelationship between biological, psychological, social, technological, cultural and political factors.  相似文献

Today, students are increasingly interested in global issues. To meet this need, social work education must find models to incorporate international content into social work curriculum. This article presents a pedagogical experience to familiarize social work students with comparative social welfare from a global perspective. In a graduate seminar, students utilized data from the United Nations and the World Bank to examine social conditions in different parts of the world in order to gain a broader view of global social conditions. The result was a compilation of profiles highlighting the social conditions of developing countries across different regions of the globe. Furthermore, based on students’ feedback, the benefits of doing such comparative study and the implications for internationalizing social work curriculum are discussed.  相似文献

This paper is based on analysis of data collected for a study, commissioned by the Scottish Government, which examined child protection work with disabled children. At a conceptual level, the paper draws on Goffman's frame analysis and on different models of disability. Focus groups were conducted with five Child Protection Committees (40 individuals) and semi-structured interviews with a further 21 practitioners from social work, education, health services, third sector organisations and the police. The findings show that, for various reasons, abuse of disabled children may go undetected. Where it is suspected, effective action does not always follow, for example, where practitioners over-empathise with parents. When child protection work is undertaken, disabled children may remain relatively invisible in terms of participation and professional focus. It is suggested that the ways in which practitioners and managers “frame” disabled children has implications for how abuse is responded to and how well these children are protected. Participants also “framed” disability in different ways, and it is suggested that a social relational model seems particularly applicable. In conclusion, in many respects disabled children experiencing abuse may remain absent from or to some extent hidden within child protection services in Scotland. While some creative work is taking place, considerable changes are required to make child protection services accessible to all disabled children, sensitive to their needs and respectful of their rights.  相似文献

Since July 2012, eligibility for disability benefits and services in Taiwan has been assessed based on the International Classification of Functioning, Disability and Health. This study examines disabled people’s experiences of this new assessment system: does it incorporate the social model or a multidimensional understanding of disability and assess the needs of disabled people adequately? In-depth interviews were employed with 24 disabled persons to answer these questions from the perspective of disabled people. The findings show that the new assessment model is still medicalised: social roles and social participation are not considered, the assessment process is dominated by professionals, users’ perspectives are not included and only those who are assessed to have a high level of disability are satisfied with the new system while many others would prefer the old assessment system. These findings have relevance for the analysis of needs assessments of disabled people in different countries.  相似文献
