Issue frames (i.e., the thematic slants that elites use to structure issue debates) have been shown to alter how citizens think about social policy issues. However, support for a social policy issue not only depends on how the issue is framed, but also on the source or “messenger” associated with the frame. For the most part, issue frames have been faceless and research has failed to consider how characteristics of the frame's messenger such as expertise and trustworthiness influence citizens. The present study examines the influence that gun control frames and their messengers have on a variety of dependent variables. The results show that source cues moderate the impact of the frames, even when controlling for other variables. Specifically, credible sources significantly augment the effects of a frame while spokespersons with a perceived bias tend to weaken the frame's arguments and impact. These results point toward a more complex framing theory: public support for social issues depends on how the issue is framed, as well as who presents the message.  相似文献

This article considers the characteristics and utility of pro‐work policies targeting Australian older workers that have emerged in the context of population ageing, amid concerns that this will lead to labour shortages and an increasing social welfare burden. There has been a recent surge in public policy regarding the ageing workforce, the efficacy of which has not been tested by evaluation studies. After considering the conceptual foundations and objectives of various government initiatives, it is argued that the present public policy approach may have serious flaws that are not only detrimental to the stated overall objective of prolonging working lives, but may, in fact, be harmful to older workers and fail to address the needs of business. This stems from programs reaching only a small proportion of those older people who would potentially benefit from assistance, and from misdirected effort aimed at encouraging behavioural change on the part of employers or industries. It is argued that there is a need for greater targeting of policy efforts on the actual needs of industry and for public policy itself to become more age‐aware.  相似文献

Public sector employees with responsibility for purchasing are under increasing pressure to implement small and medium enterprise (SME)-friendly policies. Such policies are intended to make it easier for SMEs to compete for and win public sector contracts. In spite of the socio-economic importance of this issue, there remains a dearth of evidence on what is happening in practice. Using primary survey data from 271 public buyers in Ireland, this paper examines the extent to which SME-friendly procurement policy is being implemented and the individual and organization factors that affect implementation. The findings reveal a gap between what government policy recommends public buyers and their organizations should do to facilitate SMEs versus what they are actually doing. Policy familiarity, procurement involvement, organization size and the maturity of the procurement function are shown to be positively associated with the implementation of SME-friendly policy. For managers and legislators, the findings underline the need to invest in the human capital dimension of public procurement if policy implementation rates are to improve.  相似文献

We propose a triple test to evaluate the usefulness of behavioral economics models for public health policy. Test 1 is whether the model provides reasonably new insights. Test 2 is on whether these have been properly applied to policy settings. Test 3 is whether they are corroborated by evidence. We exemplify by considering the cases of social interactions models, self-control models and, in relation to health message framing, prospect theory. Out of these sets of models, only a correctly applied prospect theory fully passes the tests at present. Specifically, in broad agreement with the evidence, a gain frame has positive implications for welfare encourages disease prevention activity, though this does not apply if the perceived probability of the bad health outcome is large enough. We see our tests as being useful to identify how much health policy weight policy makers should assign to specific behavioral economic models; they are also useful to verify what next steps would be most useful in further research.  相似文献

Efforts to address homelessness in New Zealand are marked by competing discourses that construct it as a housing issue, or more radically, as an issue of social exclusion. This paper presents a case study that illustrates the difficulties of reconciling these discourses when framing homelessness policy. Research was conducted with a national organisation involved in advocating to the New Zealand government on homelessness policy. Members of this group participated in focus groups exploring the meanings of home, homelessness and their advocacy work. The paper traces the challenges presented to the politics of social action by recognising homelessness as an issue of social exclusion, but needing to frame it as an issue of housing to effect policy change. It argues that social activist groups must routinely make pragmatic and strategic compromises that challenge the integrity of their ideological positions and their conceptual understandings, and develop group practices that allow them to resolve the tensions that this can generate.  相似文献

This article assesses developments in European Union (EU) migration policy and practice and their implications for rights regulation in the Union, as revealed in this special issue and the wider literature. It identifies how rights are constituted in the complex and multivalent policy-making field of the EU. The article views rights as constituted in the process of migration governance. This governance analysis puts centre stage an assessment of the links between policy, policy-making and policy's social and political ordering effects. The article argues that the significance of the Union needs to be analysed against different aspects of rights regulation. The article adopts an analytical framework which discriminates between the discursive framing of migrants' rights, the specification of such rights in Union and member state policy, and the shaping of rights by actors in context at the local level. The article concludes that, first, the Union has begun to play a significant role in regulating mobility rights across its territory in ways which can undermine the substantive or normative rights accessible to migrants in practice. Second, its policy and legal role are politically significant as it asserts the role of the EU as a source of regulatory authority over the distribution of rights for citizens and non-citizens within its territory.  相似文献

The proposed elimination of the dividend tax was among the most debated aspects of the Bush administration's economic stimulus package. Both the fairness of the initiative and who would benefit from it were questioned. Drawing on the political rhetoric of these debates, 86 respondents completed materials assessing the effects of framing and attributions for wealth on support for eliminating the dividend tax. The participants were less supportive of eliminating the dividend tax when it was framed as benefiting the wealthy than when the initiative was framed as benefiting the general public. Attributing wealth to personal initiative and "warm" feelings toward the wealthy emerged as the most powerful predictors of supporting the tax's elimination. Implications for social policy and economic justice are discussed.  相似文献

Celebrities often use their popularity to advance international causes, but do they have an effect on public opinion regarding foreign policy? This study uses an experimental method to test whether a statement by Bono of the rock band U2 regarding a fictional foreign policy crisis influences public opinion more than a traditional political elite. Experimental participants were less likely to support the specific position advocated and less likely to be interested in following the crisis in the news when the statement came from Bono, though the results are dependent on party identification and how the scenario was framed.  相似文献

The demand for human organs for transplantation – both from live and deceased donors – has become a public health issue in the United States, as thousands of Americans die each year due to the lack of a needed transplant. The current policy basis for organ procurement is voluntarism as federal organ procurement policy, based on the 1984 National Organ Transplant Act (NOTA), prohibits the exchange of human organs for “valuable consideration.” While an increasing number of policy analysts, including some ethicists, have advocated for financial incentives to induce more donations, a variety of factors – such as the legislative status quo, ongoing ethical concerns, and uncertain public support – have resulted in little use of financial incentives. We argue that a better understanding of public opinion is an important prerequisite for any move toward the use of financial incentives. Consequently, we develop and test a model to explain individual level attitudes toward legalizing and regulating the sale of human organs for transplant. We find that political ideology, gender, age and geographic region are important predictors of support.  相似文献

This paper argues that the scale of the contemporary housing affordability crisis in Australia is at least partly attributable to the influence of neoliberal ideas over the past three decades. After providing an overview of the nature and scope of the crisis, the process by which housing as a policy problem has been reconceptualised by policy makers and others since the 1970s is examined. This is followed by analysis of the ways in which a number of commonwealth government policies which are ideationally underpinned by neoliberalism have amplified and perpetuated the problem of housing affordability in Australia and, ipso facto, prevented the issue from being addressed. The paper concludes by suggesting that policies which are ostensibly intended to improve housing affordability will continue to founder until the ideational obstacles which are the focus of this paper are recognised, and housing policy is reconceptualised along lines more conducive to the amelioration of the housing affordability problem. The paper seeks to extend the existing literature on housing affordability by explicitly identifying the linkages between neoliberal ideas, commonwealth public policy, and the extant problem of housing affordability in Australia.  相似文献

An increase in usage of political advertising has become a global phenomenon. Previous research on political advertising has found both intended and backlash effects, indicating that the advertising effects are likely to be moderated by message and audience factors. In this study, advertising tones (i.e., positive or negative advertising) are examined. The experimental research also examines two contingent variables—the level of voters’ political sophistication and the degree of candidate credibility. The results indicate that a voter's political sophistication may result in bidirectional effects on the impact of advertising tone. Candidate credibility determines the direction of these effects. When voters face a candidate with high credibility, the influences of negative advertising and comparative advertising decrease but the effects of positive advertising are accentuated as a voter's political sophistication increases. The outcomes are reversed when voters face a candidate with low credibility. The paper concludes by discussing the implications of advertising tactics in election campaigns.  相似文献

The level of public participation in response to environmental issues in China has significantly increased over the past 10 years. This expansion of participation occurred as the government was pursuing legislative and regulatory approaches to address environmental pollution. Factors contributing to the development of environmental public participation are explored based on the political opportunity theory and post-materialist values theory. Two participation styles are used as dependent variables in a panel data framework. The empirical results of an analysis of provincial level data indicate that the degree of openness to participation and economic development level show consistently significant impacts on the levels of different environmental participation styles, thus demonstrating the applicability of the political opportunity theory and Inglehart’s post-materialist values theory in predicting environmental public participation in China. The results also show that other variables, including educational level and environmental pollution level have different or even reverse effects depending on the form of participation examined. In general, the results are consistent with cross-national studies of environmental policy development and political participation.  相似文献

Objectives. Most studies of media effects in political communication focus on news media. A smaller body of work extends theories of news media effects to fictional entertainment media. Just as news media engage in priming and agenda setting, these studies suggest that fictional media do as well. In this study, we deal with fictional media's framing of issues. No research has sought to test the effects of framing in explicitly fictional media on political opinions. We develop the outlines of a theory we call “fictional framing” and test it in an experiment. Methods. Participants in our treatment group watched the film Cider House Rules. The movie frames the issue of abortion in the case of incest in a pro‐choice way, and frames morality in terms of following one's own conscience. Results. The film influenced opinions in ways consistent with the framing of these issues. Conclusions. Since abortion opinions and moral values tend to be entrenched, we consider this a strong first test of the effects of fictional framing.  相似文献

Health policy in the United States is entering an era in which explicitly value-based allocation decisions require direct attention. Policies concerning access to care, financing, and utilization management will necessarily have redistributive effects. For these policies to command social legitimacy and political support, some consensus will have to emerge around the values and ideals justifying these policies. This article addresses the problems of conceptual clarification and democratic process raised by the prospect of an explicitly value-based allocation policy. It offers a conceptual matrix distinguishing the scope of the issue of allocation in health care. Drawing on the activities of community health decisions projects in several states, it also offers suggestions about building a participatory and educational process at the grassroots level that might lead to a democratic consensus suitable for guiding policy choice.  相似文献

This opening paper outlines the rise of public sector performance measurement and performance governance from New Public Management, its trajectory from an administrative tool for organisational monitoring and management, to its insertion into service performance and accountability, to a policy tool defining policy itself. Four key conceptual ways of approaching public sector performance measurement are outlined, and the significance of understanding performance measurement as a socio-technical policy instrument is argued. The paper thematically reviews the papers that follow and how they demonstrate new points of critical analysis in policy studies, including the multiple, mixed and sometimes contradictory purposes for performance measurement, the formation of performance measurement tools, the linkages of performance numbers and governance structures from macro to micro, and the reconfigured roles of professionals in public service delivery. The paper issues a clear challenge to policy researchers to take performance measurement more seriously in understanding the dynamics of policy performance, the achievement of policy objectives, the reframing of policy and the experience of citizens.  相似文献

Modern disability policy seeks a balance between individual and social responsibility for disability. Striking this balance involves redefining issues related to disability. This article presents an analysis of the issue definition process on autism in Canada. The findings suggest although autism became an increasingly present issue in public discourse in Canada during the last 20 years, no specific aspect of the autism experience became defined as an urgent public problem. Furthermore, public discourse surrounding autism focuses on health care, challenging ongoing development of rights-based disability policy.  相似文献

Objective. Throughout the course of the Iraq War, the Bush Administration has consistently framed its war policy in religious language. Therefore, we investigate the extent to which public religiosity predicts neoconservative foreign policy attitudes. Method. We use the 2005 Baylor Religion Survey to estimate OLS models predicting the effects of religious measures on support for a neoconservative Middle East foreign policy. Findings. We find that support for U.S. Iraq policy is partially an outcome of what we call “sacralization ideology,” as measured by the belief that religious and secular institutions should be more closely in collaboration. Conclusion. We argue that the religious framing of U.S. foreign policy appeals to a certain religious type who is not fully Republican or conservative evangelical.  相似文献

Within the literature on European integration there is a widespread assumption that Europe is in need of intensified and more effective supranational social policy cooperation. However, on the political level it is doubtful whether such measures are welcomed by the national electorates. This article addresses this issue empirically by asking whether there is public demand for promoting greater European welfare policy cooperation and what are the determinants of such a demand. The data source used is the Eurobarometer survey 2000. A number of hypotheses dealing with socio-structural differences, the effects of welfare regime types, the subjective evaluation of the integration process and the role of identity will be scrutinised. Overall, the results indicate that at the attitudinal 'grass root' level there is no unequivocal support for a European welfare responsibility and that some fundamental cleavages are present. It is the regional and cultural aspects, especially, which turn out to be having an effect and to be influencing future political conflicts. A common European welfare arrangement, therefore, cannot be regarded as a solution to the problems the European Union is facing; rather it will raise new and severe problems of finding social and political support.  相似文献

Externality arises when the private economy lacks incentives to set up a potential market in some commodity and when the nonexistence of this market results in a Pareto-suboptimal allocation. How can this idea be modified in the setting of the public benefits model of health care? This article argues that the equilibrium level of expenditure on health care is likely to vary markedly, depending on the institutional arrangements for its provision—public, mixed private-public, or purely private—but in none of these is the level of expenditure necessarily Pareto-optimal.  相似文献
